ACPD: Man Grabbed Girl Near County Government HQ

A man grabbed an girl’s buttocks while she was walking near Arlington County government headquarters, a block from police headquarters.

The alleged sexual battery happened Monday afternoon on the 2100 block of Clarendon Blvd, according to an Arlington County Police Department crime report.

“It approximately 2:45 p.m., the juvenile victim was walking in the area when the unknown male suspect walked past her and touched her buttocks,” ACPD said.

The suspect remains at large and the investigation is “ongoing,” said police. A vague suspect description notes that the man was dressed in all black and was carrying a black backpack.

Separately, a man was arrested Monday night after police say he exposed himself to a woman along N. Cameron Street in the Halls Hill neighborhood, near Lee Highway.

“At approximately 11:04 p.m. on June 28, police were dispatched to the report of an exposure,” said the crime report. “Upon arrival, it was determined that the victim was walking in the area when she heard the male suspect behind her and turned around to see him with his genitals exposed and attempting to engage with her.”

“Officers canvassed the area and located a suspect matching the description provided by the victim and took him into custody without incident,” the crime report continued.

A 25-year-old man was arrested and charged with indecent exposure and public masturbation.

Police: Man Flees After Lewd Act in Backseat of Rideshare

Police are looking for a man who allegedly mastubated in the backseat of a rideshare vehicle and then ran off.

The incident happened around 11 a.m. Monday along Route 50.

INDECENT EXPOSURE, 2021-05030087, Arlington Boulevard at Glebe Road. At approximately 11:00 a.m. on May 3, an off-duty officer observed a motorist in distress and pulled over to assist. The investigation determined that the male victim was operating as a rideshare driver when he observed the male suspect exposing himself and masturbating in the backseat of the vehicle. The victim pulled over and the suspect exited the vehicle and fled the scene on foot. Responding officers canvassed the area with negative results. The suspect is described as a Black male in his mid-twenties, 5’10” with a slim build. He had long dreadlocks and was wearing a pink shirt. The investigation is ongoing.

Police: Woman Danced on Car, Exposed Herself in Crystal City

As if the menace of bowling brawls were not enough, now residents of a Crystal City apartment building have to deal with rolling bras.

Last week ARLnow reported on a community meeting organized by police to discuss rowdy behavior outside a bowling alley in Crystal City that opened last summer. This past Tuesday, that very same block of 23rd Street S. was the scene of a reported indecent exposure incident.

“At approximately 11:22 p.m. on April 6, police were dispatched to the report of an exposure,” said an Arlington County Police Department crime report. “Upon arrival, it was determined that the victims were on the balconies of their residences when they observed the female suspect dancing on the hood of a vehicle. During the event, the suspect lifted her sports bra, exposing her breasts.”

It’s unclear what role, if any, the bowling alley played in the incident. But the victims were residents of The Buchanan, the same apartment building that has had complaints about boisterous bowlers.

Police say the woman was wearing “a blue/green wig, lime green sports bra, teal tank top and blue jeans” at the time of the alleged dancing and flashing.

“The investigation is ongoing,” ACPD said.

Police: Man in Car Asked Girl for Directions, Then Exposed Himself

Police are looking for a man who allegedly exposed himself to a girl in the Cherrydale area late last week.

The incident happened around 12:3o p.m. Friday on the 3200 block of Lee Highway. Police say the man called the girl over to his car to ask for directions, then grabbed her phone.

When the girl went to grab the phone back, she saw the man masturbating, according to an Arlington County Police Department crime report.

INDECENT EXPOSURE (late), 2021-02120080, 3200 block of Lee Highway. At approximately 12:26 p.m. on February 12, police were dispatched to the report of an indecent exposure. Upon arrival, it was determined that at approximately 10:00 a.m. on September 14, 2020, the juvenile female victim was walking in the area when a male suspect inside a vehicle called out to her asking for directions. As the victim was showing directions on her phone, the suspect grabbed the device from her hands. As she got closer to the window, she observed the suspect’s pants were down and he was masturbating. ACPD Reports Three Indecent Exposure Incidents in Two Days

Cooler fall weather has not stopped men from exposing themselves in Arlington.

The Arlington County Police Department has reported three indecent exposure incidents over a nearly 24 hour span from Wednesday morning to Thursday morning.

The incidents took place near Columbia Pike, near Ballston and in Rosslyn, according to the latest ACPD crime reports, below. In each case, the suspect was seen touching himself inappropriately while in view of a female victim or victims; the suspects all fled prior to officers arriving on scene.

INDECENT EXPOSURE, 2020-10070049, 1000 block of S. Quebec Street. At approximately 7:25 a.m. on October 7, police were dispatched to the report of an exposure. Upon arrival, it was determined that the victim observed the male suspect outside of her residence touching himself inappropriately. The suspect fled on foot prior to police arrival. The suspect is described as a male wearing a dark jacket and dark pants. The investigation is ongoing.

