(Updated at 9:20 p.m.) At long last, some children in Arlington Public Schools were able to walk the halls and see their teachers.

Wednesday was the first day of in-person school for about 230 children with disabilities in 33 APS buildings and programs, and administrators were happy to see them back. The day went smoothly, from health and safety protocols to transportation and technology operating as planned, said Superintendent Francisco Durán.

“We were very excited to welcome our first group of students back for in-person learning,” Durán said. “Principals and staff at each school enthusiastically welcomed our students as they arrived and helped ensure a safe and successful transition.”

But the scene may be bittersweet for some of the PreK, early elementary, and career and technical education students — and parents. Those students were initially slated to return next Thursday, but APS decided return dates set for 2020 would be delayed until 2021 due to rising cases.

The news was announced in an email from Durán on Monday, but he informed parents last Tuesday that delays should be expected.

“We continue to see the case incidence rate in our area increasing, not decreasing,” Durán wrote. “Level 2 comprises significantly larger numbers of students and staff. Moving too quickly to Level 2, while case levels are still rising, represents a safety risk and could cause further disruption to schedules.”

But on Wednesday morning, some smiles were evident through the masks.

On social media, scenes of students at schools prompted a response from a local group advocating for a return to in-person education.

“Can’t imagine how happy they are to be back,” tweeted Arlington Parents for Education. “Now onto the rest!”

Durán said pausing the plans allows APS to see if its mitigation measures are successful with the first group of students, and gives the school system more time to solidify staffing plans.

In a statement, Arlington Parents for Education said it will continue to advocate for students to return.

“At some point, we have to learn to live in a world where COVID-19 exists and children are allowed to attend school. There is no such thing as a zero-risk environment for anything,” the organization said. “Arlington’s children will feel the effects of this decision for years to come.”

In June, before a rise in cases later in the summer, only 10% of families that responded to an APS survey said they preferred an online-only start to the 2020-2021 school year.

The clamor from some parents for kids to return spilled over during a COVID-19 virtual update with County Board members last Friday. About 95% of questions from the public during the Q&A portion of the call concerned schools reopening, County Board member Katie Cristol said during the meeting.

“To the members of our community who are looking to the County Board to provide a different answer on school reopening than the one they’ve gotten from APS to date, we can resonate with that frustration,” Cristol said. “But I’m sorry, we’re not here to give you different answers than the ones you’ve gotten from Superintendent Francisco Durán and the School Board.”

She affirmed the school board’s jurisdiction over managing public schools.

“It keeps accountability with those who can make decision, and keeps decisions in partnership with the superintendent that have to do with students and workforce, groups of people that the County Board does not have as much insight into,” Cristol said.

Arlington County sent $10.15 million of its CARES Act funding to APS, including a $500,000 grant for providing home internet access to low-income households. Another $1.65 million went toward wireless network deployment and $340,000 went to food programs. The food programs also received $1.125 million from other sources of state and federal funding.

(Updated at 10:30 p.m.) Most Arlington Public Schools students will not return to classrooms until 2021.

Superintendent Dr. Francisco Durán announced today that the planned “Level 2” return for younger and technical education students “will pause through the remainder of this calendar year.” On the other hand, the “Level 1” return for students with disabilities will proceed as planned this coming Wednesday.

The delay follows an increase in local coronavirus cases.

“I have made the decision to pause Level 2, which we had projected to begin November 12,” Durán wrote in an email to APS families. “We continue to see the case incidence rate in our area increasing, not decreasing. Level 2 comprises significantly larger numbers of students and staff. Moving too quickly to Level 2, while case levels are still rising, represents a safety risk and could cause further disruption to schedules.”

Durán said the school system will continue “to solidify staffing plans and capacity for Level 2 students” and will provide regular updates through December.

Arlington Parents for Education, a group advocating for opening schools for in-person learning, said in a statement that “Arlington’s children will feel the effects of this decision for years to come.”

With in-person learning for Level 1 beginning on Wednesday and with November 12 fast approaching, I am providing my weekly Return-to-School Plan update today instead of tomorrow.

Last week we received interim guidance for schools from the Virginia Department of Education and Virginia Department Health. We will be making modifications to the APS COVID-19 Dashboard this week to reflect the Centers for Disease Control and Prevention primary and secondary indicators for schools. Our dashboard reporting will continue to show the regional weekly transmission information from the Virginia Department of Health in addition to these core indicators.

Based on our review of the updated guidance and latest health metrics, we are proceeding with Return-to-School Level 1 beginning on November 4. We are prepared to provide in-person learning support to the 236 students in Level 1, using every recommended health and safety protocol to make this transition safely. Schools have communicated details regarding this transition to Level 1 families, and transportation information for Level 1 students is available in ParentVUE.

While students with disabilities are still set to return to classrooms next week, further return-to-school phases are now on hold.

Arlington Public Schools Superintendent Dr. Francisco Durán made the announcement in an email to families Tuesday evening.

