A woman walking down the street witnessed a man wearing a mask, lying atop a car and pleasuring himself last night in the Courthouse area, according to an Arlington County Police Department crime report.

The incident was reported around 10 p.m., on the 1900 block of Wilson Blvd. The masked man fled on foot after the woman screamed. Police were called but officers were unable to find him.

INDECENT EXPOSURE, 2017-11280270, 1900 block of Wilson Boulevard. At approximately 10:00 p.m. on November 28 police were dispatched to the report of an indecent exposure. Upon arrival, it was determined that at approximately 9:45 p.m. a female victim was walking in the area when she observed a male suspect wearing a mask laying across the hood of a car masturbating. When the victim screamed, the suspect fled on foot. The suspect is described as a male, with light skin, wearing light brown pants, black shoes, a black sweater and a black mask. Officers canvassed the area with negative results. The investigation is ongoing.

A cyclist was seen riding down the street in Courthouse yesterday, mooning every driver and pedestrian in his path.

Police were called around 3:45 p.m. for “a report of a male traveling by bicycle with his buttocks exposed in the area of N. Veitch Street at Wilson Boulevard,” according to Arlington County Police Department spokeswoman Ashley Savage.

An ARLnow.com contractor witnessed the odd sight and said the man rode his bike into the nearby Key Elementary parking lot. Police, however, were unable to locate him.

“A lookout was broadcast and a search of the area by officers was negative,” Savage said.


A 61-year-old man has been arrested for allegedly walking around pantsless outside of a Clarendon toy store.

The incident happened last Thursday around 11 a.m. The suspect was seen without pants, exposing his genitals, outside of Kinder Haus Toys in Clarendon, according to scanner traffic at the time.

Arlington County Police have arrested a man suspected of masturbating in public while staring at children.

The incident happened last Friday evening, just off Columbia Pike. Police say the 61-year-old man was watching children play at a playground, on the 900 block of S. Buchanan Street, while engaging in the lewd conduct.

“An unknown male suspect was observed masturbating behind a tree while watching children playing,” according to an ACPD crime report issued earlier this week. “The suspect fled on foot when approached by an adult in the area.”

Jose Sanchez, of no fixed address, has since been arrested and charged with masturbating in a public place, a police spokeswoman said today. He was held without bond.


Police were called this past Friday for a report of a man masturbating in public while watching children.

The incident happened on S. Buchanan Street, just off Columbia Pike, around 6 p.m.

Police say the man fled on foot when confronted.

The suspect is described as a dark[-skinned] male in his 40’s wearing a navy blue hoodie, light washed jeans and a brown hat. The investigation is ongoing.


(Updated at 5:30 p.m.) Arlington County Police are investigating an indecent exposure incident that happened in a rideshare vehicle Thursday morning.

A man exposed himself and masturbated during the “pool” ride, in view of a female passenger, around 9 a.m., according to an ACPD crime report. It was not immediately clear with which ride-hailing service the vehicle was associated; scanner traffic referred to it as both an Uber and a Lyft ride.

The driver stopped near the intersection of Lee Highway and Spout Run Parkway, and police were called, after the female passenger witnessed the suspect in the act. After the ride stopped the male passenger then got out of the car and fled the scene, police say.

The suspect is described as an Asian man “in his mid-20’s, with a partially grown out buzz cut, wearing a black t-shirt, dark blue shorts, with a black backpack.” Police searched the area but were unable to find him.

“The investigation is ongoing,” police said.


A 22-year-old Falls Church man has been arrested and charged with assaulting two women along the Custis Trail.

Police say Marvin Velasquez touched a woman walking the trail inappropriately on Wednesday afternoon. He also grabbed a second woman and then exposed himself to her, according to a news release.

The incidents happened along the trail near where it crosses Spout Run Parkway. Police are now trying to figure out whether there may be additional victims.

The Arlington County Police Department’s Special Victims Unit are seeking additional witnesses or victims related to the following matter. A suspect has been charged in an incident involving female victims in the area of the Custis Trail. Marvin Sosa Velasquez, 22, of Falls Church, VA was arrested and charged with indecent exposure and two counts of assault and battery. The suspect was held on no bond in the Arlington County Detention Facility.

At approximately 4:37 p.m. on August 23, police responded to the 1900 block of N. Calvert Street for the report of an assault and battery. Upon arrival, it was determined a female victim walking on the bike trail was touched inappropriately by a male suspect. While investigating the incident, officers located a second female victim who reported the same male suspect grabbed her around the waist. The female victim was able to free herself from the suspect. The suspect then pulled down his pants and exposed his genitals to the victim. Responding officers canvassed the area and located a suspect matching the victim’s descriptions in the 3300 block of Lee Highway.

