Just four months after chef Ed Hardy started making pierogies for pickup and delivery, his operation, Zofia’s Kitchen, has a brick-and-mortar shop in Ballston Quarter.

“We were really fast going from a ghost kitchen to a store front,” Hardy told ARLnow. “We are going to be looking for a second location, probably, if we can do well through January.”

His pierogi shop — in the former Cucina Al Volo spot inside the Quarter Market food hall — will hold its grand opening tomorrow (Friday). The first 30 customers will receive a 15 Zofia’s Kitchen e-gift card. To promote social distancing, both in-person and delivery orders are eligible.

Hardy blends New York City’s Jewish and Chicago’s Polish flavors with a dash of Old Bay and Southern barbecue to round out the vast geographical expanse that his humble dumplings cover.

Signature pierogies include loaded baked potato, house-cured and smoked pastrami and provolone, crab rangoon, and everything bagel with cream cheese and lox.

For a side, customers can choose from seasonal sides and soups, or try Hardy’s latke doughnut: shredded potato and onion formed into a ring and fried, served with lemon-dill sour cream.

If they still have room for dessert, customers can stick with sweet pierogies, like the seasonal brown sugar-spiked pumpkin “pie-rogi,” or take a break from the dumpling and opt for confections such as truffles or rugelach.

Before coming to Northern Virginia, Hardy had a career in some of New York City’s most famous restaurants. He worked for three Michelin-Starred restaurants, The ModernGramercy Tavern, and Aquavit, as well as the comfort food destination Red Rooster Harlem.

Locally, Hardy led the kitchen at Bistro Vivant in McLean and Quench in Rockville, Md. Then he hung up his apron and started driving Bacon N’ Eds food truck.

Hardy was teaching classes at Cookology Culinary School when it shut down and switched to virtual learning due to the pandemic.

“COVID-19 hit Cookology hard,” said Hardy, who looked for other ways to keep cooking.

He came to pierogies after being asked to cater them for a socially distanced party. It went so well that he and the host, Nate Reynolds, decided to take the idea public.

Hardy went to Cookology to ask if he could operate a ghost kitchen from there, knowing the owner would be on board.

“I think she had advertised that she would be open to being a potential concept incubator,” Hardy said.

By mid-September, Hardy and his team, two former students of his and two other recently laid-off chefs, moved into the ghost kitchen at Cookology. Two and a half weeks ago, they had a soft opening in the Ballston Quarter food court while they prepared the space for the grand opening.

“Honestly, I was surprised by the enthusiastic response to the humble pierogi,” Hardy said. “I think we’ve tapped into a need for another different, yet familiar, comfort food. Zofia’s is like the Polish grandmother you didn’t know you missed.”

For a limited time, Zofia’s is offering three festive platters of pierogis, with flavors inspired by the familiar tastes of Hanukkah, Christmas and New Year’s.

Cooked or frozen pierogies are available for pick-up at Ballston Quarter and for delivery via Postmates on the Zofia’s Kitchen website or through UberEats and DoorDash.


County staff want to amend zoning ordinances to let some restaurants more easily establish outdoor cafés near the Ballston, Virginia Square and Courthouse Metro stations.

Arlington County has allowed outdoor cafés in most commercial and mixed-use districts since 1978, with the exception of a few zoned districts. The County Board is slated to review an amendment allowing cafés in one such zoning district — the “R-C” district — this weekend.

“Outdoor cafes are compatible with the district’s purpose and intent and would further bolster the economic vitality of restaurants located with the district,” the staff report said. “Outdoor cafes enliven the streetscape, provide passive surveillance of the street, and enable people’s participation in street life.”

The outdoor cafés in question could be either on private property, as a by-right use, or on the sidewalk, with an approved permit. It would apply to restaurants within R-C — “Multiple-family Dwelling and Commercial District” — zoning.

An informal survey conducted by the County found a majority of residents who responded support this change. Of the 69 respondents, 85% supported the amendment because cafés would have a positive effect on on activating street life.

“Other common themes included helping out restaurants during a challenging economic period, enabling restaurants to respond more effectively to the COVID-19 pandemic, and seeking out opportunities to reclaim street parking for outdoor cafes in areas with narrow sidewalks,” staff said.

Concerns expressed by survey respondents ranged from noise, keeping pedestrian pathways clear and charging rent for the use of public space.

This amendment does not involve the program for temporary outdoor seating areas, or TOSAs, staff said.

“In response to the need for increased public health measures to combat the coronavirus, Arlington County permits restaurants, bars and cafes to establish temporary outdoor seating areas (TOSAs) which resemble outdoor cafes but are regulated and permitted under different laws,” staff said.

Rather, this amendment has been a work plan item for the Planning Division for a while now — “well before on the onset of COVID-19,” Arlington County spokeswoman Jennifer Smith said in an email.

