The area around the John Robinson, Jr. Town Square has a public urination problem.
The square used to be a grassy area with trees, until it was closed off for the construction of the neighborhood hub. With nowhere else to go, people began relieving themselves on the sidewalk along 24th Street S., we’re told.
Formerly Nauck Town Square, before it was renamed after a long-time Green Valley civic leader, the new park opened this spring. Since then, more neighbors have encountered the issue while enjoying the square or participating in community programming there.
“We have our neighbors saying, ‘I’ve had to walk my kid around urine as it’s flowing,’ or ‘It is on sidewalks,'” Sarah Kirwin said. “[People are] peeing on a person’s house, regularly. They’re peeing against The Shelton [an apartment building]. I see it all the time. Kids see it.”
Kirwin says the people who have nowhere to go also would like a restroom and have encouraged her to advocate for one.
“I do talk to the people who are peeing,” she said. “We all agree that that’s a need. This is something on which we are unified.”
This is not the first time a problem like this has cropped up at a county park. In 2014, such a situation spawned the memorable ARLnow headline, “Peeing and Pooping in Penrose Park Peeves Parents.”
Kirwin asked the Arlington County Board to do something about the latest lacking lavatory during the public comment period of last Saturday’s Board meeting. County Manager Mark Schwartz and County Board member Takis Karantonis both said the Dept. of Parks and Recreation is aware of the problem and working on solutions.
A staff member from DPR “has been out talking to members of the community about a location for a portable restroom,” Schwartz said. “We had some other ideas for a permanent facility that will take a lot longer to realize… We’re aware of the problem and know it needs to be resolved.”
While the department has not received any formal complaints about public urination, staff will attend the February meeting of the Green Valley Civic Association to “discuss potential options for a portable restroom and to gain consensus on the next steps,” DPR later told ARLnow.
“A short-term solution would include the installation of a portable restroom,” DPR spokeswoman Martha Holland says. “A possible long-term solution would be the installation of a permanent restroom facility. This would be part of the county’s Capital Improvement Plan process.”
While there is currently no funding allocated for a permanent restroom, it could be included in future budget processes if there is “community interest and available funding,” she said.
Holland said there’s no bathroom currently because “there was no consensus on the need for a permanent restroom” during the park’s planning process.
(Updated 3:40 p.m.) Work is ramping up on a new Arlington County bus maintenance building and parking garage in Green Valley.
Crews are set to wrap up laying the foundation for the Arlington Transit (ART) Operations and Maintenance Facility at the end of this month, says Dept. of Environmental Services spokeswoman Alyson Jordan Tomaszewski.
“The facility will perform regular preventive bus maintenance, repairs and other unscheduled maintenance work,” per a project webpage. “It also will include administration and operations functions and parking for buses and staff.”
Then, passers-by may notice a crawler crane on site, which will be used to install steel columns. That work is set to last until sometime in March, according to the project webpage.
Meanwhile, work on the foundation of the parking garage is planned to start at the end of January, she says.
Construction began in June 2022 and is expected to be completed in the fall of 2024.
“We have experienced both weather and supply chain delays with the ART Operations and Maintenance Facility,” she said. “However, we are still on track for completion in fall 2024. To mitigate the supply chain issue, we are expediting material approval and procurement as best we can.”

The Green Valley Civic Association welcomes the new facility.
“The county used to park about 60 ART buses right in Jennie Dean Park, next to the basketball court,” Robin Stombler, community-affairs chair of the civic association, tells ARLnow. “Moving the buses into a new operations facility adjacent to I-395 is not only a welcome change, but should mitigate noise and light disturbances on the residential community.”
Still, the civic association has some lingering concerns.
“We were vocal on the need for improved environmental conditions. This meant a state-of-the-art facility outfitted for a future electric bus fleet, better stormwater management and bioretention ponds, and lit signage that does not face the residential part of Green Valley,” Stombler said.
“The new county bus campus will house a staff-only, multi-story parking garage,” she continued. “We need some creative thinking to make sure this amenity is shared with the rest of the neighborhood.”
Next door, the general manager of the Cubesmart storage facility tells ARLnow that the county has “been very sensitive to the fact that we have traffic flowing in and out of there and has done great job keeping the road clean.”
The Cubesmart opened a second facility near the construction site back in March 2021. Between the original building, now “The Annex,” and the new building, there are nearly 2,400 storage units, she said.
