A newly-reopened segment of the Washington & Old Dominion (W&OD) Trail in Falls Church boasts a feature that could be replicated in Arlington: separate paths for cyclists and those on foot.

Regional parks authority NOVA Parks widened just over one mile of the trail through the Little City in order to accommodate separate tracks. The organization celebrated the completion of the five-year, $3.7 million project this morning.

The parks authority says something similar should be done along the Arlington segment, which has seen an increased number of pedestrians, leisure riders and commuters competing for the same narrow asphalt strip.

“Our focus was getting Falls Church completed, since we had all the funds and city approval lined up for that,” NOVA Parks Director Paul Gilbert said. “The next step will be to see when we can get the Arlington section done — when we have design work done and we can talk to civic groups.”

Two years ago, the organization signaled its intent to widen the two-mile stretch between N. Roosevelt Street and N. Carlin Springs Road and incorporate separated trails. Work is contingent, however, on when a $5.6 million grant from the Northern Virginia Transit Authority becomes available.

That likely won’t happen until 2024, but having the Falls Church segment done helps the process in Arlington, he says.

“It’s not a theoretical,” he said. “Everyone can experience it, see it, understand how it works.”

Among those trying it out was local cycling advocate Gillian Burgess, who hit the trails this past weekend, ahead of the official opening today.

She says she wants to see similar mode-separated trails for the entire length of the W&OD in Arlington, as well as the Mt. Vernon Trail, the Bluemont Trail and parts of the Custis and Four Mile Run trails.

Gilbert says widening large sections of the Arlington W&OD Trail is “feasible, desirable and necessary.”

Arlington County’s transportation division is kicking off its ambitious plan to eliminate traffic deaths with a series of relatively quick safety projects.

For now, most of those projects appear to be in North Arlington. 

Four months ago, the Arlington County Board adopted a five-year action plan that aims to eliminate traffic fatalities and severe injuries, known as “Vision Zero.” The plan lays out a systematic approach to safety improvements, addressing the most urgent needs through data analysis, equity and community engagement.   

These improvements vary in scope: “quick-build projects” address immediate needs quickly using low-cost materials, while larger-scale projects require funding from the county’s Capital Improvement Program or grants. Others include pilot projects and regular maintenance work. 

“We’re focusing initially on small-scale operational improvements… a small but important part of program,” said Dennis Leach, the director of transportation for the Department of Environmental Services.  

Residents will see upgrades such as curb and median extensions, improved bus stops, curb-and-gutter repairs, new ramps and new high visibility crosswalks. DES has already completed eight “quick-build” projects and 11 are underway, according to its website.

Staff identify projects by analyzing crash data and considering reports by police, Arlington Public Schools and community members. They are constructed on a rolling basis.

For example, this month, staff completed a new mid-block crosswalk across N. Ohio Street that will improve access to Cardinal Elementary School and Swanson Middle School School. Staff are now installing a crosswalk with accessible curb ramps over Sycamore Street for better access to Tuckahoe Park and Tuckahoe Elementary School. 

Of the 19 completed and under-construction projects, only three appear to be in South Arlington. One Twitter user mapped out the geographic spread of these projects, raising questions about how these projects are chosen and when DES will make its way south, given that equity is a core tenant of Vision Zero. 

Leach said that could be because there are a number of older community and school requests being worked through. 

“I think there’s an issue of a pipeline of small projects that may have gotten their start in early years,” Leach said. “What you see in the pipeline of quick-build projects has been built up over years… These projects may have gotten their start before Vision Zero was adopted.” 

Transportation and Operations Bureau Chief Hui Wang said these projects are “a very small, skewed piece of the transportation program” because they don’t show large-scale investments, such as those on Columbia Pike.

“When we’re talking about balance, equity, we have to make sure that we’re not looking at it through a shaded lens,” she said.  

Leach agrees. 

“[Columbia Pike] is our single largest focus areas, as it has some of our oldest infrastructure,” he said. “In other parts of the county, like the Rosslyn-Ballston corridor, private development builds a lot of the infrastructure. In Columbia Pike, until recently, there’s been little private development — there’s more now — but it’s been left to county to actually make those investments in advance of redevelopment.”

When asked if certain communities generate more traffic reports than others, Wang said DES doesn’t map out community reports because it’s hard to categorize them and her team doesn’t have the resources for that. 

“My team is focused on the engineering part — our goal is trying to get things done,” she said. 

The data-based approach helps weed out what is a perceived safety risk versus actual safety risks, Wang noted.

“We use crash data to identify real problems,” she said. “We’re using data as a guiding force, focusing on high-injury networks.” 

