William Madison, Jr.A 47-year-old Alexandria man has been arrested and charged with exposing himself to multiple women on Metro trains.

The first incident happened in Arlington County on March 28, aboard a Blue Line train to Franconia. The suspect, William Madison, Jr., was subsequently arrested and charged with indecent exposure on July 29. Then, on August 15, Metro Transit Police say Madison again exposed himself to a woman, this time on an Orange Line train in Fairfax County.

Police believe Madison might have committed similar crimes that went unreported, and are asking any additional victims to come forward.

For the second time in less than three weeks, Metro Transit Police (MTPD) have arrested a Virginia man on charges of indecent exposure. The suspect, William Madison, Jr., 47, of Alexandria, is now facing charges in Arlington and Fairfax counties.

Madison was first arrested by Transit Police on July 29 after being located by the MTPD warrant squad. The original offense occurred in Arlington County March 28, 2016, aboard a Franconia-bound Blue Line train. Madison is accused of exposing himself to an adult female passenger aboard the train. Following his arrest, Madison was released on his personal recognizance.

At approximately 8:30 p.m. Monday, August 15, Madison allegedly exposed himself to an adult female passenger aboard a Vienna-bound Orange Line train. MTPD detectives were able to identify Madison using CCTV cameras and subsequently obtained an arrest warrant. Madison was re-arrested yesterday at Huntington Station while attempting to enter the Metrorail system. He was transported to the Fairfax County Adult Detention Center, where he was held on a $1,000 secured bond.

Based on these circumstances, Transit Police detectives believe there may be additional victims. Anyone with information for investigators is urged to call the MTPD Criminal Investigations Division at (301) 955-3000.


Police car lightsArlington County Police are looking for a man who repeatedly exposed himself to women in the Rosslyn area last night.

Two such incidents were reported to police, who were called to the 2300 block of Fort Myer Drive just before 11:30 p.m.

The man was wearing a gray shirt and a baseball hat at the time of the incidents. From an ACPD crime report:

EXPOSURE(series), 160802001, 2300 block of N. Fort Myer Drive. At approximately 11:27 p.m. on August 1, an unknown male subject exposed himself to a female victim. The suspect then fled the scene prior to officers arrival. The suspect is described as a male wearing a gray shirt and a baseball hat. Another witness in the area reported a similar incident with a description matching the suspect.


Police car (file photo)Three people on a far-out road trip were busted for pot possession and indecent exposure in Shirlington Sunday night.

The incident happened around 10:30 p.m. Police say somebody walked past a car on the 4200 block of Campbell Avenue — the approximate location of the Shirlington parking garage — and noticed that the windows were down and two people were naked inside.

The witness found the scene to be suspicious and called police.

Officers arriving and found three people, all in their 20s, asleep in a Nissan sedan. A man, Kamal Ghammache-Mansour, and a woman, Natalie Nowel, were completely naked, according to a crime report. A third, Jaclyn Devino, was clothed.

Upon being woken up, the trio told police that they were on a “hippie trip” across the country and Arlington was one of their stops, a police spokeswoman said. The two who were naked said they removed their clothes because they were hot, according to the spokeswoman. (The temperature at the time was in the low-to-mid 80s.)

Ghammache-Mansour and Nowel were charged with indecent exposure. All three were charged with possession of marijuana.

According to a Google search and social media accounts, Ghammache-Mansour is a saxophonist and a member of a jazz-influenced hip hop group, Nowel is a freelance artist and Devino owns a “energy healing and coaching” business.

Arlington County Police Department spokeswoman Ashley Savage said the three did not elaborate on what their “hippie trip” stop in Arlington entailed. She warned against sleeping in one’s car, especially while naked, noting that Arlington residents are “pretty observant” about out-of-the-ordinary activity.

INDECENT EXPOSURE, 160731054, 4200 block of S. Campbell Avenue. At approximately 10:31 p.m. on July 31, officers responded to a report of a suspicious vehicle. Upon officers arrival, they located three suspects asleep in the vehicle with two fully naked. Kamal Ghammache-Mansour, 26, of Albany CA, was arrested and charged with indecent exposure and possession of marijuana. Natalie Nowel, 21, of Boston MA, was arrested and charged with indecent exposure and possession of marijuana. Jaclyn Devino, 29, of Burlington VT, was arrested and charged with possession of marijuana.


