Democrats across Virginia have been shocked by yet another scandal today (Wednesday), after Attorney General Mark Herring admitted that he also once donned blackface at a college party.

Herring called a sudden gathering with the General Assembly’s Legislative Black Caucus this morning to deliver the news, then released a statement to that effect shortly afterward. Herring said he dressed up in a wig “and brown makeup” in order to imitate a rap artist when he was in college, explaining it was due to a “callous and inexcusable lack of awareness and insensitivity to the pain my behavior could inflict on others.”

“It was really a minimization of both people of color, and a minimization of a horrific history I knew well even then,” Herring wrote. “That I have contributed to the pain Virginians have felt this week is the greatest shame I have ever felt.”

His admission comes as politicians of both parties continue to press Gov. Ralph Northam to resign for similar reasons, after the discovery that a racist photo appeared on the governor’s medical school yearbook page and Northam’s subsequent admission that he once wore blackface rocked the state capitol. The man in line to replace Northam should he step down, Lt. Gov. Justin Fairfax, has become mired in scandal as well since then, as a woman has come forward to accuse Fairfax of sexually assaulting her in 2004.

The attorney general’s disclosure leaves the state’s top three elected officials in limbo — should all three resign, Republican House Speaker Kirk Cox would be in line to become governor.

Herring said in his statement that he would have “honest conversations and discussions” about whether he’d seek to stay in office, as both Northam and Fairfax have so far sought to do. Herring joined virtually all of the state’s Democrats in calling on Northam to resign soon after the discovery of his yearbook page, but other Democrats have yet to demand that the state’s top lawyer step down with the same speed that they called for Northam’s job.

Democratic Sens. Mark Warner and Tim Kaine expressed shock and surprise at the revelation when reporters questioned them about it this afternoon.

Other state lawmakers have yet to comment on Herring’s admission, including Arlington’s delegation or local Democratic committee.

The news could also torpedo Herring’s nascent campaign for governor — he’d already announced plans to run for the top spot in Virginia politics in 2021, and earned the early endorsement of local Del. Patrick Hope (D-47th District) a few weeks ago. Hope did not immediately respond to a request for comment on Herring’s admission.


A man was arrested in Shirlington over the weekend after allegedly masturbating in public.

Police were called to the 4200 block of Campbell Avenue on Saturday afternoon for a report of a “male suspect allegedly touching himself inappropriately.” Officers arrived on scene and “observed the suspect continue to touch himself inappropriately.”

Early Monday morning, a woman was arrested on I-66 for DUI. She then, according to police, proceeded to kick the windows of a police cruiser, attempted to spit on an officer, bit an officer’s finger, and “continued to be non-compliant and combative.”

Embattled Gov. Ralph Northam has signed a bill to send up to $750 million in incentive cash to Amazon, quietly sealing the oft-discussed deal to bring a new headquarters to Arlington.

Northam put pen to paper on the legislation last night, a day before it was set to become law without his signature. An identical companion bill is still pending in the state Senate, but Northam’s approval and the General Assembly’s overwhelming support of both pieces of legislation likely means its passage is a mere formality.

Unlike the massive media circus Northam convened to herald Amazon’s selection of Crystal City and Pentagon City for a massive new headquarters, the governor signed the incentives bill without so much as a press release. The governor is currently facing relentless calls to resign, after the revelation that a racist photo appeared on his medical school yearbook page and his subsequent admission that he once wore blackface during a dance competition.

But even that scandal was not enough to derail the completion of the Amazon deal, which Northam and his staffers took the lead in negotiating alongside a small group of state lawmakers.

“This is an investment in the growth of Virginia,” Amazon spokeswoman Jill Kerr wrote in a statement. “It will help diversify the economy and serve as a catalyst for drawing in other businesses and sought-after jobs. We believe the establishment of our headquarters in Virginia and 25,000 new, high-paying jobs, is a benefit to the entire commonwealth, and we are excited for what the future holds.”

Under the terms of the deal, state officials will send the tech giant $550 million in grant money to defray the company’s tax burden, so long as Amazon comes through on its promise to bring those 25,000 jobs to Arlington between now and 2030. Amazon could earn another $200 million if it adds another 12,850 jobs at the new headquarters through 2034, but it’s not committed to doing so.

