If large new developments are going to put a strain on Arlington’s schools or eat up more of the county’s green space, why doesn’t the county require developers to chip in some cash to offset those impacts?

It’s a question on the minds of many Arlingtonians, particularly as the county grapples with budget cuts and increasingly overcrowded classrooms. “Peter’s Take” columnist Peter Rousselot even addressed the issue in his May 3 opinion piece, urging county leaders to require that any developer looking to add density to a property through a zoning change first send Arlington money (or even land) for schools and parks.

But county attorney Steve MacIsaac says Arlington isn’t likely to adopt Rousselot’s recommendations any time soon. He believes there’s a lot of nuance that often gets missed in discussions of the issue, starting with the fact that Arlington generally secures money from developers for things like nearby transportation improvements during any negotiation over new construction.

“Think about widened sidewalks and streetscapes you see, new Metro station entrances, things of that nature,” MacIsaac told ARLnow. “The goal of Arlington has been to try to make great places, and that will cause businesses to want to locate here, and then they generate a large amount of tax revenues to offset the cost of other services it has to provide. So if we flipped things around, the county would have to pay more for creating the great place… Things developers pay for now, wouldn’t be paid for, and the county would have to pick up those costs.”

MacIsaac notes that state law limits local governments from exchanging cash or donated land for schools, roads or parks for zoning changes, a process commonly referred to as the “proffer system.” In fact, many other localities across Northern Virginia have chafed at the current state framework for proffers, after a 2016 change to state law set new strictures on what local governments can ask developers to pay for.

MacIsaac points out that Arlington has largely been immune from those headaches, as the law still allows local officials to extract various concessions from developers — from public art contributions to affordable housing commitments to transportation improvements — if they build through the site plan process. (The 2016 changes exempted projects in certain areas, including those around Metro stations.)

Yet MacIsaac believes the proffer law does illustrate the way state lawmakers in Richmond view this issue, and why the county remains broadly limited in how it dictates terms to developers.

“The General Assembly is very stingy in giving us authority to deal with these kinds of things,” MacIsaac said. “New development imposes costs on localities, and the General Assembly believes localities should pay for those costs with the tax revenues they raise from that development.”

Rousselot writes in his column that no state laws or county ordinances “expressly prohibit Arlington County from requesting a reasonable cash or in-kind contribution from a developer as a condition to address these kinds of schools and parks impacts,” and MacIsaac concedes that this point is largely accurate.

Yet he believes moving to such an approach would not only deprive the county of the contributions it currently wins from developers — MacIsaac points out that builders typically pay for everything from transit improvements to public art — but would also fail to make the sort of impact Rousselot and others envision.

Some new banners proclaiming Columbia Pike as “Arlington’s Oldest and Newest Main Street” could soon pop up along the roadway, with a series of other new pennants close behind.

The nonprofit Columbia Pike Revitalization Organization is looking for the County Board’s permission to start putting up 48 banners along the road over the next few years, as it runs from S. Jefferson Street and S. Orme Street between the area just outside Bailey’s Crossroads and Pentagon City.

The 24-inch-wide, 48-inch-tall banners would be vertically mounted on street light poles along Columbia Pike, in order to “assist in identification and branding of the Columbia Pike corridor,” according to a county staff report.

CPRO is particularly interested in outlining “a Main Street vision” for the area, staff wrote, so the first banners would be placed at five intersections along the road as part of a branding effort along those lines.

In the coming years, CPRO also hopes to post pennants to identify the boundaries of various neighborhoods in the area, like Arlington Mill and Columbia Forest.

CPRO also envisions using the banners to advertise events like movie nights or farmers markets. The organization — which is largely county funded — will pay for the new banners, with a projected cost of $11,280 in all.

The County Board is set to vote Saturday (May 19) on whether to move forward with this project. If approved, the Planning Commission would hold a public hearing on the topic on June 4 and the Board would hold its own on June 16.

Arlington Public Schools could soon free up some space in one of its parking lots by shifting employees to a garage next to Barcroft Park.

The County Board is set to approve a deal with APS this weekend to let school bus drivers park their personal vehicles on the top floor of the Barcroft garage at 4200 S. Four Mile Run Drive.

The school system is looking to make the change because space at the Arlington County Trades Center lot in Shirlington (2770 S. Taylor Street) is rapidly becoming limited, according to a report prepared by county staff. Rising enrollment in APS has led not only to overcrowded classrooms, but a persistent push by the county to add more buses, which has squeezed its transportation facilities.