This construction project follows on the heels of other recently completed ones in the Green Valley neighborhood, aimed at realizing a community vision of an arts and industry hub. The new John Robinson, Jr. Town Square, with a towering sculpture, as well as the renovated Jennie Dean Park opened with great fanfare this spring.
The County Board approved the purchase of the three parcels in Green Valley to build the ART facilities back in 2018.
“This project is essential for ART’s long-term sustainability and will address the current and future needs for parking, operations and maintenance of the County’s growing ART bus fleet,” according to the project webpage. “ART has significantly increased its number of routes and hours of service during the past 10 years and plans to continue growing during the next 20 years, supported by a fleet of more than 100 buses.”
The total cost to buy the land, plan and design the project and construct it is $81.2 million.
Work hours are 7 a.m. to 9 p.m. on Monday through Friday, with some weekend work occurring between 10 a.m. and 9 p.m.

Local Boy Scouts of America and Girls Scouts troops in Virginia may get some tax relief — if a local lawmakers succeeds in modifying the state constitution.
Inspired by the testimony of one Arlington Boy Scout, Del. Patrick Hope (D-Arlington) has introduced legislation that would exempt property owned and used by the organization “solely for the purpose of supporting” troops from personal property taxes.
The organizations would join other nonprofits that also enjoy this status, including museums, churches, the YMCA and similar religious groups.
Last September, Boy Scout Troop 167 member Griffin Crouch told the Arlington County Board that his troop was saddled with $3,000 in personal property taxes on its vans.
He asked them to see if there was a way to get the troop out of this obligation, as it eats up a chunk of the $21,000 budget.
Hope says he read ARLnow’s coverage and decided to try and help.
“I know many Scout troops rely on vehicles for camping trips and backpacking adventures across the state and the country,” Hope said. “Many troops, however, cannot afford other means of transportation to these excursions and owning your own van(s) is an economical way to afford these life-changing experiences.”
Up until last year, Mount Olivet United Methodist Church (1500 N. Glebe Road), near Ballston, officially sponsored Troop 167.
But last summer, the United Methodist Church, the largest supporter of scouting troops, told local churches to stop officially sponsoring local troops. Troops can still use their facilities, however.
Troop 167 decided to incorporate a nonprofit to sponsor the troop, but getting 501(c)(3) status and federal tax-exempt status did not protect it from state tax code or Arlington’s personal property tax.
So far, Hope says he’s only aware of Troop 167 facing this dilemma but he filed the resolution expecting other troops will also lose their sponsorship and face similar circumstances.
“More and more troops are going to lose their once enjoyed tax-exempt status and, while localities have the statutory authority to grant narrow exceptions to non-profits, there will be many that will refuse to open that door and, therefore, a state solution through amending the Virginia Constitution is the only available remedy,” he said.
There has been a mini-spate of deaths and reported suicide attempts among Arlington Public Schools students in the last month, ARLnow has learned.
A middle schooler died after Christmas and a high schooler died in mid-January, according to sources in the school community.
Medics have been dispatched to Arlington schools a number of times since the end of winter break, for suicide attempts, overdoses and other substance abuse issues among students, according to scanner traffic. In one instance, medics were dispatched twice in one day to the same school for reports of suicide attempts through taking pills.
“Based on anecdotal information — reports from principals and Student Services personnel — we do remain concerned about the needs of our students and how they are handling the multiple impacts to their lives and how those are manifesting themselves in some of their choices, behaviors and statements around mental health,” Darrell Sampson, APS Executive Director of Student Services, tells ARLnow.
He couldn’t comment on specific cases, citing privacy concerns.
These incidents are part of a broader trend upward in mental health needs among children. Sampson says during the 2021-22 school year, APS saw a “significantly higher” number of suicide risk assessments compared with the 2020-21 academic year. Meanwhile, clinicians with Arlington County Dept. of Human Services reported seeing more students exhibiting self-harming behaviors.
Generally, he said, school mental health professionals are seeing students struggling to navigate stressful life experiences because they have fewer past social interactions to draw from due to pandemic-era isolation. APS ended in-person learning in the spring of 2020 and resumed in-person instruction for all students midway through the 2021-22 school year.
