After years facing powerful Republican majorities in both chambers of the General Assembly, Arlington lawmakers are accustomed to harboring only modest ambitions for each legislative session.

But as legislators return to Richmond today (Wednesday), members of the county’s all-Democratic delegation say they’re ready to flex their muscles a bit over the new, 45-day session.

With all 140 lawmakers on the ballot this fall and Democrats just one seat away from seizing power in both the House of Delegates and the state Senate, Arlington legislators sense an opening. Republicans have taken a beating in all manner of elections across the state over the last two years, and Democrats expect that will inform how GOP leaders manage their slim majorities in this session.

Arlington lawmakers hope that will result in some of the party’s more moderate members finally embracing their efforts around everything from redistricting reform to gun violence prevention, in a bid to appear more attractive to swing voters. What it all comes down to for state Sen. Adam Ebbin (D-30th District) is a simple motto for his colleagues across the aisle: “lead, follow or get out of the way.”

“They can can decide to lead on some of the most important issues facing Virginia, which they have failed to do, they can choose to follow Democrats, or they can have voters get them out of the way,” Ebbin told ARLnow. “If they come to the table on a variety of issues, I think their chances are enhanced… But will [House Speaker Kirk Cox] want to allow bills to come to the floor so that a handful of members who want to appear to be moderates vote for them, or even sponsor them? Time will tell.”

Del. Patrick Hope (D-47th District) says he’s “hopeful” that Republicans will pursue such a strategy over the next weeks — not only does he see it as wise political strategy, he jokes that “with my last name, I don’t have a choice” but to be optimistic.

But Del. Mark Levine (D-45th District) takes a gloomier view of the GOP, arguing that Richmond Republicans have done nothing but “march in lockstep” with their leadership for years, and could soon face an electoral price for doing so.

“If moderate Republicans continue to fall in line and do what’s against their constituents’ wishes, we will absolutely run against them for it and they will lose in November,” Levine said. “I see it as a win-win: either we get the policies we want, with majority support, or we get these people out.”

Should Republicans choose to sign onto some Democratic priorities, Arlington legislators see two key areas for agreement: a constitutional amendment establishing a nonpartisan commission to draw district lines, and the ratification of the Equal Rights Amendment.

In both cases, the Democrats expect they’ll have enough votes to pass the bills on the floor — Republicans have either introduced or co-sponsored bills on both subjects — the question is whether the legislation will make it out of committee, where a handful of lawmakers have the power to quickly kill the bills.

Del. Rip Sullivan (D-48th District), a key backer of redistricting reforms, sees a real “sense of urgency” to the aforementioned issue this year, simply due to timing. Democrats hope to pass a constitutional amendment before the next round of redistricting in 2021, and that requires a complex process.

Lawmakers need to pass the amendment twice: once before a legislative election, and once afterward. Then, the matter will head to a statewide ballot referendum, which Sullivan is hoping to line up with the 2020 elections. Should it pass all those hurdles, stripping power from lawmakers to draw their own districts, the new commission would be in place by the time the Census mandates a change in boundary lines.

Considering that Democrats may well take control of the General Assembly this fall, Del. Alfonso Lopez (D-49th District) expects it would be in the best interest of Republicans to agree on a nonpartisan process now while they still can. Levine notes that it doesn’t help the GOP’s chances either that federal courts have ordered a redrawing of some House district lines over claims they were racially gerrymandered, a process that will likely weaken Republican chances in several important seats.

“Not passing something will essentially hand the reins of gerrymandering back to Democrats, and I don’t think that’s what they want,” Lopez said.

Even with this newfound pressure, however, Sullivan says it’s “not clear to me that leadership will even allow a vote” on redistricting or the ERA ratification, which could revive the long-dormant effort to mandate equal rights for women in the U.S. Constitution.

“There’s a lot of momentum behind the ERA, so it will be interesting to see if Republicans, in an election year, will let it come forward for a vote,” Hope said. “And I’m absolutely convinced it will pass if gets to the floor.”

