The Arlington County Sheriff’s Office is facing mounting pressure from personnel, inmates and the NAACP to address worsening conditions at the county jail.

Current and former deputies, along with a former inmate, claim that chronic staffing shortages inside the jail have led to inmates being confined to their cells for up to 21 hours daily, deputies not following proper protocols, the mismanagement of medication dosages and inmates not being allowed to take showers.

A jail-based staff-led anonymous survey obtained by ARLnow chalks up the retention challenges to issues with leadership, salary, and work conditions, particularly mandatory overtime.

Sources caution that without intervention, the ongoing staff shortages at the jail pose a significant safety risk to deputies and inmates.

Nine deaths in eight years

On Oct. 2, 2020, Arlington County Jail inmate Darryl Becton, 46, was found unconscious in his cell at 4:17 p.m.

Twenty-eight minutes later, medics pronounced him dead at the scene. His death, later attributed to hypertensive cardiovascular disease, complicated by opiate withdrawal, generated significant county and community attention.

In the wake of Becton’s death, his family filed a $10 million wrongful death lawsuit against former Arlington County Sheriff Beth Arthur, Corizon Correctional Health — the jail’s now-former medical provider — and four medical staff members, citing negligence in properly monitoring his high blood pressure and withdrawal symptoms.

A Corizon nurse was charged in connection with Becton’s death but was later found not guilty.

In response, the jail hired a new medical provider, updated its safety protocols and announced it would equip some inmates with biometric wrist monitors tracking their vital signs. Current Sheriff Jose Quiroz piloted these wrist monitors this fall, distributing them to inmates in the jail’s medical unit.

“We’re going to pilot it with the folks in our infirmary who are, in my eyes, the most critical, the most vulnerable, whether it’s pre-existing medical conditions or anyone going through withdrawals or detox,” Quiroz told ARLnow during an interview in September 2023. “And so, I’m definitely committed to that.”

Like Becton, Jermaine Culbreath, a former Arlington County Detention Facility inmate, also suffers from high blood pressure. Although prescribed blood pressure medication during his incarceration, he told ARLnow he did not receive a wrist monitor.

Culbreath also alleges that on multiple occasions, the jail’s medical staff either failed to deliver his medication promptly in the morning or did not deliver it at all.

“If they did give it to me, they’d give me the medicine in the afternoon,” he told ARLnow. “Like, I’m supposed to take it in the morning because if I try to take this medicine after a certain hour, I can overdose because this is like me taking it twice.”

Over the last eight years, nine inmates — many of whom previously experienced homelessness — have died while in the custody of the Sheriff’s Office. The two most recent incidents this year involved 73-year-old Abonesh Woldegeorges and 55-year-old David Gerhard, both of whom were found unresponsive in their cells.

Gerhard died after going into cardiac arrest, and Woldergeorges died after falling out of her bunk and hitting her head, according to the Sheriff’s Office. Investigations into both cases are currently ongoing.

How staff shortages figure into current conditions

While it’s difficult to say they are directly related, sources, including Culbreath and retired Arlington County sheriff’s deputy Wanda Younger, trace the recent deaths and lapses to staffing shortages within ACSO and the impact they have on jail operations.

“There have been nine deaths in eight years,” Younger told ARLnow. “This is showing signs of the exacerbation that’s happening with the lack of staff, the daily shortages and these daily lockdowns.”

Situated directly opposite the Arlington County Justice Center on N. Courthouse Road, the 11-story jail, on average, houses about 364 inmates who are managed by a team of approximately 270 sworn deputies and civilian staff.

At any given time, the jail is supervised by up to 35 personnel — including 30 deputies, four sergeants, and one lieutenant — who work 12 to 12.5-hour shifts, Maj. Jonathan Burgess told ARLnow during a tour of the detention facility in September 2023.

Theoretically, 35 deputies per shift would be ample, but daily staffing levels are reportedly lower than that, says Younger, referencing conversations with those currently working inside.