“Currently, the health and safety metrics are not where they need to be to proceed with Level 2, Phase 1 Return on Nov. 12 for PreK, Kindergarten, and Career & Technical Education (CTE) students,” Durán wrote. “Compared to Level 1 [for students with disabilities], Level 2 brings a significantly larger group of staff and students into our buildings and classrooms, and that is why the metrics are set to a more rigorous standard.”

“To begin phasing in Level 2 students, we need to see further improvement in the metrics,” Durán continued. “We will continue to monitor the data at the end of this week and, in consultation with Public Health, will make a final determination about next steps for Level 2 by next week.”

Among the key metrics that APS is monitoring to determine when to advance to Level 2 of the return-to-school plan and beyond are the county’s rate of increase of coronavirus cases and teacher preferences for whether to return to in-person instruction.

The Case Incidence Rate per 100,000 people currently stands at 9.4, and advancing to Level 2 calls for it to be between 5-6. The latest teacher survey found that only 39% want to return, compared to the 70% or greater set as the criteria for Level 2.

(Level 2 includes PreK-5 and Career and Technical Education students. The criteria for Level 3, which would bring all other students who opt in back to classrooms two days per week, includes a Case Incidence Rate between 4-5 and a teacher preference for in-person instruction above 95%.)

The rate of new coronavirus cases in Arlington has been fluctuating over the past couple of weeks, at a higher level than September, but the county has not seen the kind of surge currently taking place elsewhere in the country.

Students with disabilities are still set to return a week from Wednesday, Durán said.

“Based on my review of the data and in consultation with Public Health, the current health and operational conditions allow for us to provide in-person learning support for Level 1 students with disabilities, beginning on November 4,” the superintendent wrote.

Depending on local health conditions, Arlington Public Schools students who opt for hybrid instruction could start entering classrooms between the end of October and mid-January.

The staggered return times, along with more details about the school system’s preparations, were announced on Friday during a town hall for parents with Superintendent Francisco Durán and his staff.

Students with disabilities will begin returning on Oct. 29, followed by preschool to fifth-grade students — youngest to oldest — starting in late November and continuing into early December. High-school students taking certain Career and Technical Education courses will also return.

Parents of these students, designated as priority level 2, are being surveyed currently for instruction preferences. All other middle- and high-school students who opt for hybrid instruction comprise Level 3 and are currently expected to return in January.

“We want to be thoughtful of meeting the needs of all of our students who need more support,” Durán said.

During a town hall with teachers earlier last week, Durán told APS staff, including teachers, that balancing their preferences with those of families may mean APS cannot respect the wishes of every family who selects the hybrid option, according to a recording of the meeting, which was provided to ARLnow.

Rather, “with student need as the driver,” those who are falling behind, or have disabilities, those who have difficulty accessing online learning or do not have parents at home will receive the greatest priority in returning to school, he said.

An advocacy group promoting in-person education, Arlington Parents for Education, contends that qualifying for face-to-face education based on need is inconsistent with APS’s mission to provide equal access to public education.

“If APS is going to go down this path of making determinations on behalf of parents which children ‘truly need’ to deserve in-person schooling, then the district should be prepared for and willing to answer questions on the matter,” the group said in a statement. “Based on the volume of questions that were ignored at Friday evening’s town hall, it’s clear Dr. Durán is not being transparent with families, yet again.”

On Friday, parents had a lot of questions, submitted via text, Facebook Live comments and Microsoft Teams chat, ranging from keeping teachers to testing students.

“I recognize how challenging this is for our community, and I know there are many opposing views about how we should proceed,” Durán said.

School officials said parents are concerned with keeping kids with their current teachers, with many wanting to base their survey answers on what their child’s teacher prefers.

“We know there are strong bonds formed, and we will do our very, very best to maintain consistency as best we can with classes and teachers, but we are not going to be able to share what teachers prefer in their survey,” Durán said, asserting that doing so would reveal private health information.

Many others asked about regular COVID-19 testing.

Per the Centers for Disease Control and Prevention, K-12 students should not be regularly tested as a condition for students to return, said Zachary Pope, the school system’s emergency manager.

Rather, students will be pre-screened before boarding the bus or outside the classroom when parents drop them off.  Guardians need to stay just in case their child is turned away for exhibiting symptoms, Pope said.

Students who experience symptoms at school will be put in seclusion rooms attended by specialized staff until a guardian can come get them. With the pre-screenings, however, Pope said “we hope we won’t have to have them in those rooms at all.”

Other safety measures include improvements to ventilation and social-distancing on buses. Walk zones have been expanded to keep down bus ridership to 11 students per trip and to mitigate car traffic.

Project Headphones, a private fundraiser to buy Arlington Public School students in need headphones for upcoming distance learning, has raised over $25,000.

The project launched August 3, after founder Cortney Weber started preparing for her kids to go back to school.

Weber has two children in APS, one in elementary and one in middle school. As an online-only start to the school year neared, she wrote a list of what her kids would need to do their work from home.

