LM&O plans to move from its current office in Courthouse in December.

Ribbon Cutting for New Apartment Complex — A ribbon cutting ceremony will be held at 9:30 this morning for the new Sedona and Slate apartment complex at 1510 Clarendon Blvd in Rosslyn at 9:30. According to developer JBG: “Sedona is 271 units, and is about 70 percent leased. Slate is 203 units and will begin leasing soon; delivery is expected in July.”

Street Lighting Complaints Continue — At its meeting on Saturday, the County Board addressed the complaints it continues to receive over the new LED streetlights being installed throughout the county. The Board has heard a number of types of complaints, including the lights casting a harsh glow and being too bright. County Manager Barbara Donnellan acknowledged the complaints but didn’t have any immediate solutions. She said the new lights save a lot of money. [Sun Gazette]

Red Truck Bakery Profile — Earlier this month, web magazine Slate — a division of the Washington Post Company — profiled Arlington resident Brian Noyes, the founder of Red Truck Bakery. Noyes restored a Cherrydale farmhouse and began his bakery business there while still working for Smithsonian magazine. He began in 2009 by selling goods out of the back of a 1954 Ford pickup truck and eventually found a brick and mortar location to work in Warrenton. Noyes, who has baked treats for the likes of President Obama, plans to open a new location in The Plains soon. [Slate]

NORAD Exercise Tonight — Arlington residents may hear unusual noises tonight as the North American Aerospace Defense Command (NORAD) conducts training exercises. The training flights are designed to hone NORAD operations and to test its systems and personnel. The flights are scheduled to begin at 11:30 p.m. and run through 5:30 a.m. tomorrow (Wednesday). Board Approves New Hotel — On Saturday, the Arlington County Board approved a new 168-room hotel on the former Colony House furniture site at 1700 Lee Highway. As part of the site plan approval, developer B.F. Saul agreed to make a $510,000 contribution to the county’s affordable housing fund, $62,546 to the utility undergrounding fund, $75,000 to the public art fund and $70,000 to pay for a widened sidewalk on a portion of N. The Aurora Highlands polling station during a 2010 electionAdvocates have spent nearly six months attempting to gather enough signatures to secure a spot on the Arlington ballot for a measure supporting a government-run low income housing authority. County election officials now confirm that the group submitted the required 2,845 signatures needed to place a referendum on the November 5 ballot.

The referendum will ask Arlington voters to authorize the operation of a low income housing authority, similar to those in more than 25 cities and counties around the state including Alexandria and Fairfax County. The Arlington Green Party (AGP) spearheaded the signature gathering efforts.

“Arlington’s current housing assistance program has failed to stop the loss of affordable housing, and a housing authority would raise funds more easily, lower administrative costs, and provide more affordable rental units,” said AGP chairman Steve Davis. “Arlington should follow Fairfax’s County’s outstanding example with a housing authority that provides more affordable housing to more people at less cost.”

Arlington had the most expensive rental housing in 2010, except for Alexandria, according to Davis. He said more than 14,000 families in Arlington needed affordable housing that year.

Advocates for a housing authority claim the agency would help the county secure federal housing funds. They also contend it would reduce the county’s costs by consolidating all housing functions under one umbrella agency.

The signatures will be presented to the County Board, which is expected to take up the measure at its July meeting, confirmed Arlington County General Registrar Linda Lindberg. According to a state statute, the Board is required to pass the measure on to Circuit Court Chief Judge William Newman, who has the ultimate authority to put it on the ballot.

Lindberg notes that this is the third time such a measure has been put on the ballot and it has been defeated each time. Most recently, voters rejected the measure in 2008 by a 2-1 margin.

So far this is the only referendum scheduled to appear on the November 5 general election ballot. The deadline for other referenda to make it onto the ballot is August 16.


Rendering of proposed Latitude Apartments building in Virginia SquareResidents at the Monroe Condominium (3625 10th Street N.) in Virginia Square take issue with plans for a nearby apartment development, and they want the county to do something about it.

The site in question currently houses a one-story bank building and a two-story office building with surface parking. There is a request to rezone the land at 3601-3625 N. Fairfax Drive from commercial to residential in order to move ahead with the proposed Latitude Apartments project. The 12-story building would contain 256 residential units and 5,600 square feet of ground floor retail space along Fairfax Drive.

Some Monroe residents believe the plan is progressing without adequate community input. They claim the project directly violates the Virginia Square Sector Plan, which calls for a commercial building on the site. In a written statement, the condo association’s board of directors asked the County Board to reject Latitude’s site plan application.

In response to the association’s complaints and request for county action, Helen Duong with the Arlington County Department of Community Planning, Housing and Development said, “We’re still evaluating the proposal and will be developing a recommendation in the near future.”

The Monroe board’s written statement called the Latitude plan “ill conceived.” It also says the project would “have a disastrous effect on the Virginia Square Community,” by upsetting the desired residential-commercial balance, creating a street parking burden and overwhelming the Virginia Square Metro station.