“I’ve been told that the Sheriff’s Office is short-staffed almost on a daily basis,” she said.

Still reeling from recent shootings, a Green Valley resident took the dais during Saturday’s Arlington County Board meeting to ask the county and police for a plan to address public safety concerns.

Yordanos Woldai, co-founder of Green Valley Matters, a new resident group focused on public safety, says this plan should include regular police patrols and stepped up enforcement of illegal activities.

This includes crimes such as drinking alcohol, smoking marijuana, urinating and selling drugs in public around the John Robinson, Jr. Town Square — crimes which she said are largely committed by people who do not live in the neighborhood.

“The illegal activities happen in the open, on a consistent basis, starting in the afternoon when children are walking home from Drew,” she said. “This continued policy of inaction and looking the other way is not only dangerous, but it is inequitable. Nowhere else in Arlington County is a residential neighborhood — within feet of an elementary school — subjected to open and persistent, illegal activities that go unaddressed, except in this mostly Black and brown community.”

Neighbors have been raising these and other quality of life issues for several months. While there have been small fixes, including temporary bathrooms, Woldai says residents have exhausted public engagement methods — signing petitions, attending meetings and sending letters and emails — with little to show for it.

“The lack of enforcement has made our neighborhood attractive to people who want to openly engage in illegal activities without any consequence,” she said, tying these to more serious crimes Green Valley has witnessed.

The neighborhood has logged a number shots fired calls in recent years, including two in the summer of 2021two in 2022 and this year so far, four in 2023. That’s in addition to several shootings, including one on Dec. 9.

It is a nuanced issue but, ultimately, residents want equitable policing that reduces crime and makes their community safer, says Arlington County’s Independent Policing Auditor, Mummi Ibrahim.

She says the county’s Community Oversight Board, which reviews public complaints of officer behavior, can help ensure this happens. Right now, she is focused on understanding what has been done so far.

“In my opinion, the best way a police department can strike this balance is to engage with the community as partners,” Ibrahim said. “This means actively listening and being guided by community in learning what is needed to address the problems, and to continue consulting with the community when determining the police department’s response to ensure police actions are properly measured, effective and equitable.”

Woldai agrees. In a follow up communique to the County Board after her remarks, she stressed the community wants “a middle ground between the current policy of inaction and over-aggressive police tactics,” not “a militarized police state.”

When residents came to the County Board this spring, decrying similar problems, County Manager Mark Schwartz said he would have a few recommendations for new technology, like gunshot detection, by the summer. He said adding patrols would be difficult — given vacancies within ACPD — but remains an option.

Seven months later, Schwartz said ACPD will be adding those patrol officers.

“You should start seeing visible Arlington County police presence, not just a cruiser, I’m talking about police officer or officers on foot starting this coming week,” the County Manager said.

Schwartz said he has also authorized Police Chief Andy Penn to purchase a gunshot detection device. ACPD told ARLnow today that these technologies are being considered across county agencies but none have been purchased yet.

“The Arlington County Police Department remains committed to our key initiatives of crime prevention and control, transportation safety, and community engagement as we continue to work with all stakeholders in the Green Valley community to address public safety concerns and identify solutions,” the department said in a statement.

Schwartz said ACPD will also deploy portable cameras with a license plate reader function around the town square and elsewhere in the neighborhood once the county wraps up their purchase, using $80,000 in closeout funds.

Dave Statter talked with assistant managing editor Jo DeVoe about how he wound up posting clips on X, formerly Twitter, of Virginia State Police high-speed chases that halt at the D.C. line and people who reverse or make actual left turns — blinkers and all — on the highway. Plus, he shares his thoughts on erratic driver behavior these days.

The veteran journalist, long interested in public safety, discussed what topics keep him up at night, including D.C.’s 911 service, and previewed future topics he will dig into.