Instead, it seems clear to lawmakers that a debate over tax revenues will prove to be the dominant issue of this legislative session.

The Republican tax reform bill shepherded through Congress in 2017 will result in an extra $1.2 billion in state revenues, and battles lines are already being drawn about how to spend that money. Democratic Gov. Ralph Northam is proposing a mix of tax relief for low- and middle-income families and new investments in everything from education to broadband access; Republicans would rather see all of the money invested in tax breaks for slightly wealthier earners.

“If you think we argue or fight when times are tight, wait until you see the kind of arguing we can do when there’s extra money,” Sullivan said.

Cox and his fellow Republicans claim that Northam’s proposal amounts to a “middle-class tax hike” because it doesn’t send all of the savings generated by the federal tax cut back to middle-income families. But Democrats charge that the GOP’s plan, which centers on households making between $125,000 and $150,000 a year, targets only richer families and leaves the poor behind.

“We really need to encourage those folks working hard in the toughest economic circumstances to make it easier for them to have childcare, to have healthcare,” Ebbin said. “For people working hard, we should help them get ahead. That’s what this country is about.”

Democrats point out that Northam’s proposed investments, which could raise teacher pay across the state and expand select healthcare programs, would provide their own benefits for Virginians across the income spectrum. But Lopez also concedes that the most likely scenario is that the two sides strike a a compromise with “a little bit of both” tax relief and new spending.

With all this uncertainty, however, one thing is for sure — the short session will move awful quickly, especially with elections on the horizon.

“It’s going to go fast, and it’s going to be furious,” Lopez said. “And there are a lot of issues affecting Arlington families that we’re going to try to keep folks updated on.”

Metro is shutting down three Arlington stations on the Blue and Yellow lines this weekend, in order to allow for some major lighting improvements set to make each station substantially brighter.

The Pentagon, Pentagon City and Crystal City stops will all be closed both Saturday and Sunday (Jan. 12-13), WMATA announced last week, work that is sure to create substantial disruptions on both lines.

Metro plans to run Blue Line trains on its regular weekend schedule between the Franconia-Springfield and Reagan National Airport stations and between Arlington Cemetery and Largo Town Center each day, with free shuttle buses providing a bridge between the closed stations. After the cemetery closes at 7 p.m. each day, Blue Line service will end at the Rosslyn station.

As for the Yellow Line, Metro expects it will only run trains between the Huntington and National Airport stations, with free shuttle buses on that line too.

The exact details for the shuttle buses are as follows, per a WMATA press release:

  • Blue Line Shuttle (No stop at National Airport) – every 5-10 minutes between Braddock Rd, Crystal City, Pentagon City, Pentagon, Rosslyn
  • DC-Airport Express Shuttle – every 5-10 minutes between Reagan National Airport and L’Enfant Plaza Metro Station in Downtown DC
  • Pentagon-Airport Shuttle – every 15 minutes between Reagan National Airport, Crystal City, Pentagon City, Pentagon only

Metro is warning anyone hoping to use the rail service and shuttle buses to allow an extra 30 minutes of travel time to reach their destinations this weekend.

Officials chose to kick off work this weekend because they’re counting on “lighter post-holiday travel” patterns, easing demand for service reaching DCA. Metro made a similar assumption back on Veteran’s Day in closing the National Airport station, only to see huge traffic snarls as frustrated commuters turned to the roads instead.

This latest construction project is aimed at installing new LED lights in all three stations, part of a $50 million project that involves lighting upgrades at all of Metro’s 48 underground stations. WMATA says that stations generally become about six times brighter after the new lights are installed.

The station closures will also let Metro “perform additional track work, including concrete grout pad replacement, installation of radio communication cables and tunnel leak mitigation” at all three locations.

The troubled transit system remains beset by questions of how to best complete needed track work while improving service and luring riders back to its trains. Metro leaders are proposing some key rush hour service increases in WMATA’s new budget, but it remains an open question whether Arlington and other Virginia localities will be able to help pay for those changes.