“You have kids… who have missed out on years of being able to build those resiliency skills and social-emotional competencies through everyday experiences,” he said. “Now, they’re back in school and they’re experiencing the same things our students have always experienced in school — whether that’s struggles with a class, or with friends, or struggles with everyday experiences — and their bag of skills is just not at all [equipped] and when things happen in our lives that are stressful it can impact them in more intense ways.”
Elizabeth Hughes, the senior director for research at the Community Foundation for Northern Virginia, tells ARLnow mental health is worsening among children in the entire Northern Virginia region. She will be releasing detailed findings next Wednesday.
Some 37% of public high school students experienced recent symptoms of clinical anxiety and depression last winter and 34% reported past-year persistent sadness, according to her forthcoming report.
One in 10 high schoolers seriously contemplated suicide over the past year, with comparably high rates among middle school students. Just under one in two high school students in the region had past or recent mental health needs.
She says the pandemic only accelerated a longer upward trend in anxiety, persistent worry, sadness and loss of interest among teens.
“The [American Academy of Pediatrics] has declared a national emergency around children’s mental health, but the word ’emergency’ feels so much more ephemeral than what we are seeing,” she said. “More youth than ever need help, yes. But this story is so much bigger than the aftershocks of a pandemic.”
Arlington County is applying for regional funding to run buses every six minutes between Fairfax County and Amazon’s second headquarters in Pentagon City during peak hours.
The Arlington County Board on Saturday authorized staff to apply for up to $8 million in Northern Virginia Transportation Commission funding. Funding would offset the operating costs associated with running 10 buses per hour during peak times for two years along a new Metrobus route dubbed the 16M, connecting the Skyline complex in the Bailey’s Crossroads area of Fairfax County down Columbia Pike, to Pentagon City and Crystal City.
The report suggests that the county is preparing for an increase in ridership after the opening of the first phase of Amazon’s HQ2, despite work from home trends.
“The 16M service will provide a direct connection to Amazon HQ2 with its first phase of construction (2.1 million square feet of commercial space) coming on-line in Summer/Fall 2023,” per a county report. “This service will also take advantage of the recently built portions of Columbia Pike and [eight] new transit stations located on Columbia Pike.”
But recommendations to increase frequency along this route date back well beyond Amazon’s decision to move into Arlington, says Dept. of Environmental Services spokeswoman Claudia Pors.
She says the request acts on a 2016 study, which “recommended creating a route connecting Skyline with Crystal City through Columbia Pike in anticipation of growth in Crystal City.” That followed the cancellation of the Columbia Pike streetcar project, which would have followed largely the same route.
“The study evaluated ridership forecasting, current service patterns, like bus and seat availability, and travel patterns, like trip lengths, ridership rates and traffic volume in the area to make the recommendation to increase frequency,” Pors said.
Sometime this spring, the new 16M route will begin revenue service with a base frequency of buses every 12 minutes during the service day. The new route will replace existing 16G/H service.
Pors said the average weekday ridership for the last four-and-a-half years along the 16G/H line peaked at a little over 4,500 average weekday riders before Covid, and is now about 60% recovered compared to pre-pandemic levels.
Next month, Arlington County will hold a community event to kick off a three-year parking pilot program that prices parking by demand in a few highly trafficked corridors.
This is the first official step forward since the Arlington County Board accepted a $5.4 million grant from the Virginia Dept. of Transportation for the “performance parking” program.
The pilot would electronically monitor parking space usage alter parking prices based on the day, time and the number of people competing for a metered parking space along the Rosslyn-Ballston and Crystal City-Pentagon City corridors. It would also give drivers real-time information on spot availability and price.
In the meeting description, Arlington County says the three-year pilot project could “improve the user experience for metered parking spaces in two key commercial and residential corridors in Arlington.”
“Join the project team for a Community Kick-Off meeting to learn more about the pilot project, the technology we’ll be using to inform the project, and share your input on the pilot project’s goals to help us understand your priorities for metered parking spaces in the Rosslyn-Ballston and Route 1 corridors,” per the website.

Learn about the pilot’s background and purpose
Get briefed on the status of metered parking in the two Metrorail corridors
Learn what technology will be used and what data will be collected, and how this will inform the project’s next steps
Get a first look at a demonstration site
Arlington County Board members approved the program in late 2020 after hashing out concerns from some opponents about how this would impact people with lower incomes. Members were convinced by the case staff made that lower-income people are less likely to have one or more cars and could save money on parking by choosing to park on less-popular streets and for shorter time periods.