Investigators believe there may be additional victims. Anyone who had previous contact with the suspect is asked to call Detective J. Police are looking for a man (or, possibly, men) who exposed himself to two women in the Courthouse area Friday night.

The first incident happened around 11:15 p.m. on the 1900 block of Wilson Blvd, when a man exposed himself to a woman in a car. The second happened several blocks away, at 11:40 p.m., when a man exposed himself to a woman while she was walking into a residence.

INDECENT EXPOSURE, 2017-08180307, 1900 block of Wilson Boulevard. At approximately 11:15 p.m. on August 18, police were dispatched to the report of an indecent exposure. Upon arrival it was determined that a male suspect on foot approached a female victim inside a vehicle and exposed himself. The suspect is described as a black male in his thirties, wearing a dark shirt and dark pants. The investigation is ongoing.

INDECENT EXPOSURE, 2017-08180311, 1500 block of N. Rhodes Street. At approximately 11:40 p.m. on August 18, police were dispatched to the report of an indecent exposure. Upon arrival it was determined that a female victim was walking into a residence when a male suspect approached her from behind and exposed himself. The suspect is described as a black male with an athletic build. He was wearing a dark colored sweatshirt with the hood pulled up and had a scarf covering part of his face. The investigation is ongoing.


A man was arrested last Wednesday and accused of masturbating in his car near Rosslyn, in view of passersby.

Police have charged the man, a Burke, Va. resident, with “obscene sexual display.”

INDECENT EXPOSURE, 2017-07260139, Wilson Boulevard at N. Rhodes Street. At approximately 11:39 a.m. on July 26, police were dispatched to the report of an indecent exposure. Upon arrival, it was determined that the reporting party allegedly observed a male subject masturbating in his vehicle. Arriving officers located the subject and took him into custody. Otman El Garras, 37, of Burke, VA was arrested and charged with obscene sexual display.

Also last week, someone stole the airbags from at least seven vehicles along the 4400 block of 31st Street S., the steep road from Shirlington to Fairlington.

LARCENY FROM AUTO (Series), 2017-260058, 4400 block of 31st Street S. Between 10:00 p.m. on July 25 and 6:00 a.m. on July 26, an unknown subject(s) forced entry into at least 7 vehicles and stole the airbags. There is no subject(s) description. The investigation is ongoing.

A man walking naked down the middle of Columbia Pike was arrested “without incident” Saturday evening.

Arlington County Police say they were dispatched to the 2400 block of Columbia Pike just after 5:30 p.m. A photo posted to the ARLnow.com comment section over the weekend (above) shows an officer with a Taser walking behind the man on the 3000 block of Columbia Pike, near the Days Inn and the McDonald’s.

Police suggested the man may have been suffering mental health issues. He was transported under police custody to Virginia Hospital Center.

At approximately 5:37 p.m. on July 29, police were dispatched to the 2400 block of Columbia Pike for the report of a male walking in the road naked. Upon arrival, officers made contact with the subject and took him into custody without incident. The subject was transported to Virginia Hospital Center on an emergency custody order. An older male driver grabbed a boy by his shirt after becoming enraged that the boy declined to give him directions, according to this week’s Arlington County Police Department crime report.

The incident happened Tuesday morning in the Buckingham neighborhood.

Police say the kid escaped the man’s grasp, after which he parked and knocked on several doors before driving off.

SUSPICIOUS CIRCUMSTANCES, 2017-07250086, 4400 block of 4th Street N. At approximately 7:49 a.m. on July 25, a juvenile male was walking in the area when an adult male subject in a red vehicle pulled alongside him. The subject asked for directions and when the juvenile declined, the subject became angry, punched the dashboard of his vehicle and grabbed the juvenile’s shirt. The juvenile pulled away from the subject and continued walking to the 4400 block of N. Henderson Road where he witnessed the subject park his vehicle and knock on several residential doors before leaving the area. The subject is described as a white male between 50-60 years old with white hair. He was described as wearing a red shirt, brown pants and brown shoes at the time of the incident. The investigation is ongoing.

Also this week, a driver in his late 20s pulled alongside a woman in the Arlington Heights neighborhood, near Thomas Jefferson Middle School, and exposed himself.

INDECENT EXPOSURE, 2017-07240103, 3500 block of 2nd Street S. At approximately 10:37 a.m. on July 24, police were dispatched to the report of an indecent exposure. Upon arrival, it was determined that an unknown male subject pulled his vehicle alongside of a female victim and exposed his genitals. The subject is described as a Hispanic male in his late 20’s, wearing a light colored t-shirt and a baseball hat. The subject fled the area in a gold sedan prior to police arrival.