Arlington police carOne person was arrested and another is being sought by police as two disturbing incidents near Arlington high schools Tuesday evening.

The first occurred around 4:15 p.m., within a block of Wakefield High School. Police say a 28-year-old Arlington man was arrested after a 15-year-old girl witnessed him masturbating in his car.

INDECENT EXPOSURE, 160419045, 1900 block of S. George Mason Drive. At approximately 4:15 p.m. on April 19, while a female victim was walking she witnessed a male subject masturbating in his vehicle. Fredy Lisandro Guzman, 28, of Arlington VA, was arrested and charged with indecent exposure. He is being held on a secured bond.

A block away from Yorktown High School, around 7 p.m., police say a man in a pickup truck tried to lure some children into his vehicle.

At this time, police do not believe this incident is connected with a similar one that occurred earlier in the month in the Arlington Mill neighborhood.

ENTICEMENT, 160419051, 5200 block of 30th Street. At approximately 7:00 p.m. on April 19, an unknown male in a vehicle attempted to entice several children into his vehicle. The vehicle is described as an older model, navy blue pick-up truck with several dents and scratches. IT was reported that the truck had a ladder on top of it and numerous tools in the bed. The suspect is described as a Hispanic male in his 40-50’s. He was wearing a blue tattered tank top.

Update at 4:35 p.m. — ACPD issued the following press release about the incident Wednesday afternoon.

The Arlington County Police Department would like to make the public aware of an enticement incident of three children on April 19, 2016.

The Arlington County Police Department is currently investigating an attempted enticement of three children, ages 8-11, while they were outside playing hide and seek yesterday evening. The incident occurred in the 5200 block of N. 30th Street around 7:00 p.m., when a male suspect driving an older model navy blue pickup truck approached the children and attempted to lure them into his vehicle. The children were all able to run away and seek immediate assistance.

The suspect is described as a Hispanic male, approximately 40-50 years old, with medium length hair and was wearing a blue tattered tank top.

Later Tuesday night, along Columbia Pike, a woman was startled to find a man watching her in the bathroom stall next to hers.

PEEPING TOM, 160419021, 900 block of S. Highland Street. At approximately 11:38 p.m. on April 19, a female victim observed a male subject watching her in the restroom stall next to hers. The suspect fled the scene on foot. The suspect is described as a black male in his 30’s, approximately 5’10-6’0″ tall and weighed 170-200 lbs. He was wearing a white button up shirt, striped tie, tan pants, and dark shoes.


(Updated at 4:10 p.m. on 12/23/21) A 35-year-old man has been arrested after allegedly exposing himself to a woman who was oblivious to the whole thing.

The incident happened just after noon on Tuesday, on the 3700 block of Wilson Blvd in Virginia Square.

Police say a man was following a woman down the street, exposing his genitals to her. The only problem: she didn’t notice. A man who did notice the indecent exposure came over and alerted the woman, who called police.

From an Arlington County Police Department crime report:

INDECENT EXPOSURE, 160412028, 3700 block of N. Wilson Boulevard. At approximately 12:03 p.m. on April 12, a male witnessed a male subject following a female victim and exposing his genitals to her. Yaser Mansour [Redacted], 35, of no fixed address, was arrested and charged with indecent exposure. He is being held without bond.

Also on Wednesday, a man was robbed at knifepoint by two suspects as he was leaving a building.

The incident happened around 10:40 a.m. on the 6100 block of Wilson Blvd, near Seven Corners.

Police are still investigating the the brazen, broad daylight robbery, during which one of the suspects held a knife to the victim’s throat. At one point the man tried to flee and had his hand slashed by the knife-wielding suspect, police said.

ROBBERY, 160412025, 6100 block of N. Wilson Boulevard. At approximately 10:40 a.m. on April 12, two unknown subjects approached a male from behind and held a knife to his throat. When the victim attempted to flee, his hand was cut with the knife. The subjects fled the scene with the victims backpack. The first suspect is described as a black male, approximately 6’0″ tall. He was wearing a black hoodie and black pants. The second suspect is described as a black male, approximately 6’0″ tall. He was wearing a blue hoodie, jeans, and white shoes.

On Wednesday afternoon, meanwhile, a Dumfries man was arrested in Clarendon for allegedly brandishing a gun while driving.

