Courthouse-based Storyblocks, an online platform for stock video footage, has released new video content meant to close the diversity gap in media and advertising.

The company, at 1515 N. Courthouse Road, trained eight creators to make video collections specifically depicting people of color and members of the LGBT communities doing everyday activities. These reels are part of a campaign, Re: Stock, which was launched to address the need for videos of people with different racial identities, sizes, abilities and sexual orientations.

“Sourcing from authentic places will lead to authentic footage and authentic representation,” said Sydney Carlton, Director of Brand Marketing at Storyblocks.

The first batch of videos were released starting in mid-October. Although the pandemic delayed the launch from this spring Storyblocks aims to double its diverse content by the end of 2021 and quadruple it by the end of 2022.

The push comes after years of feedback from clients asking for more diverse footage, since existing footage tends to skew towards white subjects and straight couples.

“We were receiving hundreds and hundreds of comments for more people of color and more same-sex couples,” Carlton said. “It really ran the gamut, but it was loud and a lot.”

A recent company survey found that 72% of users — who include independent filmmakers, advertisers and journalists — said diverse content is important for their projects, but people of color are represented in just 5% of Storyblocks’ current digital library.

“You can only find happy white women eating salads,” Carlton said.

The problem is primarily due to location and access, since most stock video contributors hail from Eastern Europe, where creators do not have the same access to a diverse array of subjects, she said.

The first collections were produced by Monica Singleton and Samson Binutu. They focused on Black families educating their children, Black teens and adults in romantic relationships, family dinners at home and Black women enjoying the outdoors.

“These are things people do every single day,” Carlton said. “That’s the power of the campaign.”

In a statement, Singleton said her personal experience searching footage libraries made her excited to join the project.

“In the past when I’ve looked for certain stock footage or music, it’s been really hard to find representation for people that look like me,” Singleton said.

Future Storyblocks projects will focus on people with from other racial identities, and with a range of body shapes and sizes as well as abilities. Going deeper, Carlton said the goal of Re: Stock is invert stereotypes of who plays board games, does homework with their kids, and lives together.

“That’s where you instill a sense of humanity in people,” she said.

The company has thrived during the pandemic and was acquired by a private-equity firm in Boston this summer.


From themed attractions to hydroponic farms, locals have dreamed up novel ways to revitalize Crystal City Shops (1750 Crystal Dr), an underground mall.

The shops, which rely largely on foot traffic from Crystal City office workers, have been struggling during the pandemic. But with Amazon’s arrival spurring new development, some local groups have been brainstorming a new future for the half-mile corridor.

Last week, the best ideas were proclaimed winners of the “Underground Challenge,” developed by Livability 22202, a group that includes the Arlington Ridge, Aurora Highlands and Crystal City civic associations.

“The Underground Challenge was organized to spur creative thinking about the Crystal City Underground and its future with the change and new development now happening in Crystal City and National Landing,” said Livability 22202’s press release. The group said that subterranean shops are “much loved by local residents.”

The challenge was sponsored by JBG Smith, which owns the shopping center, and the National Landing Business Improvement District, which serves the Crystal City, Pentagon City and Potomac Yard neighborhoods. The three groups founded a working group to liven up the sparse hallways.

People submitted creative writing pieces, videos or business plans to revitalize the buildings, corridors and plazas that were built a half-century ago.

“Entrants celebrated their fondness for the underground, pointed out its quirks and features, and proposed new ideas for its future,” said the press release.

These ideas included libraries, museums, urban farms or spaces for kid-friendly STEM activities.

Patricia Heath’s “Underground Energy” won first place in the “Write Underground” category:

“There are myriad issues to be addressed, and I don’t have all the answers (and likely don’t know all the challenges),” Heath wrote. “What I do know is this: the Water Park may be the outdoor personification of our Crystal City urban village, but the Underground is its beating heart and circulatory system, literally and figuratively.”

Runners-up in the creative writing category included Neena Gupta’s “In Search of a Protagonist” and Matthew Mercado’s “Dr. Mercado’s Diagnosis.”

Kari Klaus won the video category with a vision of a Las Vegas-inspired Underground.

Videos from the runners-up Emma Benson and Eric Cassell offered “fond — and satirical — commentary on the existing Underground experience.”

Business plan category winner Matt McKinstry suggested the “Under Grange,” a network of indoor hydroponic farms and agri-tech startups that grow vegetables, greens and herbs, and support cheesemaking and beekeeping, to supply local restaurants.