Lee Highway officially has a new pizzeria.

The Old Dominion Pizza Company opened its doors in the Lee Heights shopping center last Thursday (Jan. 3), owner John Rodas told ARLnow. The restaurant replaces Upper Crust Pizzeria, which shuttered in the space at 4514 Lee Highway back in July.

Rodas says he’s envisioning this initial period as a “soft opening” for the restaurant, after he first started working to get Old Dominion open this fall.

But Rodas, who also helps run The Spirits of ’76 bar in Clarendon, says that the eatery is fully ready for customers, and even recently earned a state license to sell and deliver beer and wine.

Old Dominion now offers both traditional, “New York-style” pizzas and square, “Grandma-style” pieces, according to its menu.

The restaurant also serves up pizzas with cauliflower crust for anyone hoping for a gluten-free option, in addition to a small selection of sandwiches.

A pair of businesses in the Market Common Clarendon development have shut down in recent weeks.

Signs posted at Nolas Salon and the Georgetown Valet dry cleaners, located in the same building at 2700 Clarendon Blvd, inform would-be patrons that the shops have now closed permanently.

A sign posted on the salon’s window says that “while we are sad to be closing this store location, our employees will continue to serve your needs at other salons in the area.”

Some will be moving to Salon by JC in Ballston at 3865 Wilson Blvd, while others will head to Salon Lofts Clarendon at 3001 Washington Blvd.

Meanwhile, the sign posted at the cleaners says the shop shut down on Dec. 15.

According to its website, Georgetown Valet operates six locations in D.C., but no other shops in Arlington. The chain once operated a location in Virginia Square, but that shut down back in 2011.

The entire Market Common development has seen several new businesses move in over the course of the last few months, and will eventually be part of a major redevelopment of that section of Clarendon.


(Updated at 8:15 p.m.) Arlington officials are gearing up to erase parking restrictions on several streets in the Forest Glen neighborhood, angering some residents there but meeting the demands of others in nearby Arlington Mill.

The County Board is set to consider a resolution later this month ending zoned parking restrictions along the following the roads, per county spokeswoman Katie O’Brien:

  • 6th Place S.
  • 7th Street S.
  • 7th Road S.
  • S. Florida Street
  • S. Greenbrier Street
  • S. Harrison Street (north of 7th Street S.)
  • S. Illinois Street
  • S. Jefferson Street

All of those streets are currently covered under “Zone 24” of the county’s residential permit parking program, barring unauthorized cars from parking there between 9 p.m. and 6 a.m. each day.

The Board has generally avoided any changes to the program recently, after declaring a moratorium on applications for new parking restrictions while members weigh potential reforms to the county’s entire zoned parking system. Board members and some community leaders have started to doubt that the current program, originally designed to keep commuters out of D.C.-adjacent neighborhoods, is working as intended.

But the Board could soon make these changes in Forest Glen all the same, given the loud complaints from people in Arlington Mill.

According to a letter sent to Forest Glen residents from the Board, and provided to ARLnow, people in the neighborhood have “experienced great difficult with curbside parking” since the parking restrictions went into effect a few years ago. County staff have worked for months to find an “interim solution” to the dispute, without success, pushing the Board to take this step.

It doesn’t help matters either that staff believe the parking restrictions “depart from the program’s original intent and place an undue burden” on surrounding streets, the letter reads. The Board has since concluded that “the determination for the restrictions deviated from standard staff practices, including data collection and verification,” spurring the need for the change.

“The County Board is unwilling to allow restrictions to the public right of way continue considering the fundamental discrepancies in establishing the eligibility of the above streets for the RPP program,” Board members wrote.

But one Forest Glen resident, who requested anonymity for this article, claimed that neighbors had “myriad reasons” for requesting the parking restrictions in the area. Those ranged from concerns over “out of county parkers, unregistered and abandoned vehicles” to “crime” and “blocked driveways,” all of which, this person believes, meet the standards of the county’s parking rules.

