(Updated at 12:20 p.m.) New renderings from the National Landing Business Improvement District explore what Route 1 would look like if it were surface-level.

These images of protected bike lanes, pedestrian refuges and prominent crosswalks are part of a campaign the BID launched this week touting the benefits of transforming the highway — which is elevated over 12th, 15th and 18th streets — into an at-grade urban boulevard.

People Before Cars” aims to advocate “for the implementation of best practices in urban street design and highway-to-boulevard conversions,” according to the BID.

The new campaign builds on “Reimagining Route 1,” a report it released last year envisioning the highway as a leafy, vibrant urban boulevard. Meanwhile, the Virginia Department of Transportation is wrapping up a study of how to improve the thoroughfare, which will likely involve making it surface-level.

“The improvement of Route 1 has been a huge priority for the collective community and was even featured in the historic negotiations that brought Amazon’s HQ2 to the area — further cementing its importance in the overall repositioning of National Landing,” said Jay Corbalis, Vice President of Public Affairs for JBG Smith, the largest property owner in the area.

More than half of Arlington residents surveyed by VDOT said Route 1 is not safe, easy or effective to use. About 45% of respondents said cyclists face dangers in the area and 64% want more protected bike lanes.

By 2040, conditions could be worse for drivers, who could experience heavy traffic at snail-like speeds during the morning rush hour, as the National Landing area and the region continues to grow, VDOT projects. Area employment by then is expected to double while the population is expected to grow nearly 50%.

The competing priorities of keeping traffic moving while making the corridor more attractive and safe is a tough balancing act for VDOT, and the BID is pushing a less car-centric approach.

The BID recommends shortening pedestrian crossings, narrowing vehicle travel lanes, dedicating spaces for all modes of transportation and automating traffic enforcement. It also suggests adding lush landscaping, public art and wider sidewalks. Growth does not necessarily equate to more traffic, the BID argues.

“As our area experiences an influx of new residents and workers in the coming years — a population that is anticipated to favor walking and biking as means of transit over cars — we must do all we can to ensure that Route 1 can safely and effectively serve the needs of our growing community,” said Tracy Sayegh Gabriel, President and Executive Director of the National Landing BID.

According to the campaign, traffic fell by 18% between 2000 and 2018, despite 67% population growth during that time. One-quarter of households in National Landing do not have cars, and the number of cars passing through National Landing dropped from 61,000 in 2005 to 47,000 in 2019, the BID says.

Still, JBG Smith and the BID have raised concerns that VDOT still views Route 1 as a highway where drivers are prioritized, the Washington Business Journal reported, after the department previewed a vision of Route 1 that included nine at-grade vehicle lanes at the intersection with 15th Street S.

That worry is shared by some others, who also question whether crossing the road at-grade is safer than the current underpasses.

A group of civic associations, known as Livability 22202, has recommended taking Route 1 below ground instead.

VDOT is slated to issue a new report on possible improvements this summer. A virtual public meeting will be held Wednesday, June 16 at 6:30 p.m.


Anthony Fusarelli, Jr., Arlington County’s new planning director, has watched the county transform over 15 years from within the Department of Community Planning, Housing, and Development.

When he arrived in Arlington, the Department of Defense was preparing to leave a gaping hole in Crystal City and Pentagon City that Arlington would, in effect, fill a decade later with Amazon’s HQ2.

Elsewhere, he watched as housing market forces and county regulations together drove the redevelopment of single-family homes for contemporary tastes at higher price points.

And in some corridors, he saw the county realize a decades-old vision for transit-oriented development, while others retained their suburban, auto-focused flavor.

Fusarelli will assume his role in early June but he is already imagining the next 40 years of development in Arlington County. Future planning will have to accommodate Arlington’s increasing population and flourishing tech industry, fueled by the arrival of Amazon’s HQ2, as well as the changing nature of work.

All of those things are moving targets, and to meet them, the plans that Arlington uses to guide development will need to allow for a variety of uses to meet the changing needs of the community, he said. That is a lesson he learned from the pandemic.

