A music-producing memorial tied to World War II received some fanfare this morning, as part of a restoration effort that began in 2019.

The towering Netherlands Carillon, located near the Marine Corps War Memorial and a short walk from Rosslyn, had its bells removed and shipped back to the Netherlands for restoration and tuning. The country gifted the memorial to the U.S. for its help during and after the war.

On Thursday morning, a new bell weighing over three tons was raised by a crane, in a ceremony that featured the U.S. and Dutch anthems as well as speakers including André Haspels, ambassador of the Kingdom of the Netherlands.

The hoisted George C. Marshall Bell is named after the former secretary of state who under President Harry Truman helped Western Europe rebuild with the Marshall Plan.

The bell, along with two other new bells, were cast in 2020 in the Netherlands.

The carillon was first installed in D.C. in West Potomac Park before being relocated next to the war memorial in Arlington in 1960.

The three new bells will make it a grand carillon — a term for the musical instruments that have more than 50 bells.

The other two bells will be added later, and the National Park Service expects the restoration to be complete by this fall. Those other bells are being named in honor of civil rights activist Martin Luther King Jr. and First Lady Eleanor Roosevelt.


(Updated at 12:20 p.m.) New renderings from the National Landing Business Improvement District explore what Route 1 would look like if it were surface-level.

These images of protected bike lanes, pedestrian refuges and prominent crosswalks are part of a campaign the BID launched this week touting the benefits of transforming the highway — which is elevated over 12th, 15th and 18th streets — into an at-grade urban boulevard.

People Before Cars” aims to advocate “for the implementation of best practices in urban street design and highway-to-boulevard conversions,” according to the BID.

The new campaign builds on “Reimagining Route 1,” a report it released last year envisioning the highway as a leafy, vibrant urban boulevard. Meanwhile, the Virginia Department of Transportation is wrapping up a study of how to improve the thoroughfare, which will likely involve making it surface-level.

“The improvement of Route 1 has been a huge priority for the collective community and was even featured in the historic negotiations that brought Amazon’s HQ2 to the area — further cementing its importance in the overall repositioning of National Landing,” said Jay Corbalis, Vice President of Public Affairs for JBG Smith, the largest property owner in the area.

More than half of Arlington residents surveyed by VDOT said Route 1 is not safe, easy or effective to use. About 45% of respondents said cyclists face dangers in the area and 64% want more protected bike lanes.

By 2040, conditions could be worse for drivers, who could experience heavy traffic at snail-like speeds during the morning rush hour, as the National Landing area and the region continues to grow, VDOT projects. Area employment by then is expected to double while the population is expected to grow nearly 50%.

The competing priorities of keeping traffic moving while making the corridor more attractive and safe is a tough balancing act for VDOT, and the BID is pushing a less car-centric approach.

The BID recommends shortening pedestrian crossings, narrowing vehicle travel lanes, dedicating spaces for all modes of transportation and automating traffic enforcement. It also suggests adding lush landscaping, public art and wider sidewalks. Growth does not necessarily equate to more traffic, the BID argues.

“As our area experiences an influx of new residents and workers in the coming years — a population that is anticipated to favor walking and biking as means of transit over cars — we must do all we can to ensure that Route 1 can safely and effectively serve the needs of our growing community,” said Tracy Sayegh Gabriel, President and Executive Director of the National Landing BID.

According to the campaign, traffic fell by 18% between 2000 and 2018, despite 67% population growth during that time. One-quarter of households in National Landing do not have cars, and the number of cars passing through National Landing dropped from 61,000 in 2005 to 47,000 in 2019, the BID says.

Still, JBG Smith and the BID have raised concerns that VDOT still views Route 1 as a highway where drivers are prioritized, the Washington Business Journal reported, after the department previewed a vision of Route 1 that included nine at-grade vehicle lanes at the intersection with 15th Street S.

That worry is shared by some others, who also question whether crossing the road at-grade is safer than the current underpasses.

A group of civic associations, known as Livability 22202, has recommended taking Route 1 below ground instead.

VDOT is slated to issue a new report on possible improvements this summer. A virtual public meeting will be held Wednesday, June 16 at 6:30 p.m.


