For the second week in a row, there will be no Blue Line service between the Pentagon and Rosslyn this weekend.

Starting at 10:00 tonight and continuing through system closing on Sunday, buses will replace trains between the Pentagon and Rosslyn stations. Blue Line trains will operate in two sections, with one of the sections running between Franconia-Springfield and Mt. Vernon Square via the Yellow Line bridge. Arlington Cemetery station will be closed.

The service change is necessary to allow crews to replace wooden rail ties — the same work that was taking place last weekend.


New School Budget Approved — The Arlington School Board approved a new $499.98 million budget last night. The budget includes a 2.84 percent cost of living increase for school employees, but no seniority-based “step” increases. The per-student cost at Arlington Public Schools will increase to $18,615, up from $18,400 in Superintendent Patrick Murphy’s FY 2013 proposed budget and $18,110 in this past year’s budget. Blue and Orange Line trains are single tracking between D.C. and Arlington due to a derailment at Rosslyn station.

The incident was first reported by WMATA as a “track problem” around 7:15 p.m. Minutes later the agency announced that Blue and Orange Line service was temporarily suspended in between D.C. and Arlington due to a “minor” derailment. No injuries have been reported and WMATA says passengers on the train were “safely moved to platform.”

Trains started single tracking around 7:30 p.m. and are now running with a 20 minute headway, according to Metro. The agency is advising Blue Line passengers to use the Yellow Line between D.C. and Virginia, if possible.


Defibrillator’s Batteries Weren’t Charged — Metro General Manager Richard Sarles has ordered a review of the agency’s automated external defibrillator (AED) program after it was revealed that the AED used to try to revive a man suffering a heart attack at the Pentagon Metro station on Monday had “insufficient battery charge.” The man later died. (Updated at 3:30 p.m.) If the County Board approves the construction contract, work could start soon on a major road improvement project near the Pentagon City mall.

An agenda item is on the table to award a contract to Milani Construction LLC for the work along S. Hayes Street from S. 15th Street to Army Navy Drive. There will also be improvements made to the Pentagon City Metro station plazas. The contract is worth more than $9 million.

The project is designed to improve safety along the corridor for both pedestrians and drivers. Some of the changes in the area will include new bike lanes, sidewalks, crosswalks and lane markings, along with areas to cross the street mid-block. New ADA ramps and pedestrian crossing equipment will be installed at all intersections, as will upgraded traffic lights with new timing. Improved landscaping, including bioretention basins and rain gardens for stormwater runoff, will be installed, along with additional street trees and upgraded street furniture.

The two Pentagon City Metro stations will see some upgrades like new canopies, wider sidewalks and better lighting.

The county worked with members of the community, VDOT and WMATA to devise the design. As part of an agreement from 2006, VDOT will reimburse Arlington for 80 percent of the project costs, up to $5.9 million.

The County Board is scheduled to take up the issue at its meeting on Saturday.


Metro has officially embarked on an awareness campaign to fight incidents of sexual harassment against people using the system.

“This purpose of this outreach is to let people know that it’s not okay to sexually harass people on Metro,” said Metro General Manager and CEO Richard Sarles on WMATA’s website. “We are encouraging anyone who may be harassed to report the incident to Metro Transit Police.”

Phase one included this week’s launch of an online reporting system. Victims have the option of remaining anonymous, but all reports will be sent directly to Metro Transit Police. An email address, [email protected], has also been set up to allow customers to send photos or video to assist in an investigation.

According to the website, reportable behavior includes “extended leering, sexual comments, indecent exposure, stalking and groping.” Even if an incident doesn’t seem like a crime, victims are asked to still report what happened so Metro can spot trends and try to prevent future crimes from occurring. Right now, WMATA does not track such statistics.

“Prior to this initiative, we were not collecting data on reported harassment that did not rise to the level of a crime,” said WMATA spokesman Dan Stessel. “Over the next few months, we will track the data, develop a baseline for future comparisons, and report statistics publicly on a quarterly basis.”

A number of Arlington incidents of harassment on Metro have been made public over the last couple of years. An apparent repeat offender at the Courthouse station was reported to police by at least one woman whom he grabbed after taking a cell phone photo up her skirt. Another apparent repeat offender has been reported at the Pentagon stop in posts on the advocacy website Collective Action for Safe Spaces.

“The changes that Metro is making to address public sexual harassment and assault is a testament to the hundreds of stories we received on our site,” Collective Action for Safe Spaces Co-founder Chai Shenoy said on WMATA’s website. “We see this partnership as a step in the right direction and a model for other transit agencies around the world to follow.”

As part of the anti-harassment initiative, soon customers will see posters for the campaign displayed on buses and in train stations. Materials will be handed out throughout the system. Metro is also working on enhancing training for its employees on the front lines.