“I’m looking forward to working with our team to think more about what we can do to better absorb future disruptions and shockwaves as a complete community,” he tells ARLnow.

What that looks like, he said, “is the million-dollar question.”

Practically speaking, he said construction projects need to be adaptable by design: Parking garages that can turn into housing, or apartment buildings with co-working spaces for tenants working from home.

“We have to recognize that our planning work and decisions about buildings inform places that are going to be here for decades,” he said. “The more they can be flexible and adapt with changing times, the better off Arlington will be.”

In many ways, he said, “the possibilities are endless,” but they will involve rewriting regulations and updating county plans guiding development.

Present efforts to refresh these planning documents are focused on Clarendon, Pentagon City and along Lee Highway. Later this year, his department is set to deliver an update to the western end of the Clarendon Sector Plan.

But the Pentagon City and Lee Highway updates will be more comprehensive, he said.

Forty-five years after the Pentagon City Phased Development Site Plan was approved, most of the development it envisioned has been exhausted, he said. The biggest contributor was the 2019 approval of the first phase of Amazon’s HQ2, Met Park.

The second phase — the iconic glassy double helix that’s currently under review — will nearly complete the development called for in the 1970s, he said.

Now, the county is stepping back to imagine a more flexible plan to guide Pentagon City’s future growth, he said. And next door in Crystal City, Amazon plays an equally vital role.

“In many ways, Amazon’s arrival can really serve as a catalyst for a lot of the envisioned development that the county had imagined through the Crystal City Sector Plan,” said Fusarelli, who spearheaded the creation of the 2010 plan.

Meanwhile, future planning for Lee Highway benefits from the work to redevelop Columbia Pike from an auto-oriented shopping center into a more urban, walkable corridor.

“We still have work ahead of us,” he said.

And like Columbia Pike, the county will have to pay attention to how future development “can effectively and harmoniously transition down to low-density residential neighborhoods,” he said.

The county also has a lot of work to do to ensure a diverse range of people can live in Arlington’s more residential neighborhoods. That work will likely require changes to zoning ordinances while keeping racial equity and inclusion top of mind, he said.

“Arlington is challenged by high land values,” he said. “We need to look at other tools, such as zoning regulations, to see if they need adjustments to help us get on track.”

Amazon is in the process of hiring for nearly 2,000 open positions in Arlington, while it also reveals new renderings of the planned second phase of its HQ2 in Pentagon City.

Additional renderings of HQ2 Phase 2 were released by the company this morning, showing a conceptual view of “The Forest” plaza from S. Elm Street — including the base of the lush, futuristic “Helix” tower — as well as a view of the S. Fern Street Plaza that will host community events and a number of retail businesses.

The renderings “illustrate a nature-filled, pedestrian-friendly environment for all to enjoy and highlight Amazon’s continued commitment to building a neighborhood rather than a closed-off campus,” a PR rep for the company said. In addition to areas for events, Phase 2 will feature 115,000 square feet of retail and retail equivalent space across its four buildings.

The new views come as Amazon and its architecture firm prepare to present its HQ2 Phase 2 plans before Arlington’s Long Range Planning Committee tonight.

The second phase of the project will be built on the mostly vacant PenPlace site across from its Phase 1 construction site, a block from the Pentagon reservation and the Pentagon City Metro station. The company is still in the process of tearing down the former Residence Inn hotel on the site, which was once considered as a possible location for the Washington Nationals stadium.

As Amazon continues to build, it is also continuing to hire.

“Hiring across Amazon’s Arlington Headquarters is ramping up,” the tech giant said on its blog today. “Amazon is seeking 1,900 new employees for a variety of technical and non-tech jobs — this is the highest number of open positions at HQ2 since the company announced its selection of Arlington, Virginia as its second U.S. headquarters.”

