(Updated at 4:15 p.m.) On the second anniversary of Amazon choosing Arlington for its HQ2, Vice President of Public Policy for Amazon Brian Huseman is celebrating the project staying the course.

Huseman spoke with ARLnow about the goals of the celebration, Amazon’s local charitable contributions, the progress the company is making toward its hiring goals, construction deadlines, and the impact of the coronavirus on work.

“We want to convey that we’re on-track and on-target to hire the employees and we want to convey that we’re deeply invested in the community,” Huseman said. “We want to be a good neighbor and contribute to community organizations as much as we can during these challenging times.”

Despite the pandemic, Phase One of construction — on the Metropolitan Park development site in Pentagon City — continues on-schedule, Huseman said. In this phase, a block of warehouses were torn down and two Amazon towers totalling 2.1 million square feet are being built in its place.

Amazon is also funding the $14 million renovation of Metropolitan Park, adjacent to the first HQ2 phase.

Both Phase One and the park are expected to be completed in 2023, when Amazon expects to open its complex. Until then, it is leasing several temporary office spaces in Crystal City.

The second phase of HQ2 should be ready to present to the community and go through the county’s approval process starting in 2021, Huseman said. That phase is expected to include several million additional square feet at the PenPlace development site, one block down from the first phase along S. Eads Street. Amazon recently bought a hotel on the PenPlace block, with plans to tear it down.

Amazon reached the 1,000-employee mark earlier this year, hiring first in Human Resources, Recruiting and Finance. It has 500 open roles currently, Huseman said, and plans to continue its hiring spree for the foreseeable future.

“We’re on-track to meet 25,000 hires over next decade,” he said.

Amazon is sticking to that number even as it grows in Bellevue, Washington, which some have speculated is becoming the “real HQ2.” In September, Amazon announced it would be increasing the number of hires from 15,000 to 25,000 in the city, not far from the company’s Seattle headquarters.

Huseman dismissed the speculation that Bellevue would be supplanting Arlington.

“We have a presence in the Puget Sound region,” he said. “We are growing there, but the key here is that we promised 25,000 jobs and we’re on target for that. That’s what we’re going to deliver.”

And employees at HQ2 will be doing a “whole range of things” from web services to retail. The Vice President of Alexa International, Rob Pulciani, was one of the first executives to transfer to HQ2 with his team to build “the next generation of Alexa services,” Huseman said.

“Whatever Amazon does, you’ve got people at HQ2 doing that,” he said.

As a result of the pandemic, Amazon employees can work from home until June 2021. Most are opting to stay home but the offices are open with temperature checks, frequent disinfecting and social distancing in place. Candidates are interviewing remotely.

“Working from home is pretty effective and collaborative,” Huseman said. “We are able to communicate with video-conferencing and channels that we have with teams across the country.”

From themed attractions to hydroponic farms, locals have dreamed up novel ways to revitalize Crystal City Shops (1750 Crystal Dr), an underground mall.

The shops, which rely largely on foot traffic from Crystal City office workers, have been struggling during the pandemic. But with Amazon’s arrival spurring new development, some local groups have been brainstorming a new future for the half-mile corridor.

Last week, the best ideas were proclaimed winners of the “Underground Challenge,” developed by Livability 22202, a group that includes the Arlington Ridge, Aurora Highlands and Crystal City civic associations.

“The Underground Challenge was organized to spur creative thinking about the Crystal City Underground and its future with the change and new development now happening in Crystal City and National Landing,” said Livability 22202’s press release. The group said that subterranean shops are “much loved by local residents.”

The challenge was sponsored by JBG Smith, which owns the shopping center, and the National Landing Business Improvement District, which serves the Crystal City, Pentagon City and Potomac Yard neighborhoods. The three groups founded a working group to liven up the sparse hallways.

People submitted creative writing pieces, videos or business plans to revitalize the buildings, corridors and plazas that were built a half-century ago.

“Entrants celebrated their fondness for the underground, pointed out its quirks and features, and proposed new ideas for its future,” said the press release.

These ideas included libraries, museums, urban farms or spaces for kid-friendly STEM activities.

Patricia Heath’s “Underground Energy” won first place in the “Write Underground” category:

“There are myriad issues to be addressed, and I don’t have all the answers (and likely don’t know all the challenges),” Heath wrote. “What I do know is this: the Water Park may be the outdoor personification of our Crystal City urban village, but the Underground is its beating heart and circulatory system, literally and figuratively.”