Sometime next year, three residential streets in Arlington without sidewalks could get upgrades to allow for safer pedestrian and cyclist use.

To help address demonstrated safety and access issues on S. Lynn Street, N. Wakefield Street and 12th Street S., Arlington County’s Neighborhood Complete Streets Program is considering piloting “shared streets.”

On these streets, the county would slow down traffic and give cyclists and pedestrians more space through signs, barriers and other features, rather than building a sidewalk.

County staff picked these streets because they have incomplete sidewalks and characteristics “that make adding a sidewalk prohibitively difficult,” says Neighborhood Complete Streets Program Manager Michelle Stafford.

These characteristics include limited public right-of-way, difficult terrain and high parking demand. The streets also ranked above other streets nominated for the pilot program because of their crash histories as well as their proximity to schools, commercial corridors and transit.

“People currently drive, bike and walk in the street in these locations, but we can add features to the street to make that shared street conditions safer and more comfortable for all,” Stafford said in a recent presentation.

The identified streets in the Arlington Ridge, Douglas Park and Bluemont neighborhoods, and the challenges they pose for adding sidewalks, are as follows:

Shared streets can surmount these challenges, according to pilot project manager Brian Shelton.

“Shared streets can meet the desires of adjacent residents and function foremost as a public space for recreation, socializing and leisure,” Shelton said. “Many streets in Arlington already function as a shared street, however, we are missing some of the treatments which would enhance pedestrian comfort on these roadways.”

Shelton said staff have looked at recommended shared street tools from the National Association of City Transportation Officials, or NATCO, and opted to pursue a handful of strategies that make use of temporary materials and do not require significant construction.

These include midblock treatment options, such as chicanes — which narrow the road such that drivers are forced to slow down — and street entrance changes, including curb extensions.

Entrances to shared streets also typically have advisory signs and pavement markings to “eliminate the confusion of how the street is intended to be used,” Shelton said.

This fall, the county solicited feedback from residents on how the projects might change how they feel travelling these roads. This input will be used to refine designs, which are set to be finalized for funding hearings in early spring of next year.

Later this coming spring, the county expects to start implementing these shared streets. County staff will monitor these streets to ensure each corridor is functioning as intended, per the county website.

High speeds, traffic scofflaws and distracted drivers are the top three reasons people feel unsafe when traveling around Arlington.

That is according to the county’s latest Vision Zero mid-year report, which summarized how Arlingtonians responded to online and in-person surveys about their top concerns as travelers.

County data on fatal and severe-injury crashes appear to back that up. Among speeding, distracted driving and alcohol, speeding leads the pack as a factor in serious crashes.

To tackle speeding — and one day, other traffic violations — Arlington County is laser-focused on automated enforcement. The road to get there, however, is long and some goals could take years of politicking to achieve.

First, the county has to implement speed cameras in school and work zones, which the Arlington County Board authorized in January 2022, shortly after the General Assembly permitted this.

Although Arlington is still working on procuring a contract for speed cameras, the County Board, the Vision Zero team and ACPD are working on expanding the use of speed cameras by including it among legislative priorities in the upcoming General Assembly session.

This could be an uphill battle, as some local legislators told ARLnow there is not yet an appetite in Richmond for widespread automated enforcement.

“The General Assembly has been reticent to allow full use of red light cameras,” said Sen. Adam Ebbin. “I think there might be some hesitancy to having fully automated enforcement, in general.”

Still, the county is pursuing automated enforcement to influence driver behavior when police are not present, lower its reliance on in-person enforcement and reduce potentially adverse interactions with police.

“They’re doing everything they can with what they’ve got right now,” says Vision Zero Coordinator Christine Baker, of the traffic enforcement Arlington County Police Department currently conducts. “We’re both just really hoping for more automation to help keep that progress toward better behaviors.”

Automation would also “let officers do the work that they need to do and leave the traffic enforcement up to ubiquitous, unbiased technologies,” she said.