Ultimately, however, the pilot project is intended to sort out these concerns and “map out any mitigations that are necessary,” parking planner Stephen Crim said at the time.
Project proponent Chris Slatt said at the time that variable-price parking ensures that spots are generally available where and when people want them. He pointed to the city of San Francisco, which found that the program made it easier for people to find parking. This reduced double parking, improved congestion and lowered greenhouse gas emissions.
An online Q&A about the project lists as goals, “Drivers spend less time looking for on-street parking” and “Vehicle miles travelled resulting from on-street parking search or ‘cruising’ are reduced.” That will come at a cost, though, as parking rates are increased in busy areas.
The virtual community kick-off meeting will be held Thursday, Feb. 23 from 7-8:30 p.m.
(Updated at 8:20 p.m.) The Arlington County Board has taken the next step toward potentially allowing Missing Middle housing.
This evening (Wednesday), during its third meeting on a request to advertise public hearings regarding the proposed zoning changes, the Board voted unanimously to kick off two months of public discussion on a proposed set of options and alternatives.
The Board will reconvene to consider adopting a final proposal in March.
Opponents and some proponents of Missing Middle housing expressed disappointment with the proposal, which does not include 7- or 8-unit buildings.
The advertised change would allow small-scale multifamily buildings, from duplexes to townhouses to 6-plexes, in areas that are currently only zoned for single-family detached homes. The Board’s vote took off the option to prohibit additional housing types on sites larger than one acre.
The Board must consider some type of parking minimum going forward, as the only option not to have any minimums was struck from the proposal.
Arlington County Board Chair Christian Dorsey said he is “deeply disappointed in the advertised ordinance.”
“I’m disappointed that the limited nature of what will be offered today doesn’t give us the ability over the next two months to do the best policy,” he said. “That’s a profound disappointment for me but not certainly not enough to vote against it.
“The most affordable units that could be made available are taken off the table for the biggest lots in Arlington that could accommodate them, limiting the opportunity to further provide attainability for people being able to achieve economies of scale and subsidize on a per-unit basis in a very cost efficient way,” Dorsey added.
Board member Matt de Ferranti was more supportive.
“My policy goals are the same as they were in December 2019 and in the scope that we wrote in September 2020: affordable homeownership, 3-unit type family dwellings and flexibility in housing types and residential uses in single-family neighborhoods,” he said. “The RTA moves us forward to that goal.”
“I think we need to move forward with what we’ve done,” de Ferranti continued. “We must move forward because my grandparents benefitted from single-family zoning in New Canaan, Connecticut and Pittsfield, Massachusetts and the grandparents and parents of many Arlingtonians of color did not. Move forward because there is never a wrong time to do the right thing. Move forward because if you can build a large home on a lot it is reasonable to build smaller dwellings in the same sized building unless there are outside costs or unreasonable burdens to doing so.”
Immediately following the vote, Arlingtonians for Our Sustainable Future, an organization opposed to the plan, denounced what the Board approved.
“If County Board members vote to finally adopt this Missing Middle mess, it will permanently stain their legacies,” said ASF leader Peter Rousselot, in a statement. “The County Board has disregarded the testimony and findings of prominent realtors, architects, economists, land use attorneys, engineers, and other experts who all have explained why the Board’s Missing Middle plan won’t work in Arlington.”
In its statement likewise criticizing the decision, Arlingtonians for Upzoning Transparency said the process so far has not been transparent and the result won’t be more modest-sized homes attainable to moderate-income residents. .
“The [Missing Middle housing] will incentivize developers to tear down modest, single-family homes and build $1.5 million townhouses and duplexes or small one-and-two-bedroom rental units,” said Julie Lee, a founding member of AfUT. “The County should not promote the false promise that the free market will produce lower cost housing. Developers will build the most profitable — and most expensive — [Missing Middle housing] possible, using every bit of allowable lot coverage to do it.”
Leaders of YIMBYs of Northern Virginia, which supported a more robust version than what is now on the table, told ARLnow they commend the Board for unanimously approving the hearings but are disappointed with the limitations.