Chris Slatt, who is president of transportation advocacy group Sustainable Mobility for Arlington County, said it’s not surprising that initial projects will skew toward North Arlington. 

“Complaint-driven processes are well-known to reflect the biases of whom within the community is best equipped to spend precious time and energy complaining, so we would fully expect that method of identifying projects to skew toward the more affluent areas of Arlington unless staff works intentionally to correct that bias,” he said.

Marymount University’s Main House on its North Arlington campus has a sprawling front lawn once again.

On Sunday, the university wrapped up two weeks of construction that turned the concrete parking lot at 2807 N. Glebe Road into a green space. Now, Marymount leaders envision the school community using the space for recreation and picnics.

“As students, staff, faculty and their families enter Marymount, they’ll now be greeted with a beautiful lawn devoted to bringing our community together,” said Marymount University President Irma Becerra.

Marymount originally had a grass lawn in front of the Main House, but that was paved over in May 2000 to accommodate the growing number of students who need a place to park. Now that the university has two parking garages, Marymount said it no longer needs the lot.

Those employed by the university have embraced the change already, according to Barry Harte, the school’s treasurer and vice president for finance and operations.

“Bringing back the beloved recreation area has sparked overwhelmingly positive feedback from our staff and faculty. This change is important not only to our students and their families, but also to the greater Arlington community of which Marymount is proud to be a part of,” said Harte.

In a press release, the university said the lawn will help the surrounding community by absorbing storm water runoff and improving water quality.

The front parking lot previously hosted a seasonal weekly farmers market. Organizers announced earlier this summer that the market was permanently closed, encouraging local residents to go the new Cherrydale Farmers Market instead.

Marymount plans to hold a picnic on the lawn to celebrate the start of the academic year this coming Monday, Aug. 23.


Two decades ago, Marymount University paved paradise and put up a parking lot on its main campus in residential North Arlington.

This week, the school embarked on a construction project to turn the lot in front of the historic Main House at 2807 N. Glebe Road into a campus green space.

“This restores that area to how it looked prior to May of 2000, when the lot was created to supply additional parking for the University,” spokesman Nicholas Munson said.

Construction began Monday and is expected to be completed around Sunday, Aug. 15, depending on the weather, he said.

Marymount added the surface parking lot to accommodate a growing school community at the Main Campus. Today, Marymount’s Blue and White garages now provide “ample parking” for the community, he said.

“Once it’s completed, Marymount will provide more recreational space for students while creating a positive impact on our physical campus environment,” he said.

The project is being paid for with capital funding.

Other upcoming campus projects include transforming “The Lodge,” a historic structure on the Main Campus, into a welcome center for students, families and visitors. Marymount also plans to reorient the front entrance so that fewer cars can access the campus core, making it more pedestrian-friendly, and to create a “student hub” in Rowley Hall “to promote a new community space for Marymount Saints to gather.”

The university also has a campus along N. Glebe Road in Ballston.


Commuters in Ballston now have access to new bus bays on Fairfax Drive, outside the entrance to the Ballston Metro station.

The refreshed bus bays feature “new bus shelters, sidewalks, and planters,” said Eric Balliet, a spokesman for Dept. of Environmental Services. He added that work along Fairfax Drive should be “substantially complete in August.”

These upgrades are part of a four-phase project to update the transit facilities and public areas surrounding the Metro station. Improvements to multimodal facilities along Fairfax Drive comprise the project’s first phase.

The county expects the project will be 100% complete next summer, he said. The goal of the project is to increase transit usage and safety, improve the facilities as well as access to them and circulation around them, and enhance their design and provide sustainable infrastructure.

With phase one nearing substantial completion, the county is embarking on the second phase. Access to bus bays and pedestrian paths along the east side of N. Stuart Street will be impacted during this phase, which is expected to last until spring 2022, the project webpage said.

“Access to businesses along east side of N. Stuart Street will be maintained throughout this phase,” the webpage noted.

Since Sunday, some ART and Metrobus service along N. Stuart Street and N. Stafford Street has been relocated to the new bus stops on Fairfax Drive and temporary ones on the west side of N. Stuart Street. On Monday, attendants could be seen helping commuters get to the right bus stop.

WMATA say it is still working to provide printed schedules for riders.

Phases three and four will focus on upgrades to two plazas, one on N. Stuart Street and one on Fairfax Drive, and each phase is expected to last three months. Once all four phases are complete, commuters will see a number of additional upgrades, such as additional bike parking, expanded public space along Fairfax Drive, a dedicated “kiss-and-ride” curb space and a dedicated shuttle bus curb space and bus shelter.

