ACPD: Man Arrested After Robbery, Struggle with Officers in Pentagon City

A man who allegedly robbed a store in Pentagon City and assaulted an employee in the process was arrested nearby after a struggle with police.

Arlington County Police say they responded to the 1200 block of S. Hayes Street — near the Metro station and the mall — around 3:30 p.m. Monday for an “assault in progress.”

“Upon arrival, it was determined that the suspect allegedly attempted to exit a business without paying for merchandise and, once confronted, struck an employee in the arm before leaving the scene,” according to an Arlington County Police Department crime report.

“A responding officer located an individual matching the suspect description and attempted to take him into custody,” the crime report continues. “The suspect refused to comply with the lawful commands of the officer and resisted arrest.”

The officer called for backup and, together with another arriving officer, was able to take the suspect into custody. Stephen Russell, a 27-year-old D.C. resident, was held on no bond on charges of robbery and obstruction of justice, ACPD said.

Police: Man Attacked With Pipe in Barcroft

A would-be robber walked up behind a man and struck him several times with a metal pipe around just after midnight this morning, police say.

The attack happened as the man was entering a residential building on the 900 block of S. Buchanan Street, in the Barcroft neighborhood near Columbia Pike.

The victim suffered non-life threatening injuries, police said, while the suspect — who tried but failed to steal items from the victim — fled the scene and remains at large.

MALICIOUS WOUNDING, 2019-09190004, 900 block of S. Buchanan Street. At approximately 12:07 a.m. on September 19, police were dispatched to the report of an assault that had just occurred. Upon arrival, it was determined that the male victim was walking into a residential building when the suspect approached him from behind and struck him several times with a metal pole. The suspect attempted to steal the victim’s personal property, but the victim was able to push the suspect away. The suspect then fled the scene on foot. The victim was transported to an area hospital with non-life threatening injuries. A perimeter was established and a search of the area yielded negative results. The suspect is described as a black male, in his 30’s, 5’6″ tall with short black hair. He was wearing a dark colored shirt and beige shorts at the time of the incident. The investigation is ongoing.

Arlington Man Pleads Guilty to Robbing Falls Church Pawn Shops

An Arlington man previously convicted of a pair of bank robberies in Alexandria is facing more jail time.

Budder Khan, now 29, pleaded guilty today to robbing two pawn shops in Falls Church, federal prosecutors announced. Khan could face decades in prison for the pawn shop robberies, which took place in 2014 and 2015.

Khan was dubbed the “Ball Cap Bandit” due to the hats he wore during a series of local bank robberies in 2016.

An Arlington man pleaded guilty today to robbing two Falls Church pawn shops of nearly $800,000 in jewelry and watches.

According to court documents, in July 2014, Budder Khan, 29, entered Route 50 Gold and Jewelry Exchange, forced the store’s employees to the ground using what appeared to be a real firearm, smashed the business’s glass display cases and took jewelry and watches worth over $650,000. Later, in April 2015, Khan entered Top Pawn, again used what appeared to be a real firearm to frighten the store’s employees, smashed the business’s glass display cases and stole jewelry and watches worth over $143,000.

Khan pleaded guilty to two counts of interference with commerce by robbery and faces a maximum penalty of 40 years in prison when sentenced on December 6. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after taking into account the U.S. Sentencing Guidelines and other statutory factors.

This case is part of Project Safe Neighborhoods (PSN), which is the centerpiece of the Department of Justice’s violent crime reduction efforts.  PSN is an evidence-based program proven to be effective at reducing violent crime. Through PSN, a broad spectrum of stakeholders work together to identify the most pressing violent crime problems in the community and develop comprehensive solutions to address them. As part of this strategy, PSN focuses enforcement efforts on the most violent offenders and partners with locally based prevention and reentry programs for lasting reductions in crime.

This investigation was conducted by the FBI WFO’s Violent Crime Safe Streets Task Force which is composed of Special Agents of the FBI, along with Detectives from the Fairfax County Police, the Prince William County Police, the Loudoun County Sheriff’s Office, the Fauquier County Sheriff’s Office, the Arlington County Police, the Alexandria City Police, the Leesburg Police, Vienna Police Department, Herndon Police Department, Fairfax City Police, Falls Church Police Department, the Washington Metropolitan Police Department and in partnership with the ATF, USMS, HSI, and other federal agencies. This task force focuses on investigating the most egregious and violent criminal enterprises and actors operating in the Capital Region.

G. Zachary Terwilliger, U.S. Attorney for the Eastern District of Virginia, Timothy M. Dunham, Special Agent in Charge, Criminal Division, FBI Washington Field Office, and Colonel Edwin C. Roessler Jr., Fairfax County Chief of Police, made the announcement after Senior U.S. District Judge T.S. Ellis, III accepted the plea. Assistant U.S. Attorney Alexander E. Blanchard is prosecuting the case.