Mike Cantwell is seeking an Arlington County Board seat.

Arlington’s elections office confirmed Wednesday morning that Cantwell indicated by email his intention to run but hadn’t yet filed paperwork.

Cantwell told ARLnow.com that he’s running as an independent.

A graduate of the U.S. Naval Academy, he’s held positions with the federal government and currently works for the National Geospatial-Intelligence Agency as a branch chief. He has two graduate degrees, including one from the U.S. Naval War College.

Cantwell said he wants to “end one-party rule” in Arlington, focus on core services, curb rapid urbanization, support small businesses by lowering taxes, and better fund the county auditor’s office.

He will face the Democratic nominee, either County Board incumbent Takis Karantonis or challenger Chanda Choun, as well as independent Audrey Clement, a frequent candidate for local office.

Democrats will choose their nominee through a June 8 primary. Arlington Republicans have until June 13 to nominate a candidate for the general election.

Cantwell and his wife have three children, ages 21, 19 and 16.

Among his numerous activities within the community, he’s the president of the Yorktown Civic Association and former board member of the Lee Highway Alliance that’s sought to revitalize the corridor to benefit businesses and neighborhoods.

Cantwell has been active with the nonprofit Arlington County Civic Federation, but resigned from his position on the federation’s board last month to pursue a run for County Board. He is also the vice president of FairVote Virginia, an organization seeking election reform, particularly with ranked-choice voting.

The five-person County Board, whose members serve four-year terms, currently consists entirely of Democrats. The last time an independent candidate won a seat there was John Vihstadt in 2014.

Karantonis secured a partial term to the seat in a July 2020 special election, following the death of former Board member Erik Gutshall.

Cantwell and the other three candidates are set to appear together via Zoom for the Arlington Chamber of Commerce’s annual County Board Candidate Forum this coming Tuesday, May 25.

(Updated 05/25 at 1 p.m.) The Arlington County Board voted 4-1 last night (Tuesday) to consider establishing a Civilian Review Board for the Arlington County Police Department.

Now the county will advertise a draft ordinance that, if approved in the summer, would outline the roles and responsibilities of this review board. Board member Takis Karantonis dissented.

“As we discuss and debate this ordinance over the next two months, we must both recognize that our community has an interest in additional accountability and transparency related to law enforcement and respect the diligent efforts of our public safety personnel,” said Matt de Ferranti, Chair of the Arlington County Board, in a statement.

What the civilian review board would look like was discussed by the Police Practices Work Group over the last year, which in February presented myriad ways to reform the police department. Some of the powers it suggested the board should have are included in the ordinance.

As written, Arlington’s civilian review board would be able to receive complaints about police conduct, review the police chief’s disciplinary decisions, as well as review finished police investigations, data, policies and the ACPD budget. It would also be able to recommend policy changes and conduct hearings and community outreach.

But it would not have the ability to independently and concurrently investigate officers, which the PPG recommends but County Manager Mark Schwartz does not.

Karantonis said last night the proposed ordinance is deficient in many ways, particularly because the authority to independently investigate a police officer is not baked in. He supported deferring the motion.

“Not a single person who testified for the advertisement of the ordinance as submitted,” he said. “In my inbox, I don’t see a single email in support.”

Fifteen PPG participants, community members and advocates told the County Board to defer action so the ordinance could be rewritten to allow for independent investigations.

“The Black and brown community is telling you that we need a civilian review board with teeth,” said community member Wilma Jones.

Minneapolis’s weak review board allowed Derek Chauvin to remain an officer despite multiple complaints of misconduct before he killed George Floyd, said Michelle Woolley, of Arlington for Justice. Meanwhile, the review board in St Louis, unable to investigate police shootings concurrently with police, had to wait more than five years to evaluate 21 shootings.

Public defender Brad Haywood said in a letter to the county that review-only models found in Virginia Beach and Fairfax are seen as “rubber stamps for police internal affairs.”

“The review bodies rarely recommend corrective action, and so far as I know they have never brought about proactive measures to address broader institutional problems, such as racial disparities in traffic enforcement or over-policing of misdemeanor conduct,” he said.