In addition, “landscaping and benches for the planter areas, bus stop flag poles and real-time bus information displays will be added toward the end of the project,” Balliet said.

The County Board approved the project in December 2019, and construction — expected to last 18 months — was slated to begin in the summer of 2020.

“The project experienced delays due to the need to relocate telecom and electric utilities lines,” Balliet said. “We now expect the entire project to be completed in summer 2022.”


Work could begin soon on the 65-year-old W. Glebe Road Bridge, which Arlington County says is “structurally deficient.”

This Saturday, the Arlington County Board is set to approve a $9.9 million contract that would kickstart the project. Improvements include replacing the top of the bridge, repairing its supports and making it more pedestrian- and cyclist-friendly.

According to the county, the bridge is in poor condition and requires attention soon. The bridge has been restricted to vehicles weighing fewer than five tons since a routine inspection in November 2018 uncovered structural problems.

The bridge “needs immediate superstructure replacement as further deterioration of the beams may result in bridge closure for [an] extended period,” a staff report said.

W. Glebe Road Bridge will remain open to vehicles and pedestrians during construction, which is expected to last 18 months, the county said, adding that extra time is needed to move underground utilities.

“The project includes removing the existing prestressed concrete superstructure and constructing a new superstructure with steel girders and a concrete deck,” the report said. “The project also includes repairing the existing substructures, and installing new,
wider sidewalks, bike lanes, architectural features and enhanced lighting.”

This bridge is the first to be rebuilt as part of an agreement between Arlington and Alexandria to share the costs of rehabilitating and maintaining five bridges across Four Mile Run which connect the two jurisdictions. Once the repairs are complete, Arlington will be fully responsible for inspecting and maintaining the W. Glebe Road Bridge.

The next bridge slated for attention is Arlington Ridge Road, which needs to be repaired in two to five years, according to the county. Other bridges in the agreement are at Shirlington Road, Route 1 and Potomac Avenue.

The county said it has received community feedback in favor of replacing the bridge, adding separate areas for pedestrian and bicycle traffic and incorporating art.

Such art elements would “connect the design of the bridge to Four Mile Run and the communities that live in the area,” the report said.

According to the county, some people voiced concerns about the length of the project. A shorter build time would require closing the bridge, staff said.

“The public prefers the bridge remain open during the construction period,” the county said.

(Updated at 4:30 p.m.) Arlington County is moving forward with a project to restore Donaldson Run Tributary B despite some vocal public opposition.

On Tuesday, the County Board voted 4-1 to award a $1.5 million contract to restore a segment of the stream beginning at N. Upton Street and extending about 1,400 feet downstream to where it meets with Donaldson Run Tributary A in Zachary Taylor Park. Takis Karantonis cast the dissenting vote.

The vote came after a handful of locals criticized the proposed project for sacrificing trees, as well as allegedly misusing taxpayer dollars and ignoring changing scientific opinions.

With the vote, the county will use an approach similar to the one taken in 2006 to restore Donaldson Run Tributary A.

The project will address “critical infrastructure, public safety and environmental threats,” the county said. It “will stabilize the stream’s eroding banks to protect existing stream valley infrastructure, including the threatened water main and sanitary sewer, which crosses the stream and runs parallel to it.”

Staff said 83 trees will be axed as part of the project, which has been in the works since 2004.

Board Chair Matt de Ferranti told public speakers he agreed with many of their points but he is ultimately supporting what county staff recommended.

“We need to work on impervious cover and climate change but we also lost more than 20 trees since 2017 due to some of the washout that has come,” he said.

Critics weren’t convinced.

The restoration of Tributary A “failed miserably,” said Rod Simmons, who said he worked on the project and argued that it actually made flooding and runoff worse. Those recommending a different solution say theirs is cheaper, less intensive, and will save more trees.

“I am heart-sick at the devastation of the Donaldson Run ecosystem that will result from this project but I am even more distressed at the systemic discounting of the importance and integrated nature of the unique ecosystems in Arlington such as Donaldson Run,” said Mary Glass, a local resident. “For more than a decade, concerned citizens have provided valuable information on the adverse impact of this project and constructive alternatives to reach the same results…It’s a shame that despite all of this, no significant modification has occurred.”

Karantonis argued that the area needs restoration but 83 felled trees is too high a price.

“I don’t think we did everything we could to minimize impact,” he said.

But Jason Papacosma, the watershed programs manager for Arlington County, said the method suggested by the advocates is not applicable to the “very high-energy environment” of Donaldson Run.

