Six juvenile suspects are facing charges after an alleged mini crime spree in the Pentagon City area Saturday evening.

The first incident happened around 5:30 p.m., near the Whole Foods store on 12th Street S., when a group of teen boys approached a woman and “demanded her property.” She ran away and nothing was taken, according to police.

A second incident happened about ten minutes later on the 1600 block of S. Eads Street, as the group approached a woman and brandished a gun, ultimately stealing her phone, police said.

Six suspects were subsequently detained at the Pentagon City Metro station and a BB gun — along with the stolen phone — was recovered, according to Arlington County police.

ATTEMPTED CARJACKING, 2024-01270180, 500 block of 12th Street S. At approximately 5:39 p.m. on January 27, police were dispatched to the report of a robbery just occurred. Upon arrival, it was determined the female victim was outside her parked vehicle when she was approached by several male suspects who demanded her property. The female victim ran from the scene and sought assistance. No items were reported stolen. At approximately 5:50 p.m., police were dispatched to the 1600 block of S. Eads Street for the report of an armed robbery. Upon arrival, it was determined a separate female victim was walking in the area when she was approached from behind by several male suspects. One suspect brandished what appeared to be a firearm, during which the victim threw her cell phone. The suspects picked up her cell phone before fleeing the scene. A lookout was broadcast and officers located the six juvenile suspects entering the metro and detained them. A BB gun and the victim’s cell phone were recovered by officers. Various petitions were obtained for the six juvenile suspects including the offenses of Attempted Carjacking, Robbery, Conspiracy to Commit Felony and Use/Display Firearm During the Commission of a Felony.

The cost to park in many of Arlington’s busiest neighborhoods could change March 1.

The most popular places to park along the Rosslyn-Ballston and Route 1 corridors could ultimately cost up to $5 per hour, according to a county report. Less popular spots, meanwhile, could become less expensive than the current rate.

These changes are part of a state-funded “performance parking” pilot project that seeks to make it easier to find a parking spot in Arlington by incentivizing drivers to park in underused areas.

Arlington County kicked off the project earlier this year, installing sensors to collect data on parking behavior and determine what streets and neighborhoods should see higher and lower prices.

“These goals relate to improving the experience with parking at the curb, as well as reducing the negative impacts associated with inefficient or unsuccessful search for parking,” the report says.

On Saturday, the Arlington County Board voted to hold a public hearing about a proposed ordinance on Feb. 24. If it is approved next month, the pilot program would last until March 2026.

Parking rates could change up to once every three months but large, sudden changes are unlikely, according to the report.

Although costs could vary based on the time of day and length of stay, the project would not involve surge pricing or an across-the-board rate hike. Instead, each rate change would probably bring a roughly $1 increase to parking rates at some spots and a $0.25 decrease to other spots.

Arlington’s parking rates are currently capped at $1.75 per hour at short-term meters and $1.50 per hour at long-term meters.

While county staff would set the rates, they could never charge more than $5 per hour without the County Board’s approval, per the proposed ordinance.

The pilot program would follow in the footsteps of similar initiatives in major cities including D.C., Boston and San Francisco.

“These pilots have generally shown measurable changes in drivers’ parking behavior, reductions in negative impacts, and more efficient use of available space,” the report notes.

County staff would track this project’s effectiveness using some 4,500 sensors installed in parking spaces in the Rosslyn-Ballston and Route 1 corridors. The county has already begun investigating where and when parking is most readily available in these areas — along with how often drivers pay for parking.

A recent analysis found that on average, only a third of vehicles parked at meters in these areas had actually paid to be there, which will inform how the county uses its limited cadre of parking meter enforcers.

Although similar programs have tended to increase revenue, the report says this project is primarily designed to improve parking conditions for drivers — not to extract more money from them.

“Intentionally, there is no project goal regarding revenue impact,” the report says. “This is because the project goals are about curb space performance from the community and customer perspective.”


An art studio featuring free classes and a light-up scrapyard velociraptor opened its doors yesterday (Wednesday) in Pentagon City.

Catherine Anchin, executive director of the Museum of Contemporary Art Arlington (MoCA), cut the ribbon for the new Innovation Studio + Store alongside several local officials at Amazon’s second headquarters. The project, a collaboration between Amazon and MoCA, seeks to take a fresh approach to connecting the public with contemporary art.