“All five members of the County Board very clearly stated that they wanted to create a new legacy for Arlington, so now, they have a responsibility to make good on that promise,” the group said. “Most Arlingtonians rent. Most Arlingtonians live in multi-family buildings and most of them say ‘Yes’ to new housing and new neighbors. Making sure that the majority’s voice and interests are represented in the final package is extremely important.”
“The big issue we can’t lose sight of is Arlington’s affordability crisis and housing shortage,” the group continued. “The ultimate litmus test will be, ‘Will Missing Middle actually produce new housing?’ There is a risk — if the final proposal narrows down the [request to advertise] even further, that it won’t.”
Mike Hemminger, NAACP Arlington branch president, said the decision to remove the densest buildings from the proposal amounts to “de facto segregation.”

In Arlington and across the state, hospital emergency rooms are filling up with people in mental health crises, often handcuffed to gurneys and attended by law enforcement officers.
People in these situations can’t walk around, save to go to the bathroom, and they can’t see their families. They may be calm or exhibiting aggressive behaviors; they might be hearing voices or may not have eaten in days because they believe their food is poisoned.
Whatever the case, they are in the emergency room because local clinicians determined they are a danger to themselves or others or unable to care for themselves, and need to be treated by specialized staff in a hospital.
Magistrates placed them under the civil custody of law enforcement officers, who have to stay with them until ER nurses can conduct a basic physical exam and clear them to go to that hospital’s behavioral health ward, where they will receive additional treatment.
That is how it should work.
But a statewide shortage of adult psychiatric beds means people in crisis — and under either an eight-hour emergency custody orders (ECOs) or 72-hour temporary detention orders (TDOs) — could wait hours under the eye of law enforcement for medical clearance while local social workers call every hospital in the state searching for beds. Once beds are located, police will drive their charges there — sometimes up to five hours away.
The shortage is straining Virginia’s mental health care system, which is held up by dwindling ranks of under-resourced clinicians, nurses and law enforcement working overtime.
“You do wonder, how much is this helping this person as opposed to hurting someone?” said police officer James Herring, who is running for Arlington County Sheriff. “This ‘help’ feels very, ‘One Flew Over the Cuckoo’s Nest.’ That’s not what any of us wants, but it’s the way the system has evolved.”
The current crisis is a result of the state’s decision in 2021 to close most state psychiatric hospitals, which were understaffed due to low wages, hazardous working conditions and Covid. This took some 260 psychiatric beds offline, resulting in people across the state being diverted to remaining state facilities, including Northern Virginia Mental Health Institute, where many Arlington patients go.
The bed shortage has prompted Arlington County law enforcement agencies, the Dept. of Human Services and Community Services Board and VHC Health — the new name of Virginia Hospital Center — to work together to move away from a system that they say causes trauma and pulls officers away from important duties and toward a community-based continuum of care.
Just yesterday (Tuesday), VHC announced it will be building a facility dedicated to behavioral health at its former urgent care facility at 601 S. Carlin Springs Road.
“The crisis with the state hospital beds has forced us, locally and regionally, to bust our butt to come up with [ways to] help people who are in crisis,” says Deborah Warren, the executive director of the Arlington Community Services Board and the DHS Deputy Director.
Other events threw these systemic issues into relief, too, Warren says. The Richmond police shooting of Marcus-David Peters, who was having a psychotic episode, demonstrated the risk of police responding to a behavioral health problem while pandemic-era isolation has made mental illnesses more acute.
“It’s true for every population and age band,” Warren said. “People aren’t doing well, post-pandemic… Anybody can go into a behavioral health crisis… It’s neurotypical people who are overwhelmed and overrun with feelings of anxiety and depression… People are more self-destructive. It’s gut-wrenching.”
Last year, the Virginia legislature directed the state Dept. of Behavioral Health and Developmental Services to discuss alternatives to police transportation, with stakeholders that included Arlington police, says ACPD spokeswoman Ashley Savage. The workgroup came up with the idea for the Prompt Placement Task Force, which brings together government agencies, public and private hospitals, law enforcement and community partners to address the crisis.
Gov. Glenn Youngkin announced the creation of this task force, of which Warren is a member, in December 2022. The goal is to come up with solutions that could be enacted this legislative session.
But the problem won’t get better until every locality has more services upstream, said state Sen. Barbara Favola, who noted Arlington has “more community-based care than most parts of the state.”
