More than a dozen major redevelopments are in the pipeline in Arlington, from the second phase of Amazon’s HQ2 to large-scale apartment buildings.

Of the 16 ongoing and anticipated major site plan reviews, the county’s planning division expects 10 of them to go before the County Board for approval over the next nine months, before the beginning of the 2022-23 fiscal year on July 1.

1. Amazon HQ2 / PenPlace

One of the most consequential projects slated to go before the County Board by the end of 2021 is the second phase of Amazon’s HQ2 in Pentagon City, PenPlace, the public review process for which is ongoing. If approved as initially proposed, the “PenPlace” site would feature The Helix, a 350-foot tall spiraling office building that recreates a climb in the Blue Ridge Mountains..

2. Vacant Wendy’s site (2525 Clarendon Blvd) in Courthouse

Another notable development winding through public meetings is the apartment building proposed for the long-vacant Wendy’s site in Courthouse. A date has not yet been set for Board review.

3. Marbella Apartments near Rosslyn

The Department of Community Planning, Housing and Development recently accepted an application from Arlington Partnership for Affordable Housing to redevelop the Marbella Apartments near Rosslyn. The public review process is just kicking off with an online feedback opportunity slated to open today (Monday) and close Wednesday, Oct. 13.

4. Joyce Motors site in Clarendon

Planning staff say a site plan application to replace Joyce Motors in Clarendon with apartments and retail, filed in May 2020, has also been accepted, with a County Board review expected before July 1, 2022.

Continued progress on the Joyce Motors project, however, is tied up with efforts to plan the future of development in Clarendon, precipitated by a bevy of other projects proposed there. Planning commissioners continue to provide feedback on the Joyce Motors development as part of their input on the Clarendon Sector Plan update, which currently includes three other proposed projects.

5. Wells Fargo/Verizon site in Clarendon

Site plans for two of the projects proposed in the Clarendon Sector Plan — one for the Wells Fargo and Verizon sites and the other for the Silver Diner site — could be filed by July 1. Only the Wells Fargo site is expected to see County Board action this fiscal year.

The Wells Fargo site is slated to be redeveloped as a mixed-use building with retail, office space and apartments. The second would be a hotel and apartment building over on the Silver Diner assemblage at 3200 Wilson Blvd, which includes well-known beer garden The Lot (3217 10th Street N.) and neighboring office retail buildings. Staff don’t anticipate this one reaching the board before July.

As part of the sector plan update, the county’s Long-Range Planning Committee is examining everything from building heights to historical preservation to open space. According to a recent timeline, the committee will issue draft recommendations this month that the County Board could consider in November or December.

A discussion about improving Georgetown-Rosslyn connectivity last night was not supposed to be about the controversial yet ironically beloved gondola.

But the gondola — which 47% of respondents to a recent, unscientific ARLnow poll said they support — was nonetheless on Arlington transportation commissioners’ minds during their Thursday meeting.

The same coalition of D.C. nonprofits and organizations that studied the feasibility of the gondola five years ago is now embarking on a study of other ways to improve transit in and out of Georgetown. Last night, Federal City Council (FC2), a nonprofit dedicated to advancing life in the District, presented the scope of the study to the Transportation Commission.

“I think it’s important to start by saying that tonight, I’m not here to talk to you about the gondola,” said FC2 representative Laura Miller Brooks.

A few commission members had to ask just to be sure. The gondola resurfaced this summer when the D.C. Council approved $10 million in 2022 budget to purchase the old Exxon gas station in Georgetown, a location the could work well as a gondola terminus.

“Is this truly a broad look at transit connectivity between Georgetown and Rosslyn, or [are we] all just doing that wink-wink thing where we pretend it could be anything but everyone knows what’s going to come out at the end?” asked commission Chair and ARLnow opinion columnist Chris Slatt.

Commissioner Richard Price warned against re-exploring the gondola. He endorsed an extension of the Blue Line recently proposed by Washington Metropolitan Area Transit Authority, which would include a second Rosslyn Metro station tunnel and a new Georgetown Metro station.

“Don’t run down a rabbit hole with the gondola — that’s going to make us a laughing stock,” he said. “We need a second Rosslyn tunnel. We need a station in Georgetown. That is the future.”