“Currently more than 1,600 corporate Amazon employees call Arlington home,” the blog post adds. “Amazon’s more than $2.5-billion investment in HQ2 and the surrounding area will result in 25,000 Amazon jobs over the next decade, and thousands of indirect jobs across the entire region.”

Open positions in Arlington on Amazon’s jobs website include Alexa SmartHome software developer, Amazon Fresh Store designer, and Amazon Web Services Systems Engineer.

Last month an Amazon official said the company expects that most employees will return to offices after the pandemic, with some flexibility for remote work.

“But there is no substitute for Amazonians being together,” said the official, as quoted by the Washington Business Journal.

St. Charles Borromeo Catholic Church in Clarendon is proposing to lease part of its campus for private development and to make its grounds greener and more walkable.

The mid-century church sits on two-and-a-half acres of land wedged among Washington Blvd to the north, N. Kirkwood Road to the west and Fairfax Drive to the south. Parking occupies much of the lot, with the church and its auxiliary spaces lining N. Kirkwood Road and Fairfax Drive.

New renderings, however, reposition the church at the corner of Washington and Wilson Blvd, closer to Clarendon, with parish spaces and a private residential building fanning out behind the church. The building is likely to be an apartment building with a 100-child preschool at the base.

Currently a through-road and one-way loop wrapping around parking, Fairfax Drive would be converted into a walkable plaza. This “enables a comprehensive, pedestrian-friendly connection to Virginia Square and addresses north-south pedestrian access,” according to an architect’s report. Church parking would be accessible from Washington Blvd.

Bike lanes would be rerouted along the south side of the plaza to reduce interactions with pedestrians, the report said. The buildings would provide internal access to protected open spaces — a cloister, a playground and a courtyard.

St. Charles pastor Fr. Don Planty said in a January report the parish has spent the last three-and-a-half years studying the land, working with lawyers and architects and projecting potential costs. Recently, the project turned a corner.

Planty said in the report that Bishop Michael Burbridge of the Diocese of Arlington “has approved our recommendation to move forward with our project, seeking a development partner.” (Diocesan laws require the bishop to approve all developments.)

“This marks an exciting transition for us: we have long spoken about the ‘potential’ redevelopment of our site,” he wrote. “We now set about the exciting business of turning our vision into a reality.”

St. Charles plans to lease the western half of its site to a private developer, which would fund the changes proposed for the sacred half of the site.

Drafting a Request for Proposal and selecting a development partner could take six months or more, but would “clear the path for local government approvals and eventual construction,” Planty said.

Although the pastor described the future as promising, he said “we still have a lot of work to do.”

Like other proposed developments, including mixed-use buildings where Joyce Motors used to be and on the Wells Fargo/Verizon Site, aspects of the church’s proposed changes will not meet guidelines in the 2006 Clarendon Sector Plan. In preparation for these developments, Arlington County began mulling over changes to the sector plan in February 2020.

This winter, the county sought feedback on how people feel cycling and walking along Fairfax Drive and Wilson Boulevard between Clarendon Circle and N. Kirkwood Road and what could be done to improve the experience. This area includes St. Charles’s proposed pedestrian plaza and rerouted bike lanes.

Time is ticking down to weigh in on the initial phases of an update to the development plan for the Clarendon neighborhood.

Arlington County is inviting people to provide online feedback on proposed updates to the 2006 Clarendon Sector Plan through Friday, Jan. 8.

“We’d like to have you provide your feedback, comments, questions by visiting the project website or by contacting staff,” said Brett Wallace, principal planner, CPHD in a video presentation from mid-December. “We’d also like to get some input on online survey questions.”

The update to the 14-year-old sector plan was prompted by a series of pending redevelopments. Arlington County began mulling over these changes in February.

In this round of public comments, the County is focusing on improvements to the pedestrian and bicycle experience along Fairfax Drive and Wilson Boulevard between Clarendon Circle and Kirkwood Drive.

“As a pedestrian, what is your level of comfort when accessing and using pedestrian facilities along Fairfax Drive between Clarendon Circle and Kirkwood? How would you improve the pedestrian experience along this section of Fairfax Drive?” is one such question.