After the meeting, Julius D. Spain, Jr., the president of the Arlington branch of the NAACP, told ARLnow the board needs to revise the ordinance’s “admitted defects.”

“This current version of the CRB is not equitable and will not hold up in the long term to engender trust by our community in the public safety system,” he said. “The voices of communities of color need to be centered in this conversation.”

The public can provide direct feedback throughout June and at the July meeting. After the Board votes in July, assuming the ordinance is approved and not deferred, members of the review board would be appointed in the fall.

In a report, the county articulated many reasons not to include investigative powers.

Locals are going to have a new spot to cool off this summer.

A new 935-square-foot ice cream parlor is opening at Westpost, formerly known as Pentagon Row. It’s expected to open in a former restaurant space at 1201 S. Joyce Street “in late summer,” says a press release from Federal Realty Investment Trust, owner of the retail plaza.

The ice cream shop is opening next door to Bun’d Up and its pop-up Wild Tiger BBQ.

This is the shop’s first location, a spokesperson confirms to ARLnow. It is owned by local Rollin Amore, who spent a 35-year career in finance before retiring. While in Europe and Asia for work, Amore often tried local desserts, per the press release.

“When he returned home, he would re-create the unique, flavorful desserts for his daughters, Mimi and Alexandra, to whom he is dedicating the store,” the release said.

The shop will feature 42 flavors of ice cream, including mango, sweet Thai basil, and matcha. There will also be classic flavors like vanilla and chocolate. Ice cream will be “made in the store from locally sourced ingredients.”

“I have been cooking and creating desserts since I was seven years old and I am excited to make this hobby my job,” Amore said in a statement. “Americans love ice cream, and I plan to have dozens of unique ice cream flavors for our patrons. I look forward to opening Mimi’s in the growing National Landing neighborhood.”

When asked about why he choose Arlington, Amore said it’s because the area has lots of ice cream fans.

“Westpost is a vibrant neighborhood with a great mix of tenants,” Amore tells ARLnow. “Mimi’s is located in the heart of the greatest community of ice cream lovers west of the Mississippi!”

The shop’s arrival is the latest in a flurry of openings and closings at Westpost, and at the space used by Mimi’s in particular.

Smallcakes opened in 2018 and then moved to Del Ray. In the summer of 2019, a pizza place opened only for it to close within six months. An all-natural gelato shop replaced it, opening in December of that year. That shop closed in March 2021, changing its name and moving exclusively online. At that same address, a pop-up restaurant called Gorilla Taco opened in 2018 and then closed later that year.

Elsewhere at Westpost, recent openings include Origin Coffee Lab and Kitchen, Napoli Salumeria, and Mattie and Eddie’s Irish Bar and Restaurant. Lucky Danger from Northern Virginia native Tim Ma is expected to open soon, Nighthawk Pizza should open later this year, and Baltimore-based Banditos Bar & Kitchen is set to open in early 2022.

A fire station project in Arlington is getting an additional $2.88 million to add environmental-friendly upgrades and more.

The County Board approved the budget increase Saturday, bringing the total project cost — including contingencies — to $27.92 million. It covers the new Fire Station No. 8 at 4845 Lee Highway, in the Hall’s Hill area, and a temporary facility to allow firefighting operations to continue during construction.

“The new total project budget is $27.92 million which includes: $19.98 million in hard construction costs; $1.21 million for furniture, fixtures and equipment (FF&E); $3.26M in soft costs (design and construction administration fees, County staff time, and permits and inspections); $2.51 million in land acquisitions, and $0.96 million for contingencies,” notes a county staff report.

The fire station will be the first county building to have a “green” (vegetated) roof and solar power, thanks to panels atop the building.

The budget increase approved by the Board covers the solar panels for the 20,522 square-foot facility, placing utilities underground in front of the station along Lee Highway, and other additions, Arlington Dept. of Environmental Services spokesman Peter Golkin said in an email.

The additional cost will be covered by a 2020 bond premium, the county said.

To rein in costs, a value engineering process found savings to the tune of $1.43 million, according to the county. A Public Facilities Review Committee meeting in November detailed those changes, which included reducing the amount of glass used and other adjustments.