Runners-up included Michael Hong, who suggested a Museum of Science Fiction and venues for live music, and John Chapin, who imagined security-related businesses settling into the Underground.

“The community’s robust level of engagement in the ‘Underground Challenge’ truly reflects their passion for great places and appetite for continuous reinvention,” said Tracy Sayegh Gabriel, the president and executive director of the National Landing BID, in a statement. “National Landing is fortunate to have such a committed community of residents focused on positive efforts that will improve the neighborhood for all.”

The contest’s judges included Robert Siegel, former co-host of National Public Radio’s All Things Considered; Arlington videographer Eric Courtney; and Arlington authors Rick Hodges and Kim O’Connell.

Livability 22202 said it plans to share ideas from the Challenge in future discussions about the underground.


(Updated at 3:25 p.m.) Arlington County has just recorded the highest seven-day total of new coronavirus cases since the start of the pandemic.

New data from the Virginia Dept. of Health brings the county’s seven-day total to 320 cases, topping the previous peak of 316, at the height of the spring epidemic on May 3. The 320 total cases represents a seven-day trailing average of just under 46 cases per day.

Arlington’s test positivity rate, a key metric, is also soaring, reaching 6.8% today, the highest point since early June.

Two new COVID-related deaths and three new hospitalizations have been reported since Friday. The seven-day hospitalization total in Arlington currently stands at 15.

VDH also reported the highest one-day spike in new cases in Arlington today — 82 new cases — but that comes with an asterisk. The state health department says numbers were higher today because its systems were catching up from a backlog over the weekend caused by technical upgrades. Despite the backlog, VDH reported 50 local cases on Saturday and 57 cases on Sunday.

Virginia, like Arlington, also reached a new seven-day case record today. The Commonwealth’s seven-day trailing average of new daily cases is now 1,594. Statewide, the test positivity rate is 7.3%.

Across the Potomac, the District of Columbia also reached a seven-day case record on Sunday. The District imposed new travel restrictions last week.

Virginia Gov. Ralph Northam announced new restrictions on Friday, which took effect this morning. Those restrictions include slashing the maximum size of indoor and outdoor gatherings to 25, reducing the age for the state’s mask requirement to 5, and a 10 p.m. alcohol sales curfew at all dining and drinking establishments. The Commonwealth also plans to step up enforcement.

Ryan Hudson, spokesman for Arlington County’s Public Health Division, said in a statement Monday afternoon that residents should continue wearing masks but should also “stay home as often as possible.”

Unfortunately, Arlington County is indeed seeing a rise in cases, much like Virginia and the rest of the country. As our recent contact tracing data shows, 33% of Arlington’s cases have reported contact with a known case and 17% reported going to a gathering. An increase in people gathering together allows for germ spread, which makes it easier for COVID-19 cases to rise. We know you are likely fatigued by the pandemic and restrictions. But we also know that these mitigation efforts work: Avoid large gatherings, wash your hands, wear a face mask and maintain proper physical distance. Now is not the time to get complacent.

We’re imploring all Arlingtonians to continue to abide by the public health guidance to help us flatten the curve again:

  • Stay home as often as possible, but especially when you are sick
  • Wear a face covering when interacting with those outside of your household. This protects others, and it also protects you
  • Get your flu shot
  • Get tested for COVID-19 as needed; Arlington has resources for testing in all groups, including underinsured and uninsured
  • Cooperate with public health by answering the call to help with contact tracing
  • Adhere to the guidance of a 14-day quarantine if instructed to do so (remember: a negative test does NOT mean you can end quarantine early)

Despite the backdrop of rising cases locally and nationwide, there is a light at the end of the tunnel. Today pharmaceutical company Moderna announced that preliminary trial data shows that its coronavirus vaccine is nearly 95% effective. That tops the 90% efficacy of the Pfizer vaccine, announced last week.

Virginia is getting several new coronavirus-related restrictions after the weekend, as the upward trajectory of new cases and hospitalizations continues.

Gov. Ralph Northam made the announcement Friday afternoon.

“COVID-19 is surging across the country, and while cases are not rising in Virginia as rapidly as in some other states, I do not intend to wait until they are,” Northam said. “We are acting now to prevent this health crisis from getting worse.”

“Everyone is tired of this pandemic and restrictions on our lives. I’m tired, and I know you are tired too. But as we saw earlier this year, these mitigation measures work. I am confident that we can come together as one Commonwealth to get this virus under control and save lives.”