The $250,000 study is a partnership among FC2, the District Department of Transportation, the Georgetown Business Improvement District and Georgetown University. While the gondola seems off the table, it is why these organizations originally came together in 2016 and partnered with Arlington County. The need for better connectivity remains, study organizers said.

“The core question from the gondola feasibility study — can transit access to Georgetown be improved, especially access to jobs? — still has not been met,” Brooks said.

With 23,000 jobs, Georgetown is one of region’s largest employment centers without convenient Metro access, she said. Better transit would enhance access to jobs, healthcare, hospitality, retail and education for D.C. area residents, putting more people within 30 minutes of a Metro station.

Commissioner Jim Lantelme countered that the proposed gondola would only get folks to the old gas station, leaving them to walk uphill to get to Georgetown University, its hospital, M Street retail or to the West End.

“I always look at that map as being a little disingenuous,” he said.

In addition to encouraging the group to study destinations within Georgetown, commissioners said the group should look into “low-hanging fruit” such as exclusive bus lanes on the Key Bridge and enhanced DC Circulator bus service.

“There are so many more improvements that could be made in terms of frequency, reliability, and customer service,” said commissioner Donald Ludlow.

As for Arlington’s involvement in the new study, Brooks said some transportation staff members are providing input, and FC2 will occasionally present to the Transportation Commission and the County Board.

The public can weigh in now through next Friday to inform the drafting of the study. People will have another opportunity, later on, to provide input on proposed solutions.

Brooks told the commissioners that FC2 sees the study and its possible outcomes as beneficial for Arlington. It will help the county understand how current congestion levels affect bussing, cycling, walking and ride-sharing, she said.

“It will also… hopefully provide a new platform for imagining how Arlington County can connect with Georgetown and create a bigger corridor that benefits economic development, place-making initiatives and creates more cohesive Rosslyn-Ballston, Rosslyn-National Landing, Arlington-Georgetown connections,” she said.


An outdoor coworking space launched in Rosslyn as a temporary pandemic-era amenity for local workers will be sticking around as a permanent feature of the neighborhood.

O2: Outdoor Office is an outdoor workspace that debuted last October at Gateway Park (1300 Langston Blvd). Organized by the Rosslyn Business Improvement District, the outdoor office features work stations available by reservation and free Wi-Fi.

With the program becoming permanent feature of the park, and renamed in very Rosslyn fashion “O2 2.0”, the BID said new features are on the way.

“This new iteration of O2 brings more permanent outdoor seating, shade structures and free Wi-Fi to Gateway Park,” the Rosslyn BID said in a press release, “prioritizing the health, creativity and wellness of our modern workforce.”

O2 2.0 is scheduled to launch on Wednesday, Oct. 13, and will be open as an office from Wednesday-Friday that week. For the rest of October, it will be open from Tuesday-Thursday from 10 a.m.-4 p.m. The Rosslyn BID noted that Gateway Park is still accessible to the public even for those who aren’t there to work.

Starting on Oct. 13, the Rosslyn BID said there will be new programming at O2 2.0.

  • Free yoga classes with Mindful Modern Living: Oct. 13 from noon to 12:40 p.m., Oct. 19 from 5-6 p.m., and Oct 26 from 5-6 p.m.
  • Happy hour: Oct. 14, 15 and 28, from 4-7 p.m.
  • Free workout with Gold’s Gym: Oct. 15 from noon to 12:30 p.m.

The Rosslyn BID said there will also be giveaways from Compass Coffee, South Block and Snarfies Pet Treats.

A pair of political hucksters is behind flyers posted along the Wilson Blvd corridor promoting a To Catch a Predator-like YouTube video series.

The series was announced last month by Jack Burkman and Jacob Wohl, known for telling wild tales that later turn out to be false, often holding press conferences outside Burkman’s Rosslyn townhouse as part of their publicity campaigns.

(Burkman’s local notoriety includes being banned from holding press conferences at a Rosslyn hotel, having police called on one of his townhouse press conferences after protesters and hecklers showed up, allegedly staging a fake FBI raid at his house, and getting shot in a Rosslyn parking garage.)

In videos posted to YouTube, the duo purport to lure government officials to a home in order to engage in sexual activity a woman posing as a teen girl. Parts of the series appear to be filmed in Rosslyn.