INDECENT EXPOSURE, 2020-10070115, 500 block of N. Pollard Street. At approximately 3:04 p.m. on October 7, police were on scene of another call for service when they were alerted the report of an exposure in the area. The investigation determined that the reporting party observed the suspect with his pants down, touching himself inappropriately while observing two female victims from behind a fence. The reporting party alerted the victims, and the suspect subsequently fled the area on foot prior to police arrival. The suspect is described as an older Black male, with an average height and build, bald or having very little hair, wearing a blue and black plaid shirt, and khaki pants. The investigation is ongoing.

INDECENT EXPOSURE, 2020-10070074, 1200 block of N. Meade Street. At approximately 10:10 a.m. on October 8, police were dispatched to the report of an indecent exposure. Upon arrival, it was determined that the victim was inside her residence when she observed the male suspect walking back and forth outside her window multiple times touching himself inappropriately. He then stopped in front of the window, pulled down his pants exposing his genitals, and continued to touch himself, then fled prior to police arrival. The suspect is described as a Black male, with medium to dark complexion, six feet tall, less than 200 lbs., with dreadlocks, wearing black sweatpants, a hooded sweatshirt and a black neck gaiter style mask. The investigation is ongoing.

Arrest Made in Aggressive Cyclist Case

Arlington County police have arrested a man they say is the cyclist behind a series of “trail rage” incidents on local trails.

On Friday, ACPD issued a community warning about a middle-aged man who had aggressively cursed at, mooned and in some cases struck pedestrians, in at least five separate incidents along trails in Arlington. Police say they received “numerous tips” over the weekend, which led them to identify a suspect.

“On the evening of Sunday, September 6, police executed a search warrant at the suspect’s residence and took him into custody without incident,” police said in a press release today. “David Marlowe, 55, of Arlington, VA, was arrested and charged with Robbery, Assault and Battery (x3), Indecent Exposure (x5) and Felony Possession with the Intent to Distribute Marijuana. He is being held in the Arlington County Detention Facility on no bond.”

Marlowe is accused of striking several people in fits of rage, attempting to steal one victim’s cell phone, and exposing his buttocks on numerous occasions. The marijuana charge against him was not further explained in the press release.

On Friday, a police spokeswoman told ARLnow that the department was “working with our regional partners” to try to determine whether the same suspect might be behind similar incidents on other trails, including a August 13 confrontation on the Mt. Vernon Trail that’s being investigated by U.S. Park Police.

Police say they’re continuing to investigate and are seeking additional information about the case.

The investigation into the suspect’s actions is ongoing. Police: Drunk, Naked Man Tased Twice on Lee Highway

A man who was walking down Lee Highway while drunk and naked last night was arrested after being tased twice by officers, according to Arlington County police.

The incident happened shortly before 9 p.m., roughly between Spout Run Parkway and the Inns of Virginia hotel.

Police say they received multiple calls about a naked man “shouting in and around a business.” Officers found him “carrying a knife and walking in the roadway.”

The man dropped the knife but did not comply with other commands, resulting in a Taser being used. After that didn’t work, a second Taser was deployed and the man was taken into custody, the police department says.

DRUNK IN PUBLIC (SIGNIFICANT), 2020-08180160, 3100 block of Lee Highway. At approximately 8:52 p.m. on August 18, police were dispatched to the report of an exposure after the Emergency Communications Center received numerous calls about a naked male shouting in and around a business in the 3300 block of Lee Highway. Responding officers located the subject, who was carrying a knife and walking in the roadway in the 3100 block of Lee Highway. The officers made contact with the subject and provided lawful commands to drop the weapon and get on the ground. The subject dropped the knife but remained confrontational and failed to comply with the officer’s commands. An officer deployed his taser which was ineffective. A second taser was deployed, allowing the subject to be taken into custody without further incident. The subject was transported by medics to an area hospital for evaluation. A summons for Drunk in Public was issued.

Police Investigating Indecent Exposure on Mt. Vernon Trail

A dispute between a cyclist and a jogger led to an indecent exposure incident on the Mt. Vernon Trail yesterday afternoon, police say.

The incident happened around 4:30 p.m., on the trail near Roaches Run and Gravelly Point. A man on a bicycle was engaged in an shouting match with a jogger; at one point, police say, the cyclist allegedly flashed the jogger.

“During the argument, the suspect exposed themselves to the other party,” said U.S. Park Police spokesman Sgt. Eduardo Delgado. The cyclist rode off before police arrived.

Delgado did not provide a suspect description, but police radio traffic at the time described him as riding a road bike while dressed in spandex and red and white striped socks.