The Forest Glen resident further argues that the Board would be taking an “unprecedented and historic” step by removing the parking restriction, which will “put all other RPP areas in Arlington at risk of being removed.”

“The removal of Forest Glen’s zone parking represents an unprecedented intervention by the County Board into administrative decisions of county government,” they wrote in an email. “Additionally, every RPP area now faces the increased likelihood of removal.”

O’Brien stressed in an email, however, that the Board’s proposed resolution “only applies to these streets in zone 24 and will not impact any other neighborhoods or zones.”

The Board is set to consider the matter at its Jan. 26 meeting, and plans to hold a community meeting on the subject tonight (Tuesday) at 7 p.m. in the Arlington Mill Community Center (909 S. Dinwiddie Street).

Meanwhile, the county is hoping to wrap up its review of the parking program sometime by the end of the year, or in early 2020, according to county spokeswoman Jessica Baxter.

Plans to transform the old Arlington Education Center into a new wing of Washington-Lee High School are taking shape, with early designs calling for 24,600 square feet of classrooms in the renovated building.

Arlington school officials hope to someday add space for 600 high school students on the site, the former home of the Arlington Public Schools offices at 1426 N. Quincy Street. But first the School Board needs to sign off on a full renovation of the building, in order to welcome students in time for the 2021-2022 school year.

The Board is set to approve “educational specifications” for the facility at its meeting Thursday (Jan. 10), which sketch out the general requirements for the building’s new design. While the exact details still need to be worked out, these new plans will guide the final design work for the space.

In all, the current draft of the specifications mandates that the building will be home to 16 traditional classrooms, three classrooms designed for science classes, a standalone science lab and two rooms designated for physical education classes.

The Education Center should have the capacity for anywhere from 581 to 594 students under these plans, a key addition in high school classroom space as officials wrestle with the best way to tackle the county’s swelling enrollment numbers. The school system is also set to add room for another 1,050 high schoolers at the Arlington Career Center, as leaders have debated the efficacy of building a fourth comprehensive high school in the county.

Another 3,800 square feet in the Education Center will be set aside for office space, with a 4,000-square-foot common space and 400-square-foot “digital library” also included in the plans.

The rest of the $37 million renovation effort remains a bit up in the air.

A key question officials will need to resolve in the coming weeks is how best to free up parking on the site — according to documents prepared for the county’s Public Facilities Review Committee, planners are currently recommending that the school system reopen an existing lot on the site and allow room for 70 new parking spaces, but they’re also weighing the best strategies to open up bike access to the campus and move attendees out of their cars.

Arlington Public Schools leaders are also still trying to sort out how to connect the Education Center to the rest of W-L’s existing facilities.

The school system’s initial plans called for a new entrance to the Education Center that would help connect with a new set of stairs and ramp, which would make it easier for students to reach an access road known as “Generals’ Way.”

But planners have also begun considering the prospect of building a bridge to connect the Education Center to the northern half of W-L’s main building, documents show. However, officials have yet to settle on exact specifications for the bridge, or decide on where it would meet W-L.

So long as the School Board gives the green light to these “educational specifications” Thursday, officials plan to spend the next month finalizing the project’s budget and final designs. The Board is then set to sign off on those plans in February, and construction would start by 2020.


As President Trump weighs the extraordinary step of declaring a national emergency to unilaterally build a wall along the southern border, Rep. Don Beyer (D-8th District) is urging Trump to return to the negotiating table and put federal employees back to work.

Like any member of Congress representing the D.C. suburbs, Beyer is no great fan of government shutdowns, which threaten the livelihoods of thousands of constituents in his Arlington and Alexandria-area district. But this latest, 18-day shutdown (now the second longest in the country’s history) is testing Beyer’s patience more than most.