Golkin said groundbreaking on the new facility is slated for this fall after the temporary facility is complete.

(Updated on 10/21/21) Construction on the final phase of a long-awaited residential redevelopment in Clarendon could begin in the fall if the county approves new changes from the developer.

Five-and-a-half years ago, the Arlington County Board approved a three-building mixed-use development called Clarendon West from Arlington-based developer Shooshan Company. It will replace the old Red Top Cab headquarters and dispatch center, and two small commercial buildings.

The developer tells ARLnow there is a timeline for construction for what Shooshan calls “Building 1,” the second phase of the project. Shooshan and co-owner Trammell Crow Residential completed the first phase — the second and third buildings with a total of 333 units — in the spring, and the pair of buildings were sold in July. (An earlier version of this article incorrectly flipped the order of the two phases.)

“We expect to start construction this fall and anticipate the project to deliver in 2023,” CEO Kelly Shooshan said.

The timing emerged after the County Board approved public hearings that could allow Shooshan to change the appearance of the last of the three apartment buildings. The Planning Commission and the County Board are slated to hold the hearings during their respective meetings in June.

Shooshan’s revised building is shorter but it now exceeds tapering requirements for the Clarendon Revitalization District, according to a county report. The developer is requesting the map of the area be modified to fit the new specifications of the building.

The approved building height was set to start at 55 feet, stepping up to 75 feet and ending at 103 feet. Now, Shooshan is proposing a maximum height of 94 feet with a step down to 74 feet and then 55 feet. The length of the two steps has also been adjusted.

“These proposed changes create more gradual height transitions with the surrounding neighborhood and do not increase the total gross floor area” of one of the buildings, the report said. “Staff generally supports the proposed reduction in height and modified taper.”

The changes will also result in more units being added to the building, according to a staff memo. Filings indicate the number of units would increase from 247 to 269, DC Urban Turf previously reported.

When asked why the company is making the changes, Shooshan said “we are simply adjusting the height as part of our design development now that we are focused on the final phase of the Clarendon West project.”

Members of the Long Range Planning Committee expressed support for the proposed amendment, according to another report.

Shooshan also returned to the County Board in 2018 to request a decrease to the proposed parking ratio. At the time, the Lyon Village Civic Association expressed concern about how spillover parking would be mitigated.

The May report summarizing the Long Range Planning Committee meeting indicates the civic association maintains those concerns.

(Updated at noon) For the second time since March 2020, no new coronavirus cases were reported in Arlington County over the past 24 hours.

The county’s cumulative case count remained at 15,272 this morning, according to Virginia Dept. of Health data. The last time there were zero new cases in a given day was in July 2020, during last summer’s lull.

The seven-day trailing total of new cases in Arlington dropped to 33 today, another new low point since the outset of the pandemic.

Arlington’s neighbor to the south, the City of Alexandria, also had no new reported cases today, according to VDH.

In another positive sign, the test positivity rate in Arlington has been falling rapidly. The seven-day moving average reached 1.5% today, down from nearly 5% on April 1.

Across the river yesterday, D.C. joined Virginia and Maryland in following Centers for Disease Control guidance and dropping its mask mandate for those who are fully vaccinated.

The updated mask rules in Virginia, per a summary from Arlington County, are as follows.

On Friday, May 14, Governor Northam announced the following, based on the recent CDC recommendation; increasing vaccination rates among Virginians; and dramatically declining COVID-19 cases, hospitalizations, and positive tests:

  • Masks are no longer required for fully vaccinated individuals in most indoor settings (see Executive Order 72 for exceptions).
  • Anyone who is not yet vaccinated is strongly encouraged to wear masks in all settings.
  • Employees who work in certain business sectors–including restaurants, retail, fitness, personal care, and entertainment–must continue to wear masks unless fully vaccinated, consistent with CDC guidelines.
  • Masks continue to be required in K-12 settings, given low rates of vaccination among children.
  • Businesses retain the ability to require masks in their establishments if they choose to.
  • Other exceptions include public transit, health care facilities, and congregate settings.
