(Updated at 5:55 p.m.) The County Board has given the go-ahead for the redevelopment of the Rosenthal Jeep/Chrysler property on Columbia Pike.

At its meeting yesterday, May 22, the board voted unanimously to approve a rezoning and use permit for the property. The site, located at the southwest corner of Columbia Pike and Glebe Road, will be turned into a multi-family residential complex.

The plan includes construction of a six-story building with 245 apartments, 44 townhouses, 12 stacked flats and retail space on the ground floor. Renderings of the buildings were released in January. The development will be split into two blocks by a new road that has yet to be constructed.

Although the development is based on the Columbia Pike Form-Based Code, it required approval of a special use permit because the property exceeds 40,000 square feet.

“The Form-Based Code is beginning to make a real difference in the look and feel of Columbia Pike,” said Arlington County Board Chair Mary Hynes. “With this, the seventh Form-Based Code project approved by the Board for the Pike, our community’s vision of a revitalized, more vibrant, walkable Pike is becoming reality.”

Efforts will be made to be environmentally sensitive during construction, but the developer will not seek LEED sustainability certification. It was explained that as part of the Form-Based Code guidelines, LEED certification is not required in order to keep construction costs low. Board member Jay Fisette didn’t like that concept.

“I believe that as our standards change we need to simultaneously look at changing the Form-Based Code standards as it applies to that area,” Fisette said.

County staff reached out to residents in the neighborhood during the planning process to get feedback on the site plan. The overall response was positive, according to the county, although some concerns were raised about disruptions due to construction and potentially hazardous traffic patterns. Board members spent time addressing both topics.

As currently designed, residents of the complex won’t be able to make a left on Columbia Pike or Glebe Road. Some worry that problems that could arise from drivers making U-turns in order to go north on Glebe Road or west on Columbia Pike. The Board agreed that further investigation into safety and traffic patterns is necessary, and instructed county staff to tackle the issue.

Of lesser importance is the formal naming of the street that will be constructed through the property. It is supposed to start with an “L” and have two syllables, per county regulations. Some have begun tentatively calling it “Lincoln Street.”

Board member Chris Zimmerman said adhering to naming regulations sometimes seems absurd in an area where streets don’t follow an easy grid design. He suggested not naming the new road Lincoln to avoid confusion with the North Arlington street of the same name. Hynes agreed, but pointed out there’s plenty of time for discussion because the name doesn’t have to be assigned until the street is built.


(Updated at 4:30 p.m.) In preparation for Memorial Day, there’s a place in Arlington that might be worth a look — and it’s not Arlington National Cemetery.

Thousands pass by it daily, but many don’t realize that the large, stone structure flanked by cannons across from Clarendon Ballroom (and near the Clarendon Metro station) is actually a war memorial. It was put up by the American Legion and honors Arlington citizens who died in combat, up through Vietnam.

Of particular interest to historians is the World War I plaque on the side of the memorial, facing the intersection of Washington, Wilson and Clarendon Boulevards. Note that the last two names are separated from the others and have the distinction of “colored” listed in parentheses.

County historians say this highlights the racial tensions at the time the plaque was made. However, a local resident with knowledge of the memorial’s history, who requested not to be named, says it wasn’t necessarily a sign of racial tensions. He said it’s simply representative of “how life was at that time.” There’s been debate over changing it, but the decision was made to leave the plaque as is.

The plaque has remained this way during the memorial’s multiple moves. The original location was at Wilson Blvd and Highland Street, then Clarendon Circle, then Courthouse. It was brought back to Clarendon in 1986 and has been there ever since.

The memorial was first erected in the early 1930s.


Arlington residents are not only happy with the county government’s services, they’re more satisfied than before, according to a new study commissioned by the county.

This is the third time Arlington has done a Resident Satisfaction Survey; the first took place in 2004, with another in 2008. The county uses the results to target areas for improvement, and to figure out the public resources residents find most beneficial.

This year’s results showed that overall satisfaction with county services increased to 89 percent, up from 87 percent in 2008. Satisfaction with overall quality of life in Arlington increased from 87 percent in 2008 to 92 percent this year.

Some areas for improvement were also identified by the survey. By a wide margin, maintenance of county streets and management of traffic flow were identified by respondents as areas that are “most important for the County to improve.”

Other trouble areas where the county hopes to improve include quality of human services, management of smart growth practices, preserving affordable housing, preserving nature areas and enforcing traffic laws. There was also a lower satisfaction rating this year for the hours of library operation, which county staff hopes will be solved by an already-funded increase in library hours starting in July.

When compared against other communities of similar size Arlington came out 32 percentage points above the national average for satisfaction with county services.

“I’m pleased with the results of the survey. It shows we are clearly moving in the right direction — and that we need to continue to invest in our streets and infrastructure,” County Manager Barbara Donnellan said in a statement. “Having objective data from the community on where we are doing well and where we need to improve is critical to our work.”

The survey was conducted in April by ETC Institute, and information was gathered via phone, internet and mail. More than 1,300 households participated. Full results are available online.