The County is also asking people to rank whether they would like to see wider sidewalks, street trees, on-street parking, café seating or other amenities. The sector plan currently recommends preserving two “historic” buildings on the north side of Wilson Boulevard, which the County says will make it difficult to realize all these improvements.

The process for changing the sector plan started in September, followed by the first of five engagement session. The next online engagement opportunity will be posted in late January or early February.

The County cites multiple projects in the Clarendon Circle area that do not meet the sector plan’s requirements. They include changes to St. Charles Catholic Church, as well as mixed-use buildings where Joyce Motors used to be and on the Wells Fargo/Verizon Site.


That’s one of the questions Arlington’s Department of Parks and Recreation is asking as it begins a two year-long process to update its Forestry and Natural Resources Plan (FNRP). The new plan will include “a variety of long-term goals, strategies and priorities that address tree canopy in a comprehensive, systematic manner,” according to the project website.

The public is now being asked to weigh in on how to improve nature, tree canopy and natural areas within the 16,500 acres of a county that, as of 2017, has a tree canopy of 41%. That’s the same percentage as when the FNRP’s predecessor, the 2004 Urban Forest Master Plan, was approved.

The visioning and information gathering process for the FNRP began in November and will continue through next February with yet-to-be-scheduled community and focus group meetings. A draft plan will be drawn up for public review by September 2021, and, after another period of public engagement the final draft plan is scheduled to come out in February 2022,  with County Board approval set for May 2022.

The FNRP is part of the Public Spaces Master Plan (which is a component of the County’s Comprehensive Plan) and will “serve as the guiding document for Arlington County’s management practices related to trees, plants, wildlife and more,” according to the project website. “This plan will cover topics regarding impacts and opportunities related to Arlington’s tree canopy, natural lands, urban development, wildlife, recreation, public education and stewardship among others.”

Questions to the public include:

  • How frequently do you visit Arlington’s natural areas (e.g., forests/ woods, meadows, streams, etc.)?
  • What are your favorite types of natural areas to visit?

Arlington County officials are considering new administrative guidance to streamline the process of converting office buildings into residential buildings.

Such conversions would remain subject to County Board approval, but a new set of guidelines being considered by county staff would make the review and recommendation process easier.

In a presentation, expected to be given to the county’s Long Range Planning Committee at its meeting tonight, officials will say that trends both local and national will lead to a wave of office building conversions. Underlying that is the pandemic and the shift to working from home, potentially leading to less demand for office space.

The trends, however, started before the pandemic, with an “observed reduction in office demand — nationally, regionally and locally — over the past decade resulting limited economic feasibility for speculative multi-tenant office buildings.”

Recent office-to-residential conversions in Arlington include the WeLive/WeWork building in Crystal City. Future projects like it need a better-defined path from proposal to County Board consideration, county staff says.

“Neighboring jurisdictions are actively addressing issues around use flexibility,” the presentation notes. “Alexandria and Fairfax County have adopted policies related to this issue and have approved projects implementing them whereas Arlington County has approved projects with no guiding policy to date.”

The guidance will not change existing County Board policies, the presentation asserts, but will help staff when reviewing office conversion proposals.

“In advance of evaluating the appropriateness of new office conversion requests, staff developed this administrative guidance for use during staff review, community discussion and [County Manager] recommendation to the [County Board] on the proposed conversion,” the presentation says. “This guidance is not [County Board] policy, and does not change existing [County Board] policy or alter existing land use processes.”

The law firm McGuireWoods is telling its clients, however, that the changes will “increase flexibility and support for repurposing existing and approved office buildings.”

“The new administrative guidance is expected to give developers and property owners much-needed flexibility to consider residential, live-work and other options that, in many cases, could be beyond what existing planning guidance permits,” the firm said on its website. “Outreach is currently underway with business community stakeholders and decision makers and will continue in the upcoming weeks. The administrative guidance will likely be in place by the end of 2020.”