The gun brandishing was observed by a police officer, who at first thought the man was threatening her. She called for backup and then conducted a traffic stop.

The man said he was not brandishing the gun at the officer, but rather at the car behind him, which was following too closely, according to Arlington County Police spokeswoman Ashley Savage. He was charged with brandishing a firearm near a school — since the New Directions school was located less than 1,000 feet away, on the 2800 block of Wilson Blvd, Savage said.

BRANDISHING FIREARM NEAR SCHOOL, 160412032, 3000 block of N. Wilson Boulevard. At approximately 2:45 p.m. on April 12, while on patrol, an officer observed a male subject brandish a firearm in his vehicle near school property. Jeffrey M. Volan, 36, of Dumfries VA, was arrested and charged with brandishing a firearm near a school. He was held on an unsecured bond.


(Updated at 3:4o p.m. on 12/23/21) A 42-year-old man was arrested yesterday after police say he was masturbating along the W&OD Trail, in Bluemont Park.

The incident happened around 1:30 p.m., out in the open in broad daylight, with a number of people around using the park and the trail at the time. It happened near the train car, just a short distance from Ashlawn Elementary School.

A pregnant woman who was walking by called police after the man started talking to her while in the act. The man was subsequently arrested and jailed without bond.

OBSCENE SEXUAL DISPLAY, 160308032, 600 block of N. Manchester Street. At approximately 1:30 p.m. on March 8, a female victim was walking on the bike trail and observed a male subject masturbating. Darrell Devon [Redacted], 42, of no fixed address, was arrested and charged with obscene sexual display. He is being held on no bond.


Police car lightsA man who allegedly took a stroll down S. Harrison Street sans clothing yesterday morning was arrested and now faces a pair of criminal charges.

Police say 55-year-old Donald Lee Duncan was spotted walking naked along the 800 block of S. Harrison Street, in the Arlington Mill neighborhood, around 10 a.m.

Duncan, an Arlington resident, was arrested and charged with indecent exposure and being drunk in public.

Police car lightsA middle-aged man with “long white hair in a ponytail” exposed himself to a woman near the Ballston Metro station around 8:40 p.m. on Friday.

Police say the man was urinating in public on the 4200 block of N. Fairfax Drive when he exposed himself to a woman who was walking by.

INDECENT EXPOSURE, 160129020, 4200 block of N. Fairfax Drive. At approximately 8:40 p.m. on January 29, an unknown male subject was seen urinating in public and then exposed his genitals to a female victim. The subject is described as a white male in his 50’s-60’s, with long white hair in a ponytail. He was wearing a Washington Redskins baseball cap, blue quilted vest, white undershirt, and blue jeans.

Police say they’re still investigating the alleged incident, which occurred around 9:40 p.m.

Old Arlington County police car paint job (file photo)A man allegedly exposed himself to a teen girl at Arlington Central Library (1015 N. Quincy Street) last night.

The incident happened just before 7 p.m. The man was standing in one of the library’s aisles when he “took his pants off in front of” the girl, according Arlington County Police.

The teen immediately ran to an employee and reported the incident, said ACPD spokesman Dustin Sternbeck. Police were called but by then the man had fled.

“The suspect is described as a black male in his forties, approximately 5’10” with a thin build,” said a crime report. “He was wearing a blue collared shirt and black sweatpants.”


Police car lightsArlington County Police responded to two separate incidents of men exposing their genitals to women in the Clarendon and Courthouse areas Friday night.

The first incident happened about a block from the Whole Foods, just before 7 p.m. From an ACPD crime report:

EXPOSURE, 151113043, 2600 block of N. Clarendon Boulevard. At approximately 6:55 p.m. on November 13, an unknown male subject exposed his genitals to a female victim. The suspect is described as a black male in his twenties, approximately 5’9″ and weighed 160 lbs. He was wearing dark jeans, a dark zippered hoodie, and had short cropped hair.

The second incident happened in Courthouse, near the Wendy’s.

EXPOSURE, 151113045, 2000 block of N. Wilson Boulevard. At approximately 10:30 p.m. on November 13, an unknown subject approached a woman with his genitals exposed. The suspect is described as a Hispanic male approximately 5’7″ with a medium build. He was wearing a blue hoodie, light frayed blue jeans, and white tennis shoes.

So far, no arrests have been reported.