The legislation just approved by Northam may be the single largest piece of the county’s offer to Amazon, but it’s far from the only sweetener state officials dangled to attract the company.

Two transportation projects promised as part of the deal — a second entrance for the Crystal City Metro station and an expansion of the Crystal City-Potomac Yard bus rapid transit system to Pentagon City — recently won tens of millions in state funds, though three remaining transportation improvements still need to find funding.

Officials also agreed to invest $800 million over the next 20 years to help state universities hand out 25,000 degrees in high-tech fields, in a bid to provide a “tech talent pipeline” that could fuel Amazon’s new headquarters. A Senate bill establishing the program passed that chamber unanimously yesterday (Tuesday), while an identical companion in the House of Delegates also passed that body on a 92-5 vote.

Finally, Arlington officials need to sign off on their own incentive deal with the company, designed to send about $23 million to Amazon over the next 15 years. The money will be drawn from an increase in hotel tax revenues expected to be driven by Amazon’s arrival.

The County Board had long planned to consider the issue at the end of the month, but has since backed off that timeline in favor of examining the deal no earlier than mid-March.


New legislation working its way through the General Assembly could set new state standards around dockless scooters and e-bikes, giving localities like Arlington full authority to ban the vehicles on sidewalks and regulate where they’re parked.

A bill from Del. Todd Pillion (R-4th District) unanimously cleared the House of Delegates Monday (Feb. 4), setting the stage for state lawmakers to pass their first regulations governing the devices since they began popping up in Arlington and other urban communities around the state last summer.

The legislation shouldn’t change much about the county’s current dockless vehicle pilot program, which the County Board created last fall to set new standards guiding the use of the suddenly ubiquitous scooters. But the bill would codify into state law many of the regulations the county has already created as part of the program.

Perhaps most notably, the legislation would allow people to ride scooters and e-bikes on sidewalks, unless a local ordinance specifically bans the practice. The county has barred scooters from both sidewalks and trails as part of the pilot, and this bill would allow Arlington to take the next step and pass its own law doing so once the program wraps up.

“Under this, we can have the ability to adopt an ordinance that takes care of all of our specific issues,” said Pat Carroll, the county’s main lobbyist in Richmond, during a Jan. 29 House committee hearing on the bill.

The legislation also bars scooter and e-bike riders from parking the vehicles “in a manner that impedes the normal movement of pedestrian or other traffic or 456 where such parking is prohibited by official traffic control devices,” another key headache for county officials. Arlington staff have set up some “scooter corrals” around Metro stations to encourage the orderly parking of the devices, but otherwise don’t have the ability to enforce where the vehicles are parked beyond bringing complaints to each company individually.

The legislation also caps all scooters at a top speed of 20 miles per hour — Arlington currently mandates a speed cap of 10 miles per hour, which initially irked some owners of the vehicles who’d hoped to use a 15-miles-per-hour cap instead.

Finally, the bill gives other localities until Jan. 1, 2020 to set up their own pilot programs for the dockless devices — once that date passes, companies will be able to deploy the scooters and bikes without abiding by any sort of pilot, much as Bird did when it dropped its scooters in Arlington back in June.

In general, the scooter companies seemed broadly pleased with the legislation. Lobbyists for several dockless vehicle companies spoke in support of it at the Jan. 29 committee hearing, and the firms were certainly well represented in Richmond — state records show that Bird has hired five lobbyists on its behalf, while Lime has three, Lyft has two and Uber (which owns Jump scooters) has six.

“We know for a lot of folks it’s a complicated issue around a new and emerging technology and we look forward to continuing to work with all legislators and stakeholders,” said Ryan O’Toole, a lobbyist representing Lime.

The legislation now heads to the state Senate, where lawmakers have until the end of session on Feb. 23 to take action on the bill.

Should it clear that hurdle and head to the governor’s desk, it’s anyone’s guess who will be waiting to sign it — Gov. Ralph Northam is still facing an overwhelming chorus of voices calling on him to resign over revelations that a racist photo appeared on his medical school yearbook page, while new allegations of sexual assault against Lt. Gov. Justin Fairfax complicate any designs he might have on the governorship.

Update at 5:05 p.m. — Dominion has confirmed to authorities that the loud boom was caused by a malfunctioning underground transformer. Due to redundancies in Rosslyn’s electrical system, power has been restored to buildings affected by the outage, according to scanner traffic. Road closures are expected to be lifted soon.