“Virginia has more people in psych beds than need to be there because we don’t have a community-based network to release them into care,” she said.
Getting by
Historically, Virginia mostly funded state facilities and wealthy jurisdictions in Northern Virginia, like Arlington County, applied local tax dollars to their community services boards, explains Warren. But as evidenced by the current crisis, even Arlington has room to improve.
“We have a long way to go, and the state has a long way to go,” she said.
(Updated at 12:20 p.m.) Some 200 speakers and seven hours of public comment later, the Arlington County Board will decide whether to authorize hearings on a proposal to allow “Missing Middle” housing later today (Wednesday).
The request to authorize hearings on the zoning proposal was originally placed on the agenda for the Board’s Saturday meeting. After a marathon hearing on Saturday, public comment on the item carried over into the Board’s Tuesday meeting. Rather than make a decision last night, Arlington County Board Chair Christian Dorsey said members will take an extra day.
“The matter is with the Board but we’re not going to pick this up right away, colleagues, we are actually going to consider all the testimony we heard on this past Saturday and tonight — the nearly 200 registered speakers — and convene again once we are able to properly deliberate tomorrow afternoon at 4:00 p.m.,” Dorsey said at the conclusion of the meeting.
Last night’s meeting had fewer speakers than Saturday’s but featured a contentious exchange between Dorsey and an opponent of the Missing Middle proposal.
Dorsey intervened twice during the meeting, as some people objected to Missing Middle supporter Jane Green standing behind other advocates of the proposal, holding a sign so it would be visible on camera.
“We had 180 people speak on Saturday and we didn’t have any of this. We’re not going to have it with 20, alright?” Dorsey said. “Let the people speak. You can’t dictate where people stand, so let’s just continue, thank you.”
When it was Green’s turn to speak, a man moved to stand behind her and next to Adam Theo, a former County Board candidate and the co-founder of YIMBYs of Northern Virginia, an organization that supports the zoning changes.
“Sit down, please,” Dorsey can be heard saying off-screen. “This is childish, this is childish. I will clear the room. Stop it, everybody. I know tensions are high. I know everybody’s excited but we can all be grown-ups, okay? You can either sit down or you can be removed. It’s your choice.”
A man can be heard saying “No, you grow up,” in response to Dorsey. Later, he adds that the Board should “put this to a referendum and let the county vote.” (The county can hold referenda on bond issuances but a referendum on a county ordinance or policy would require authorization from the state legislature, as Virginia is a Dillon Rule state.)
A total of 17 speakers took the podium last night, including many representing organizations, thus giving them three minutes to speak as opposed to the two minutes allotted individuals speaking on their own behalf Saturday.
Saturday embodied a lot of what frustrates folks about this process. In the week prior, the county put out 150 pages of dense materials with new zoning that goes far beyond the core specifics released only on Halloween. On Saturday, the county cut public speaking times, and talked at the people followed by the people often talking past each other.
He asserted that the people who will be able to afford the 2-3 bedroom Missing Middle housing units will mostly be white, and the county has no process or metrics to “track who gets displaced,” a mechanism that Portland, Oregon, which allows these types of dwellings, does have.
NAACP Arlington branch second vice president Bryan Coleman said the “elephant in the room” is the lack of diversity among Missing Middle opponents, especially those who are talking about gentrification and displacement.
Our residential neighborhoods have already gentrified. The average cost of a detached single-family home last year was $1.2 million. Housing in our residential neighborhoods is getting even more expensive, as 170 homes a year are replaced by McMansions. When we’re talking about displacement, we’re usually talking about lower-income residents being priced out or evicted by landlords. The claim here is different: Upzoning will somehow drive property values so high that some homeowners won’t be able to afford the increased property taxes. Neither part of that claim holds up to scrutiny.
He said it’s implausible a few dozen developments per year will cause property values to spike across the county and those who are burdened by taxes can get relief from the county’s property tax relief program.
(Updated at 5:45 p.m.) A former president of the Arlington teachers union, who was ousted last spring, has been charged with embezzling more than $400,000 from the organization.
Ingrid Gant, 54, of Woodbridge, was arrested yesterday (Monday) in Prince William County on four counts of embezzlement. She was taken to the county’s jail and later released on an unsecured bond, according to a press release from the Fairfax County Police Department today (Tuesday).
