Financed by Amazon, a D.C. area housing nonprofit bought and will stabilize rent at a luxury apartment building in Crystal City.

The tech giant announced on Wednesday that it is contributing $381.9 million to Washington Housing Conservancy to create and preserve 1,300 affordable housing units at Crystal House (1900 S. Eads St), as rents rise amid Amazon’s expansion into the area.

“Amazon’s investment in affordable housing in Arlington is transformational — and couldn’t come at a better time,” County Board Chair Matt de Ferranti said in a statement. “We are delighted to further strengthen our partnership with Amazon and to work together to serve our shared commitment to equity and economic opportunity for all of our residents.”

The funding for WHC includes a $339.9 million below-market loan and $42 million in grants. With the money, and a $6.7 million loan from WHC’s financing partner, JBG Smith, the nonprofit purchased Crystal House, a luxury apartment complex one block from Amazon’s future HQ2.

“Washington Housing Conservancy disrupts a market cycle that leads to displacement and offers the kind of stability that lets residents focus on their future, instead of the uncertainty of escalating rents,” WHC Executive Director Kimberly Driggins said in a statement.

The conversion of existing market-rate apartments into dedicated affordable apartments started on Jan. 1 and will continue over the next five years. Rents at the building, to be managed by JBG Smith, will target households earning less than 80% of the area median income. The agreement is for 99 years.

Residents were notified about the changes on Dec. 31 in a letter, obtained by Washington Business Journal.

“With Amazon’s support, we are advancing our vision for inclusive, mixed-income communities of racially diverse middle-income and low-income families and individuals, to live near their employment and access high-performing schools and community amenities,” Driggins said.

Although another purchase was in the works last year, the purchase of Crystal House marks Washington Housing Conservancy’s first finalized purchase since the nonprofit was established in 2019.

The contributions are part of Amazon’s new Housing Equity Fund, a more than $2 billion commitment to create and preserve more than 20,000 units in Amazon’s three footholds: Arlington, the Seattle area, and Nashville.

“Amazon has a long-standing commitment to helping people in need,” said Jeff Bezos, Amazon founder and CEO. “This new $2 billion Housing Equity Fund will create or preserve 20,000 affordable homes in all three of our headquarters regions — Arlington, Puget Sound, and Nashville. It will also help local families achieve long-term stability while building strong, inclusive communities.”

The contribution comes after nearly a decade of climbing housing costs that have outpaced the growth of household incomes.

Arlington County has lost approximately 14,400 privately-owned, affordably priced housing units since 2000, according to Amazon’s press release.

Between 2010 and 2018, the median home value climbed approximately 20% (after adjusting for inflation) and median rents climbed 11%, while median household incomes climbed only 7%, the release said.

JBG Smith announced today that it has acquired the Americana Hotel in Crystal City and intends to redevelop the property as an apartment building.

The family-owned hotel at 1400 Richmond Highway closed earlier this month after nearly 50 years in business and at least one appearance in a major motion picture.

In a press release, JBG suggests that the 102-room hotel could eventually make way for a big apartment building with more than 500,000 square feet of space. That might be similar to JBG’s The Bartlett one block away, at the corner of S. Eads Street and 12th Street S., which clocks in at 23 stories, 700 apartments and about 750,000 square feet of floor area.

Despite the owners’ hopes to keep the retro hotel in the family, even recently investing in an extensive room renovation, its location across the street from Amazon’s future HQ2 made it an attractive acquisition target.

Construction has wrapped up on one of Amazon’s new, temporary office buildings in Crystal City.

The renovation project, part of developer JBG Smith’s extensive development plan for the area, helped to modernize the office building’s 273,000 square feet of space while giving the exterior a shiny new glass-and-steel look.

Amazon is temporarily leasing the 14-story building while the first phase of its permanent HQ2 is under construction. Amazon currently leases 857,000 square feet of temporary space in five local JBG Smith buildings, the developer says.

“The opening of the newly reimagined 1770 Crystal Drive coincides with the two-year anniversary of Amazon’s selection of National Landing as the location of its second headquarters and JBG SMITH as its partner to house and develop the project,” JBG said in a press release. “The building was completed two quarters ahead of schedule and under budget.”

The construction started shortly after Amazon announced that National Landing — the collective term for the Crystal City, Pentagon City and Potomac Yard neighborhoods — was getting the new HQ2.

“The return to productive use of 1770 Crystal Drive represents yet another significant milestone in National Landing’s ongoing transformation into a vibrant 18-hour neighborhood,” said Matt Kelly, CEO of JBG Smith, in a statement. “We are thrilled to partner with Amazon and accommodate its growing presence in the region as we continue to make progress on its modern new headquarters.”

The building is a short walk from the Crystal City Metro station and has “expansive views” of the D.C. skyline and the Potomac River from the top floors, the press release notes. It will be part of a new retail district that is expected to feature new stores, buzzy restaurants and an Alamo Drafthouse movie theater.


(Updated at 10 a.m.) An injured worker was rescued from the Amazon construction site in Pentagon City this morning.

The initial call for a worker injured at the bottom of the construction site was made at 8:08 a.m.

Emergency vehicles blocked roads around the site along S. Eads Street as firefighters used a construction crane and a stokes basket to hoist the worker to safety.