Earlier: Arlington County Police have closed N. Lynn Street in Rosslyn to traffic and pedestrians after an explosion was heard in the area.

Initial reports suggest the explosion might be electrical in nature. 911 callers reported hearing a very loud boom, then seeing smoke and dislodged manhole covers near the Cosi restaurant at the corner of Lynn and 19th streets.

A Dominion power outage map reports an outage in the Rosslyn area. Officers escorted Dominion’s vehicles through Arlington to the scene to hasten their response. As of 5 p.m., police were still awaiting the assessment of Dominion crews before reopening the roadway.

Additional firefighters were sent to Rosslyn after the initial dispatch for reports of stuck elevators and smoke coming from the top of a building, both of which are likely related to the power outage.

No injuries have been reported, a police spokeswoman said. Metro said the explosion was not related to Metrorail service, though Metrobus service is affected by the road closure.

Drivers should expect major traffic impacts in the area with much of Rosslyn’s main outbound thoroughfare closed during the evening rush hour.


Nawal Rajeh was doing some housework and listening to an audiobook in the moments before her life turned upside down.

Rajeh’s home, a small duplex on N. Garfield Street in Lyon Park, caught fire back on Jan. 3, forcing her to jump from her second-story apartment to evade the blaze.

She was left in tattered clothes, sitting on the street in the harsh cold. But Rajeh was soon moved by the kindness of her neighbors, who rushed to her aid to give her clothes and comfort while first responders arrived, even though they’d never met.

Now, about a month later, she’s hoping to thank them for their generosity, in part by sharing her story from that harrowing day.

“It was just shocking the way people jumped in and helped in an emergency like that,” Rajeh told ARLnow. “I’m really glad I lived in that neighborhood.”

Rajeh moved into the apartment just last September, as she pursues a doctorate in conflict resolution at George Mason University’s Virginia Square campus.

She had just returned home from visiting family in Ohio for the holidays the night before the fire broke out, and only just started her day with some house cleaning when she says heard “a loud crashing sound coming from the basement.”

At first, Rajeh didn’t think much of the noise. But she grew increasingly concerned when she heard her downstairs neighbor’s dog, named Bling, begin barking.

“He’s such a quiet dog normally, it seemed odd,” Rajeh said.

The building’s fire alarm then began sounding, prompting Rajeh to throw open the front door of her apartment.

“The entire stairwell was this thick, black tornado of smoke barreling in, I couldn’t see anything,” Rajeh said. “So I shut the door, I knew there was no way I could go down those stairs.”

Accordingly, she ran back to her bedroom, kicked out the screen to her window and decided to hang on the ledge until someone could help her down. Rajeh began screaming for help, but no one noticed her — the window was located on the side of the building, away from the street.

“I knew I could hang there for a while, I go to climbing gyms a lot,” Rajeh said. “But I couldn’t keep inhaling the smoke much longer.”

So she made the difficult decision to let go, plummeting into a bush below her window.

Luckily, Rajeh didn’t break any bones during the fall, though she did suffer some injuries from landing on the bush. She says firefighters later told her she managed a “very athletic jump,” given the circumstances.

Rajeh hobbled her way to the street, where a crowd of onlookers had gathered. Some were daycare workers who had been walking past the duplex and noticed the fire; others simply lived nearby and had called 911.

“I was wearing leggings when I jumped, and those were completely ruined,” Rajeh said. “I didn’t have any shoes on or anything… but people went up into their houses, brought me socks and shoes and a jacket.”

She says first responders arrived soon afterward, and she urged them to get inside the building and rescue Bling, the only other occupant of the duplex when the fire broke out. He inhaled a bit of smoke, but Rajeh says he’s since recovered well and is “back home, with an appetite again.”

Rajeh still isn’t sure what caused the fire — county fire department spokesman Ben O’Bryant says fire marshals determined “that the fire started in a mechanical room in the basement, but weren’t able to tell if it started in the HVAC unit or hot water heater.”

She’s since moved into another vacant property owned by her landlord elsewhere in Arlington, but lost most of her belongings in the fire. She says just about everything in the apartment was either burned to a crisp or “reeked of smoke” and was beyond saving.

But she says the local chapter of the American Red Cross has helped out with some essentials, and her wounds have mostly healed.

