The Union, a McLean-based “casual fine dining” restaurant, is opening a second location in Arlington.

The hope is to start serving at 3811 Fairfax Drive, in the Virginia Square area, by the end of the month, chef and owner Giridhar Sastry tells ARLnow.

The Union is coming to the former location of Burgerim, which closed early last year. The menu, decor, and experience at the Arlington location will be “exactly the same” as it is in McLean.

Sastry describes The Union’s menu as a showcase for a diverse range of cuisine.

“The DMV is a melting pot of different cultures,” Sastry says. “So, we have a little bit of everything.”

That includes shrimp po-boys, Asian salad, Thai coconut shrimp soup, Mumbai paninis, and churros. The beer menu will keep things closer to home — everything on tap will be local.

Sastry is originally from Calcutta, India and came to America for culinary school about two decades ago. He’s worked as a chef at the Ritz-Carlton, Mayflower Hotel in D.C., and other Northern Virginia restaurants.

He opened The Union in McLean in February 2020, having “one good month” before needing to shut down due to the pandemic. But 2021 was a solid overall, he says, and opening a second location was always part of the plan.

Sastry says he chose the neighborhood, within easy walking distance of Ballston, because of the demographics.

“The menu is geared towards the fast paced, younger crowd who’s hungry,” he says.

Construction is nearly done, Sastry said, and the restaurant is now waiting on licenses and final inspections.


You might have never heard of the “9th Street Greenway,” an unheralded ribbon of greenery that crosses Ballston and Virginia Square, but it’s been decades in the making.

On a cold winter’s day, there’s a calmness to the ten-block-long stretch. The greenway follows 9th Street N, starting near N. Kansas Street and American Legion Post 85, in Virginia Square. It eventually crosses Oakland Park and Welburn Square, before ending as a walking path at N. Vermont Street, next to the Westin hotel.

No signs announce what it is, but the greenway’s features distinguish it from surrounding blocks. The corridor has pedestrian-only pathways, fountains, trees, other greenery, benches, and even some public art. Once you know of its existence, it makes sense.

Yet, the 9th Street Greenway — which was first mentioned in the 1983 Virginia Square Sector Plan — is by no means a finished product, even if it’s been in development for nearly 40 years. County officials and advocates say that was always the intention.

There remains plenty of places for more green space, plus the final connection to Clarendon, which has never been made.

“Major recommendations of this plan call for several zoning changes, improvements in the condition of streets and sidewalks, changes in traffic patterns, and the creation of a ‘greenway’ and additional public open space,” reads the 1983 Virginia Square Sector Plan.

The greenway was noted again in the updated 2002 sector plan.

While it may seem odd that a project first discussed four decades ago isn’t completed yet, county officials tell ARLnow that this was always the intention.

Much like Arlington itself, the 9th Street Greenway is ever-evolving, being developed, and a product of public-private partnerships with the goal of enhancing the livability of the neighborhood.

“The vision for 9th Street in the Virginia Square Sector Plan featured pedestrian access, possibly with more greenery/landscaping and other non-commercial ground floor uses, that would provide an alternative to the busier streets of Fairfax Drive and Wilson Boulevard,” writes Department of Community Planning, Housing and Development spokesperson Elise Cleva. “We expect implementation to occur primarily through partnerships with private property owners when redevelopment projects are considered and approved.”

There are no current active projects or any redevelopment that would impact the 9th Street Greenway, officials note, and there’s no timeline for when it might be considered complete.

Peter Owen was the chair of the Arlington Transportation Commission when the concept was discussed again when devising the 2002 Virginia Square sector plan. He tells ARLnow that the intention, even back then, was that it was very long-term planning.

“My understanding was that it might take a generation or even two for all of those blocks to redevelop and make this path even more available,” Owen says.

Chris Slatt, current chair of the Arlington Transportation Committee, though, tells ARLnow that one can see the 9th Street Greenway’s influence in the not-yet-finalized Pentagon City Plan, with its ribbons of green space, pedestrian focus, and commitment to parks and plazas.

They both admit the idea and the goal of the 9th Street Greenway doesn’t match what’s there yet.

“Right now, it’s a sidewalk with not much to see and do,” says Slatt.

“When walking along it, if you didn’t know it was planned, you wouldn’t know it was supposed to be coherent,” Owen says.

Slatt and Owen say there’s value in continuing the commitment to what was started all those years ago, particularly the connection to Clarendon.

Owen says he walks it often, and even if the 9th Street Greenway remains in an unfinished state, there are components that show what a fully realized vision could bring to Arlington.