“It’s really about innovation and helping people to understand contemporary art a little bit better, and get excited about being creative,” Anchin said.

The studio at 525 14th Street S. will rotate through artists-in-residence every six weeks. The first of these creatives, Arlington artist Adam Henry, plans to take an active role in the neighborhood by sketching people and partnering with local restaurants and businesses — in addition to showing off his raptor.

“Our secret is, we make things we like and try to make them, like, really ‘wow,’” Henry said.

The creator soon plans to host the studio’s first class, which will be a vision board workshop. He will also start work on cardboard sculptures with the help of his 17-year-old son and apprentice, who is also named Adam Henry.

Patrick Phillippi, head of community engagement at Amazon HQ2, said the studio is part of Amazon’s broader focus on “being a good partner to this neighborhood.”

The tech giant has already bankrolled $14 million in renovations to Metropolitan Park, adjacent to HQ2. That park hosted the debut of a new farmer’s market when the first phase of the massive office complex opened in June.

New locations of local businesses, such as Conte’s Bike Shop and Good Company Doughnuts, have also opened in ground floor retail spaces since then.

Phillippi said he wants to further the mission of MoCA — formerly known as the Arlington Arts Center — which celebrates its 50th anniversary this year. He spoke warmly of his experiences at the Virginia Square museum, which rebranded in 2022, during the ribbon cutting.

“You really just get an immediate sense that art is accessible, that art is open to everybody,” Phillippi said. “And this studio is such a great expansion of that. It is a privilege for Amazon to have you guys here.”

Guests at Wednesday’s grand opening included business leaders, who praised the project from both an arts and a business perspective.

Tracy Sayegh Gabriel, who leads the National Landing Business Improvement District, said she believes the project will serve as “a true cultural anchor” that serves the area’s needs.

“We’ve had a lot of business openings in the last year or so, but our community has really been craving more arts and cultural offerings and programming,” she said. “We’re so thrilled to, with MoCA, have a museum presence in our neighborhood.”

Kate Bates, president and CEO of the Arlington Chamber of Commerce, is eager to see how the studio contributes to the area’s sense of community.

“The culture is a huge, important part of what makes Arlington a great place for our businesses to locate in, and those of us who live here as well,” she said. “Congratulations to MoCA. We look forward to 50 more wonderful years and then some.”

A round of recovery funds may soon be coming to long-time small businesses in National Landing.

Potentially up for grabs is $75,000 in funding from the National Landing Business Improvement District. The proposed initiative, which the Arlington County Board is set to consider on Saturday, would build on the ReLaunch program, which provides grants to small local establishments.

“While the current ReLaunch program is funded and is offered to all eligible businesses in the County,” a county report says, “the BID intends to prioritize National Landing businesses to increase the marketing to and availability of the program resources for this important segment of the small business community, which may need technical assistance to retool their businesses to remain competitive in a changing market.”

The funds are meant to assist “legacy” businesses “impacted by changing market conditions exacerbated by the COVID-19 pandemic,” the report continued.

Eligible businesses must be at least 10 years old, have fewer than 10 employees and have a primary location within the boundaries of the National Landing BID, which span Crystal City and parts of Pentagon City and Potomac Yard, the county says. They must also “in good business standing,” operating with up-to-date business licenses and current on, or on a payment plan for, all county taxes.

The BID, in partnership with the Restaurant Association Metropolitan Washington, has previously handed recovery funds to numerous Crystal City and Pentagon City establishments. Two rounds of the “Love Local” relief program each divvied out $100,000 in 2021 and 2022.

The latest batch of funding would go through the Arlington Economic Development BizLaunch Division, which would then distribute the $75,000 this year.

The county report noted the importance of supporting National Landing during a time of intense development and investment, including, most recently, the announcement that the Washington Capitals and Wizards would move to Alexandria — predicted to be a boon for the hospitality industry in the National Landing area.

“The area is experiencing transformative growth, with over $12 billion in public and private investment underway, including Amazon’s second headquarters, a surge of new residential construction and retail offerings, and major park and multimodal transportation investments that are enhancing a thriving residential, hotel, and business community,” the report says. “The BID is strengthening the experience and identity of National Landing.”

