Hazmat Incident, Arrests on I-66 — Two people were arrested on drug charges Saturday after their SUV broke down on I-66 and police found a suspicious liquid in and a suspicious smell coming from the vehicle. Man Arrested for Sexual Assault on Orange Line Train — A man allegedly exposed himself and then tried to force a woman to perform a sex act on an Orange Line train Monday afternoon. APS Still Searching for More Space — Arlington Public Schools officials have been busy trying to add more high school seats as a student capacity crunch continues and is expected to get worse at the top grade levels. For now, APS appears to be focused on adding seats at existing high schools and adding additional capacity through new high school programs, like the just-launched Arlington Tech program, as opposed to opening a fourth comprehensive high school. William Madison, Jr.A 47-year-old Alexandria man has been arrested and charged with exposing himself to multiple women on Metro trains.

The first incident happened in Arlington County on March 28, aboard a Blue Line train to Franconia. The suspect, William Madison, Jr., was subsequently arrested and charged with indecent exposure on July 29. Then, on August 15, Metro Transit Police say Madison again exposed himself to a woman, this time on an Orange Line train in Fairfax County.

Police believe Madison might have committed similar crimes that went unreported, and are asking any additional victims to come forward.

For the second time in less than three weeks, Metro Transit Police (MTPD) have arrested a Virginia man on charges of indecent exposure. The suspect, William Madison, Jr., 47, of Alexandria, is now facing charges in Arlington and Fairfax counties.

Madison was first arrested by Transit Police on July 29 after being located by the MTPD warrant squad. The original offense occurred in Arlington County March 28, 2016, aboard a Franconia-bound Blue Line train. Madison is accused of exposing himself to an adult female passenger aboard the train. Following his arrest, Madison was released on his personal recognizance.

At approximately 8:30 p.m. Monday, August 15, Madison allegedly exposed himself to an adult female passenger aboard a Vienna-bound Orange Line train. MTPD detectives were able to identify Madison using CCTV cameras and subsequently obtained an arrest warrant. Madison was re-arrested yesterday at Huntington Station while attempting to enter the Metrorail system. He was transported to the Fairfax County Adult Detention Center, where he was held on a $1,000 secured bond.

Based on these circumstances, Transit Police detectives believe there may be additional victims. Anyone with information for investigators is urged to call the MTPD Criminal Investigations Division at (301) 955-3000.


Metro’s fifth SafeTrack maintenance surge will cause a “severe service reduction” on portions of the Orange and Silver lines for 11 days starting tomorrow.

From Wednesday, July 20 until Sunday, July 31, Orange and Silver line trains will continuously single track between the East Falls Church and Ballston stations. This is the same area that was affected during first Metro SafeTrack surge.

On weekdays, Orange Line trains between Vienna and Ballston are expected to operate every 18 minutes. Silver Line trains will run every 18 minutes during the surge, according to Metro.

Additional Orange Line trains will operate between Ballston and New Carrollton during the maintenance period. Trains from Vienna to Ballston and Wiehle-Reston East to Ballston are likely to be extremely crowded, especially during rush-hour, Metro said.

“Customers at Ballston should consider using the additional train service that originates at Ballston and will board on the opposite platform from through-train service,” the agency advised in its latest announcement. “This may lengthen your departure time, but will give you the best opportunity to find space.”

Metro Commuters who have the ability to do so should consider alternate travel options and avoid traveling during rush hour if possible, Metro added.

Supplemental local bus service

  • Using 40-foot buses for ART 55 (East Falls Church-Lee Highway-Rosslyn) to add capacity along the affected section of the Orange/Silver line.
    • Each 40-foot bus has five more seats and room for more standees compared to the 35-foot bus normally used on this route.
  • New midday, evening and weekend service for ART 43 (Crystal City-Rosslyn-Courthouse), which started during Surge 2, continues to be available.
  • For changes to bus service operated by Metro and other jurisdictions, visit Metro’s website.

