Police car lights(Updated at 5:55 p.m.) A 62-year-old man was arrested Tuesday afternoon after allegedly masturbating while watching kids on a playground.

The incident happened between 2:45 and 3:30 p.m., on the 1100 block of S. Quincy Street, near Columbia Pike.

Police say Michael Howard, an Arlington resident, was seen masturbating inside his apartment while peering at children at a nearby playground though a window.

Howard is a registered sex offender, according to police, something investigators learned after his arrest. He was charged with public masturbation and held without bond.


Police car lightsArlington County investigators are using video surveillance footage to try to track down a man who was seen masturbating in a clothing store.

The incident happened Monday afternoon in Pentagon City, reportedly at the Nordstrom Rack store (1201 S. Hayes Street) across from the mall. Police say a black male in his 30s was spotted masturbating in the shoe section of the store. He fled the scene before police arrived.

INDECENT EXPOSURE, 09/30/13, 1200 block of S. Hayes Street. A male subject was observed masturbating in the shoe section of a retail store. The subject is described as a black male in his late 30s, approximately 5 feet 8 inches and weighing 150 pounds. The subject has short black hair and was wearing a black and red jacket with the word ‘Coogi’ on the back in red writing and red sneakers at the time of the incident. Further investigation is being conducted.


A man is accused of mastubating in a laundry room in the Buckingham area Monday afternoon.

According to this week’s Arlington County crime report, the suspect did the deed in front of a woman who was in the laundry room at the time.

EXPOSURE, 08/05/13, 400 block of N. Park Drive. At 4 p.m. on August 5, a unknown male subject began to masturbate in front of a female victim in a apartment building laundry room. The subject fled the scene and is described as a Hispanic male, approximately 5’8″ tall and 180 lbs. He was wearing a red baseball hat and a red t- shirt with blue sleeves.