Monroe board officials will hold a public forum at 7:00 p.m. on Wednesday, June 19, in the condo building’s community room. All Virginia Square residents are encouraged to attend the meeting to receive more information about the Latitude Apartments project and to express their views.


Members of the Urban Agriculture Task ForceArlington County’s Urban Agriculture Task Force presented its recommendations to the Arlington County Board on Tuesday night. Chief among them: allow backyard hens for residential egg production, but only in larger yards and with prior approval of neighbors and county inspectors.

The 18-person task force has labored for more than a year to create the recommendations, contained in a 74-page report. Along the way, the task force conducted extensive public outreach online, at farmers markets and at community meetings.

In the end, on the hot-button issue of hen raising, a majority of the task force recommended a course of action unlikely to fully satisfy those on either side of the argument. Backyard hens, the task force said, should be allowed under the following conditions:

  • Maximum of 4 hens
  • No roosters
  • Set back at least 20 feet from property lines
  • Must file plans for coop and its placement
  • Majority of adjacent property holders (within 50 feet of the coop) must consent
  • Coop inspection required before occupancy

Task force chairman John Vihstadt — who acknowledged that “this is a very emotional issue stirring strong feelings on both sides” — described the recommendation as a reasonable compromise between those who wanted less hen regulation and those who wanted backyard hens to be prohibited. Currently, Arlington residents are technically allowed to raise poultry, but only if the enclosure is a full 100 feet from property lines. Reducing that to 20 feet is intended to allow more residents to raise hens while keeping disruption to neighbors to a minimum.

County Board member Jay Fisette listening to a report from the Urban Agriculture Task ForceIn a minority report, several task force members argued that 20 feet “would actually allow very few properties in Arlington to keep hens.” The minority report suggested a 7 foot setback, and also suggested allowing residents to keep miniature goats on their properties.

Backyards Not Barnyards, a group formed to opposed backyard hen raising in Arlington, expressed skepticism about the task force’s recommendations. The group questioned which county agency would be responsible for “chicken checking,” and asked whether those who live next to hen coops will be expected to become the “poultry police.”

“What happens if hen-owners don’t follow the guidelines?” the group said in a statement. “Do they get their chicken licenses revoked? Who would revoke them? What happens to the chickens? What’s the fine for too much accumulated chicken poop?”

The County Board is not expected to take action on the the task force’s recommendations until later this fall.

The task force made a number of other recommendations to the Board on the topic of urban agriculture. Those recommendations included:

  • Appoint a standing Commission on Urban Agriculture
  • Integrate urban agriculture into county planning documents
  • Create new community gardens and urban farms, utilizing rooftops and fallow land awaiting development if possible
  • Permitting federal SNAP benefits (food stamps) at all Arlington famers markets (currently only a couple accept SNAP)
  • Encourage the establishment of a “local food hub” to match up residential food producers with distributors and consumers
  • Encourage the creation of additional Community Supported Agriculture (CSA) programs
  • Support additional healthy eating and urban agriculture education in schools and libraries
  • Repurpose the historic Reeves farmhouse as a center for urban agriculture education for Arlington school students
  • Establish a municipal composting system

Another recommendation was the creation of a year-round covered farmers market, like Eastern Market in D.C. and the Pike Place Market in Seattle. Such a market could also hold cooking and nutrition classes, a task force member said. While intrigued, some Board members seemed skeptical about finding the right location and the funding for such a market.

(Updated at 4:00 p.m.) A large oak tree fell on the historic, county-owned Fraber House after yesterday’s storms, damaging the home just as the county prepares to sell it.

The early 20th century structure, at 1612 N. Quincy Street in Cherrydale, is set to receive a local historic designation from the Arlington County Board this weekend. The county then plans to sell the home, in “as is” condition, to the highest bidder. The buyer would be expected to fix up and maintain the house, while preserving its historic characteristics.

Thanks to the fallen tree, the home may be a bit more of a “fixer-upper” than the county planned. Visible damage includes a buckled portion of roof, a bent gutter, and a broken lower window.

The tree will be removed tomorrow (Wednesday) according to Dept. of Parks and Recreation spokeswoman Susan Kalish, and the county will repair the damage.

“Removal of the tree will require use of a large crane,” she wrote. “The property will covered by a tarp to protect it from the weather.”

“After the tree has been removed, we can do a complete assessment of the damage,” Kalish said. “From the damage that we can observe now it appears that exterior repairs will only take about a week to repair — if the weather cooperates. Repairs will be made that are in keeping with the historic nature of the home.”

Kalish said the damage will most likely not impact the Board’s scheduled vote on Saturday.


This weekend, the Arlington County Board is expected to consider a plan to build a new hotel on the former Colony House furniture site at 1700 Lee Highway.

The hotel is slated to be branded as a Hilton Homewood Suites. Developer B.F. Saul plans for the hotel to be 8 stories tall, with 168 rooms and 102 parking spaces.

“Due to the extreme topography of the site, which rises 20-50 feet in elevation from the northern to the southern property line, the two levels of parking are at grade and visible along Lee Highway and at the corner of North Quinn Street,” Arlington County staff wrote in a report to the County Board.