Runners-up in the creative writing category included Neena Gupta’s “In Search of a Protagonist” and Matthew Mercado’s “Dr. Mercado’s Diagnosis.”

Kari Klaus won the video category with a vision of a Las Vegas-inspired Underground.

Videos from the runners-up Emma Benson and Eric Cassell offered “fond — and satirical — commentary on the existing Underground experience.”

Business plan category winner Matt McKinstry suggested the “Under Grange,” a network of indoor hydroponic farms and agri-tech startups that grow vegetables, greens and herbs, and support cheesemaking and beekeeping, to supply local restaurants.

Runners-up included Michael Hong, who suggested a Museum of Science Fiction and venues for live music, and John Chapin, who imagined security-related businesses settling into the Underground.

“The community’s robust level of engagement in the ‘Underground Challenge’ truly reflects their passion for great places and appetite for continuous reinvention,” said Tracy Sayegh Gabriel, the president and executive director of the National Landing BID, in a statement. “National Landing is fortunate to have such a committed community of residents focused on positive efforts that will improve the neighborhood for all.”

The contest’s judges included Robert Siegel, former co-host of National Public Radio’s All Things Considered; Arlington videographer Eric Courtney; and Arlington authors Rick Hodges and Kim O’Connell.

Livability 22202 said it plans to share ideas from the Challenge in future discussions about the underground.

Developer JBG Smith is advancing plans to turn a grassy plot of land it owns in northern Crystal City into a new office building.

The project at 101 12th Street S. is one of the projects added to the company’s extensive development pipeline in the area following the arrival of Amazon’s HQ2. The County Board is slated to review the proposed development this Saturday.

“The project, known as ‘Crystal Gateway,’ includes a 109-foot tall (nine-story) office building with 234,427 square feet of office space and 5,195 square feet of ground floor retail,” a county staff report says.

Proposed community benefits from JBG, as part of the project, include achieving LEED Gold certification, constructing a new connector street, and contributing land and money for a new “Gateway Park” to the east of the site. Other environmental features include bird-friendly glass, since the building would be near a wildlife preserve, and a vegetated roof.

For the park, JBG will contribute about 70,000 square feet of land and $300,000 in funding for the initial park design.

“The Sector Plan envisions this open space to be approximately 54,500 square feet and is anticipated to tie into the existing esplanade path for Long Bridge Park,” the county staff report says. “The vision for this park is to include neighborhood serving recreational facilities such as tennis or volleyball courts, a playground, benches, and picnic tables. The exact design and planning for Gateway Park will be done through a County-led planning process.”

The project surprised those who were familiar with the Crystal City Sector Plan, which has for years kept the property on which the office building will sit as a green space, said William Ross, chairman of the Park and Recreation Commission.

“This apparent shift in design purpose was not anticipated, given the engagement promotions,” he wrote in a letter to Board Chair Libby Garvey. “But it is not a crisis either.”

Rather, he continued, it creates “an opportunity and an obligation to the community that the small open area between the structure and the public pathway be designed as a natural gateway, providing the transition and place identity that is important to all.”

Members of the Transportation Commission unanimously supported the development, wrote Chairman Chris Slatt. They support the new S. Ball Street connector road, between 10th and 12th streets, because the area lacks access options for emergency vehicles, but have asked staff to design a driveway apron or similar feature to deter drivers looking for a shortcut.

In a Planning Commission meeting on Nov. 4, however, two speakers denounced the connector road and predicted it would become a a dangerous cut-through regardless.

“If the commission lived in the community, they would see how cars speed down Long Bridge Drive,” Annemarie Spadafore said. “People will be killed, and the blood will be on the commission’s hands.”

Speaking on behalf of the Crystal City Civic Association, Carol Fuller said the new S. Ball Street — which is called for in the sector plan — will not benefit the community.

“First, the community has never wanted this connection,” she said. “Second, commuters will use this extension to cut through to I-395… Exiting at this intersection is hazardous and the proposed extension will make it worse.”

Staff is recommending that the County Board approve a rezoning, a site plan and other actions required for the project to proceed.


(Updated at 5 p.m. on 11/10/20) Dominion Energy and Arlington County are looking to swap two pieces of land near Crystal City.

On Saturday, the County Board is slated to consider a series of real estate and land use actions, including a land exchange agreement between Dominion and the county. Dominion offered to give the county a piece of property at the corner of 18th Street and S. Ives Street in exchange for a piece of county-owned land on the corner of S. Fern and S. Hayes streets.