Some of her neighbors are now planning to bring Bling by the local fire station so he can properly thank his rescuers, and Rajeh hopes to deliver her own expressions of gratitude to her neighbors who helped her when she was in need.

She doesn’t know all of their names, but she hopes to swing by her old neighborhood to offer her thanks all the same.

“It’s just the kind of thing you don’t expect from city living, but there were a lot of caring people I’d never met before,” Rajeh said.

Arlington officials could soon be headed to court to claw back $200,000 the county handed over as part of a since-canceled agreement to buy a two-acre property in Fairfax County.

The County Board agreed back in 2016 to buy several parcels of land along the 6700 block of Electronic Drive in Springfield, with plans to use the property as space for a new maintenance facility for its Arlington Transit buses.

But the Board decided to back away from the $4.65-million land deal late last year, after discovering that the county would have enough space for bus maintenance at another property officials bought in Nauck last summer. Not only did the Board hope to avoid operating a facility outside Arlington, but members expected the move would save the county as much as $10.5 million initially and roughly $900,000 in maintenance costs each year.

Yet the process could come with its own expenses. The Board voted unanimously last week to authorize county attorneys to pursue legal action against the property’s owner, Shirley Investors, LLC, to recover a $200,000 deposit the county sent to the company before the sale was finalized.

Deputy county attorney MinhChau Corr told ARLnow that she couldn’t discuss the details of the case, but that action by the Board does not mean a lawsuit pitting the county against the property owner is a certainty. But Corr did say it’s a sign that negotiations have become acrimonious enough that the county could pursue such a step in the near future.

“There’s some level of conflict that we anticipate could go to litigation,” Corr said. “But that doesn’t mean we’re 100 percent committed. The two sides could work something out before next month’s Board meeting, this just avoids us having to wait until then to ask for permission to file something.”

County court records don’t show any case involving Shirley Investors and the county as currently pending. Neither of the two men listed as contacts for Shirley Investors in the county’s preliminary sale agreement responded to requests for comment on the matter.

It’s unclear what sort of legal argument the county might mount to recover the deposit.

The terms of the land deal say that the county would’ve been eligible to win back its $200,000 if it called off the sale within 90 days of signing the agreement with Shirley Investors — that deadline is long past, however, as the agreement was signed on Dec. 7, 2016.

Furthermore, the agreement describes that deposit as “the sole and exclusive remedy available to the seller” if the deal fell through.

Arlington leaders agree that Amazon’s impending arrival in the county demands urgent action to address housing affordability — but there’s a lot less agreement on what sort of policy response is necessary to hold down the area’s skyrocketing housing costs.

Some of the changes officials are envisioning are relatively modest ones, expanding on existing efforts that began long before the tech giant announced its plans to bring 25,000 workers to the area. After all, many have argued that the new headquarters set to pop up in Crystal City and Pentagon City won’t prompt the sort of explosion in gentrification that Amazon’s opponents fear.

Other experts see a need for more ambitious tactics, like allowing more development in Arlington to flood the market with more homes. That could well be a politically explosive change in the county, particularly if it means increasing density in Arlington’s oldest residential neighborhoods.

Or perhaps there’s a need for a more creative approach — some progressive activists are championing the creation of a “community land trust,” a strategy embraced elsewhere around the country to allow for the communal ownership of affordable homes.

It presents local leaders with a series of choices that could well define the county’s destiny for decades. And with Amazon’s workers set to start arriving by the thousands next year, officials won’t have long to make up their minds.

‘We should never let a crisis go to waste,” said County Board member Erik Gutshall. “Amazon is bringing a sharp focus to these fundamental issues, and it’s providing us with the opportunity to double down on the sort of planning we’ve done for decades.”

Building on existing efforts

County Board Chair Christian Dorsey agrees that the urgency of addressing housing affordability has been “magnified” since Amazon’s momentous mid-November announcement.

But, fundamentally, he says “the world, as I see it, in terms of housing strategy is not very different than it was” before officials knew they’d won a new Amazon headquarters.

“We’ve identified the tools we’d like to deploy,” Dorsey said. “Now we have to do the hard work of deploying them.”

For instance, the county has long relied on its “Affordable Housing Investment Fund” to provide loans to developers building affordable homes. Those projects often include apartments guaranteed to remain affordable to renters, known as “committed affordable” homes, that are most valuable for people at the lowest end of the income scale.