Mike Doyle, the president of Northern Virginia Families for Safer Streets, agrees that it would limit potential racial bias and escalation in routine stops as well as alleviate police staffing shortages.

“Technology, with a photo and sending the ticket to the person, mitigates the risk of the officer,” he said.

Cameras would be effective, he says, “as long as the speed cameras are balanced in terms of equity: we can’t put them just in all the poor sections of town — they have to be where the speeding is.”

ARLnow asked ACPD whether it supports more cameras or has concerns about the hours officers might have to dedicate to reviewing footage.

Police spokeswoman Ashley Savage says the department “will continue to work collaboratively with the County on any future legislative changes to automated enforcement programs.”

ACPD reports keeping busy with enforcement 

Despite staffing concerns — and scaling back operations due to low numbers — ACPD says it is committed to traffic enforcement and considers it a key safety initiative.

ACPD is authorized to have 377 officers and currently has a “functional staffing level” of 278 sworn officers, down from 284 this fall. Sworn offices can stop people for traffic violations and are “expected to meaningfully contribute to the department’s key initiatives,” through education and enforcement, Savage said.

How many are assigned to traffic duties is sensitive information, she said.

“In March 2022, the department announced service changes due to a reduction in our workforce,” says Savage. “There were no key impacts to transportation safety and the department reaffirmed our commitment to ensuring the orderly flow of traffic in the County while conducting transportation safety enforcement and education campaigns.”

ACPD’s Special Operations Section conducts education and enforcement in “identified areas of concern with the goal of voluntary compliance when police are not present, Savage said.

They also address safety concerns, work with Vision Zero staff, deploy variable message boards and other technology, and manage the police department’s participation in local and regional traffic safety programs.

The unit includes civilians who work as parking enforcement agents; traffic directors during events, crashes and emergencies; and school crossing guards.

Drones could soon figure into the future of public safety in Arlington.

Arlington’s police and fire departments, the Sheriff’s Office and the Dept. of Public Safety Communications and Emergency Management are developing a joint program to use drones when responding to public safety and emergency incidents.

Now through New Year’s Day, people can comment on their draft policies regulating the training, operations and oversight of the “Unmanned Aircraft Systems program,” or UAS.

“All comments provided will be reviewed and evaluated for incorporation into the policies,” a county press release says. “Implementation of the program is anticipated in early 2024 following the completion, review, and incorporation of community feedback on the draft policies.”

Law enforcement could use drones for situational awareness: for instance, one was seen during the large public safety agency presence at the Key Bridge Marriott when it was condemned. Drones could also help collect evidence, conduct search and rescue operations and monitor public events.

The county has posted draft policies for ACPD, ACFD and the Dept. of Public Safety Communications and Emergency Management online for people to review. Much of the language is the same across all three policies.

More on the purpose of the program, from ACPD’s policy:

The UAS program shall be used only to support the missions of participating agencies and for legitimate purposes such as situational awareness of public safety incidents, search and rescue operations, and evidence collection, in accordance with applicable state and federal laws and regulations.

These drones will not be equipped with weapons. Only those assigned to the program, with proper training, can operate them, in accordance with the Fourth Amendment — which prohibits unlawful searches and seizures — and other applicable laws.

If approved, there would be monthly audits reviewing the number and length of flights, their efficacy, any safety or equipment concerns and potential violations of policy or law, the policy says.

ACPD will let the public know about all pre-planned drone deployments and it will publish an annual report with the total number of flights, the time, date, location of and reason for each flight. Exceptions would be made when this information would jeopardize personnel safety or a criminal investigation.

These aircraft could help these agencies work more efficiently and safely with fewer staff. ACPD, for instance, has had to scale back services amid ongoing challenges with recruiting and retaining officers.

Improved officer safety could, in turn, bolster staffing levels, Arlington’s police and fire chiefs said earlier this year, in a preliminary discussion with the Arlington County Board about drones.