The swap would allow Dominion to expand its substation — located roughly two blocks from Amazon’s under-construction HQ2 — to accommodate larger, newer equipment. Construction on the expansion is anticipated to start late in the first quarter of 2021.

The County is considering turning the Dominion property, the site of a previous substation, into a park.

In addition to updating the substation, Dominion is also trying to meet increasing demand for energy as the Pentagon City and Crystal City areas develop, said Michael Halewski, a real estate specialist from the Department of Environmental Services, during a meeting on Wednesday with Arlington’s Planning Commission.

“Dominion is on a tight time frame for the delivery of the increased electrical capacity to the community,” Halewski said.

The area needs more “redundancy and reliability” in the electrical services it provides, said Dominion spokesperson Peggy Fox in an email on Tuesday.

To get the extra physical space needed for the new equipment, Dominion looked to neighboring land. The county-owned property — an unused, grass-covered sliver along S. Hayes Street — did not have as many constraints, including underground public utilities, as other plots.

The original discussion about this exchange occurred in the summer of 2019, and in July 2020, Dominion submitted a rezoning application to the County Board.

In August, Dominion notified the neighboring civic associations of its plans, and invited feedback through a survey. It also purchased social media ads and held two virtual meetings.

“It was one of the more successful community engagements Dominion has had in response to one of its projects,” said Matthew Weinstein, counsel to Dominion Energy, during the Planning Commission meeting.

In response to feedback on the aesthetics of the substation, Dominion updated its permit to include a commitment to installing public art on-site, redesigning the plaza to improve the pedestrian and leisure experience and widening the sidewalk from four feet to six feet, said Dominion spokesperson Ann Gordon Mickel in a project update on Oct. 28.

Neighboring civic associations told county staff they had no issues with the substation rezoning proposals, but the Aurora Highlands Civic Association did express hesitancy with the exchange agreement.

“We’ve heard some concerns from the community about the environmental condition of the land,” said Halewski, the county staffer.

Environmental reports indicate that some areas of the old sub-station property would need to be remediated if dirt was disturbed and excavated. The soil could be used on-site or disposed of in a regulated landfill, he said.

“The cost of those different scenarios range from $0 if it’s a passive open space to approximately $55,000,” Halewski said. “This would be a county cost.”

It’s a sight that still stands out for its oddness: a huge parking garage normally packed with cars, almost totally empty.

Six months ago, at the springtime height of the pandemic in Arlington, ARLnow staff photographer Jay Westcott embarked on a photo essay project to document some of the eerily abandoned office and retail parking garages in Arlington.

At the time, there was just too much news to report and we never ended up publishing the photos. Until today.

Above is a look back at the empty parking garages of Arlington, amid the coronavirus lockdown. Below are Jay’s recollection of the assignment.

When I look through these pictures of empty parking garages, taken back in April and early May, I remember how it felt to be in them: cold, lonely, nervous. Despite being public garages, they were closed because of the stay at home order. Nobody was going in the buildings around them, and without cars the weirdness that is an underground parking garage or a multi-level above-ground garage is reduced to its basic elements: concrete and columns.

These parking garages might be getting more use now, six months later. And maybe one day they will have bike races in them again. One can only hope.


Update at 9:10 p.m. — Power was briefly restored but is back off, according to a Dominion spokeswoman.

Earlier: About 3,700 Dominion customers are without power in Arlington as of 8 p.m. Friday night.

A massive outage is mostly affecting customers in Alexandria, but thousands in Arlington’s Crystal City, Aurora Highlands, Arlington Ridge and Fairlington neighborhoods are also in the dark.

Some have reported the power flickering.

Power restoration is currently estimated between 10 p.m.-1 a.m., according to Dominion’s website. The cause of the outage is a malfunctioning circuit at a substation, according to a company spokeswoman.

The Virginia Department of Transportation is asking residents to take a short survey that will shape a study of potential improvements to Route 1 between 12th and 23rd Streets S. in Crystal City.

As development activity in Crystal City and Pentagon City continues, VDOT and Arlington County are looking for ways to improve the safety, accessibility and effectiveness of a variety of transportation modes on Route 1 in the area. In particular, the study responds to the increased demand for transportation resulting from the construction of Amazon’s HQ2.