The County Board allocates cash to the fund each year, and that contribution has recently hovered around $15 million annually. The county is facing a budget squeeze in the coming fiscal year, but as tax revenue from Amazon’s new properties and workers trickles in over the next few years, Gutshall believes the Board should “earmark some of that specifically” for the loan fund.

Similarly, he notes that the Board will also be able to force Amazon to send cash to the program as it builds new offices (most of which will be located in Pentagon City), as developer contributions are the Board’s main tool for seeding the fund with money.

But as market forces persistently push the costs of new development higher, researchers believe the county also needs to preserve the affordable homes it already has.

“Buying up and preserving existing middle-income housing, that stretches public subsidy dollars much further than trying to build stuff from scratch,” said Jenny Schuetz, who studies housing policy with the Brookings Institution’s Metropolitan Policy Program. “The county should be doing more of that preservation work and they should be focusing on that area near the new headquarters.”

The Board has indeed worked to preserve some affordable homes already by setting up “housing conservation districts” to protect older, “garden apartments” designed to be affordable to middle-income renters. Officials first passed the policy in 2017, with plans to eventually allow developers to replace protected homes with even larger affordable developments, but there’s been little movement on the issue since then.

Gutshall argues that the county needs to “accelerate” some of that work, as it seeks to expand “missing middle” housing, commonly understood as homes that fall in between apartments and single-family houses. The Board already loosened some of its regulations for accessory dwelling units, or “mother-in-law suits” on the same property as another home, and Gutshall wants to further tweak zoning rules to allow for more duplexes and small apartment buildings to be built around the county.

“We need to be thinking about how we can keep the character of residential neighborhoods, but still open up housing types and allow for better transitions on the edges,” Gutshall said. “At the same meeting we vote on the Amazon deal, I would love to see a ‘missing middle’ directive… to really identify key areas where think we can make some rapid progress addressing this.”

Touching the ‘third rail’?

Yet the scale of the affordability challenge confronting Arlington has convinced many experts that such changes aren’t enough.

Many observers see a clear and urgent need to ramp up the supply of housing more rapidly, even if that means the construction of the same sort of high-end apartments that are already commonplace in the county. Those homes themselves might not be affordable for low-income renters, but experts argue that any new apartments will have a positive impact on the market as a whole.

“People moving into those new homes come from somewhere,” said Eric Brescia, a member of Arlington’s Citizens Advisory Commission on Housing, who also works as a Fannie Mae economist. “Think of it like the market for cars. A lot of poorer people buy used, not new, at first. New apartments help free up the older stock for people of more modest means.”

But the question becomes where those new apartments will fit, and that leads to some very thorny debates for local leaders.

Anyone walking along one of Arlington’s Metro corridors can see that neighborhoods like Rosslyn and Ballston are already jammed with high-rise developments. Most of the rest of Arlington is reserved for single-family neighborhoods — as much as 87 percent of the county is zoned only to allow for that type of development, according to one recent analysis — but officials might need to reverse that trend as Amazon ramps up the pressure on renters.

“Many people are saying it’s time to look at this exclusive, single-family detached development and how wasteful it is in terms of land use,” said Michelle Krocker, the executive director of the Northern Virginia Affordable Housing Alliance. “But if anything is going to shake communities to their core, this will be it.”

Schuetz points out that these are often wealthy neighborhoods, full of residents “that turn up in large numbers and vote” if they fear encroaching density. But she doesn’t see any choice for the county but examining the prospect of allowing more development in a wider variety of places.

“You have these neighborhoods within a mile, walking distance, of the Metro, but they’re only zoned for single-family homes,” Schuetz said. “It’s just not efficient.”

Dorsey acknowledged that such discussions have always been a bit of “a third rail,” politically, and he understands the impulse of homeowners who might “worry about what more density would look like in their neighborhood.”

“I don’t fault people for wondering if we’re intending for the same density as in Ballston to come to every low-density neighborhood,” Dorsey said. “I get that… that’s why we have to talk about this with real specificity.”

And Dorsey says the Board isn’t considering any sweeping changes to zoning rules across Arlington, even if advocates favor such a move. Instead, he expects a more modest first step is increasing density along some sections of Lee Highway, where the Board is already gearing up an extensive study of its plans for the corridor.

