Is Arlington experiencing a Gen Z takeover?

Zoomers — the generation born after 1997 — make up the “only active generation of apartment seekers nationwide,” and they are disproportionately choosing Arlington County, according to a new study from RentCafe.

Between 2020 and 2021, Arlington saw a 55% increase in apartment applications submitted by this age group, according to the website, which follows trends in the apartment market. It analyzed 3.2 million applications for the study.

“Once known as a verified Millennial hub, Arlington is getting a much-needed glow-up from this up-and-coming generation of young renters, ranking as the country’s sixth trendiest Gen Z hub,” RentCafe said.

That ranks Arlington behind the cities of San Francisco, Jersey City, New York City, Philadelphia and Boston and ahead of San Jose (California) and Seattle.

Zoomers are gravitating here after spending a one-year hiatus back home or in their college towns, RentCafe says.

“Young adults returned to their families’ homes in larger numbers in 2020, and with Gen Z being particularly affected by the pandemic, it’s safe to say it played an important role in their migration pattern,” RentCafe spokeswoman Michelle Cretu tells ARLnow.

But now, as society emerges from the pandemic, Zoomers are “following in the footsteps of their Millennial counterparts when it comes to independent living,” she said.

Millennials came to Arlington in droves during the Obama years, according to a previous RentCafe study, which found 52% of Crystal City’s population was made up of the generation also known as Gen Y. For them, Arlington offered employment opportunities plus plenty of nightlife and housing options, Cretu said.

Now, Gen Yers are in their home-buying years, and many are ditching their renter status to buy homes in Alexandria, Reston and Frederick, Maryland, according to RentCafe.

Younger Millennials, however, are still renting because they’ve been “outpriced by an overly competitive housing market,” she said.

Data show the new generation is, on a relative basis, choosing Arlington over D.C., which recorded a smaller increase — 31% — in the share of Gen Z renters. The City of Alexandria, the 13th trendiest Zoomer hub, also ranks higher than the District.

“So, it’s not a matter of Gen Z not choosing D.C., but one of Zoomers choosing Arlington in higher numbers,” Cretu said.

One reason is Arlington’s growing concentration of tech jobs, fueled in part by the construction of Amazon’s second headquarters.

“While both cities score in diversity and vibrant social scenes, Arlington is a developing city where new career opportunities are just emerging,” she said.

Zoomers are showing a keen interest in tech jobs, with three in 10 ranking software development as their top career choice, according to a study by the software company CloudBees. So it comes as no surprise that they are choosing Arlington alongside the well-known tech sectors of San Francisco and Seattle and the new tech hubs of Atlanta, San Diego and Baltimore.

Another factor behind the trends Cretu cited is that Arlington has bigger apartments.

Developers are building larger units here than they were five years ago, while in D.C., the average square footage of a new apartment is shrinking. The prospect of more spacious new construction could also be why the RentCafe list features suburbs of New York City and Dallas.

A Subway location on the ground floor of Arlington County’s jail could be getting a rent lifeline this weekend.

The sandwich shop renting space at the base of the Arlington County Detention Center (1435 N. Courthouse Road) has struggled to stay afloat since the pandemic slashed its sales. Although it still operates in the space, it has not paid rent to the county since March 2020, according to a report.

“Subway’s business has declined precipitously during the COVID-19 pandemic,” the report to the County Board says. “It was closed for business altogether in April 2020. Its sales in May 2020 were less than 15% of normal. Although Subway’s sales have recovered to a degree, they are still, as of the date of this report, around one-third below normal.”

On Saturday, the Board is set to review a proposal to lower Subway’s rent during the remainder of the pandemic to a level it can afford. County staff settled on a base rent equal to 9.5% of its gross sales, retroactive to April 2020, according to the report.

“Staff worked with Subway to determine what Subway could afford to pay in rent based on its reduced sales,” the report said. “As a rule of thumb, restaurants can afford to devote roughly 10% of sales to the payment of rent. When sales decline substantially below normal, inflexible overhead like employee salaries and utility charges does not decline to the same degree, and accordingly absorbs a greater percentage of sales. This leaves a smaller percentage of sales that can be applied to rent.”

If approved, the reduction would last until Subway has two months in a row of sales in which 9.5% of their sales is greater than the base rent it is paying, or until one year after the amendment is signed — whichever occurs first. Then, Subway would have 18 months to pay back the rent it owes from before the agreement went into effect.

The sandwich shop’s lease on its 1,360-square foot space in Courthouse, last renewed in 2017, is up in 2024, the report said.

The Arlington County Board took two steps over the weekend to preserve and upgrade existing affordable housing while building hundreds of new units.

During its meeting on Saturday members unanimously approved a nearly $23 million loan from the county’s Affordable Housing Investment Fund (AHIF) for renovations to the Park Shirlington Apartments, a 1950s-era, garden-style complex with 293 units at 4510 31st Street S., on the edge of the Fairlington neighborhood.

The Board also approved $124,000 in rent assistance to offset potential increases resulting from the renovations.

“This project has a long history and is very important as one of the larger affordable housing developments in the county,” said Melissa Danowski, a staff member in the housing division of the county’s Department of Community Planning, Housing, and Development.

The vote marks a change in plans for the county, which was initially planning to buy and build up part of the property with a partner developer, Washington Business Journal reports. Instead, Standard Property Co. and the National Foundation for Affordable Housing Solutions will oversee soup-to-nuts renovations and pledge to keep the rent affordable for 75 years.

The renovations will begin in winter 2022 and end in 2024, with 10-20 units redone at a time. Residents will have access to vacant “home-hotel suites” so they do not have to find another place to stay while their unit is redone, said Steven Kahn, a director of Standard Communities.

Each unit’s interior will get new appliances, fixtures and cosmetic upgrades. Building systems such as HVAC will be modernized and common areas will be renovated. The developer is considering including free- or reduced-price internet.

“I’m very happy that this thought about preservation has led to preserving a community, while essentially rebuilding the units,” Board Chair Matt de Ferranti said. “That’s a really positive step. It is a huge victory for our community as a whole.”

Following the vote, the Board took action to approve an agreement with Amazon to develop affordable housing near its HQ2. Amazon will donate a $40 million parcel of undeveloped land on the Crystal House Apartments site to the county to be developed into new affordable housing.

This is a gift beyond any of our requirements, but it’s a partnership really that helps serve affordable housing,” de Ferranti said.

More than 550 units could be developed as affordable for moderate- to low-income households. At least 148 will be committed to households earning 50% or less of the area median income (AMI), and a minimum of 406 will be for households earning 80% or less of the AMI.

The county aims to partner with an affordable housing developer, to be selected later, and complete construction by Jan. 1, 2028.