A man fleeing from officers after a theft in Pentagon City ran into a Metro tunnel, prompting service to be shut down in the area, police say.

The incident happened Monday morning, as police responded to a shoplifting call on S. Hayes Street.

After running into a Metro tunnel at the Pentagon City station, the man emerged and was arrested at the Crystal City station, police say. In addition to a theft charge, he has also been charged with trespassing and fare evasion.

PETIT LARCENY (Significant), 2024-01080073, 1200 block of S. Hayes Street. At approximately 10:16 a.m. on January 8, police were dispatched to the report of a larceny just occurred. Upon arrival, it was determined the male suspect entered the business, collected merchandise, allegedly left the store without payment and fled into the Pentagon City Metro. A lookout was broadcast and responding officers located the suspect in the Metro and gave him commands, which he disregarded, and fled onto the train tracks. Metro service in the area was temporarily suspended and the suspect subsequently exited the train tracks at the Crystal City Metro station where officers took him into custody. The preliminary investigation determined the suspect did not pay a fare upon entering the Metro. No injuries were reported. [The suspect], 37, of Washington, DC was arrested and charged with Petit Larceny, Trespassing on a Railroad Track and Failure to Pay Fares.

The man driving the Jeep that seriously injured a pedestrian before slamming into a Pentagon City bank is likely to face charges, police say.

The driver, who has not yet been identified, “was attempting to turn from S. Hayes Street onto 12th Street S. when he exited the roadway onto the sidewalk, struck a pedestrian and crashed into a closed bank,” an Arlington County police spokesman says.

The crash, which happened around 7 p.m. Wednesday, heavily damaged the front of the Chase bank branch at 710 12th Street S., next to the Metro station.

The man struck by the Jeep was seriously injured but is expected to survive. Charges are expected to be filed soon against the driver.

“The pedestrian, an adult male, was transported to an area hospital with serious injuries and is currently in stable condition,” ACPD spokeswoman Ashley Savage tells ARLnow. “The driver of the striking vehicle, an adult male, was not injured and remained on scene. The investigation into the circumstances of the crash is ongoing and charges are pending.”

The crash was witnessed by New York Times reporter Ken Vogel, who posted on social media this morning that the injured man was bleeding from the head and fading in and out of consciousness.

Traffic fatalities, including pedestrian deaths, are up sharply nationwide compared to pre-pandemic levels. The Times recently published an investigation (and a podcast) looking into U.S. pedestrian deaths, which are on the rise — especially in nighttime crashes.

Crumbl Cookies has its sights set on opening another location in Pentagon City, but the scent of freshly baked cookies might not fill the air for another year.

The new Pentagon City cookie outpost will be located on the ground floor of the 11-story, 253-unit Milton building at 1446 S. Grant Street — the second apartment tower in the multi-phase Pentagon Centre shopping center redevelopment.

Currently, a “Coming Soon” sign adorns the storefront window.

“The Pentagon City store is currently still in the early stages of construction,” Beth Baty, a Crumbl spokeswoman, told ARLnow. “It is tentatively set to open sometime in December 2024 or January 2025, although that is subject to change depending on construction times and supply chain.”

This expansion comes on the heels of another Crumbl Cookies set to open in the Lee Harrison Shopping Center, along Langston Blvd, later this year.

Crumbl, known for its elaborate designs and flavors, such as confetti milkshake and blueberry muffin, initially planned to open the Lee Harrison location this past fall. Baty confirmed the opening was rescheduled for this February or March.

Crumbl will join at least three other businesses at the base of the Milton building: Yunnan by Potomac Noodle House, Sparkle and Pop Nails and First National Bank.

That leaves space for two fast-casual restaurants and one full-service restaurant, according to a leasing map.

A 26-year-old Virginia man is facing several charges after a dispute over a parking space over the weekend.

The incident happened Saturday afternoon, in the area of Penrose Square. Police say the man flashed a gun during the altercation.

BRANDISHING, 2023-12300122, 2400 block of Columbia Pike. At approximately 2:46 p.m. on December 30, police were dispatched to the report of a brandishing. Upon arrival, it was determined the male victim and male suspect became involved in a verbal dispute over a parking space which escalated into a physical altercation during which the suspect allegedly brandished a firearm. The suspect fled the scene in his vehicle and was located by responding officers. A firearm was recovered. [The suspect], 26, of Stafford, VA was arrested and charged with Brandishing, Assault & Battery and Concealed Weapon Violation.