A day of remembrance for lives lost — in Arlington, Northern Virginia, and around the world — to vehicular crashes will be held at Wakefield High School this month.

It is a local instantiation of the World Day of Remembrance for Road Traffic Victims held annually on the third Sunday of November around the world. The events will mark the deaths of approximately 1.35 million people annually in traffic crashes.

Nonprofit Northern Virginia Families for Safe Streets, which focuses on traffic safety education and has Arlington, Alexandria and Fairfax chapters, is putting on the event on Sunday, Nov. 19, at 1 p.m. Keynote speakers include Arlington County Police Chief Andy Penn and City of Alexandria Mayor Justin Wilson.

“This year’s World Day of Remembrance takes on extra urgency as the number of people dying and severely injured in preventable traffic crashes in the U.S. is rising at an alarming rate,” NFVSS founder Mike Doyle said in a statement.

Some 46,000 additional people died in traffic crashes in the U.S. in 2022 compared to pre-pandemic levels in 2019, for a 22% increase, he said, citing National Safety Council data.

“Our neighborhoods are no exception,” Doyle said, citing the 15 pedestrians killed in the region since last November. “Many, many more vulnerable road users [have been] seriously injured, while even more of our neighbors have been killed or seriously injured while inside of their vehicles.”

One victim who will be remembered is 71-year-old Californian Susan Hamlin, who was killed on King Street on the border of Arlington, Alexandria and Fairfax County. Arlington police charged a man with driving while intoxicated after he allegedly struck her while going the wrong direction.

“What’s very unique about where Ms. Hamlin was struck… that’s where the City of Alexandria, Arlington and Fairfax counties meet, and where King Street becomes Leesburg Pike,” Arlington Families for Safe Streets member Hung Truong tells ARLnow. “It’s very appropriate we’re focusing on that for World Day of Remembrance, as we want to highlight how difficult it is to get things changed.”

Since ACPD responded to the crash that killed Hamlin, it is included in Arlington crash data, says Arington Dept. of Environmental Services spokesman Nate Graham. He notes Arlington is supporting Alexandria with coordination, data and review as it pursues a federally funded safety project to make this intersection safer.

The project may include extending existing bicycle lanes along King Street and adding sidewalks, according to our sister site ALXnow.

Arlington County is trying to make inroads on traffic safety through its effort to eliminate serious and fatal traffic injuries by 2030, known as Vision Zero, now in its third year. It recently released a mid-year report reviewing serious crashes through this June and summarizing recent work.

In the first six months of 2023, Arlington clocked three fatal crashes, including Hamlin’s, and 28 resulting in severe injuries. Excessive speed, alcohol consumption and improper seat belt use are the leading causes of critical crashes and on the rise post-pandemic, per a recent meeting on the report.

Meanwhile, the county has been busy conducting crash analyses and installing “quick build” projects, including such as new crossing signage and bollards, as well as large-scale capital projects. Some have significantly reduced crashes while others have had more marginal impacts, Vision Zero Coordinator Christinen Baker said in the meeting.

Little Falls Road and Old Dominion Drive has yet to see a crash since 2021, when the county installed a barrier and implemented new restrictions at the intersection, which used to net 11 crashes per year, Baker said.

Baker noted only slight crash reductions from giving pedestrians a head start at the intersection of N. Glebe Road and N. Carlin Springs Road and making roadway improvements at Clarendon Circle.

“I think they have a better grasp on data visualization and analysis,” says Truong, a Vision Zero stakeholder who participated in the meeting. “It’s nice to see they’re doing more quick builds and getting those out. I would like to see more changes implemented in South Arlington, as well, the Shirlington area and cross-jurisdictional roadways, such as King Street, as well.”

(Updated at 3:25 p.m.) Cyclists and runners can snag some free safety gear in Arlington later this week.

