In the fair city of Washington D.C., we have a semi-quadrennial tradition. After we vote the bums out, the bums spend their last weeks in office working to enshrine their political program via last-minute regulatory and personnel actions. It’s not the most picturesque tradition, but it’s ours.

The Trump administration did exactly this with respect to immigration law and policy. It promulgated all sorts of regulations concerning asylum, student visas and the H-1B program: Asylum applicants would have to show “extreme and severe” harm, students would have to renew their visas frequently, and H-1B petitions would be cherry-picked for the highest-paying jobs.

The Biden administration — like Mr. Freeze, the most delightfully awful Batman villain of all time — has put all of these changes on ice with a memorandum entitled The Regulatory Freeze Memorandum. In short, it says that all of these midnight rules are being sent to the cooler.

Here is the actual text. In paraphrase, it says:

  • No new regulations may be sent for publication in the Federal Register until a Biden-appointed agency head says so.
  • Regulations sent to the Federal Register but not yet published in the Federal Register shall not be published until a Biden-appointed agency head says so.
  • Regulations sent to the Federal Register and published but with an effective date in the future will not become effective for at least 60 dates from Jan. 28, 2021.

What this means, in practice, is that recently proposed changes to the H-1B visa system, the asylum system and the immigration courts will be frozen until the Biden administration decides (probably) to withdraw them. All regulations, which were effective before Inauguration Day, will remain in force. It takes as much administrative paper-shuffling to repeal a regulation as it does to promulgate one, so the Trump administration’s approach to immigration questions will be with us for some time.

The Biden administration has announced, with great fanfare, that the Department of Justice will be ending contracts with private prisons. That’s all to the good, but we want our readers to notice the dog that isn’t barking: the Department of Homeland Security, which holds the lion’s share of private prison contracts, will be renewing its contracts with the very same contractors.

This past week, 54 properties were reported sold across Arlington County. That’s way up from last week’s 31 properties sold.

As of Jan. 31, there were 516 homes listed for sale in Arlington, according to Homesnap. This includes 363 condos, 122 detached homes and 31 townhomes.

“The median list price is $536,250 and the median sales price is $605,000,” Homesnap reports. “There have been 166 new listings in the last 4 weeks and 161 sales.”

Between January and October of 2020, consumers 65 and older spent on average $1,615 online, a 49% increase from the previous year, according to The Washington Post. National brands are taking note, expanding customer support, educating customers how to shop online, and making their platforms more accessible and intuitive to cater to baby boomers.

In developing programming to support small businesses dealing with the ongoing public health emergency, the BizLaunch team was mindful of the need for capital but that the amount available wouldn’t be very impactful to the majority of businesses. Meet Leo and Lenny, or “The Leonards” as I sometimes call them. These are my rambunctious kitten brothers who were born from the same litter. They are full of energy and curiosity and make working from home more fun — and sometimes more distracting. I adopted them from To The Rescue animal shelter in Springfield and brought them back to the city life of Ballston!

They are obsessed with peering out windows, wrestling, letting themselves into the kitchen cabinets and… water. Yes! Water. Anytime they hear the shower or sink, they run in excitement to observe or play in it. The boys love chasing each other around the apartment, then taking naps together. They are also the most food-motivated kittens I’ve ever met. They will come running anytime I open a pantry in the kitchen or am cooking.

They are as much rowdy as they are cuddly and make for the ‘purrfect’ company while being cooped up at home.

Question: How accurate are the County’s tax assessments when it comes to determining the market value of a home?

Answer: Arlington’s property tax rate will remain unchanged in 2021 at just over 1%, but many homeowners will pay more in property taxes because of higher assessed values from the County. For those with plans to sell in the near future, the rapid appreciation of Arlington real estate values is a good thing, but for those with no plans to sell, appreciation simply means a higher annual tax bill.

If you’re upset by recent increases in your home’s assessed value, just know that you’re most likely getting a significant break compared to your home’s actual market value. Homes that sold in 2020 sold for an average of 18.2% (14.9% median) more than their most recent assessed value by the County. Last year, the average difference was 14.2% and the year before it was just 7.6%.

If County assessments were representative of actual market values, the average Arlington homeowner would pay just over $1,100 more per year in property taxes. So don’t forget to send the Department of Real Estate Assessments a Christmas card this year for such generous valuations!

Only 5.9% of homes sold for less than their most recent assessed value. On the other end of the spectrum, 6% of homes sold for 38% or more over their most recent assessed value.

Let’s take a look at the data!

If you believe that the County’s assessment of your home’s value is too high, you have the right to appeal the assessed value, but that must be done by March 1. Here are the key steps in appealing your assessment:

Reminder: Your first appeal with the Department of Real Estate Assessments must be filed by March 1.

  • Step 1: Call 703-228-3920 for information on how your assessment was determined.
  • Step 2: File your appeal online here (first level).
  • Step 3: An assessor will visit your home and you can provide relevant info to make your case.
  • Step 4: If you’re not satisfied with the decision or have not received written notice by April 1, file your second appeal with the Board of Equalization online here (second level) by April 15.
  • Step 5: If you’re not satisfied with the decision, your final option for appeal is with the Circuit Court, which will likely require you to hire an attorney.

We live in a bubble in Arlington, but the bubble is expanding. Insane market conditions are stretching as far west as Ashburn, where properties are selling before hitting the market — for way above asking price. A recent example is a townhome listed by my brokerage that sold for 8% over list price without a single buyer stepping foot in the property. No contingencies — just a fast closing and much more for the seller than they were anticipating.

We saw 75 new listings come online this week in Arlington. Buyers worked hard to keep pace with sellers, ratifying 64 contracts, 27 of which were on homes listed just within the past seven days.

Arlington inventory went up a bit, we now have 388 properties available, up from 375 last week. Of those, 84 are single family homes, 29 are town houses/semi-detached and 275 are condos.

The average list price for currently available properties is $761,516 and the median is $510,000.