He can’t understand what Trump hopes to achieve with his demands for $5.7 billion to build a wall on the Mexican border, or why he’s worked with Congressional Republicans to shutter the government while this latest immigration debate plays out. Unlike some of his Democratic colleagues, Beyer feels there’s room to negotiate on the issue — but he remains puzzled by the president’s refusal to engage on the matter.

“I know Donald Trump didn’t write the ‘Art of the Deal,’ but he may not have read it either,” Beyer told ARLnow. “I don’t think Democrats are against spending $5 billion more on border security, but let’s work hard on the language to make sure it turns into something that actually makes a difference, rather than something that’s a campaign symbol… Maybe I spent too many years as an auto dealer, but I’m always looking for a win-win scenario.”

Beyer believes that Democrats in Congress could well be open to reviving the outlines of a bipartisan immigration deal hashed out among leaders last year, exchanging new funding for border security for new protections for people previously protected from deportation under the “Deferred Action for Childhood Arrivals” program. Yet Trump and other immigration hardliners in his party scuttled that arrangement the last time Congress squared off over the issue, and Beyer doesn’t see much reason for optimism this time around.

Furthermore, Beyer sees Trump’s intimations that he could use his emergency powers as president to bypass Congress and build the wall as “frightening.” Such an effort would undoubtedly face court challenges, as experts agree that there is no migration crisis currently afflicting the country, but speculation abounds that Trump could make an emergency declaration during his televised address from the White House tonight.

“It just ratchets up the tension and dissension far more than is appropriate,” Beyer said. “If the wall was so important, why did it take two whole years into his presidency before he put it into an appropriations bill? This is no national emergency.”

But should the shutdown continue, Beyer says his newly empowered colleagues in the House plan to “make it as easy as possible to open the government back up.” Starting today (Tuesday), he says Speaker Nancy Pelosi will begin calling votes on bills to reopen one federal agency at a time.

That way, Beyer hopes that some important staffers — like those at the IRS preparing to mail out tax returns — could get back to work, even as the immigration debate drags on.

And that sort of tack would also allow many of Beyer’s constituents to start earning paychecks again.

He says he’s heard from thousands of federal workers, both in the D.C. area and around the country, who are suffering due to financial insecurity stemming from the shutdown. To that end, Beyer managed to help pass language to protect back pay for affected employees through the House, but fears Trump wouldn’t sign off on the change, even if it clears the Senate.

Beyer’s also backing efforts to secure pay for some federal contractors, as are Sens. Tim Kaine and Mark Warner (both D-Va.).

“Many people go into federal service because they cherish the idea of public service,” Beyer said. “No one does it for the money. The security is one of the small benefits. Or, at least, it used to be.”

Yet Beyer feels the shutdown is doing more than just unnecessarily squeezing his constituents — he believes its distracting Congress from other pressing priorities, particularly as Democrats regain control of the House for the first time in years.

Whenever Congress can return to normal business, Beyer thinks there is room for some agreement on bills he’s backing around issues like suicide prevention and wildlife conservation.

But he is cognizant of the fact that the Republican-controlled Senate, to say nothing of Trump’s veto pen, will limit how much he can actually pass over the next two years. That’s why he’s more enthusiastic about the new oversight powers Democrats gain now that they’re chairing House committees.

Beyer helped lead investigations into former Environmental Protection Agency Administrator Scott Pruitt’s conduct in office, and was one of Pruitt’s leading congressional critics before he resigned under a cloud of scandal. But Beyer is no great fan of Pruitt’s replacement, Acting Administrator Andrew Wheeler, a former coal lobbyist.

Accordingly, he sees plenty of room for more EPA oversight now that Democrats will wield expanded investigatory power, though he did sound a note of caution on the topic.

“It’s really important that oversight be genuine oversight, focused on things not going well in the executive branch rather than political witch hunts,” Beyer said. “There are lots of legitimate, responsible things we can do in oversight to just make America a better country, and we can do it with Republicans.”

Pelosi and other Democratic leaders will also command more control over the federal budget, and that gives Beyer hope for progress on one of his other big priorities: solving the vexing problem of aircraft noise in Arlington.