“One benefit of TOSAs is that some of the restaurants who have been advocating for this amendment were able to have temporary outdoor dining since June through the TOSA process,” Smith said. “With the approval of this amendment, they can pursue a permanent outdoor café.”

Although the change comes as struggling restaurants lean on outdoor dining, even in the winter months, outdoor cafés have been part of Arlington County’s plan to enliven retail corridors for the last five years.

In the 2015 Retail Action Plan, outdoor cafés are encouraged because they improve the pedestrian experience in and increase the number of “third places” for the community to gather.

“‘Third places’ — locations outside of home or work where people meet, socialize and learn from each other — are highlighted as community elements that, when present, can add activity and excitement to street life as centers of gathering,” the County’s web page says.

An unnamed specialty grocery store and Mah-Ze-Dahr, a bakery said to have some of New York City’s best doughnuts, are two of the businesses coming to Crystal City as part of a major redevelopment.

JBG Smith is giving a block of Crystal Drive between 15th and 18th streets — also known as “Crystal Square” — a facelift and a new name: Central District Retail. The redevelopment, approved by the County Board in 2018, will blend retail, public spaces and transit services, according to the developer’s website.

“Central District Retail will enhance the street-level experience with new dining, shopping and entertainment options on Crystal Drive,” Amy Rice, senior vice president of Retail Leasing at JBG Smith, said in a statement. “It will serve as the retail heart of National Landing and a vibrant destination for people throughout the region.”

The specialty grocery store in Central District Retail will have produce, meats and poultry, frozen foods, baked goods and prepared foods, Justina Lombardo, a PR rep for JBG Smith, said. At 15,000 square feet, it’s more the size of a Trader Joe’s than a full-service Giant, for instance.

Through Lombardo, JBG declined comment on which grocer will be filling the space.

The store will be built in the existing office building at 1550 Crystal Drive, according to the county. The new one-story retail area will replace a 1990s-era strip and link the grocery store to a planned Alamo Drafthouse movie theater at 1750 Crystal Drive.

According to permits filed with Arlington County, Central District Retail is also getting the second Washington, D.C.-area location of Mah-ze-Dahr. The popular New York City bakery serves brioche-style doughnuts and other baked goods endorsed by Oprah Winfrey. Founder Umber Ahmad, a former Goldman Sachs executive, opened the first D.C. location in Navy Yard this September.

Permits also indicate that Crystal City will get a CVS, what appears to be an outpost of New York City taco chain Tacombi, and the boutique fitness gym Solidcore, which has locations in Clarendon and Buckingham.

There will also be a retail shop that will sell packaged salads, sandwiches and soups.

It’s unclear when the new shops and restaurants might open.

“The first phase of Central District Retail has been delivered to tenants for build-out,” Lombardo said. “JBG Smith typically defers to tenants on their individual timelines.”

The overall goal is to continue turning Crystal City into a neighborhood that’s more than just a 9-5 destination for office workers.

“The project’s purpose is to turn the area into a vibrant gathering spot — complete with approachable and comfortable retail, an Alamo Drafthouse Cinema, dynamic public spaces, and a new entrance and public plaza for the Crystal City Metro station,” says JBG Smith’s project information website. “Central District will create a sense of community and bring a true neighborhood feel to Crystal City.”

(Updated at 9:45 a.m.) Developer JBG Smith is making changes to plans it had for two courtyard eateries on Crystal Drive.

In 2018 the County Board approved a plan for two restaurants for the green space at 2121 Crystal Drive, which currently has walking paths, trees, a field, a lighted gazebo and seating. JBG Smith is returning to the County Board with a new plan that would combine the two eateries into one larger restaurant.

The current submission for a 5,640 square-foot space, dubbed “Dining in the Park,” reflects improvements made in response to feedback from potential restaurant operators, Taylor Lawch, Vice President of Development, said in a statement.

“We are excited about our proposal to further activate Crystal Drive and an adjacent public plaza with full service food and beverage,” Lawch said.

The County Board is expected to review the amended proposal on Dec. 12.

“We look forward to continuing to work collaboratively with the County and the community to advance our collective vision for National Landing as a vibrant 18-hour neighborhood,” he said.

JBG Smith has proposed a slate of new development in the Crystal City area as Amazon settles into its HQ2. Even before the HQ2 announcement, however, the company was looking for a way to activate the 2121 Crystal Drive courtyard, nestled among office buildings and occasionally used for events like Crystal City’s 5K Fridays.

In 2018, the County Board approved a site plan amendment to permit the construction of the two restaurants. In the first draft of the plan, the developer envisioned two restaurants: “one that resembles a greenhouse and one that calls to mind a tree house,” the Washington Business Journal reported.

Changes to the plan were on the the June County Board meeting agenda earlier this year, but staff recommended deferring the approval of the project while JBG Smith worked to amend it.