The staff report anticipates “marginal” increases in traffic at nearby intersections after the hotel opens, with no additional traffic delays expected. The hotel is roughly a half mile from the Rosslyn and Courthouse Metro stations.

The County Board is set to consider the project at its Saturday meeting. If the Board approves a rezoning and site plan for the hotel, developers hope to have it built and open at some point in 2014.

ACPD Officers Honored for Fighting Car Theft — Three Arlington County Police officers have received state Law Enforcement Officer Awards for their work in helping to fight car theft. “LEO Award winners are selected by judges from the insurance industry, partnering law enforcement agencies and the Virginia Department of Motor Vehicles for their exemplary actions related to Intelligence, Prevention, Enforcement and Recoveries in fighting the crime of vehicle theft,” police said in a press release. Examiner Skewers Board for Signature Bailout — The Arlington County Board “blindsided” taxpayers by approving a $250,000 bailout for Signature Theatre during a closed session, according to a Washington Examiner editorial. “Other financially struggling artistic venues have to scale back productions, sublease space or launch pledge drives when money gets tight,” the Examiner editorial board wrote. “But Signature Theatre has friends in high places who apparently believe it’s too fabulous to fail, county taxpayers be damned.” [Washington Examiner]

Backyards, Not Barnyards,” as the group is called, is intended to be the answer to the Arlington Egg Project, which is strongly advocating for a change in zoning rules that would allow Arlington residents to raise egg-laying hens in their backyards.

Arlington County’s Urban Agriculture Task Force, established in 2012, is expected to make a set of recommendations to the County Board on Tuesday, June 11, including whether or not to allow backyard hen raising. Advocates for the change say that backyard hens are “a critical part of sustainable, small-scale home agriculture,” producing “eggs that are both superior in taste and nutrition” and “excellent fertilizer for your home garden and lawn.”

Jim Pebley, a former president of the Waycroft-Woodlawn Civic Association, helped to form Backyards, Not Barnyards with Darnell Carpenter, a former president of the Langston Brown Civic Association. Pebley says both he and Carpenter had unpleasant prior experiences with backyard chickens. They’re now hoping to attract “some grassroots opposition to this silliness.”

Backyard egg production, according the group, negatively impacts neighbors. Hens produce “excess animal waste runoff,” attract pests like insects and rats, and actually require more energy and resources than simply buying organic, sustainably-produced eggs at a local farmers market. Plus, they say, backyard hens are smelly and noisy.

The Arlington Egg Project has countered those points on its website, saying that hens are hygienic and won’t disturb neighbors.

Backyards, Not Barnyards also raises questions about regulation. If the zoning change only allows smaller-scale egg production, “Who would be in charge of counting [the chickens]?” the group asks.

Pebley has previously failed to get the Arlington County Civic Federation to adopt a resolution opposing backyard chickens, though he says he’s still trying to get the resolution through. With the new anti-chicken group, he’s hoping to gather online petition signatures to help sway the Arlington County Board before it considers any chicken-related zoning changes.

Backyards, Not Barnyards will be holding an organizational meeting tonight (Wednesday) at 7:00 p.m. at the Langston Brown Community Center (2121 N. Culpeper Street). Snacks — including deviled eggs — will be served.


Signature Theatre (photo via Signature Theatre website)The County Board approved a $250,000 grant for Signature Theatre (4200 Campbell Avenue) during its meeting on Tuesday.

The Board discussed the matter in a closed session before unanimously approving it. According to County Attorney Stephen MacIsaac, it is standard procedure for the Board to discuss a grant behind closed doors. The grant agreement will be made public once the county attorney finalizes it.

County Manager Barbara Donnellan said the grant will help bring the theater current with real estate taxes owed to the county. Funding for the grant was provided from budget savings identified at the end of Fiscal Year 2012.

The Arlington County Department of Management and Finance indicates the grant includes around $85,000 for past due real estate and business tangible taxes, $99,000 for the next two payments of real estate taxes and around $30,000 for the next business tangible tax payment. The remaining $35,000 will either help fund a financial consultant study or go to future tax payments.

Signature Theatre has sole access rights and branding capability in its current space within a county owned building. It is responsible for the full costs of operating that facility, including real estate and business tangible taxes. Other county supported arts groups performing in county subsidized spaces are not required to pay taxes.

“Signature is thriving, and has a great future ahead of it,” Donnellan said. “This grant addresses an immediate, short-term need by providing temporary relief from a tax burden that is not shared by other supported arts groups.”

The county emphasizes that the theater is a cultural anchor for Shirlington and provides financial benefits to the community. It estimates that more than $150,000 in annual sales and meals taxes can be directly attributed to Signature’s presence in Shirlington.

Signature faced several debt-related lawsuits in Arlington General District Court last year, including claims from Waste Management, Conde Nast Publications and the Delancey at Shirlington Village apartment building. The Waste Management and Conde Nast claims were eventually dismissed. The court ruled in favor of Delancey at Shirlington Village.

County Treasurer Frank O’Leary told the Sun Gazette that Signature was delinquent on its real estate and business taxes.