Beyer previously proposed budget amendments directing the Federal Aviation Administration to tinker with the flight paths of military helicopters and create a new website to allow people to report aircraft noise complaints. Yet both of those failed to gain any traction under Republican leadership, and he’s holding out hope to make progress on these “two good legislative investments” in the coming months.

“With people like [Majority Leader and Maryland Rep.] Steny Hoyer in control, he’s a D.C. resident, I’m much more optimistic that we will the have power to make a difference on this,” Beyer said.


(Updated at 11:20 a.m.) Firefighters extinguished a house fire in Northwest Arlington this morning.

First responders were called to a home along the 3700 block of N. Vernon Street around 10:20 a.m. today (Tuesday) in the Old Glebe neighborhood. Smoke was seen coming from the home, prompting firefighters to ask for a “Rapid Intervention Team” to be dispatched to help quickly bring the fire under control.

The fire was concentrated near the back of the home, according to the county fire department.

Department spokesman Ben O’Bryant told ARLnow that no one was inside the home when the fire broke out.


Del. Patrick Hope (D-47th District) is swearing off campaign contributions from Dominion Energy and calling on his fellow Democrats to do the same, becoming the latest in a line of state lawmakers to reject money from one of Virginia’s only regulated monopolies.

Hope announced at his annual pancake breakfast Saturday (Jan. 5) that he’ll now stop accepting campaign cash from the electric utility, according to a video posted by the Democratic blog Blue Virginia. Hope has accepted $9,500 from Dominion since he was first elected back in 2009, but decided to stop doing so as he gears up to run for a sixth term in office this fall.

“I’ve heard from a lot of my constituents that the perception that you’re taking money is influencing your vote, whether it’s true or not,” Hope told attendees. “I can’t give enough speeches to convince my constituents that I’m voting not because they gave me a check, but because it’s the right thing to do. And I’m tired of making that speech over and over.”

Hope added that “every single Democrat that’s running for office should make that commitment” to refuse Dominion dollars, and many around the state already have.

Dominion has long been one of the top political donors in the whole state, yet politicians of both parties have increasingly argued that members of the General Assembly shouldn’t accept money from a company they’re charged with regulating — just last year, lawmakers oversaw an extensive rewrite of the state’s regulatory authority over electric utilities like Dominion.

The activist group Activate Virginia brought a focus to the issue during the last round of state elections in 2017, eliciting a pledge from dozens of Democrats running for the House of Delegates to refuse the company’s money.

Some of Arlington’s legislative delegation also followed suit, including Dels. Mark Levine (D-45th District), Alfonso Lopez (D-49th District) and Rip Sullivan (D-48th District). Lopez, like Hope, did previously accept Dominion contributions in the past, taking in about $4,500 since he was first elected in 2012.

The county’s three state senators, however, all still take thousands from Dominion. Sen. Janet Howell (D-32nd District) has accepted $50,000 from the company over the course of her long career, while Sen. Barbara Favola (D-31st District) has taken in $9,500 and Sen. Adam Ebbin (D-30th District) has pulled in $12,500. Local Democratic activist Nicole Merlene even recently launched a primary challenge against Favola, calling for a ban on contributions from state-regulated utilities as part of her campaign.

But Hope sees a sea change coming in Virginia politics on the issue. Attorney General Mark Herring became one of the most senior Democrats in the state to refuse Dominion cash when he announced he wouldn’t accept any of the company’s money as he ramps up a campaign for governor for the 2021 cycle, and Hope “wholeheartedly” endorsed the former Loudoun state senator’s nascent bid to succeed Gov. Ralph Northam.

“I’m going to take the same commitment he made because I don’t want him to be the only one there making it,” Hope said, with Herring in attendance.

Northam himself rolled out a series of campaign finance reform proposals today (Monday), officially announcing his support for a ban on all corporate campaign contributions. Unlike 2017 primary rival Tom Perriello, Northam accepted nearly $73,000 in contributions from Dominion over the course of the gubernatorial campaign, but he pledged to push a ban on corporate cash once he was elected.