The Board is now slated to hear the site plan plan amendment at its Saturday meeting next week.

As the November chill setting in, Arlington County restaurants are taking steps to keep guests cozy as they eat at impromptu patios.

Outdoor dining continues to be an option for restaurants that want to seat more customers while keeping indoor occupancy low. But some Arlington restaurant owners are facing hurdles outfitting their space with heaters and extra seating while meeting local and state laws.

So far, the County has approved 21 requests for propane heaters. But some restaurants, including Medium Rare in Virginia Square, do not have enough outdoor space to keep their guests warm while meeting state fire codes.

Medium Rare’s owner, Mark Bucher, said he and other Arlington restaurant owners are being forced to choose among three bad options: close the outdoor seating space, spend thousands of dollars on electric heating, or break the law and put up propane heaters anyway.

Bucher, who has been organizing large-scale free meal deliveries during the pandemic, has started asking the County to cut the red tape that he says is making it harder to expand patio seating and subsequently, set up heaters.

“Arlington, which is normally the most business-friendly jurisdiction in the area, has been the worst on this,” said Bucher, who also operates in Bethesda and D.C. “There has been no proactive outreach.”

Arlington County spokeswoman Erika Moore said the County is taking steps to help businesses transition to winter.

“The Arlington County Fire Prevention Office is working hard to ensure businesses can remain open and operating as we move to colder weather,” she said in an email.

Part of the space issue stems back to the summer, when some Arlingtonians wanted to see streets closed so tables and chairs could spill into the street. But this never happened, due to a lack of resources and manpower, county officials said in October. A number of temporary outdoor seating areas were approved, and in some cases street parking spaces were used to help accommodate them, but bolder action was not taken.

Neighboring Fairfax County, meanwhile voted last month to relax regulations around tents and heaters.

With winter near, restaurant owners in Arlington do not just need space for outdoor seating, Bucher said, they need space to install heaters according to code. Propane heaters, for example, have to be five feet from buildings and exits, and cannot be under tents or canopies.

There’s a permit process that must be followed, which involves submitting a permit for heaters and possibly re-submitting a permit to change a restaurant’s set-up for outdoor seating. That all takes time, and restaurants are running out of time.

Out of desperation, in areas where seating is limited to sidewalks, some restaurants are putting up heaters anyway.

“People are doing it, but technically, you’re not allowed to have one,” Bucher said.

He said he tried to install a silent, diesel-powered, zero-emission heater at the Arlington Medium Rare, but was informed that also did not meet code.

Bucher said the problem is “an old fire code that is antiquated,” as well as overzealous enforcement.

“No one has said, ‘We’re going to hold off on this so that restaurants can have seating,'” he said.

Moore said Arlington County has helped create more seating for restaurant, approving 92 temporary outdoor seating areas that added more than 900 temporary outdoor tables countywide.

“Some of these have involved temporarily repurposing portions of public rights of way to increase space for restaurant seating, including in the Shirlington and Clarendon neighborhoods,” she said.

The County also has published a guide for transitioning to winter that addresses the commercial use of tents and heaters and recommends blankets, hand-warmers, cozy food and drinks and prix fixe menus. But even the warmest of drinks is unlikely to do much to boost business during the coldest of winter nights.

Bucher said Arlington should look to D.C. and Montgomery County, which are issuing grants specifically for restaurants to winterize, and have taken steps to close parts of streets for extra seating.

In D.C., 428 restaurants have received $2.6 million in funds to winterize, DCist reports, and the government still has $1.4 million to distribute. Restaurants in Montgomery County can apply for grants worth up to $10,000.

This summer, the County did award $2.8 million to nearly 400 small businesses through the Small Business Emergency GRANT Program, which “helped small businesses, including restaurants, transition as needed to operate during COVID,” Moore said.

To create more space D.C. shut down metered parking to create “streateries” in some areas, Bucher said. In Arlington, the process to expand patio seating is still beset with applications and fees, despite the extraordinary times, he added.

“I have to pay fees in a pandemic?” he asked.


Heritage Brewing Company has closed its Arlington location, citing the difficulties of making ends meet during the pandemic.

The Manassas-based, veteran-owned brewery opened its Market Common Clarendon “brewpub and roastery” at 2900 Wilson Blvd in the spring of 2017. It featured booths handmade from barrel pieces, 18 craft beers on tap, a contemporary food menu, cocktails, wine, and Veritas Coffee.

The restaurant received generally favorable reviews for its food and drinks, garnering 4.5 stars on Yelp, but suffered during the pandemic from a location with only minimal outdoor seating space.

The company announced its closure last night on Instagram, posting the following message.

It is with great sadness that we announce the closure of Heritage Brewing Market Common in Clarendon. Despite the incredible support of our wonderful patrons, we were unable to overcome the difficulties of the current environment. We greatly appreciate the exceptional support we’ve received from you all since reopening in June.