The restrictions, detailed below, include slashing the maximum size of indoor and outdoor gatherings, reducing the age for the state’s mask requirement, and a 10 p.m. alcohol sales curfew at all restaurants and other dining and drinking establishments. The Commonwealth also plans to step up enforcement.

The new restrictions will take effect on Monday.

The rate of new COVID-19 cases continues to rise across the state. Hospitalizations also spiked by nearly 25% over the past week, InsideNova reported.

In Arlington, the average daily rate of new cases ticked down Friday, after reaching the highest point since the spring epidemic on Thursday. The seven-day rate of new COVID-related hospitalizations, however, rose to 15 on Friday, after 6 new hospitalizations were reported overnight.

On Saturday, the County Board is scheduled to review an agreement with the City of Alexandria to build a connector trail near Four Mile Run and Route 1, in the Potomac Yard area.

“The Connector Trail will connect a trail to be constructed by Arlington County from Richmond Highway in Arlington County to a portion of the Four Mile Run Trail located in the City of Alexandria,” says a county staff report.

The new trail and the connecting trail are part of a development plan for Short Bridge Park. The waterfront park, adjacent to several bridges over Four Mile Run, is part of both Arlington County and the City of Alexandria.

“The first phase of development of Short Bridge Park involves the construction of the New Trail leading from Richmond Highway across a parcel currently owned by Arlington Potomac Yard Community Association and on which the County Board has a public access easement,” the staff report said.

The board will have three years to construct these paths.

“The County shall be responsible for maintenance, repair and replacement of the connector trail and the removal of trash and debris during the term of the agreement,” the report said.

Short Bridge Park was created through a site plan that the County Board approved in 2000. A master plan for the park, including a name change from the informal moniker “South Park,” was hashed out in 2018 after “extensive community engagement.”


Developer JBG Smith is advancing plans to turn a grassy plot of land it owns in northern Crystal City into a new office building.

The project at 101 12th Street S. is one of the projects added to the company’s extensive development pipeline in the area following the arrival of Amazon’s HQ2. The County Board is slated to review the proposed development this Saturday.

“The project, known as ‘Crystal Gateway,’ includes a 109-foot tall (nine-story) office building with 234,427 square feet of office space and 5,195 square feet of ground floor retail,” a county staff report says.

Proposed community benefits from JBG, as part of the project, include achieving LEED Gold certification, constructing a new connector street, and contributing land and money for a new “Gateway Park” to the east of the site. Other environmental features include bird-friendly glass, since the building would be near a wildlife preserve, and a vegetated roof.

For the park, JBG will contribute about 70,000 square feet of land and $300,000 in funding for the initial park design.

“The Sector Plan envisions this open space to be approximately 54,500 square feet and is anticipated to tie into the existing esplanade path for Long Bridge Park,” the county staff report says. “The vision for this park is to include neighborhood serving recreational facilities such as tennis or volleyball courts, a playground, benches, and picnic tables. The exact design and planning for Gateway Park will be done through a County-led planning process.”

The project surprised those who were familiar with the Crystal City Sector Plan, which has for years kept the property on which the office building will sit as a green space, said William Ross, chairman of the Park and Recreation Commission.

“This apparent shift in design purpose was not anticipated, given the engagement promotions,” he wrote in a letter to Board Chair Libby Garvey. “But it is not a crisis either.”

Rather, he continued, it creates “an opportunity and an obligation to the community that the small open area between the structure and the public pathway be designed as a natural gateway, providing the transition and place identity that is important to all.”

Members of the Transportation Commission unanimously supported the development, wrote Chairman Chris Slatt. They support the new S. Ball Street connector road, between 10th and 12th streets, because the area lacks access options for emergency vehicles, but have asked staff to design a driveway apron or similar feature to deter drivers looking for a shortcut.

In a Planning Commission meeting on Nov. 4, however, two speakers denounced the connector road and predicted it would become a a dangerous cut-through regardless.

“If the commission lived in the community, they would see how cars speed down Long Bridge Drive,” Annemarie Spadafore said. “People will be killed, and the blood will be on the commission’s hands.”

Speaking on behalf of the Crystal City Civic Association, Carol Fuller said the new S. Ball Street — which is called for in the sector plan — will not benefit the community.

“First, the community has never wanted this connection,” she said. “Second, commuters will use this extension to cut through to I-395… Exiting at this intersection is hazardous and the proposed extension will make it worse.”