“My favorite part is the part near Welburn [Square]… where it’s like a little Eden with the fountain and the outdoor patios protected from traffic,” Owen says. “It’s wonderful.”


George Mason University is breaking ground on the massive $235 million expansion of its Arlington campus.

“This is the start of something big for Mason,” Carol Kissal, the university’s senior vice president for administration and finance, said in a statement. “And when it’s done, it will have fundamentally changed our campus, as well as the broader Arlington community.”

Initial work is beginning this week, a GMU spokesperson confirms to ARLnow, despite the weather. A formal groundbreaking is set for the spring to coincide with the university’s 50th anniversary, we’re told.

Right now, there’s a hole at Fairfax Drive in Virginia Square where the old Kann’s Department store once stood. That was demolished in March to make way for a 400,000 square-foot building that will be the centerpiece of the expansion.

As construction gets underway, fencing will go up mostly around the driveway of the FDIC building on N. Monroe Street, a press release notes. Excavation and relocating of an underground storm pipe, water line, and electric line will also take place. There will be drilling, as well, to install beams to support sheeting and shoring.

Neighbors are being told to expect some impacts from construction during the multi-year project.

“There may be some noise. You may feel some vibrations,” said a GMU facilities manager in the press release. “But it’s all safe and done in compliance with rules and requirements. The reality is, the end result will be worth it.”

The building will house faculty from Institute for Digital InnovAtion and the university’s new School of Computing. The university is expected to occupy about 60% of the space with the remaining 40% potentially leased to private companies.

The university is predicting that the expansion, which was planned in the wake of Amazon’s decision to open its HQ2 here, will add 3,000 to 4,000 students to the Arlington campus by the time it opens in the summer of 2025.

While it may be a gaping hole now and a state-of-the-art university facility later, the Fairfax Drive site was in the past the Arlington outpost of the popular D.C.-based Kann’s Department Store. The store featured three floors, an escalator, and some unusual attractions. Apparently, the shoe department had a large glass-windowed display with live spider monkeys from Brazil.

In 1975, the university bought the building and turned it into its law school. At the time, it was believed to be the only law school in the country to have an escalator.


Arlington police have not had much of a holiday break.

An eventful weekend has given way to a busy week, with three additional notable incidents over the past couple of days, each involving knife-wielding suspects.

The first happened near Crystal City on Monday night, when police say a drunk man with a knife injured two people.

From an ACPD crime report:

MALICIOUS WOUNDING, 2021-12270168, 2900 block of S. Eads Street. At approximately 9:45 p.m. on December 27, police were dispatched to multiple reports of an individual armed with a knife attempting to enter a vehicle. Upon arrival, officers located the suspect and detained him without incident. The investigation determined that the victim observed the male suspect in the parking lot of a business with a knife in his hand. The victim entered his vehicle and was approached by the suspect, who allegedly struck the rear window with the knife. The suspect began to yell at the victim, then shattered two of the vehicle’s windows. The victim then exited his vehicle to find safety inside a nearby business, when the suspect approached and struck him in the face. The victim sustained minor injuries and later declined the treatment of medics. The suspect then approached another business in the 2800 block of S. Eads and attempted to gain entry. When he was refused entry by an employee, the suspect allegedly threatened him with the knife and continued to yell and act disorderly. While attempting to restrain the suspect with the help of an additional witness, the employee sustained minor lacerations that did not require the treatment of medics. [The suspect], 41, of Oxon Hill, Md., was arrested and charged with Malicious Wounding (x2), Attempted Malicious Wounding, Destruction of Property, Attempted Carjacking, and Drunk in Public. He was held on no bond.

Then, just before noon on Tuesday, a person with a knife allegedly threatened a food delivery driver in Westover.

ROBBERY, 2021-12280065, 5800 block of Washington Boulevard. At approximately 11:56 a.m. on December 28, police were dispatched to the report of an assault just occurred. Upon arrival, it was determined that the victim was delivering food items to the suspect’s residence when the suspect opened the door and allegedly produced a knife and demanded that the victim leave the items. The victim placed the items on the ground and left the scene before contacting dispatch. Warrants were obtained for the suspect. The investigation is ongoing.

A motive for the first two incidents was not immediately clear.

Finally, last night an 18-year-old suspect was arrested after a fight that led police to surround a home in the Virginia Square area. Police say the suspect injured two officers while being taken into custody.