Alternate work and travel options

The County is encouraging telework/flex time, ridesharing, biking and walking – options other than driving alone:

  • Arlington Transportation Partners is reaching out to employers and building managers to urge them to encourage telework or flex schedules and provide travel option information.
  • Arlington’s Commuter Page has travel option resources for residents and businesses – for example, assistance for vanpooling and other car-free options.
  • Arlington County Commuter Services Hispanic Marketing offers comprehensive information about each surge in Spanish.
  • For teleworkers who can’t work at home, Arlington Public Libraries offer wifi, office equipment, design stations with Adobe software, and small meeting rooms.

For those who bike, these changes are continued from prior surges:

  • New Capital Bikeshare station at the East Falls Church Metrorail station, and additional capacity at Bikeshare stations at the Ballston and Rosslyn Metrorail stations.
  • Additional temporary bike parking capacity at Ballston and Rosslyn Metrorail stations.
  • Enhanced wayfinding along trails and commuter routes for bicyclists – Bike Routes – Orange/Silver Line direction

The second round of closures related to Metro’s yearlong SafeTrack maintenance plan is slated to take effect today, with big impacts to Blue Line service in Arlington.

Maintenance crews will work on portions of the Orange, Silver and Blue lines until July 3, according to a service advisory.

On the Orange Line, trains will not run between Eastern Market and Minnesota Ave/Benning Road. Orange and Silver line trains will run every 10 minutes between Vienna/Wiehle-Reston and Eastern Market.

Trains will, however, run between Franconia-Springfield and Arlington Cemetery each weekday until 10 p.m. Yellow Line trains will run on a Rush+ schedule all day on weekdays to compensate for the loss of Blue Line service.

Metro will provide shuttle service for riders traveling to and from affected stations. Arlington County has also expanded ART 43 service, which runs between Rosslyn and Crystal City, on middays, evenings and weekends until Aug. 20.

Trains may be extremely crowded, especially during rush hour, Metro officials said. Regular riders are encouraged to use commuting alternatives such as carpooling or telecommuting.

It was not a good morning commute if you were driving on Route 50 or riding Metro’s Orange or Silver lines over the last hour or so.

First, a crash on Route 50 at N. Fillmore Street around 8 a.m. left a vehicle on its side and one person trapped, before being extricated by firefighters. The eastbound lanes of Route 50 just reopened after an extended closure. Delays extends back several miles.

On Metro, a number of issues on the Orange and Silver line have produced big delays and crowded station.

As a bonus, there were also some issues on the Yellow and Blue lines.


Metro restored some aboveground service on several of its train lines today.

The transit authority reopened aboveground stations between Ballston and New Carrollton on the Orange Line, Union Station and Glenmont on the Red Line and Fort Totten and Branch Avenue on the Green Line at 11 a.m.

Though Metro announced yesterday its plans to reopen some stations that were closed during the blizzard, those plans did not originally include aboveground service restorations.

The stations between East Falls Church and Vienna and along the Silver Line are still currently closed. More stations may open throughout the day, according to Metro spokesman Richard Jordan. Though Jordan did not say which stations might be reopened next, he said to expect an update later this afternoon.

Fares will not be charged today, and trains will run every 20-25 minutes until midnight.

Metro will also restore service to the 5A bus route between L’Enfant Plaza and Dulles Airport at noon today.

Red, Orange and Green line trains only will run between 7 a.m. tomorrow and midnight.

Service on these lines will be limited to underground stops and trains will run every 20-25 minutes, Metro said.

Orange Line trains will run between Ballston and Eastern Market, Red Line trains will run between Medical Center and Union Station and Green Line trains will run between Fort Totten and Anacostia.

Buses will operate every 30 minutes on just 22 routes between 12 and 5 p.m. tomorrow. According to Metro, “many of these routes will operate on snow emergency routes only to keep vehicles off hilly terrain, narrow side streets and other problem areas.”

The following bus routes will have service tomorrow:

  • D.C.: 32, 33, 36, 53, 70, 90, A6, A8, P12, S4, U8, X2
  • Maryland: C4, D12, K6, Q2, V4, Y2, Z8
  • Virginia: 16A, 16E, 28A

A piece of maintenance equipment — like the one pictured, left — broke down just outside the National Airport station this afternoon, leading to single-tracking. While the equipment was eventually moved to allow normal rail operations, delays lingered into the evening rush.