Police Looking for Suspects in Aurora Highlands Robbery

A man was attacked and robbed of a backpack in the Aurora Highlands neighborhood near Crystal City yesterday morning.

Police say the robbery happened around 7:30 a.m. on Monday, on the 600 block of 26th Street S.

“The victim was walking in the area when he was approached by two suspects,” Arlington County Police said in a crime report. “After a brief struggle, the suspects stole the victim’s backpack and fled on foot. The victim suffered minor injuries that did not require medical treatment.”

Arriving officers, including a K9 unit, attempted to track down the suspects — described as males in their late teens or early 20s — but were unable to locate them. They did, however, find the backpack thanks to a Good Samaritan.

“Arriving officers canvased the area and the victim’s backpack was recovered in the area by an independent witness,” police said. “The investigation is ongoing.”

A resident told ARLnow that the daylight robbery was “violent” and witnessed by several residents, some of whom tried to chase down the suspects. She sent a photo that she said shows the suspects — who were wearing black clothing, including a knit cap and a hoodie — running down the sidewalk following the robbery.

(ARLnow could not immediately confirm that the two people in the photo were, in fact, the suspects.)

ACPD spokeswoman Kirby Clark did confirm that a resident “confronted the suspects in his yard,” after which “the suspects again fled on foot.” She said police do not encourage residents to chase criminal suspects.

“For your safety, citizens are not encouraged to chase suspects, however, they are encouraged to be active witnesses and report criminal activity to police by calling 911 in an emergency or 703-558-2222 in a non-emergent situation,” Clark said via email. “When providing information to dispatch, it should include a suspect(s) description, location, method and direction of travel. This will assist police arriving on scene and canvasing the area.”

Crime Report: Businesses Robbed, Trashed in Crystal City

A man was arrested early Sunday and charged in a pair of robberies in the Crystal City area.

Police say 41-year-old Christopher Uglialoro first robbed a business at knifepoint on the 1800 block of Jefferson Davis Highway, around 1:45 a.m. He then robbed another nearby business, on the 400 block of 23rd Street S., around 2:15 a.m., according to police.

In each incident, police say Uglialoro acted disorderly, damaging items and throwing merchandise. He was located and arrested “without incident” shortly after the robberies, according to this week’s Arlington County Police Department crime report.

The 400 block of 23rd Street S. is home to a 7-Eleven store. Police typically do not identify the victims of crimes and in this case did not say which businesses were robbed.

ROBBERY, 2019-06160036, 1800 block of Jefferson Davis Highway. At approximately 1:46 a.m. on June 16, police were dispatched to the report of a disorderly subject. Upon arrival, it was determined that the suspect allegedly entered the business and began acting disorderly and tampering with items. When an employee approached him, he produced a knife, and demanded cash. The suspect then stole an undisclosed amount of cash and continued to tamper with and damage items inside the business before fleeing prior to police arrival. Officers canvased the area and located the suspect based upon the description provided in a lookout. The suspect was positively identified and taken into custody without incident. Christopher Uglialoro, 41, of No Fixed Address was arrested and charged with Robbery.

ROBBERY, 2019-06160046, 400 block of 23rd Street S. At approximately 2:15 a.m. on June 16, police were dispatched to the report of a disorderly subject inside a business. Upon arrival, it was determined that the suspect allegedly entered a business, went behind the counter and began throwing merchandise. When confronted by an employee, the suspect became irate and threatened the employee, before grabbing merchandise and fleeing the scene prior to police arrival. Officers were already in the area canvasing to locate a suspect in a separate robbery case (2019-6160036), when a lookout was broadcast. The suspect in the prior robbery case was subsequently determined to be involved in this case. Christopher Uglialoro, 41, of No Fixed Address was arrested and charged with Robbery.

Crime Report: Man Mugged in Buckingham Bathroom

A man was robbed in a bathroom in the Buckingham neighborhood this past Sunday night.

Police say three men told the man he had left some belongings behind after leaving the bathroom of a local business, on N. Glebe Road just north of Route 50.

“When the victim reluctantly returned to the restroom, the suspects followed him, assaulted him and stole his personal belongings and an undisclosed amount of cash,” police said.