In other notable incident, which took place one day prior on Friday afternoon, a 31-year-old Virginia man is accused of kicking a police officer and trying to grab the gun of another.

ASSAULT ON POLICE, 2023-12290134, Fairfax Drive at N. George Mason Drive. At approximately 2:45 p.m. on December 29, police were dispatched to the report of a suspicious person with a knife. The preliminary investigation determined the victim was stopped in her vehicle when the male suspect allegedly ran towards her driver’s side door while displaying a knife. The victim drove away and called police. Responding officers located the suspect in the 4800 block of Fairfax Drive and attempted to take him into custody. The suspect refused to comply with the officers’ commands and actively resisted arrest. With the assistance of additional officers, the suspect was taken into custody during which he kicked an officer in the chest. The suspect provided officers with false identifying information but was subsequently positively identified. During a search incident to arrest, the suspect grabbed the holster of an officer’s firearm. Knives were recovered on the suspect. [The suspect], 31, of Manassas, VA was arrested and charged with Assault and Battery, Assault on Police, Attempt to Disarm Law Enforcement Officer of their Firearm, Identity Theft and Obstruction of Justice.

The evening of New Year’s Day, meanwhile, a man’s Canada Goose jacket and wallet was reportedly stolen by a teen boy at the Pentagon City mall. The teen was later apprehended near the Metro station, according to police.

GRAND LARCENY, 2024-01010144, 1100 block of S. Hayes Street. At approximately 5:58 p.m. on January 1, police were dispatched to the report of a larceny just occurred. Upon arrival, it was determined the male victim was sitting with his jacket on the back of his chair when the juvenile male suspect ran by, grabbed his jacket and continued running out of the building. Responding officers canvassed the area and observed the suspect in the metro. The suspect then ran from the officers and, following a foot pursuit, he was taken into custody in the 1200 block of S. Hayes Street. The victim’s jacket, which contained his wallet and cash, was recovered. Petitions were obtained for the juvenile suspect for Grand Larceny and Obstruction of Justice.


The Pentagon City Metro Station’s second elevator project is now facing yet another delay and a request for more funds.

At its meeting this Saturday, the Arlington County Board is set to discuss adding another $4.4 million in local funds to construct a second Metro elevator on the west side of S. Hayes Street.

If approved, the project’s total cost would jump from $12.8 million to $17.3 million, marking the second budget amendment in less than two years due to construction delays, per a county report. The project is backed with federal, state and local funds.

The new funding is projected to extend the project’s duration by six months. During this time, the county plans to review the construction contract and seek to “recover liquidated damages” for the continued delays, the report said.

The Pentagon City Metro station has one of the highest ridership rates in Northern Virginia, the report says. To access an elevator, however, pedestrians need to cross six lanes of traffic to access one on the east side of S. Hayes Street, opposite the Pentagon City mall. The project aims to provide a safer alternative for pedestrians, particularly those with mobility issues.

Awarded the contract in February 2021, Maryland-based W.M. Schlosser Company began construction on the second elevator later that year. The initial project estimate was $6.4 million and was scheduled for completion in spring 2022.

In November 2022, unforeseen site conditions and supply chain issues prompted the county to increase the project’s budget to $12.8 million, following a request from W.M. Schlosser to extend the deadline to this summer.

Just over a year later, W.M. Schlosser is again seeking to extend its contract to October 2025. The company predicts the construction could be finished by October 2024 but is asking for extra time and funds to cover potential further delays.

County officials, however, allege that the contractor has failed to provide adequate evidence justifying an extension beyond six months, per the staff report. Without adequate justification for further delays, the county says it has notified the contractor of its intention to seek damages for the late completion.

So far, the county has invested about $8 million, which could increase to about $12.4 million if a six-month extension is granted.

W.M. Schlosser disputes the county’s allegations, per the report. The company did not respond to a request before publication.

While construction is set to continue, the county says it will limit its use to a “minimal amount of contingency” funds as the county attorney reviews the terms of the county contract with W.M. Schlosser.


