Arlington County expects to accept a handful of major development applications this month, teeing them up for public engagement down the road.

The four pending projects span Pentagon City and Crystal City to the south and Rosslyn and Courthouse to the north.

Apartment buildings figure into all the proposals, though two developers are mulling a mix of office or hotel uses, too. Of those in the queue, two are straightforward, single-phase apartment projects while two are far-afield, multi-phase redevelopments with details still to iron out.

First up, between Rosslyn and Courthouse, sits the future home of an apartment building by D.C.-based developer the Fortis Cos.

Fortis proposes demolishing the existing National Science Teachers Association headquarters at 1840 Wilson Blvd, and surrounding restaurants, to construct an apartment building with 188 units and about 12,000 square feet of retail space. It purchased the properties at the start of this year for $14 million and filed its application, complete with new renderings, this summer.

Next up, in Crystal City, JBG Smith proposes to build a 7-story tower with 370 apartments and about 3,300 square feet of retail or equivalent space on land dubbed Block W, located at 2451 Crystal Drive.

The site is bounded by Crystal Drive, a National Airport access road, and railroad tracks, and is currently home to a gravel parking lot, an off-ramp from the access road and a small, JBG-owned workout park.

The off-ramp would be removed for construction, as envisioned in the Crystal City Sector Plan, but JBG Smith will be keeping adjacent sand volleyball courts.

Heading to Pentagon City, two developers are taking steps forward on long-standing redevelopment plans.

The first, plans from Brookfield Properties to redevelop the old TSA headquarters at 601 and 701 12th Street S., marks progress after a years-long pause. Brookfield held off on advancing these plans while Arlington County was developing the Pentagon City Sector Plan, approved last year.

Now, Brookfield proposes carving up the land, dubbed 12th Street Landing, into three bays. It is mulling either apartments, condos and an office building, or a apartments and a hotel, per filings with Arlington County.

To keep its options open, it asks Arlington County to approve the overall “density and intensity consistent with the maximum allowed by the [Pentagon City] Sector Plan,” the materials say.

More concrete details would be approved with a later site plan application, the letter to the county said.

Around Town

It started out as an ordinary day, like any other.

Nikki Reed, her husband Mike, and their two young children, 5-year-old Sylvia and 6-month-old Eli, were spending their Fourth of July at the pool when Reed began to feel dizzy.

Thinking she was just dehydrated, Reed went home, took a cold shower and drank plenty of water. But the dizziness persisted.

That night, she struggled to remove her contacts and earrings with her left hand. The following morning, she had difficulty holding Eli and her left arm felt numb.

After seeing her primary care physician and physical therapist, she was told it may be a pinched nerve due to carrying her baby. On their advice, Reed went to the emergency room for more tests.

After a CT scan, Reed received her results via email as she sat alone on a hospital gurney in the hallway. She had a rare and aggressive brain tumor, later diagnosed as glioblastoma.

In a matter of days, Reed’s life would take an abrupt turn.

“I went to the doctor on July 5. I went to the hospital on July 6. I had a brain biopsy on the 8th and the surgery [removed the tumor] was a couple of days after that,” Reed, an art teacher entering her seventh year at Tuckahoe Elementary School, told ARLnow.

A long road ahead

While the neurosurgeon successfully removed about 95% of Reed’s rapidly growing tumor, she still requires radiation and chemotherapy to eradicate the remaining cancerous cells.

Reed has been undergoing treatment since July that will continue through the end of the September.

Although glioblastoma is not curable, Reed said it is treatable.

The National Brain Tumor Society says glioblastoma “is one of the most complex, deadly, and treatment-resistant cancers.”

The five-year survival rate stands at about 7% but, on average, patients diagnosed with glioblastoma are expected to survive about eight months.

These statistics are sobering. Still, Reed remains hopeful, declaring on her online blog she plans to “fight like hell” to be here for her family.

“I told my oncologist, ‘I hear you saying that it’s treatable but not curable. Tell me about someone you’ve treated,’ and he said, ‘I’ve treated people that are here 10 to 15 years later.’ I said, ‘Okay, keep me alive because 10 to 15 years is a lot of time for medical advancement. Let’s do what we can to keep me here,'” she told ARLnow.