However, unless Democrats win an uphill battle in convincing the Republicans controlling both chambers of the General Assembly to embrace such a change, Northam plans to continue accepting such donations for his political action committee.

“Until we’re able to do that, I will continue to operate in the existing landscape,” Northam told reporters.

As plans advance for the redevelopment of the American Legion post in Virginia Square, neighbors are raising a familiar question for developers in Arlington’s densest areas: what about parking?

The Arlington Partnership for Affordable Housing hopes to eventually buy the 1.3-acre property at 3445 Washington Blvd and transform the current home of American Legion Post 139 into a building with 160 affordable apartments. The nonprofit would set aside space on the ground floor of the development for a new Legion post, and it even plans to reserve half of its homes for veterans.

APAH has been working to make the project a reality since the American Legion agreed to these plans back in 2016, and the proposal is very nearly ready to earn some key county approvals — the county’s Site Plan Review Committee will scrutinize the project at a meeting for the third time tonight (Monday), and the group could soon advance the proposal to the Planning Commission.

But it seems the nonprofit has yet to allay the concerns of nervous Ballston and Virginia Square neighbors worried that the new development will bring more cars parking on their streets.

“We are concerned that given the number of 2- and 3-bedroom apartments planned, the expectation that families will live in them, and the fact that our neighborhood does not have access to walkable elementary or middle schools, it’s not feasible to assume residents without a car or that even one car per unit will be sufficient,” Cara Troup, the treasurer of the Ballston-Virginia Square Civic Association, wrote in a Dec. 7 email to county staff.

APAH plans to build a one-story underground garage with 96 parking spaces in total, and the developer does acknowledge that it’s providing less parking than the county’s zoning standards demand.

However, the nonprofit believes that the development’s proximity to public transit options should mean that most residents won’t rely on cars. A transportation study of the site commissioned by APAH points out that the property may not quite be along a Metro corridor, but does sit “directly across” from the busy Fairfax Drive and its nearby Virginia Square Metro station.

APAH also sought to reassure the SPRC that it generally restricts residents to one car per household and will offer them reduced rates on bikeshare memberships, according to notes from the committee’s Dec. 10 meeting.

The nonprofit plans to set aside 20 spaces to serve visitors and staff for the American Legion post specifically, so it doesn’t expect that the group’s new headquarters (set to include new space for a variety of support services for veterans) will put a strain on parking on the area. But neighbors remain convinced that there just isn’t enough room for the people who will live in the new building, perhaps prompting more cars to push for space in the neighborhoods behind the development on 13th and 14th Street N.

Many of the streets in area are already subject to parking restrictions under the county’s permit program. But zoned parking in the county only bars unauthorized cars from neighborhoods from 8 a.m. to 5 p.m. on weekdays — the program was originally designed as a way to bar commuters from D.C.-adjacent areas.

That’s prompted Troup to push for new parking restrictions running from 9 a.m. to 11 p.m. each day, in order to ensure that APAH’s new residents don’t simply drive their cars to work and then park them on nearby streets at night. She even envisions that change coming as a condition of the county approving the development.

County officials are currently eyeing changes to the residential parking program as part of a two-year study of its efficacy, likely making any such change an uphill battle. But, until that work wraps up later this year, neighbors are adamant that they want to see more parking required for developments like APAH’s new building.

“Arlington’s zoned parking regulations need to be updated to reflect these present day conditions to include restricted parking into the evenings and on weekends,” Lyon Village Citizens’ Association  President John Carten wrote in a letter to county planners. “It may be the case that lifestyles and transportation options today are such that the parking ratios for certain projects do not need to be what they were in the past. However, until county parking policies are updated to increase restricted parking hours beyond the outdated business hours approach, Lyon Village and similarly situated neighborhoods are being put in a very difficult position when [asked] to support projects with parking ratios lower than historical norms.”