Update at 3:10 p.m. — WMATA reports the Foggy Bottom station has reopened.

Earlier: Metro riders should expect to experience delays on the Orange and Blue lines due to a person struck by a train at Foggy Bottom.

The Foggy Bottom station is currently closed. Orange lines are single tracking between Clarendon and Foggy Bottom. Blue lines are single tracking between Arlington Cemetery and Foggy Bottom.

Delays are expected to continue during the police investigation into the incident.

New Long-Haul Flights Coming to DCA — Three new long-haul flights to western cities are being added at Reagan National Airport. A new United flight to San Francisco will start in May, and flights to Salt Lake City and Los Angeles will  start in June. While travelers may be happy about the new nonstop options, some Arlington residents are concerned about the potential for added noise from the larger planes necessary for the long-haul flights. Metro Track Work This Week — Metro is working on the Blue Line this week, and those who travel between the District and Arlington around midday may experience some delays as a result. Metro is single-tracking between Foggy Bottom and Arlington Cemetery from 10:00 a.m. to 2:00 p.m. each day through Friday. Crews are performing “rail, fastener, tie and insulator renewal.” Riders should add an extra 10 minutes to their travel time, according to Metro. Orange Line passengers may also experience brief delays as a result of the Blue Line work. [WMATA]

Metro has has drawn up a fiscal year 2013 budget and has plans for another fare hike this summer. But before pushing forward with these two measures, the agency wants to hear your input at a series of meetings.

Meetings start tonight and will be held throughout the region, with Arlington’s taking place next Monday, March 5. An open forum will begin at 6:00 p.m. in the cafeteria at Washington-Lee High School (1301 N. Stafford St), and the public hearing will begin at 7:00 p.m.

The open forum will have several stations to provide information to the public. Tables staffed by senior workers of Metrobus, Metrorail, MetroAccess, SmarTrip and police will be set up to give specific information and answer individual questions. In another area, a video presentation will be shown regarding Metro’s rebuilding program. There will also be a station with computers where participants can take an online survey and submit comments about Metro’s priorities.

Metro’s $1.6 billion FY2013 budget is an increase of $116 million over the last fiscal year. It shows a net decrease in revenue of $3 million over last fiscal year. The proposed fare increases are expected to generate $66 million. An additional $53 million increase in funding would come from jurisdictions.

In looking at the breakdown of the $116 million increase in the budget, Metro reports that $61 million is needed for higher expenses for existing operations. Half of that is due to the higher cost of fringe benefits, such as health care and pension benefits. The other half is due to an increase in contracted labor costs. The remaining $55 million is for improvements in safety, security and reliability.

The budget would cover projects designed to bring Metro in line with some NTSB recommendations, such as upgrading the signal system and replacing the oldest rail cars. Track rehabilitation and replacement of the system’s escalators and elevators is also planned.

Along with the fare increase, Metro plans to simplify the fare structure and do away with the current “peak of the peak” pricing, which was deemed too confusing. The Metro Board is expected to act on the budget in June, and fare changes are expected to go into effect on or around July 1.

Along with detailed information about the budget and fare increases, information about registering to speak at the public hearing or submitting written comments can be found online. There’s also an online survey regarding the budget and fare increases.


Major work on the Orange Line will close the Courthouse and Clarendon Metro stations over the long holiday weekend.

The Orange Line will be split into two segments from 10:00 p.m. on Friday to system closing on Monday. Trains will run between Vienna and Virginia Square, and from Rosslyn to New Carrollton. Trains will run at normal weekend service levels. Shuttle buses will run between Rosslyn, Courthouse, Clarendon and Virginia Square.

Metro advises riders to expect an additional 20-30 minutes of travel time when traveling through the Rosslyn-Ballston corridor. The agency says the extended closure will allow it to perform an NTSB-recommended switch replacement near Clarendon.

No work is scheduled on the Blue or Yellow lines this weekend.


Arlington County Board Chair Mary Hynes is warning that a transportation bill approved by the House Ways and Means committee on Friday could have significant reprocussions for the Metro transit system and, by extension, Arlington.

The transportation bill would eliminate the dedicated funding stream for federal transit programs and grants — 2.86 cents of the 18.4 cent federal gas tax — replacing it instead with one-time funding.

The federal government contributed about $150 million in dedicated funding to Metro’s budget in the current fiscal year, and more than 50 percent of its current capital improvement budget. Should federal funding be cut, which would be more likely without a dedicated source of revenue, Hynes warns that Metro and Arlington County could suffer greatly.

“Arlington relies on transit. Our whole region relies on transit to move hundreds of thousands of people off our already clogged roads,” Hynes said in a statement. “The gasoline tax supports Metro, the backbone of mass transit in our County and the region. If the House proposal were to become law, it would make budgeting and capital funding for Metro, and for transit systems across our nation, nearly impossible.”