So long as the Board signs off on the deal, APS employees would be able to park in the 50 spaces on the top floor of the garage from 5 a.m. to 5 p.m. each weekday starting on July 1, and the arrangement would last for at least the next five years.

APS buses will no be moving from the Trades Center lot, so the school system also plans to run a shuttle out to the Barcroft garage, which sits roughly a mile away from the center.

County staff don’t expect this change will have any impact on demand for spaces in the garage, which also serves the Barcroft Sports and Fitness Center, as they believe the space is currently “underutilized by the public for parking for recreational activities” during the day on weekdays. The full garage will still be open to the public past 5 p.m. each day.

The Board will vote on the deal at its meeting Saturday (May 19). The matter is slated for the Board’s consent agenda, so it’s likely to pass without debate.

Some long-awaited improvements for bicyclists and pedestrians on S. Walter Reed Drive in Shirlington could soon move forward.

Arlington County has been hoping for years to add a series of new features to the road as it runs between S. Arlington Mill Drive to S. Four Mile Run Drive, and the County Board is poised to award a roughly $1.8 million contract for the construction this weekend.

County planners are looking to improve access to the Washington & Old Dominion Trail and the Four Mile Run Trail along the road, and the county is aiming to add new crosswalks and curb ramps, ADA-compliant bus stops, upgraded traffic and pedestrian signals and additional street lighting in the area.

The plans also call for a slight widening and resurfacing of S. Walter Reed Drive, and the elimination of a westbound turn lane on Arlington Mill Drive to improve the crossing for walkers and cyclists. County officials started testing the latter change last summer, briefly prompting a few traffic back-ups in the area. According to a report by county staff, transportation planners managed to resolve those problems by tweaking the timing of traffic signals around the end of 2017.

The Shirlington Civic Association is supportive of the project. Its president said in a letter that the association hopes, among other things, that the project will improve access to the western end of the Shirlington dog park.

The county is hoping to start construction sometime this spring or summer, pending the Board’s approval of the contract. The Board is set to vote to vote on the matter on Saturday (May 19), as part of its “consent agenda,” which is generally reserved for noncontroversial items that are approved all at once.

The total cost of all phases of the project, including the current contract, is listed as $2.8 million.

The Arlington County Board wants to hear directly from you about how the county should grow in the coming years.

The Board is convening a series of “Big Idea Roundtables” next month, in order to have “big picture conversations about our county’s future,” according to a news release.

“These roundtables, framed around some critical issues, are open-ended and not limited to any one issue, policy or site proposal,” County Board Chair Katie Cristol wrote in a statement. “Our goal is to create a space for and spark a conversation among civic leaders and residents of all backgrounds about their hopes for our county’s future as we grow and change. We look forward to lively conversations about diversity, density, affordability, traffic and beyond.”

Chairs of Arlington’s citizen commissions will help facilitate the seven discussions, in conjunction with Board members. The roundtables are planned for the following days:

  • Saturday, June 2 from 2-4 p.m. —  Langston-Brown Community Center, Rooms 108 and 109 (2121 N. Culpeper Street)
  • Monday, June 4 from 6:30-8:30 p.m. — Drew Community Center, Room 118 (3500 23rd Street S.)
  • Saturday, June 9 from 9-11 a.m. — Arlington Mill Community Center, Rooms 411 and 413 (909 S. Dinwiddie Street). Translation services available for Spanish-speaking residents at this session.

The Powhatan Springs Skate Park could soon be in line for a $2.2 million overhaul.

The Arlington County Board is expected to approve a full renovation of the 14-year-old park, located at 6020 Wilson Boulevard in the Boulevard Manor neighborhood, at its meeting this weekend.

The park is the county’s only facility designed specifically for skaterboarders, and its condition has deteriorated in recent years, according to a staff report prepared for the Board.

“Significant portions of the concrete in the skate park are failing, causing potentially hazardous conditions for users,” county staff wrote. “At the same time, the evolution of the sport of skateboarding has advanced, as have skate parks themselves to serve the sport.”

Staff are recommending that the Board give a green light to plans submitted by the D.C.-based Bennett Group to replace the existing, 15,000-square-foot park with a completely new set of bowls and half pipes for skaters.