This Wednesday through Friday, BikeArlington and WalkArlington volunteers will be handing out free bicycle lights and reflective vests from 4-6 p.m.

The giveaway days and locations are:

  • Wednesday — Along the Custis Trail in Rosslyn, at the corner of N. Lynn Street and Langston Blvd near the electronic display counting bicycle trips, or “Bikeometer.”
  • Thursday — Along the Mt. Vernon Trail in Crystal City, just behind the Crystal City Water Park.
  • Friday — At the intersection of the W&OD Trail and Columbia Pike, next to the Barcroft Shopping Center.

The goal of the event — dubbed “Lighten Up, Arlington!” — is to educate the public about cyclist and runner safety and remind people that days will shorten next week due to the end of Daylight Saving Time.

“The Bike Light Giveaway started over 10 years ago… as a way to shine a light on the importance of visibility while riding and walking during the darker months,” Arlington  Dept. of Environmental Services spokesperson Claudia Pors told ARLnow.

Volunteers will be handing out about 2,000 sets of lights, which people can attach to their bicycles, shoelaces or bags, says Mary Dallao, WalkArlington and BikeArlington’s program director.

“Staying visible after dark is so important when you’re out there biking and walking, so as we turn the clocks back and it gets darker earlier in the evening, we are happy to provide these lights to help keep people safe,” Dallao said.

We’re less than two weeks away from the ending of Daylight Saving Time, which means a renewed focus on road safety in the D.C. area.

Clocks will “fall back” an hour on Sunday, Nov. 5. Ahead of that, the Arlington County Police Department will be joining law enforcement across the region in kicking off the annual fall Street Smart campaign.

ACPD is planning targeted traffic enforcement events, starting this coming Thursday, at the following locations during the four-week campaign.

  • Thursday, Oct. 26 from 4-5 p.m. — 2000 to 2400 block of S. Glebe Road (Green Valley neighborhood)
  • Thursday, Nov. 2 from 11 a.m. to noon – 23rd Street S. and Arlington Ridge Road (Arlington Ridge neighborhood)
  • Monday, Nov. 6 from 4-5 p.m. – Wilson Boulevard and Clarendon Boulevard at N. Veitch Street (Courthouse neighborhood)
  • Wednesday, Nov. 15 from 4-5 p.m. – Four Mile Run Drive at S. Walter Reed Drive (Green Valley / Shirlington area)

Waning daylight hours and the end of Daylight Saving Time will bring darker evening commuting and reduced visibility. To ensure the safety of all travelers on our roadways, the Arlington County Police Department and law enforcement agencies throughout the region will take part in the Metropolitan Washington Council of Government’s Fall Street Smart Campaign from October 25 – November 19. The Street Smart campaign aims to identify and change unsafe behavior patterns amongst motorists, pedestrians and bicyclists, with the goal of reducing the number of traffic related collisions and injuries on our roadways.

No matter how you travel, remember to share our roadways and always be a P.A.L. – predicable, alert and lawful.

Drivers are reminded to:

  • slow down, drive the speed limit and obey all posted traffic signs and signals.
  • remain alert for pedestrians and bicyclists.
  • stop for pedestrians in crosswalks.
  • use caution when passing buses or stopped vehicles.
  • watch for pedestrians and bicyclists when turning.
  • allow for at least 3 feet when passing bicyclists.
  • avoid using your cell phone and never text while driving. Holding a hand-held communication device while driving is illegal in Virginia.

Pedestrians are reminded to:

  • cross the street at the corner and use marked crosswalks when they are available.
  • use pushbuttons when available and wait for the walk signal to cross the street.
  • look both ways before crossing.
  • remain visible, especially after dark and in bad weather, by wearing light colored or reflective clothing.
  • watch for blind spots around trucks and buses.
  • avoid using devices that distract you, such as cell phones, while crossing the street.