Pencils, paper, desks, chairs, internet, a quiet space to work. As the list grew and grew, Weber began to worry about the challenge buying necessary supplies could pose to families already in need.

She wanted to help. APS is already providing PreK-8 students with “distance learning toolkits,” but these do not include some technology-related accessories. Weber started crowdsourcing APS teachers and parents on the Arlington Education Matters Facebook group to see what supplies were still needed.

Headphones, she said, were by far the most common response.

“If you have multiple learners in a small space, paying attention would be very difficult if the child didn’t have headphones,” Weber said. “Communicating with the teacher could be very difficult because if there’s a lot of background noise, then the teacher might not call on a student… Also, these kids are just starving for interaction at this point. Peer-to-peer interaction [through microphones in headphones] is going to be essential.”

Of the donations so far, more than $15,000 has come from a GoFundMe page, while corporate donations total $10,000.

Weber began promoting her GoFundMe everywhere from Facebook to Nextdoor to people she met on the street. At the time of publication, it had attracted around 270 different donors.

APS started working with Weber in mid-August. It recently established a Project Headphones fund for corporations that want to donate. The school system is not itself providing funds to the project.

APS spokesman Frank Bellavia said the grant fund lets corporations make tax-free donations directly to APS for the Project Headphones initiative. ArdentMC, a cloud solutions company with an office in Rosslyn, donated $10,000 through the grant, and Weber stressed that more donations are needed for the project to buy enough headphones.

Weber initially gauged the amount of need by how many APS students receive free and reduced-price meals. According to Bellavia, 8,083 students received these meals in 2019. Next week, though, Weber is emailing all APS school principals and social workers to ask for the actual amount of need at their school.

“I’ve received two types of calls. One has been ‘how can I donate and how can I help?'” Weber said. “The second call has actually been from schools calling me and PTA presidents [of schools] where over 50% of their population is on free and reduced meals. They are like ‘how many are we going to be able to have?'”

She placed the first order of headphones with the $25,025 already raised. This bought nearly 2,500 headphones from a vendor selling at cost.

When the headphones are delivered, Weber will distribute them based on the stated need of each school. She will prioritize elementary school students, since she said older students are more likely to have headphones that came with a personal device and also tend to be better able to concentrate.

Weber said the distribution process, and operating Project Headphones as a whole, has further exposed her to the economic disparities that exist in Arlington.

“The equity issue within Arlington has been enormous for a long time,” she said. “I think this pandemic is only going to, unfortunately, highlight how different some of these schools are, as far as their needs, than other schools in the county.”

Arlington Public Schools says any in-person return to classrooms will be phased, bringing back certain student groups before others.

That was revealed in a School Talk message sent to APS families on Tuesday. Officials also announced plans to help connect working families in need of childcare during remote schooling with local options.

The email, sent by Superintendent Francisco Durán, said students with disabilities would be the first to return once APS determines that it’s safe to resume some in-person instruction. Students in Pre-K through 3rd grade, as well as English Learner students, would phase in next, followed by all other students who opt in to the hybrid model of two in-person instruction days per week.

To decide when a hybrid model can safely begin, APS is looking at metrics like family and employee preferences, global availability of PPE and custodial supplies, and COVID-19 health metrics at local to national levels, according to APS spokesman Frank Bellavia.

“As we prepare for distance learning, I want to reiterate that we remain in close contact with state health officials and the Arlington County Public Health Division to monitor health data and evaluate opportunities to gradually phase in hybrid, in-person instruction,” Durán wrote. “I will notify you well in advance as plans progress and circumstances change.”

The letter also said Arlington County’s Department of Human Services (DHS) has identified 328 available slots in childcare centers and family day care homes located throughout the county.

These facilities are not affiliated with APS and families would have to pay to send their children there. The department is currently looking for additional slots and ways to expand options for low-income families.

“APS is providing childcare for staff only in our buildings. We are not providing childcare for families in our facilities,” Bellavia said. “Instead, APS is working with Arlington County to identify current childcare centers and in-home childcare facilities that can accommodate additional children.”

DHS is working for a way to prioritize children and families with the highest need when filling these slots, according to Bellavia.

The Department of Human Services has been working to expand availability among existing childcare providers, encouraging closed centers to reopen, and helping potential providers overcome obstacles such as licensing and land use processes. Through this work, DHS has identified more than 300 available slots through existing providers, based on numbers reported at the end of July:

  • Childcare Centers (63 total): 32 currently open with approximately 145 slots available
  • Family Day Care Homes (120 total): 109 currently open with approximately 183 slots available

More than 20 of these providers have indicated interest in expanding their hours and age ranges to accommodate school-aged children. DHS is supporting those efforts and creating a process to prioritize available slots to support children and families with the highest need. We are also working with the YMCA and other local non-profits and to expand options for low-income families. More details and how families can access these childcare options will be communicated through APS and the County as this work progresses.

The new school year is set to start online only, on Tuesday, Sept. 8. In July, Durán said he hoped to start transitioning students back in-person instruction in October.