The flyer, shown above, highlights one person who was featured in the pilot episode, said to be a former Trump campaign field director who later received a political appointment to a federal agency.

The flyer claims there is an “ongoing investigation by Arlington PD into his solicitations for sex with decoy posing as an underaged teen girl.” ARLnow is not naming the individual because there is no indication that he is accused of a crime by an actual law enforcement agency.

“This is not a flyer created or supported by ACPD,” said police department spokeswoman Ashley Savage, asked whether such an investigation was underway.

“As always, we would encourage anyone with information regarding possible criminal activity in Arlington to report information to ACPD for investigation by calling the Emergency Communications Center at 703-558-2222 or 9-1-1 in an emergency,” she added.

There’s a reason why Wohl and Burkman may be resorting to low-tech ways — like duct taping a flyer to a bus stop — to promote their online video series. Both men have been banned from Twitter for violating rules against misinformation.


A proposed development for the Xerox building in Rosslyn is under review by county planning staff.

Building owner and financial services company TIAA, along with its real estate management arm, propose to tear down the building at 1616 Fort Myer Drive and build a 30-story, 691-unit apartment tower in its place.

“Recognizing the Property’s location and topography, this application envisions the transformation of the property into an exciting multifamily residential development with world-class architecture,” the applicant’s legal representation Nan Walsh and Andrew Painter wrote in a letter to the county in June.

The office building on the site, which neighbors a condo complex, a hotel and another office building (recently home to President Trump’s re-election headquarters), opened in the 1970s. After housing Xerox for many years, it has recently seen some vacancies, the Washington Business Journal reports.

The new 1616 Fort Myer Drive “will serve as an iconic architectural feature for Rosslyn’s southern gateway,” said Walsh and Painter, lawyers with land use firm Walsh Colucci.

They say both the height and the architecture would tick a box in the Rosslyn Sector Plan stipulating that a development should “consider its appearance as a gateway to the Rosslyn area.”

TIAA’s tower would be 290 feet tall, the maximum height allowed in the sector plan. Residents will have access to a semi-underground parking garage that the lawyers say will be “tucked into the property’s natural grade,” which slopes from north to south. There will be 437 parking spaces, for a ratio of 0.63 spaces per unit.

Above-grade parts of the garage “will be fully screened through architectural treatment and residential uses,” they wrote.

TIAA may use more than a third of the apartment units for short stays while the building works on getting longer-term tenants.

“The applicant is considering designating up to 250 residential units for a temporary hotel use and short-term rental during the initial lease-up period for a limited period of up to five years,” Walsh and Painter wrote.

That’s a revenue stream other area developers want to tap into, and one that the County Board has recently deliberated. Some community members have raised concerns about the impact such a policy would have on housing affordability.

Staff from the Department of Community Planning, Housing and Development say they intend to study the issue. For now, per a recent staff presentation, the division will consider temporary hotel use requests for up to two years.

As for community benefits, the developer aims to achieve LEED Gold sustainability certification, contribute to Arlington’s underground utility fund, contribute to public art in Rosslyn, and make streetscape improvements. Plans for additional affordable housing contributions are being developed.

A preliminary review of the project is underway. After its full site plan application is accepted by county staff, dates will be set for public meetings ahead of a County Board vote. Staff anticipate bringing this project to the board prior to July 2022, per the presentation.

(Updated 10/1) The University of Virginia is expanding its footprint in Northern Virginia, including its Rosslyn campus.

The university currently operates a satellite location of its Darden School of Business in the top two floors of an office building at 1100 Wilson Blvd, one of the two Rosslyn “twin towers.” As part of the expansion plan, announced last week, the regional campus will be renamed UVA|NOVA and will offer more courses from other schools within the university.

“UVA|NOVA will be UVA’s campus in Northern Virginia, beginning with a site in the Rosslyn neighborhood of North Arlington and ultimately expanding to other sites in the region,” the school said. “The campus will build upon, and bring together, existing programs and serve as a platform for significantly expanding offerings – including in-person, online and hybrid instruction – targeting those who are interested in advancing in their careers.”

For now, most courses will be located within the satellite campus, according to university spokesman Brian Coy. It’s unclear how much the program will physically expand within Rosslyn, but Coy said the school is currently in talks about getting more space here.