ROBBERY, 2019-04280253, Unit block of N. Glebe Road. At approximately 8:42 p.m. on April 28, police were dispatched to the report of a robbery by force. Upon arrival, it was determined that the victim was inside a business and had exited the restroom when he was approached by three male suspects who engaged him in conversation. The suspects convinced the victim that he had dropped something when he was in the restroom. When the victim reluctantly returned to the restroom, the suspects followed him, assaulted him and stole his personal belongings and an undisclosed amount of cash. The suspects fled the business on foot prior to police arrival. Arriving officers canvased the area and a K9 track was initiated, and subsequently the victim’s belongings, with the exception of the cash, were located nearby. The victim suffered minor injuries. Suspect One is described as a black male, 18-25 years old, 5’11”-6’3″ tall, with a thin build, 150-180 lbs., with short, black hair, wearing a black shirt or hooded sweatshirt, and dark jeans. Suspect Two is described as a black male with short dreadlocks, 17-20 years old, 5’11”-6’0″ tall, with a thin build, approximately 150 lbs. and wearing a green hooded sweatshirt. Suspect Three is described as a black male, 17-20 years old, 5’11”-6’0″ tall, with a thin build, approximately 150 lbs. and wearing a red hooded sweatshirt.

Crime Report: Axe-Wielding Burglar in Douglas Park

A burglar tried to break into a home in Douglas Park early Monday morning, at one point picking up an axe and rapping it against a glass window, according to police.

A resident was inside the home on the 4200 block of 16th Street S. at the time and called police. A suspect was soon located and arrested by officers. No one was hurt.

BURGLARY, 2019-04080006, 4200 block of 16th Street S. At approximately 12:45 a.m. on April 8, police were dispatched to the report of a burglary just occurred. Upon arrival, it was determined that the male victim was inside his residence when he heard his screen door open. Upon investigating, he observed a male suspect inside the screened-in porch of his residence. The suspect allegedly attempted to open the door leading directly into the residence and then proceeded to knock on the door’s window pane with an axe located on the victim’s property. Arriving officers canvased the area and located a subject matching the description provided by the victim. Darrell Graham, 53, of No Fixed Address was arrested and charged with Burglary. He was held on no bond.

Also in this week’s crime report were a pair of reported robberies.

ROBBERY (late), 2019-04060062, 1300 block of Lee Highway. At approximately 5:50 a.m. on April 6, police were dispatched to the late report of a robbery. Upon arrival, the male victim reported that at approximately 5:00 p.m. on April 5, a known suspect approached him and asked for the beverage he was drinking. When the victim refused, the suspect struck him and stole the beverage. The victim declined medical treatment. The suspect is described as a black male in his 40’s with black hair. The investigation is ongoing.

ROBBERY (late), 2019-04030059, 4200 block of S. Four Mile Run Drive. At approximately 8:20 a.m. on April 3, police responded to the late report of a robbery. Upon arrival, it was determined that at approximately 6:40 a.m. on March 28, the victim observed the known male suspect attempt to steal his friend’s bicycle. When the victim attempted to intervene, the suspect brandished a knife and threatened him. The suspect fled the scene on the bicycle. The suspect is described as a black male, approximately 15-18 years old, with a slim build, wearing all black clothing and a black baseball hat. The investigation is ongoing.

Crime Report: Convenience Store Robbed Near Rosslyn

A convenience store was robbed in broad daylight Monday afternoon, and the suspects were able to flee the scene with cash.

The robbery happened on the 1200 block of Fort Myer Drive, near Rosslyn, around 2 p.m. That block is home to the popular Quarterdeck restaurant and the Fort Myer Market, a convenience store.

Police say two men hopped the counter and struggled with one of the people inside the store, before grabbing cash from the register and running off.

Crime Report: Man Exposed Himself, then Robbed Woman

Arlington County Police are looking for the suspect in a robbery in the Bluemont neighborhood over the weekend.

The crime happened Saturday afternoon on the 800 block of N. Lexington Street, near Wilson Blvd and the W&OD Trail.

Police say a woman was sitting on a bench when a man approached her from behind, asked for directions, then exposed himself. The man then grabbed the woman’s personal belongings and ran off, according to police.

ROBBERY, 2019-02160157, 800 block of N. Lexington Street. At approximately 1:15 p.m. on February 16, police were dispatched to the report of a larceny and exposure. Upon arrival, it was determined that the female victim was sitting on a bench when the unknown suspect approached her from behind and asked for directions. As she turned, she observed the suspect exposing himself before he grabbed her personal belongings and fled the scene on foot. The suspect is described as a Hispanic male, 18 – 20 years of age, 5’2″ – 5’4″, 130 – 150 lbs with black hair and brown eyes. He was wearing a black hoodie, green shirt and burgundy shorts at the time of the incident. The investigation is ongoing.

BURGLARY, 2019-02140221, 2200 block of N. Nottingham Street. At approximately 5:35 p.m. on February 14, police were dispatched to the report of a burglary just discovered. Upon arrival, it was determined that between 11:00 a.m. on February 11 and 12:45 p.m. on February 13, an unknown subject forced entry into a residence and moved items around but nothing was reported stolen. The subject also entered the victim’s vehicle but no items were reported stolen. There is no suspect description and the investigation is ongoing.