‘I can do hard things’

In the months following her diagnosis, Reed said her her parents relocated from Richmond to Fairfax to be closer. Many of her friends and colleagues have also helped raise funds to assist with the mounting medical bills and other expenses.

“We have a lot of medical expenses… we have childcare costs, food, medical. Yeah, all those things — because insurance doesn’t cover literally anything,” she said. “I’m a teacher. Mike works for the government. Like, we’re not bringing in that much cash on our own. All of this is just unexpected.”

To date, Reed’s community has rallied to raise approximately $32,000 through a GoFundMe campaign and the sale of t-shirts bearing the message “I can do hard things” on the front.

New apartments along N. Glebe Road in Ballston are nearing completion.

Developer Southeastern Real Estate Group, LLC tells ARLnow construction on the residential redevelopment, near the Harris Teeter store, should be done in the next couple months.

Construction work on the apartments began in 2020. Although the units at the complex, dubbed URBA, are not quite finished, people are already signing leases, says Southeastern Vice President Mary Senn.

“Our first phase at URBA is currently in lease up,” she said.

The full redevelopment project is far from over, however. The next phase, of three, includes more apartments and a roughly 0.6-acre public park.

Senn says this phase will start “next summer.”

After that, a temporary parking lot will become the third apartment building: a 227-unit residential building ground-floor retail and below-grade parking.

Arlington County approved the redevelopment of 600 N. Glebe Road back in 2019. The proposal includes three residential buildings, with a total of 732 units, a new Harris Teeter and 77,575 square feet of ground-level retail.

There will also be below-grade parking garages, with 942 parking spaces total. Southeastern will also extend the existing N. Tazewell and N. Randolph streets into the site.

It is too early to tell whether this grocery store could potentially become a Piggly Wiggly, as the Washington Business Journal reported is a possibility after an ownership change of 10 local — but so far unidentified — Harris Teeter stores.

No, I don’t mean that music needs to retire; I mean the terms “highbrow” and “lowbrow” music (and other arts) need to retire. They come from the old pseudoscience phrenology, where the brows of African skulls were said to be lower than those of European skulls.

Last week, ARLnow reported that neighbors successfully dissuaded a developer from building a duplex in the Tara-Leeway Heights neighborhood.

Their concerns included traffic and parking challenges on the street, writing that the “proposed development will only exacerbate this, endangering residents, including the many children who live on the block.”

While the neighbors were able to leverage a restrictive deed covenant from 1938 to scuttle the duplex and convince the developer to build a single-family home instead, more duplexes are on the way following the Arlington County Board’s approval of the “Missing Middle” zoning changes earlier this year.

According to real estate agent Natalie Roy’s latest EHO Watch newsletter, one duplex has been approved under the new “Enhanced Housing Options” process, another is nearing approval, and two more were recently submitted for review.

Notwithstanding a successful legal challenge to Missing Middle — a lawsuit by a group of residents is set for a court date next week — Arlington residents are likely to see more duplexes, alongside 3-6 unit EHO projects, in the coming years.

Given that, we were wondering how ARLnow readers feel about duplexes specifically, given that they’re perhaps the most palatable to those otherwise skeptical of higher density projects. Yes, duplexes are now allowed countywide thanks to “Missing Middle,” but our poll questions asks if you are in support of that.

Do you think duplexes should be allowed to be built in most or all residential neighborhoods in Arlington — assuming that current EHO restrictions, including only being able construct the same size building as that allowed for single-family homes, remain in place?

Arlington County, in coordination with the Virginia Department of Transportation (VDOT), is exploring the possibility of providing a multimodal connection between Crystal City and Ronald Reagan Washington National Airport to meet the needs of pedestrians, cyclists and those using micromobility devices.

Arlington County is hosting this meeting to introduce the CC2DCA study to the public and answer questions. In addition, from July 15 through August 15, an online questionnaire will be available to provide input on the study.