Three safety and beautification projects are coming to western Arlington streets.

This Saturday the County Board is scheduled to vote on $2.8 million in construction contracts for Neighborhood Conservation projects. The three projects are all at the western edge of Arlington, near Falls Church.

The project at Patrick Henry Drive near Westover Apartments will add dedicated bike lanes from Washington Boulevard to 16th Street N.

The other two projects — 2nd Street South at S. Kensington Street and N. Quintana Street — will add new sidewalks. The N. Quintana Street project will also add streetlights.

The projects are all planned to:

  • Improve pedestrian connectivity
  • Provide disability accessible routes
  • Rehabilitate existing roadways
  • Improve drainage

The projects are 32 percent more expensive ($883,379) than when they were first proposed in 2017, which staff attributed to inflation in construction costs and higher construction standards enacted by the county since then.

Though National Skip The Straw Day already passed this year, three local Girl Scouts are asking their fellow students not to use plastic straws for a week.

The Claremont Immersion School students presented their research on the effect that plastic straws have on the environment to third through fifth grade science classes last week.

The project is part of a Girl Scouts bronze award project, in which junior level scouts tackle a project that they believe will “create a long-lasting change in their community.”

The trio, all members of Arlington Troop 4594, hopes to have at least 300 students sign the pledge and use paper, silicone, bamboo or steel straws — or no straws at all.

According to one of the girls’ parents, Levi Novey, the girls also intend to approach two restaurants, pitching a plastic straw-free dining area.

According to Novey, the three girls are being advised by two mentors: Kate Ceste, the Arlington County Solid Waste Bureau’s contracts manager, and Elenor Hodges, executive director of Arlingtonians for a Clean Environment.

It’s been about a year and a half in the making, but today marked the ribbon cutting for the newly revamped Clarendon Central Park.

County Board members Mary Hynes and Jay Fisette joined county employees for the ceremony, including many from the Department of Environmental Services and the Department of Parks and Recreation directly involved in planning the renovations. Hynes was one of the speakers and thanked all the people involved, from planners to construction workers, for bringing the idea to fruition.

“It addresses so many different goals,” Hynes said. “That great collaboration has led to this amazing space, which will be well used by not only the people who live nearby, but all of the people who come and enjoy our restaurants and the other amenities that Clarendon offers. It’s going to, I think, be a great addition to this neighborhood for many, many years to come.”

Improvements to the park and Metro plaza include new bike shelters, landscaping, irrigation, tables and chairs, lighting and ADA-compliant pavers. The plaza was designed to have more open space for events, such as the farmers market, and for easier pedestrian access to the Metro.

In May of 2012, the County Board approved a contract for the first phase of the project, worth more than $760,000. Workers completed the first phase — the eastern portion ending near the Clarendon Metro elevator — last December, and an additional $197,000 was requested at that time to complete the rest of the park.

County officials believe the hard work and long process involved in this project are worth the end result: an improved “gateway to Clarendon” that thousands of people pass through each day.

“This has been a little bit of a long, torturous journey,” said Dennis Leach with the Department of Environmental Services. “But I think the result is pretty phenomenal.”


Rendering of proposed Latitude Apartments building in Virginia SquareResidents at the Monroe Condominium (3625 10th Street N.) in Virginia Square take issue with plans for a nearby apartment development, and they want the county to do something about it.

The site in question currently houses a one-story bank building and a two-story office building with surface parking. There is a request to rezone the land at 3601-3625 N. Fairfax Drive from commercial to residential in order to move ahead with the proposed Latitude Apartments project. The 12-story building would contain 256 residential units and 5,600 square feet of ground floor retail space along Fairfax Drive.

Some Monroe residents believe the plan is progressing without adequate community input. They claim the project directly violates the Virginia Square Sector Plan, which calls for a commercial building on the site. In a written statement, the condo association’s board of directors asked the County Board to reject Latitude’s site plan application.

In response to the association’s complaints and request for county action, Helen Duong with the Arlington County Department of Community Planning, Housing and Development said, “We’re still evaluating the proposal and will be developing a recommendation in the near future.”

The Monroe board’s written statement called the Latitude plan “ill conceived.” It also says the project would “have a disastrous effect on the Virginia Square Community,” by upsetting the desired residential-commercial balance, creating a street parking burden and overwhelming the Virginia Square Metro station.

Monroe board officials will hold a public forum at 7:00 p.m. on Wednesday, June 19, in the condo building’s community room. All Virginia Square residents are encouraged to attend the meeting to receive more information about the Latitude Apartments project and to express their views.