ASSAULT ON LAW ENFORCEMENT, 2021-12280160, 1400 block of N. Lincoln Street. At approximately 8:47 p.m. on December 28, police were dispatched to the report of an assault with a knife in progress. Upon arrival, officers heard noise consistent with an active fight occurring inside the residence, established a perimeter and gave commands for the occupants to exit. A short time later, the victim exited the home, followed by the suspect. Officers gave the suspect lawful commands and attempted to take him into custody, however, he began to act disorderly and fight officers, striking two officers multiple times. A brief struggle ensued, and the suspect was subsequently taken into custody without further incident. The two officers sustained minor injuries and did not require the treatment of medics. [The suspect], 18, of Fredericksburg, Va., was arrested and charged with Assault & Battery on Police (x2) and Obstruction of Justice. He was held without bond.


(Updated 2:15 p.m.) The county has crystallized plans for temporarily storing and dispatching Arlington Transit (ART) buses near Washington-Liberty High School while a new bus facility in Green Valley is built.

Nearly 30 ART buses will come and go from the site, on the 1400 block of N. Quincy Street, where the county currently parks some fire and police vehicles, as well as a portion of the Arlington Public Schools vehicle fleet. The site also has warehouse storage for Covid-related supplies and serves as the drop-off center for E-CARE recycling events.

In 2015, the county agreed to pay $30 million to acquire the six-acre property, which is across from W-L to the west, I-66 to the north and houses to the south and east.

Meanwhile, construction on the Shirlington Road facility in Green Valley — intended to address the need for more space to park and maintain Arlington’s growing fleet of ART buses — is expected to start in the summer of 2022, Department of Environmental Services Director Greg Emanuel told the County Board during its recessed meeting yesterday (Tuesday). The county bought that site, along the 2600 block of Shirlington Road, for $24 million in 2018.

Ahead of construction, DES says it has to move 41 buses, including 12 to a bus site on S. Eads Street, which opened in 2017 near Crystal City. The other 29 are going to the N. Quincy Street site because it’s the only available and affordable site zoned for vehicle storage, Emanuel says.

Buses will be parked at and dispatched from the N. Quincy Street site on weekdays, with a majority of movement happening between 5 a.m. and midnight, he said. Weekend operations will be run out of the Crystal City facility.

Although the facility neighbors the high school, DES says traffic related to school pickup and drop-off should not pose a problem.

“We don’t anticipate conflict with W-L traffic across the street because the peaks are outside the normal peaks here,” Emanuel said.

Still, the news is not exactly welcome among some neighbors, who told the County Board and county staff their concerns about noise during quiet hours, as well as how this decision was communicated. Residents previously opposed the relocation of APS bus parking to the Virginia Square site, also known as the Buck site.

Board members indicated support for the temporarily relocation but said they were sensitive to residents’ concerns.

A noise study conducted earlier this year concluded that the new bus activity will increase noise levels upwards of three decibels, with overall noise “still in the comfortable range,” Emanuel says. Currently, a row of trees lines the southern edge of the property, but additional noise mitigation measures are a possibility down the road.

Arlington County Board Vice-Chair Katie Cristol said the county needs to make long-range plans for building attractive, landscaped noise buffers, as the site will continue to support other “back-of-house functions” for northern parts of Arlington.


A group of Virginia Square and Ballston residents are looking to get a dog park established in their neighborhood.

The neighbors want a fenced-in area for their pets to play off-leash at Quincy Park and are eyeing some sparsely-used green space near the sand volleyball court, says organizer Lori Meyers.

“We are asking for something very simple: some fence and a green space,” Meyers said. “The dogs need to get out and exercise.”

Arlington County doesn’t have enough dog parks to meet the needs of local dog owners, according to the Public Spaces Master Plan adopted in 2019. Dog owners and Arlington’s Department of Parks and Recreation say the pandemic may have exacerbated that need, as more people adopted dogs during the pandemic and, with the rise of telework, are more able to take them out for exercise.

The neighbors started a petition to gauge support and distributed a survey to determine the need. So far, more than 160 people have signed the petition.

Organizers say they intend to collect the money needed to build a fence and install a dog waste station.

Rosslyn residents, who pushed for a dog park two years ago, went through a similar process to get an interim dog park at Gateway Park. It opened in February.

The newest dog park effort comes as owners say their dogs aren’t able to get enough exercise locally, while the parks department and the Animal Welfare League of Arlington note that complaints of off-leash dogs and dog waste on athletic fields have risen over the last year.

“We’re going to try and get this park created and solve the problems,” Meyers said.

Meyers says the nearest dog park in Clarendon is not walkable and is not popular among her neighbors. She added that a few dogs have needed veterinarian attention after playing in the water features at the park, which has had maintenance issues in the past.