The plans are also backed by a group of people who frequent the park, dubbed “Skaters for Arlington Skatepark.” They wrote a letter to the county hailing the design as “the best possible use of the space” and arguing that the new park “will be highly attractive to skateboarders and other users, many of whom will travel from across the nation to visit it.”

If the Board signs off on these plans, construction is set to start later this year, and the new park could open before the end of 2018 or in early 2019.

The Arlington School Board managed to avoid class size increases in its new budget, but the county’s worsening financial outlook has school leaders warning that future spending plans could include additional painful cuts.

The School Board voted unanimously Thursday to approve a roughly $637 million budget for fiscal year 2019, though board members expressed plenty of trepidation about the document.

“This was a very difficult year, and I think we’re going to have a few more difficult years,” said board member Tannia Talento. “The things we were able to save this year, we may not be able to save next year. We just need to be aware of that reality.”

Just as the County Board has been wrestling with challenges associated with a shrinking commercial tax base and ballooning Metro expenses, Arlington Public Schools officials have been forced to start doing some belt tightening as well. Superintendent Patrick Murphy proposed about $10 million in spending cuts in the budget he sent to the board, targeting areas like employee benefits and planned hires, and he warned that the rapid pace of student enrollment is likely to only make budget pressures more acute in the coming years.

However, the School Board was able to push off the impact of this year’s budget squeeze in some select areas, thanks to an extra $3.2 million in one-time funding the County Board opted to send to the school system as it finalized its budget on April 22.

The School Board decided Thursday to use the bulk of that money — roughly $2.6 million — to delay a bump in class sizes across every grade level for one year, saving 28 jobs from the chopping block in the process. Murphy had originally proposed upping average elementary school class sizes by one student each, with average increases of .75 pupils in each middle school class and .5 students in high school classes.

But using that money to avoid class size increases was not without controversy; it passed on a 3-2 vote, with Vice Chair Reid Goldstein and board member Monique O’Grady dissenting. While neither board member expressed any great satisfaction with those votes, both stressed that they’d rather see the school system save up now to prepare for choppy financial waters ahead.

“I don’t like taking cuts, but the reality is we must do so,” Goldstein said. “Tightening the belt means things are not going to be perfect all the way around.”

Yet board members like Chair Barbara Kanninen argued that keeping class sizes small is “a hallmark of our school system,” justifying the extra spending. Furthermore, she reasoned that the board could use the county’s one-time funding to support such a change because APS wouldn’t be adding any new positions with the money, merely supporting existing employees.

The two contenders for the Democratic nomination for Arlington County Board spent most of their May 2 debate in agreement on a wide range of issues — with one gondola-sized exception.

Chanda Choun and Matthew de Ferranti took turns emphasizing the need for more affordable housing and economic development in the county during the forum, which was held in Ballston and hosted by the Arlington County Democratic Committee. Both Democratic hopefuls had plenty of criticisms of the record of the man they’re hoping to knock off this November: County Board member John Vihstadt, an independent.

The rare policy divergence between the two came on a question about whether they’d support using county funds to help build the oft-discussed Rosslyn-Georgetown gondola.

De Ferranti, a lawyer and Democratic activist who’s racked up endorsements from a whole host of elected leaders, adopted the more cautious stance of other county officials and suggested that he’s “fairly wary of moving forward” with the project.

By contrast, Choun — a cybersecurity professional and U.S. Army reservist — borrowed a phrase from the ARLnow comment section to declare: “Gondola now!”

“I know it sounds silly, but I don’t think we should just write it off,” Choun said. “I don’t think there’s any harm to continue exploring this proposal.”

Choun pointed to previous studies of the project suggesting that it could ease the connection between Rosslyn and Georgetown by helping people bypass the Key Bridge, adding that the gondola could also increase access to the Rosslyn Metro station for Georgetown residents.

Yet de Ferranti said he’d much rather support Metro more directly via continued county’s financial support of the troubled transit system. He also noted that many local officials fear that Virginia’s recent deal to provide dedicated annual funding to Metro could pull badly needed money away from regional road projects.

“We have to preserve our existing bus routes and the transportation we have now,” de Ferranti said. “I just don’t think now is the right moment for us to get the gondola.”

But neither Choun nor de Ferranti will get a chance to weigh in on the issue at the board level if they fail to best Vihstadt, who became the first non-Democrat to win a seat on the County Board in 15 years back in 2014, and both candidates argued forcefully that they can topple the incumbent.