“The potential we have in Arlington is along our major transportation corridors, Lee Highway in particular, where there is more than enough opportunity for substantial amounts of new housing,” Gutshall said. “If we’re able to unlock that, that will carry us through our next 30 to 40 years.”

Following in Bernie’s footsteps?

Beyond these debates about zoning and density, some activists see room for another, very different path for the county to pursue as Amazon looms.

Tim Dempsey has been working with advocates and local leaders on the idea of a “community land trust” since first coming across the idea while reading a bit more about Sen. Bernie Sanders (I-Vt.) during his 2016 presidential bid.

While he was still just the mayor of Burlington, Vermont, Sanders helped create a land trust, among the first of its kind in the nation. In the unusual arrangement, a nonprofit buys up available land, then builds homes atop it.

Anyone can then move in and pay a mortgage on the homes themselves, while the nonprofit retains the ownership of the land. That protects home prices from wild fluctuations, particularly the sort of speculation that could follow Amazon’s arrival in the county, Dempsey said.

“This prevents the land from falling into a speculator’s hands in the first place,” said Dempsey, who sits on the steering committee for the Sanders-inspired group Our Revolution Arlington

And more than just providing low- and middle-income people with a place to rent temporarily, Dempsey believes this method “allows people to have many of the benefits that come with home ownership, like building equity, tax deductions and having very stable housing.”

“They might not get the full value of owning a home, but they probably would never be able to get into homeownership to begin with, otherwise,” Dempsey said. “This could address long-standing social justice issues when it comes to home ownership.”

Without such a model in place, Dempsey fears Amazon will push already skyrocketing home prices higher and force people out of Arlington. That’s why he’s already brought the idea to many Board members and other local affordable housing advocates, where he says it’s largely earned a warm reception.

That’s significant, because Dempsey believes the county has a key role to play in setting up the trust — the county would likely need to provide the cash to get the effort off the ground, and could take a leading role in acquiring land for any future nonprofit.

Dorsey says he’s certainly willing to examine the issue in more detail. But he urged the trust’s proponents to strive for the true “end game” of such a program, rather than getting hung up on setting up a trust, per se.

“I don’t want to get so focused on the prospect of a land trust that we don’t look for the true essence of this opportunity: how do we acquire property that can be made into affordable housing?” Dorsey said. “It could be a land swap, or allowing an entitlement to build something that’s more dense to get a different opportunity elsewhere.”

Where Dorsey and Dempsey can agree is that such a trust would be most effective if it’s a regional effort.

Indeed, with Amazon’s workers expected to settle all throughout the D.C. area, experts of all stripes are unanimous that Arlington can’t hold down housing prices on its own, no matter which strategies leaders pursue.

“Arlington can obviously play a part in this, but housing markets are regional,” Brescia said. “And we need more collaboration across the region.”

A video showing a masked figure pulling a gun out of the trunk of a car in front of Wakefield High School has led to an arrest and charges against a Falls Church teenager.

The menacing video was posted on Instagram on Jan. 25, but the weapon was eventually determined to be an airsoft gun, not an actual firearm, and the teen “did not have the means to carry out a threat,” according to Arlington County Police.

The U.S. Secret Service brought the video to the attention of ACPD on the day it was posted. The subject of the video was identified and now faces a felony charge.

Police have arrested and charged a City of Falls Church teen following an investigation into a video recorded on the property of Wakefield High School and posted to Instagram.

At approximately 7:24 p.m. on January 25, an officer with the United States Secret Service responded to the Arlington County Police Department to report a video posted to Instagram involving a weapon. In the video posted at approximately 12:00 p.m. on the same day, a teen is shown sitting in the driver’s seat of a vehicle in the parking lot of Wakefield High School. The teen exits the vehicle, opens the trunk, places a black mask over his face and removes an airsoft rifle before the video ends.

After reviewing social media posts and working with school administrators, detectives quickly identified the teen in the video. During the course of the investigation, detectives determined that there was no immediate threat to the safety of the school or its activities, that the video contained a replica firearm and that the teen in the video did not have the means to carry out a threat.

Following consultation with the Office of the Commonwealth’s Attorney and a review of the evidence, the teen has been charged with Virginia Code § 18.2-422 Prohibition of Wearing a Mask, a Class 6 Felony. The teen is not an Arlington Public Schools student and his identity is not releasable due to age.