At the more convenient Quincy Park, dogs cannot use the grass field over concerns of dog waste, and — as with all county parks — going off-leash is not allowed outside of designated dog runs and parks, a longstanding county rule. Additionally, Meyers said she and the other dog owners avoid other parts of the park where food gets left out for squirrels.

For a while, dog owners dropped their leashes on the field anyway because it is the only fenced-in part of the park and thus the safest place for dogs to run, Meyers said. She noted that owners were careful to pick up pet waste, so that the student and recreational athletes who use the field don’t get an unwelcome surprise while diving for a ball.

Going off-leash waned after Animal Control officers upped patrols at Quincy Park, she said, adding that officers have recently taken pictures of dog owners and called them out for having leashes that are too long.

“When we have responded to these types of concerns, such as in Quincy Park, we have found large groups of pet owners meeting up in the field/athletic space and letting their dogs off leash,” said Jennifer Toussaint, the animal control chief for AWLA. “One pet owner does it, so another does, and then on. Suddenly community members no longer feel safe bringing their children to the park to play.”

While dog park supporters say a dedicated facility for their pups would resolve these issues, Kalish says that’s not the only way to improve this situation.

“The best solution to keep dogs and people safe in Arlington is to follow the rules,” she said.

(Updated at 4:30 p.m.) Around 3,400 homes and businesses are in the dark in Arlington as a result of a widespread power outage.

Portions of Courthouse, Clarendon and Virginia Square are without power, while a Dominion outage map previously showed a big swath of the residential neighborhoods to the north — extending into McLean — also affected. At the outage’s peak, nearly 5,500 homes and businesses were without power.

Traffic signals are dark at some of the busy intersections along the Orange Line corridor, according to scanner traffic.

On its website Dominion lists an early power restoration estimate of 6-9 p.m.

Reports of the outage came around the same time as the Arlington County Fire Department was dispatched to a report of a blown transformer. The fire department has also been responding to reports of smoke from buildings in the area, potentially linked to generators starting up.

At least one apartment building, Virginia Square Tower at 3444 Fairfax Drive, suffered a reported electrical fire, according to an email shared with ARLnow.


Developer and construction company Skanska announced it will be breaking ground on a nine-story office building in the Virginia Square area this fall.

The site, at 3901 N. Fairfax Drive, is an undeveloped parcel near Quincy Park currently operating as a temporary parking lot. Skanska intends to build an office building with ground-floor retail and a public plaza.

Construction work, including mobilization and site prep, will begin later this month, a spokeswoman said. Excavation and drilling activities will begin in early October. Skanska expects to finish the project in 2023.

Breaking ground will be the first action the site has seen in nearly a decade. It used to be home to a funeral home that was demolished to make way for a development. The project languished until the property was purchased by Skanska in 2019.

“Our proximity to Ballston’s vibrant urban community, a variety of transit options, and Arlington’s concentrated talent pool will make the office building an exciting and attractive business environment,” said Mark Carroll, the executive vice president of Skanska.

Once completed, 3901 Fairfax will have 191,000 square feet of office space, as well as 10,000 square feet of retail space and an 8,000-square foot public plaza.

“Designed in collaboration with Arlington County and the surrounding community, the plaza design differentiates 3901 from other mixed-use office developments in the region by prioritizing access to outdoor green space, community engagement and programming,” the company said.

Tenants will have access to a rooftop conference center that can fit 100 people and will feature a catering kitchen and expansive rooftop deck. There will be private outdoor space on certain floors, a ground-level fitness center and three levels of below-grade parking with electric car charging stations.

The project is targeting LEED Gold and WiredScore certifications, related to sustainability and digital connectivity, respectively. According to Skanska, the project became the first in the D.C. area to be recognized by the International WELL Building Institute for its focus on health and well-being.

“Our team’s vision is to bring a new caliber of office space into a post-COVID world that is committed to meeting and exceeding the highest health, safety, and sustainability standards,” Carroll said.

Abduction Suspect Arrested in Va. Square — “The victim was inside a business when the suspect approached and attempted to engage her in conversation. Arlington firefighters conducted a rescue operation this morning in Virginia Square after someone fell seriously ill at a construction site.

The incident happened this morning around 8 a.m., near the intersection of Washington Blvd and N. Kirkwood Road, where a seven-story residential building is being constructed.

According to the fire department, the stricken individual was removed from the construction site and rushed to a local hospital in critical condition. No additional details were given about the nature of the medical emergency.

Washington Blvd was blocked in both directions as a result of the emergency response.