“We will operate out of the 1100 Wilson building, at least initially,” Coy said. “We are in discussions regarding additional space and will make announcements as we can. Our expansions are going to be staged, focused on both the University’s current location in Rosslyn as well as other facilities in the Northern Virginia region.”

He did not say how many new students or faculty would come to Rosslyn through the revised program, or how the expansion will impact the campus or the surrounding area.

Per UVA’s website, about 300 students are based out of the campus, which offers courses in the master’s programs of business administration and business analytics as well as lifelong learning classes.

An article published by the school last week identified which programs will be added to or expanded within the Rosslyn campus:

In the near term, the UVA|NOVA initiative will include expanded course offerings in several schools, including the School of Engineering and Applied Science, the School of Education and Human Development, the Darden School of Business, the McIntire School of Commerce, the School of Continuing and Professional Studies, and the School of Data Science. UVA will also offer a new degree beginning in the fall of 2022: a part-time MBA program in the Darden School.

The UVA article says the new classes will include in-person, online and hybrid instruction.

The announcement comes on the heels of Virginia Tech breaking ground on a high-profile campus in Potomac Yard. The Virginia Tech campus is being built alongside a new Potomac Yard Metro station, which recently had its opening delayed to next September.

Coy similarly said it was transit accessibility that played a part in the decision to expand the Rosslyn campus.

“The original decision was made to locate in Rosslyn because of its proximity to key partners in the region and to mass transit,” Coy said. “The area is also full of people who are pursuing rewarding careers in competitive industries and may wish to pursue additional education through UVA that could help them advance.”


(Updated at 1:40 p.m.) For the second year in a row, the in-person Marine Corps Marathon and associated festivities have been cancelled.

The Marathon, a major tourism event for Arlington, had been scheduled for Sunday, Oct. 31. It kicks off in Rosslyn and winds with way into and through D.C. before crossing the 14th Street Bridge, rounding the Pentagon, and finishing in Rosslyn.

Organizers cited health concerns as the reason for the cancellation.

“After exhausting all possibilities, the opportunity to safely operate and execute a live event is just not feasible at this time,” said Rick Nealis, director of Marine Corps Marathon Organization, in a statement.

The cancellation is mostly Covid related, we’re told.

“Due to the current Health Protection Condition level as well as the workplace safety measures directed by the White House Safer Federal Workforce Task Force, the Marine Corps Marathon Organization had to make the difficult decision to cancel this year’s live and in-person events,” Nealis clarified, in response to an inquiry from ARLnow. “Our main priority is to preserve total force readiness as part of the Department of Defense and the National Capital Region.”

The 2021 Marine Corps Marathon (MCM) Weekend events scheduled for Friday, October 29 through Sunday, October 31 in Arlington, Virginia and the nation’s capital, have been canceled due to security and safety precautions currently in place.

(Updated 9/23) Just a 20 minute walk away from the existing shop at Courthouse, growing cafe chain For Five Coffee Roasters is planning to move into Rosslyn.

The New York City-based coffee company is opening at 1735 N. Lynn Street, next to Chopt. It will be filling a gap on the block left by the closures of Cosi and Starbucks earlier this year.

East West Coffee Wine also closed recently, ahead of the redevelopment of its building at 1901 N. Moore Street, leaving Compass Coffee at 1201 Wilson Blvd as one of the only dedicated coffee shop options without hiking up the Wilson Blvd hill.

For Five Coffee Roasters was founded in 2010 in Queens, New York and has since branched out to Chicago, Los Angeles, D.C. and Northern Virginia. The chain’s Courthouse location opened last May with Nutella-stuffed cookies and an espresso bar.

Barron Bazemore Jr., chief marketing officer for For Five Coffee Roasters, said the plan is to open the Rosslyn location early next year.

“All I can share at this time is that the café will open [in the first three months] of 2022,” Bazemore said.

(Updated at 5 p.m.) A rescue operation is underway after reports of a worker dangling from scaffolding in Rosslyn.

The incident is happening at an office building near the Safeway store on the 1500 block of Wilson Blvd.

Initial reports suggest that the man is dangling from a safety harness and that firefighters are working to quickly rescue him with a ladder truck. Wilson Blvd is blocked at N. Oak Street as a result of the emergency activity.

As of 4:30 p.m., the man was reported have been successfully rescued and safely brought back down to ground level.