Gov. Ralph Northam continues to resist an overwhelming chorus of voices calling on him to resign his post today (Monday), including virtually all of Arlington’s Democratic leadership.

Northam, a Democrat, has experienced a dizzying reversal in his political fortunes since revelations late Friday that a photo of one man wearing a KKK uniform and another wearing blackface appeared on his medical school yearbook page.

The governor initially released a statement acknowledging he was indeed pictured in that photograph, leading to near-unanimous calls for his resignation Friday night. But in a hastily convened press conference Saturday afternoon, Northam reversed himself, claiming he is now confident he is not pictured in the racist photograph and that it was placed on his yearbook page by mistake.

However, Northam did confess to once donning blackface as part of a dance competition in 1984 while impersonating Michael Jackson. That admission, combined with his sudden reversal, only served to intensify pressure from party leaders that Northam must give way to his lieutenant governor, Justin Fairfax.

Rep. Don Beyer (D-8th District) was one of the few elected officials to stop short of demanding Northam’s resignation ahead of the press conference. But Arlington’s lone congressman released a statement immediately after the governor’s comments saying he’d expected Northam to resign Saturday, and instead wants him to go.

“Virginia has a painful past where racism was too often not called out for its evil. The only way to overcome that history is to speak and act with absolute moral clarity,” Beyer wrote in a joint statement with Rep. Gerry Connolly (D-11th District). “It is for that reason that the governor must step aside and allow the process of healing to begin under the leadership of Lt. Gov. Justin Fairfax.”

County Board Chair Christian Dorsey added that Northam’s explanations at the press conference “strain credulity” and urged him to step down as well.

“Even after giving him the benefit of many doubts, I was struck by his inability to accept responsibility and articulate any concrete steps to promote healing in our state,” Dorsey wrote in a statement. “Someone who has grown as Mr. Northam professes would have recognized that he has lost the confidence of so many Virginians along with his most ardent supporters… And Democrats and progressives, please don’t think that a Northam resignation cures what ails us. Our work to build systems that recognize the dignity, value and importance of all persons remains unfulfilled.”

Del. Mark Levine (D-45th District) wrote in a newsletter to constituents that he doesn’t believe Northam to be a racist, but that the governor’s changing stories undermined his confidence in Northam’s leadership going forward. State Sen. Barbara Favola (D-31st District) expressed similar concerns, saying that an “important bond of trust has been broken.”

“What Northam said Saturday may well be true,” Levine wrote. “But at this point, how can he possibly lead Virginia?”

Sens. Tim Kaine and Mark Warner also issued statements pressing him to resign after the press conference, as has the rest of Virginia’s Democratic members of Congress. Virginia’s Legislative Black Caucus, the House of Delegates’ Democratic caucus, Senate Democrats and Virginia’s Democratic Party all issued similar demands after Northam addressed the media.

The Arlington Young Democrats wrote in a statement that they believe “Gov. Northam can no longer serve effectively and must resign immediately” after the press conference, while the county’s full Democratic Committee called for his resignation before it (and its Twitter account has since retweeted a variety of demands that he resign after he spoke to reporters).

The rest of Arlington’s state legislative delegation has yet to re-up their statements demanding Northam’s removal, but they unanimously supported their caucuses’ calls for the governor to step down in social media posts ahead of his press conference.

County Board member Katie Cristol also issued a similar statement Friday.

Beyer’s predecessor and longtime Rep. Jim Moran was one of the few voices defending the governor Sunday.

“I do disagree with their judgment because I think it is a rush to judgment before we know all of the facts and before we’ve considered all of the consequences,” Moran said on ABC’s “This Week.”

Northam said Saturday he’d consider resigning if he felt he could no longer govern effectively, but it’s unclear what would happen should he refuse to do so. The General Assembly could look to impeach Northam, though constitutional scholars are split on whether this controversy would rise to the level of misconduct required for impeachment.

Should Northam ultimately step down, Fairfax would become just the second African American governor in Virginia’s history, and its second youngest as well.

Virginia governors are generally limited to one term in office, but Fairfax, who was widely expected to run for governor in 2021, could be in the unusual position of filling out Northam’s remaining two years in office, then running for a full four-year term. Scholars are also debating the logistics of that matter, and just how Fairfax would find a new lieutenant governor should he ascend to Northam’s seat.