Gant led the Arlington Education Association (AEA) for six years before being ousted last spring along with her executive board.
FCPD says it was notified of her potential theft last September after an internal audit determined she had “failed to provide financial reports and failed to file tax returns,” raising concerns from Arlington Education Association board members, per the release.
“Calibre CPA Group was hired to conduct an audit of the funds. After six months of reviewing the activity, it was determined Gant embezzled $410,782.10 throughout her tenure as president,” the release said. “Detectives were notified and began their investigation, while working closely with the accounting firm and AEA to review the documentation. Detectives determined Gant provided herself with multiple bonuses and used debit cards for unauthorized purchases.”
Gant was terminated on March 30, 2022, according to police. By April, the National Education Association, which represents educators and staff from public school through higher education, was temporarily leading the AEA under an emergency “protective trusteeship,” ARLnow first reported.
At the time, sources said they were frustrated that the organization had effectively stopped operating, just as the collective bargaining process was starting to ramp up. No one would answer the phone, the website was down for two months and the meeting when members were supposed to launch their executive board campaigns was canceled, raising doubts among members about the fairness of the election.
Meanwhile, a lawyer for the Virginia Education Association said in a memo that the union’s finances were in disarray and not communicated to members. Local leaders admitted the disorganization in a memo to members, saying AEA began the 2021-22 fiscal year without a budget and owed $732,000 in dues to the state and national unions.

VHC Health could break ground on a new mental health and rehabilitation facility at its old urgent care facility on S. Carlin Springs Road as soon as this year.
Arlington County and VHC Health — the new name of Virginia Hospital Center — announced a joint agreement this afternoon to expand behavioral health and rehab services through the proposed project at 601 S. Carlin Springs Road.
The new facility would have 72 beds dedicated to mental health and substance use recovery. This consists of a 24-bed adult unit, a 24-bed youth unit, a 24-bed “recovery and wellness unit” and five outpatient programs, according to a county announcement.
It will have 40 beds set aside for people with brain and spinal cord injuries, those recovering from strokes and those with neurological and other conditions. Currently, the main VHC campus has 20 beds for patients with these needs.
“We are grateful for our continued partnership with VHC Health in developing facilities to meet the healthcare needs of the Arlington community,” County Board Chair Christian Dorsey said in a statement. “With the growing demand, mental health services continue to be a priority. We remain committed to expanding capacity and offering services and support for individuals experiencing behavioral health challenges and their families.”
The chair of the VHC Health Board of Directors, Dr. Russell E. McWey, said this expansion of mental health services “has been a long-time priority for the Board and for VHC Health.”
“The Board is pleased to continue serving our community and to champion this facility and advocate for those who are in need in and around Arlington County,” he said in his statement.
The new S. Carlin Springs Road facility will house five programs: intensive outpatient programs for adults and children, a recovery and wellness intensive outpatient program, an adult partial hospitalization program and an outpatient behavioral health clinic.
VHC had originally intended to add a behavioral health unit to its main campus expansion, Deborah Warren, the executive director of the Arlington Community Services Board and the DHS Deputy Director, told ARLnow. Now, per the announcement, the hospital will instead build a 14-bed geriatric behavioral health unit.
The expansion comes as Arlington, Northern Virginia and Commonwealth as a whole are seeing two trends: deepening mental health needs and greater competition for limited healthcare resources.
Advocates have called the current state of mental health care in Virginia a crisis, one prompted by the state’s decision in 2021 to close most state psychiatric hospitals, which were understaffed due to low wages, hazardous working conditions and Covid.
The closures created a bottleneck at remaining facilities and forced private hospitals, including Virginia Hospital Center, to take in more patients. Sometimes, patients are brought to the hospital by law enforcement, and until they are able to be treated, are left to wait in the emergency room — handcuffed to a gurney under the watch of a law enforcement officer. This situation has contributed to burnout for county social workers and police officers.
In response, Virginia Gov. Glenn Youngkin announced late last year the formation of a task force to come up with ways to remove law enforcement from this process and ensure people get the help they need. VHC Health CEO and President Chris Lane lauded this move in today’s statement.
“VHC Health applauds the Governor and the General Assembly for their commitment to addressing Virginia’s behavioral health crisis and this joint venture will contribute to the Commonwealth’s objective of treating behavioral wellness,” Lane said. (more…)