Staff is recommending that the County Board approve a rezoning, a site plan and other actions required for the project to proceed.


On Saturday, the Arlington County Board is slated to award a contract to construct a playground in Rosslyn.

Construction on the Rosslyn Highlands Park Playground will begin when construction on the new Queens Court Residences affordable housing development (1801 N. Quinn Street) nears completion, in early 2021, according to the project page. The playground could open near the end of 2021.

The playground and the new Rosslyn Highlands Park are part of a flurry of construction activity in western Rosslyn, including the Queens Court redevelopment, the massive Highlands residential project (which will include a new fire station), and the new H-B Woodlawn school building, known as The Heights.

A concept for the 9,000 square-foot playground at 1615 18th Street N. was approved by the County Board last year. Bids were submitted in October 2020, and county staff recommend awarding the contract to the Donohoe Companies, one of 11 bidders.

The overall budget for this project is $1.56 million. Donahoe bid $1.33 million to build the project, the county is tacking on $133,000 in contingency, and the Queens Court developer — the Arlington Partnership for Affordable Housing — is chipping in $125,000.

“The new playground will include separate play areas with age-appropriate play equipment for pre-school and grade-school age children as well as extensive seating, native planting and bioretention stormwater management planters,” the report said. In addition to standard playground equipment, there will be a prominent climbing tower in the center.

After additional community engagement in 2018, more swings and seating were added to the plan.

The 9,000-square foot playground will be located within the Queens Court property. The 12-story apartment building, with 249 committed affordable housing units, was approved in February 2017.

Rosslyn Highlands Park Playground is part of the Rosslyn Highlands Park+ open space plan, which the County Board adopted in September of 2016.

Perhaps the pen is not mightier than the sword, after all.

A man who tried to rob a local store by passing a note to a clerk yesterday left empty-handed, according to Arlington County police.

The incident happened shortly after 1 p.m. on the 2100 block of 15th Street N., in Courthouse. That’s the same block as the CVS Pharmacy adjacent to the Metro station entrance.

Police say a man passed a threatening note to a store clerk, demanding cash, but “the employee declined.” The man then snatched the note back and ran off, according to a crime report.

ACPD is investigating whether the crime may be connected to three similar note-passing robberies and robbery attempts in September and October.

“Based on similarities with the other reported incidents, detectives from the Homicide/Robbery Unit are investigating this as a possible additional case in the series,” police spokeswoman Ashley Savage tells ARLnow.

ATTEMPTED ROBBERY, 2020-11110082, 2100 block of 15th Street N. At approximately 1:19 p.m. on November 11, police were dispatched to the report of an attempted robbery. Upon arrival, it was determined that at approximately 1:09 p.m., the suspect approached an employee at the counter and passed them a note demanding cash and threatening them. The employee declined to provide cash and the suspect took the note and fled prior to police arrival. The suspect is described as a middle aged Black male, approximately 5’10”-6’0″, with a slim build, wearing a yellow jacket with the hood up, a dark colored baseball cap, a dark colored shirt, dark blue jeans, tan shoes and a tan backpack. The investigation is ongoing.


A smaller-format grocery store is now part of the plan for the redevelopment of the Westmont Shopping Center.

The strip mall, at the busy corner of Columbia Pike and S. Glebe Road, is set to be torn down and replaced with a six-story mixed use building with 250 housing units and 22,500 square feet of retail space. The redevelopment plan was approved by the County Board last fall.

The project’s developer is coming back to the Board this weekend to request modifications that would allow a grocery store to occupy the retail space.

The use permit allows the construction of a six-story structure containing 250 multi-family residential units, approximately 22,500 square feet of retail, and two levels of structured parking. The Applicant is pursuing a grocery store tenant to occupy the ground floor tenant space of the building, and these amendments are necessary to accommodate the grocer’s delivery trucks. The grocery store’s delivery model requires the use of large, 53-foot delivery trucks, which requires the alley’s egress and proposed public access easement area to be widened east of S. Glebe Road and results in an undergrounding of the existing at-grade transformers. The proposed underground utility vault and ventilation grates will encroach into the proposed widened public access easement.

Given the smaller size of the retail space, one could expect a grocery store more along the lines of a Trader Joe’s, as opposed to a full-service supermarket.

The new grocery store would be located between the Giant at Penrose Square and the new Harris Teeter at the Centro development (Columbia Pike and S. George Mason Drive).

County staff is recommending the Board approve the requested changes. The staff report does not specify when work on the project is expected to begin.