“We sent paramedics as well as our technical rescue team to the scene in order to set up a crane operation to remove the worker,” said Arlington County Fire Department spokesperson Taylor Blunt. “After the patient was hoisted from the trench, we transported him to a hospital in stable condition. The operation took about 15 minutes. ”

It was not immediately clear how the worker was hurt.

The construction site will eventually be home to the 2.1-million-square-foot first phase of Amazon’s permanent HQ2, which set to open in 2023.

(Updated at 4:15 p.m.) On the second anniversary of Amazon choosing Arlington for its HQ2, Vice President of Public Policy for Amazon Brian Huseman is celebrating the project staying the course.

Huseman spoke with ARLnow about the goals of the celebration, Amazon’s local charitable contributions, the progress the company is making toward its hiring goals, construction deadlines, and the impact of the coronavirus on work.

“We want to convey that we’re on-track and on-target to hire the employees and we want to convey that we’re deeply invested in the community,” Huseman said. “We want to be a good neighbor and contribute to community organizations as much as we can during these challenging times.”

Despite the pandemic, Phase One of construction — on the Metropolitan Park development site in Pentagon City — continues on-schedule, Huseman said. In this phase, a block of warehouses were torn down and two Amazon towers totalling 2.1 million square feet are being built in its place.

Amazon is also funding the $14 million renovation of Metropolitan Park, adjacent to the first HQ2 phase.

Both Phase One and the park are expected to be completed in 2023, when Amazon expects to open its complex. Until then, it is leasing several temporary office spaces in Crystal City.

The second phase of HQ2 should be ready to present to the community and go through the county’s approval process starting in 2021, Huseman said. That phase is expected to include several million additional square feet at the PenPlace development site, one block down from the first phase along S. Eads Street. Amazon recently bought a hotel on the PenPlace block, with plans to tear it down.

Amazon reached the 1,000-employee mark earlier this year, hiring first in Human Resources, Recruiting and Finance. It has 500 open roles currently, Huseman said, and plans to continue its hiring spree for the foreseeable future.

“We’re on-track to meet 25,000 hires over next decade,” he said.

Amazon is sticking to that number even as it grows in Bellevue, Washington, which some have speculated is becoming the “real HQ2.” In September, Amazon announced it would be increasing the number of hires from 15,000 to 25,000 in the city, not far from the company’s Seattle headquarters.

Huseman dismissed the speculation that Bellevue would be supplanting Arlington.

“We have a presence in the Puget Sound region,” he said. “We are growing there, but the key here is that we promised 25,000 jobs and we’re on target for that. That’s what we’re going to deliver.”

And employees at HQ2 will be doing a “whole range of things” from web services to retail. The Vice President of Alexa International, Rob Pulciani, was one of the first executives to transfer to HQ2 with his team to build “the next generation of Alexa services,” Huseman said.

“Whatever Amazon does, you’ve got people at HQ2 doing that,” he said.

As a result of the pandemic, Amazon employees can work from home until June 2021. Most are opting to stay home but the offices are open with temperature checks, frequent disinfecting and social distancing in place. Candidates are interviewing remotely.

“Working from home is pretty effective and collaborative,” Huseman said. “We are able to communicate with video-conferencing and channels that we have with teams across the country.”

Amazon is continuing a string of local donations with a $1 million commitment to Arlington and Alexandria public schools.

The company’s million-dollar donation to schools in HQ2’s backyard follows a more than $2.5 million donation to schools near “HQ1” in the Seattle area.

The donations will go towards a “‘Right Now Needs Fund’ — a flexible fund designed to meet the basic needs of schoolchildren and help eliminate barriers to learning” during the pandemic, the company said.

“The Right Now Needs Fund in Northern Virginia will provide students with immediate access to urgently needed items including food, clothing, and school supplies across all 41 Arlington Public Schools and programs and all 18 Alexandria City Public Schools,” Amazon said on its Day One blog.

The fund is in addition to Amazon’s recent donation hundreds of wireless internet access devices and $75,000 towards headphones for Arlington students attending classes from home.

Arlington Public Schools’ Chief Diversity, Equity & Inclusion Officer said the school system is “elated” by the gift and the impact it will have on students in need.

Amazon recently donated nearly 800 Mi-Fi devices and $75,000 to secure thousands of headsets for students across Northern Virginia starting the school year from home. In addition, since the start of the COVID-19 pandemic in Amazon’s HQ2 region, Amazon donated $1 million to kick-start emergency response efforts, provided thousands of devices to groups supporting students in need, donated cash and in-kind products to local nonprofits and food banks, paid local restaurants to prepare and deliver 10,000 lunches and dinners for first responders, frontline healthcare workers, and vulnerable neighbors, and funded delivery services to provide more than 50,000 meals–60,000 pounds of food–directly to the doorsteps of local seniors and those disproportionately impacted by COVID-19. Amazon also donated $3.9 million to nonprofit CodeVA to help make virtual computer science curriculum and training available Virginia teachers and students so that they don’t fall behind in learning this increasingly important skillset. Amazon Makes Local Donations — Amazon has made a some substantial recent donations to local charitable organizations.