“As this area’s commercial and residential densities continue to increase, transportation plans will need to address the wide-ranging needs of pedestrians, bicyclists, transit riders, motorists, and other users while maximizing the safety, convenience, and sustainability of the system for decades to come,” according to a news release from the VDOT.

The survey asks respondents to explain how they use Route 1 (also known as Richmond Highway), rank improvements by priority, and identify areas with congestion or safety problems. It is available through Nov. 15.

Officials say the study will help identify safety improvements for pedestrians, bicyclists, those using micro-mobility modes such as electric bicycles and scooters, and those taking transit or driving. The study will also examine ways to make transit more accessible, reliable and convenient, as well as options for protecting the environment.

The team leading the study plans to form a task force from representatives of civic associations, Arlington County advisory groups and the National Landing Business Improvement District, the news release said. The task force is anticipated to have five meetings.

After collecting and analyzing the initial survey data, VDOT is planning a virtual public meeting this winter to share preliminary survey results and latest study information. Draft recommendations for the study will be presented to the public for feedback in spring 2021, and the final study is expected to be complete in summer 2021.

Please note that this study does not include construction funding, but will develop proposed future improvements that VDOT and other agencies will consider and may pursue for funding.

The study was announced a week after the National Landing BID released a report, “Reimagining Route 1,” which envisioned the car-centric highway as a slower, greener, pedestrian-friendly boulevard lined with retail and restaurants.

VDOT is studying the Route 1 overpasses over 12th, 15th and 18th streets, which some have called to be eliminated in favor of more urban intersections at grade.

“Route 1 was originally designed to accommodate the auto-centric development trends of the mid-20th century, when the primary objective was to move cars through the area as quickly as possible,” the BID said in a press release. “The resulting elevated highway, super blocks, and oversized intersections divided the community for decades, inhibiting not only connectivity and access, but also the area’s ability to come together as a singular downtown district.”


Arlington County police arrested a man over the weekend after he allegedly tried to force his way into the home of a woman who opened her door to see if he needed help.

The incident happened around 1:45 a.m. Sunday on the 3100 block of 9th Street N., near Clarendon.

Police say the 22-year-old man was drunk when he started to damage items outside the home and then pushed the victim in an attempt to enter the home.

UNLAWFUL ENTRY, 2020-10180035, 3100 block of 9th Street N. At approximately 1:45 a.m. on October 18, police were dispatched to the report of a suspicious person. Upon arrival, it was determined that the victim was inside her residence when she heard noise at her door and observed the male suspect outside. As the victim opened the door to see if the suspect was in need of assistance, he requested to be let inside and kicked a shoe and his phone into the residence. As the victim attempted to retrieve the items, the suspect allegedly began to damage the victim’s property outside, then pushed the victim as he attempted to enter the residence. The victim fought back and yelled for assistance, at which point neighbor came to the aid of the victim and chased the suspect out of the building. During the course of the investigation, it was determined that the suspect had also entered another residence in the building. Also in the most recent ACPD crime report, police are investigating Saturday morning robberies in Crystal City and Rosslyn.

ROBBERY, 2020-10170061, 1400 block of Crystal Drive. At approximately 3:17 a.m. on October 17, police were dispatched to the report of a robbery. Upon arrival, it was determined that when the two victims came outside to meet the suspect,  she exited her vehicle and demanded money from them. As Victim One pulled out an undisclosed amount of cash, the suspect struck him with a closed fist and grabbed the money. The suspect then turned to Victim Two, who initially declined to provide money, and became angered. Victim Two produced an undisclosed amount of cash, which the suspect grabbed, then fled in the vehicle prior to police arrival. The suspect is described as a Black female, 6’2″ to 6’4″, and 300 lbs. The vehicle is described as a gray Mercedes hatchback. The investigation is ongoing.

ROBBERY, 2020-10170094, 1100 block of Wilson Boulevard. At approximately 9:56 a.m. on October 17, police were dispatched to the report of a robbery by force just occurred. Upon arrival, it was determined that the suspect entered a business and began selecting merchandise. The victim approached the suspect telling him to pay for the merchandise, at which point a physical altercation ensued. The suspect pushed the victim and grabbed his eyeglasses, causing them to break, then selected additional merchandise and fled the business prior to police arrival. The suspect is described as a White male, approximately 6’0″, 220 lbs., wearing a dark gray hoodie, camouflage shorts, with black and yellow sneakers. The investigation is ongoing.