Bicyclists and shared mobility device operators are reminded to:

  • ride in the same direction as traffic.
  • use hand signals to communicate your intentions with others.
  • wear a helmet, which is required for all bicycle riders 14 years of age and younger and recommended for all other riders. (Arlington County Code 14.2-64.)
  • keep your eyes on the road and avoid the use of devices that may distract you.
  • remain visible, especially after dark and in bad weather, by wearing light colored or reflective clothing.
  • use headlights and taillights, especially when riding between sunset and sunrise.

Arlington County is looking to make safety upgrades to an intersection between Rosslyn and Courthouse that has seen four pedestrian-involved crashes in four years.

The intersection of Wilson Blvd and N. Rhodes Street has long been seen as dicey, according to complaints from cyclists and commuters and previous ARLnow coverage. Resident complaints, plus a review of crash data, have prompted the county to make changes now.

The $2.8 million project would see updated signal equipment, sidewalks and pedestrian ramps and upgrades to reduce conflicts between cyclists and buses. The county is in the design stage of the project and wants community feedback on possible changes. An online survey is open now through Sunday, Oct. 22.

The intersection saw 28 total crashes between 2016 and 2020, including 22 resulting in property damage and four involving pedestrians, Dept. of Environmental Services spokesperson Claudia Pors told ARLnow. These numbers fast tracked the intersection for improvements as part of Vision Zero, the county’s goal to end serious and fatal crashes by 2030,

“[The intersection] was flagged as a pedestrian crash Hot Spot because it had more than 3 pedestrian crashes,” Pors said.

Pedestrians are especially vulnerable to crashes here “due to higher vehicle speeds during turning movements when pedestrians have the right of way in the crosswalks,” according to the county.

The intersection has seen several crashes over the years. A spate of three crashes occurred in 2010, including one involving a pedestrian. Another dramatic crash, including an SUV that flipped on its side, occurred in 2017.

Originally, the county planned to build a “bus stop island” at the northeast corner of the intersection to reduce the number of close calls between cyclists and buses. This particular bus stop ranks in the top 10% of transit stops in Arlington, exceeding 50 users per day, according to the county.

After reviewing the crash data and hearing from road users, however, county staff determined it made more sense to overhaul the entire intersection.

The survey asks respondents to identify whether they are residents or commuters and to specify their usual mode of transportation through the intersection. Participants are then invited to rate their sense of safety while navigating the area and to pinpoint potential improvements on an interactive map.

Some people who have already commented have suggested removing the right-turn lane onto Wilson Blvd and install a concrete median to separate cyclists and vehicles. Other ideas include relocating the bus stop to ease congestion and implementing traffic-calming measures.

The survey results will inform a conceptual design set for publication this winter for a second round of public engagement.

Work on a 50-year-old bridge over I-395 near Shirlington is underway, the Virginia Department of Transportation announced yesterday.

The bridge connects the southbound I-395 collector-distributor lanes and southbound Shirlington Road to N. Quaker Lane at the I-395 Exit 6 interchange.

Built in 1973, the bridge — crossed by about 7,400 vehicles daily — now needs needs safety improvements and upgrades to extend its overall life, according to VDOT.

The $5.5 million project, slated to wrap up in mid-2025, involves:

  • resurfacing the concrete bridge deck
  • closing deck joints
  • repairing steel beams
  • adding protective concrete barriers adjacent to piers
  • replacing bearings
  • cleaning and recoating the bridge
  • upgrading guardrails adjacent to the bridge

During construction, there may be daytime and overnight lane closures, as well as closures to segments of the I-395 general purpose and Express Lanes beneath the bridge, VDOT says.

The work is financed with state and federal funding, including VDOT State of Good Repair funds used for bridges. It appears the budget has increased from last year, when the project estimate stood at $4.3 million.

“Drivers are reminded to use caution when traveling in active work zones,” says VDOT. “Be alert to new traffic patterns and limit distractions.”