BURGLARY (late), 2019-02140282, 1200 block of N. Garfield Street. At approximately 10:29 p.m. on February 14, police were dispatched to the report of a late burglary. Upon arrival, it was determined that a subject entered a residence and damaged property. The investigation is ongoing.

ASSAULT & BATTERY ON POLICE, 2019-02130108, 4100 block of Campbell Ave. At approximately 12:00 p.m. on February 13, police were dispatched to the report of a disorderly female subject refusing to leave a business. While being detained pending the completion of a banning notice, the suspect struck one of the responding officers with a closed fist. Senait Taye, 38, of Arlington, VA was arrested and charged with Assault and Batter on Law Enforcement and Failure to ID. She was held without bond.

Police Arrest Man in Connection with String of Robberies Targeting Pizza Delivery Drivers

County police have arrested an Arlington man in connection with a series of robberies targeting pizza delivery drivers.

Arlington police say they arrested 20-year-old William Engelking-Scott on Friday (Jan. 25).

He’s now facing charges of robbery and using a firearm in the commission of a felony.

Police said in a news release that there were at least two incidents involving delivery driver robberies over the course of the last few weeks, both happening along the 300 block of S. Taylor Street in Barcroft.

In both incidents, one on Dec. 21 and one on Jan. 6, pizza delivery drivers were accosted outside their vehicles by a man brandishing a gun, demanding cash. On the second occasion, the man with a gun assaulted the driver, who suffered minor injuries and was taken to a local hospital for treatment.

The man fled on foot with undisclosed sums of cash after both robberies.

Police say the investigation into the incidents is still ongoing. Engelking-Scott faces a hearing on Feb. 28 in Arlington General District Court for his charges, and is currently being held in the county detention center without bond.

Crime Report: Robber Steals Security Guard’s Gun

Police are investigating an unusual robbery that happened early Sunday morning along Columbia Pike.

The robbery happened outside of a business near the intersection of Columbia Pike and S. Four Mile Run Drive. Police say a man walked up behind an armed security guard and stole his gun while pushing him to the ground. He then assaulted a second victim before running off “with an undisclosed amount of cash.”

During the incident one of the victims “recovered the firearm stolen from the first victim,” according to police.

ROBBERY, 2018-09300031, 4800 block of Columbia Pike. At approximately 2:24 a.m. on September 30, police were dispatched to the report of a possible robbery by force. Upon arrival, it was determined that the first victim was patrolling a business as an armed security guard when the suspect approached him from behind, pushed him to the ground and stole his firearm. The victim ran after him and encountered two additional victims, who had been walking in the area when they were approached by the suspect, who demanded money and valuables. When one victim claimed to have no possessions of value, the suspect struck the victim and became engaged in a physical altercation with the second victim. During the incident, the victims recovered the firearm stolen from the first victim. The suspect then fled the scene on foot with an undisclosed amount of cash.  The suspect is described as a tall, black male wearing black puffy jacket and jeans. One victim was transported to the hospital with non-life-threatening injuries. The investigation is ongoing.

Later Sunday, police responded to a report of a home invasion robbery in the North Highlands neighborhood near Rosslyn.

Just before 5 p.m., according to a crime report, residents encountered an armed man inside their home. The suspect allegedly stole cash and fled, but was later arrested by police while walking east on the Custis Trail.

BURGLARY WITH INTENT TO ROB, 2018-09300173, 2100 block of N. Troy Street. At approximately 4:49 p.m. on September 30, police were dispatched to the report of a home invasion. Upon arrival, it was determined that the victims were inside their residence when they heard a loud noise and went to investigate. The victims then encountered an unknown suspect brandishing a firearm. The suspect stole an undisclosed amount of cash and personal property before fleeing the scene on foot. Arriving officers established a perimeter and a lookout for the suspect was broadcast based on the description provided by the victims. Officers located a suspect matching the description walking east on the Custis Trail and took him into custody without incident. Angelo Shepherd, 30, of Washington D.C. was arrested and charged with Burglary with Intent to Rob, Possession of a Firearm by Convicted Felon, Possession of Ammunition by a Felon and Assault. He is being held on no bond.

This past Friday evening, meanwhile, police were called to the 3000 block of Clarendon Blvd in Clarendon for a report of a drunk man mooning passersby.

Upon arrival, officers located the suspect and determined he was intoxicated and had exposed his buttocks to multiple people passing by. William Klugel, 62, of No Fixed Address, was arrested and charged with Indecent Exposure and Drunk in Public.