To find a parking spot in Ballston, go during the daytime, avoid Wilson Blvd and Fairfax Drive, and consider parking in nearby Virginia Square, which has many empty blocks.

To park in Clarendon, good luck finding a spot on Saturdays between 11 a.m. and 8 p.m. Generally, there are more spots south of Washington Blvd but be on the lookout: spots can open up quickly as people do not stay parked in Clarendon for long.

These are some tips to glean from new county data collected in the first phase of a state-funded performance parking pilot study. But the data, collected from some 4,500 sensors in parking spaces along the Rosslyn-Ballston and Richmond Hwy corridors, does more than help people find parking spots on busy weekends.

It also demonstrates that, on average, only a third of people pay for parking when they come to these corridors. The county says this information will help it pinpoint the neighborhoods with the lowest parking compliance and focus its limited parking attendants there.

The installation of sensors and data collection made up the first phase of a pilot program that will eventually use variable pricing and data to improve the availability of metered parking. County staff used these sensors to find differences in parking availability by hour, block, day of the week and neighborhood.

“These differences we need to take into consideration when we are making our pricing recommendations,” says Marietta Gelfort, a planner with the county’s parking and curb space management team in a recent video.

The next phases of the project will see actual changes in parking prices. These changes will happen once every three months but, the county emphasizes, will not trigger across-the-board meter rate hikes or surge pricing.

For the pilot to move forward, next county staff need Arlington County Board to change prices along the study corridors administratively — without County Board permission each time. They are gearing up to request this authority early next year for the duration of the pilot, set to end in early 2026.

A request to advertise hearings on this proposal could come this January, followed by a public hearing by the spring of 2024, Dept. of Environmental Services Parking and Curbspace Manager Melissa McMahon told ARLnow.

Once staff have this permission to alter prices, they will communicate changes to the public whenever those changes occur.

Price differences already influence parking behavior in Arlington, according to Dept. of Environmental Services communications specialist Nate Graham.

“Sunday occupancy is highest across the board, which illustrates that even today’s metered prices shape demand and behavior to some extent,” he tells ARLnow.

Transportation commissioners are “very supportive” of the pilot but, on the topic of pricing, suggested recommended stepped up enforcement of accessible parking spaces if these prices differ from non-accessible spaces.

“The greater the discrepancy in pricing between ADA and non-ADA spaces, the more drivers use fake ADA
tags,” the commission said in a letter to the County Board last month.

Eventually, as part of the pilot, the county will make parking spot and pricing data available on two mobile-friendly tools so people can research spots and costs in real time.

There will also be signs showing where spots are available, how many and for how much.

Makers Union, an upscale gastropub, is set to open its doors on the ground floor of Amazon’s second headquarters in Pentagon City next week.

Its first day open will be Tuesday, Dec. 5, according to the restaurant’s website.

This is the third Makers Union location in the D.C. area, following the debut of its Reston location three years ago and a recent opening at the Wharf in early October.

Open seven days a week, the 3,075 square-foot restaurant serves lunch and dinner on weekdays, and brunch and dinner on weekends. A happy hour is available from 3-6 p.m., Monday through Friday, and live music is scheduled for Thursday, Friday and Saturday nights.

“It’s designed to be a pub where you can come and celebrate any of life’s occasions, whether that be wings and a beer at the bar, watching a football game, or coming in and enjoying some more elevated options,” Makers Union Director of Operations Alex Brown told to ARLnow.

The restaurant seats 84 indoors, including 34 at the bar and 50 in the dining area, and 80 outdoors, he said.

Brown recommended a few menu items, including the tomahawk steak with poached eggs, hollandaise and breakfast potatoes, and the grilled chicken alfredo pasta with garlic bread.

Makers Union joins a slew of new businesses and eateries, including Good Company Doughnuts & Coffee and Conte’s Bike Shop, on the ground floor of the first phase of Amazon’s second headquarters, also known as Metropolitan Park, which opened earlier this summer.

Last month, Peruvian Brothers, a D.C.-based Peruvian food truck and fast-casual eatery, opened its second location adjacent to the gastropub.

Thompson Hospitality, the pub’s owner, operates other local favorites including Matchbox, Big Buns Damn Good Burgers and Wiseguy Pizza.