Arlington and Fairfax counties are teaming up to gather public comment on an analysis of alternatives to building a streetcar line on Columbia Pike.

An Alternative Analysis/Environmental Analysis (AA/EA) was performed as part of the Columbia Pike Transit Initiative, which addresses transit along the five mile corridor from the Pentagon City area to the Skyline area in Fairfax. It’s the plan that includes the controversial streetcar system, now believed to cost between $242 million and $261 million.

The AA/EA looked at four alternatives and analyzed how each would satisfy the community’s need for improved transit, and how each would affect the environment. One of the options was a “No Build Alternative,” which is designed to provide a baseline comparison to the other ideas. Two of the other plans involve beefing up bus operations, and the final is the streetcar option.

Arlington and Fairfax had to devise the AA/EA in order to qualify for federal funding, per the Federal Transit Administration. The documents are available for review on the Columbia Pike Transit Initiative website, and comments can be left there as well. Comments can also be sent to [email protected].

Public input will be accepted through Thursday, June 21. In addition to providing comments online, there will be an informational public meeting at 7:00 p.m. on Wednesday, June 6, at Patrick Henry Elementary School (701 S. Highland Street), where feedback will also be accepted.


The Defense Advanced Research Projects Agency (DARPA) invited community leaders to be among the dozens to attend a ceremony marking the opening of its new headquarters today.

DARPA headquarters, which used to be at 3701 N. Fairfax Drive in Virginia Square, is now in the recently finished building at 675 N. Randolph Street in Ballston. The new development is being touted as more secure and environmentally sound than the previous location.

Congressman Jim Moran (D) and several Arlington County Board members, including Chair Mary Hynes, attended the event. Moran and Hynes spoke of how local officials spent years working to keep the defense contractor in Arlington.

“DARPA is the center of the wonderful knowledge economy that’s become part of our identity,” said Hynes.

Moran, who held a cybersecurity summit last month, noted that one of DARPA’s accomplishments is attracting top workers who can help prevent threats to the United States, particularly cyber threats. He also cited work on stealth technology and prosthetic limbs. He said all of the defense agency’s work helps Arlington’s economy.

“DARPA represents an enormous economic boost,” Moran said. “We’re extraordinarily proud that we have DARPA as part of this community.”

The new 13-story facility is considered one of largest secure conference centers in Northern Virginia, and more than 1,100 people work there. It’s expected to receive a LEED platinum designation for commercial interiors from the U.S. Green Building Council.


 

The picture on the left is the area formerly known as Rosslyn Circle, taken around 1925. Records indicate the businesses shown were on Agnew Avenue, which is now Lynn Street. They stood at the base of the newly finished Key Bridge, which replaced the Aqueduct Bridge in 1923.

Rosslyn, and this section in particular, used to be considered a rough area. After the Civil War ended, many soldiers stayed behind. They drove out the farmers who previously owned the land in Rosslyn, and set up saloons, gambling houses and houses of prostitution. Thievery and murder were a regular occurrence, and locals knew not to walk there at night, if at all.

By the early 1900s, fed up residents wanted to rejuvenate the area and formed groups such as the “Anti-Saloon League.” They worked to change Rosslyn’s colloquial slogan from “Gateway to Perdition” to “Gateway to Virginia.” It took decades to drive out the unsavory elements.

By the 1950s, big plans were in the works to fully transform Rosslyn Circle and the surrounding area from a slummy, dangerous part of town teeming with pawnbrokers into a business hub sporting high rises. Much of the area was razed, both to accommodate the new buildings, and to make way for the completion of Interstate 66.

By about 1963, nearly all of old Rosslyn was gone, and businesses and industry poured into the area. Adding to the renewal was the promise of a Metro station, which was completed in 1977.

(Updated at 12:25 p.m.) Police are encouraging residents to be on alert for a man caught masturbating in public while watching children across the street.

According to police spokesman Dustin Sternbeck, the man was first seen sitting on the sidewalk in between two cars with a newspaper over his lap, in the 1000 block of N. Fillmore Street in Clarendon, on Saturday, May 19. Staff from a restaurant across the street saw the man masturbating as he watched children playing on the restaurant patio.

Witnesses called the police, and one staff member walked across the street to ask the man to leave. He left without causing trouble. Police have not been able to locate him, and want residents to be aware of the incident.

“We’re putting the word out in light of several recent exposure incidents and sexual assaults,” Sternbeck said.

The children and other customers did not see the man; the act was only witnessed by restaurant staff.

He is described as a white man, around 60 years old, with medium length gray hair. At the time of the incident, he was wearing a black shirt, navy shorts and a dark colored hat.

Anyone who might encounter this man, or any other person, performing an indecent act in public is asked to call the police immediately. Police recommend not confronting the offender, as it’s not known if he might try to inflict harm.


Coming up with ideas for things to do throughout the summer isn’t always easy. But the Arlington County Department of Parks and Recreation has hundreds of classes available, and registration opens tomorrow, May 23.

Examples of active kids’ classes are swimming and tennis, creative classes include music and theater, and crafty classes include woodworking and ceramics. A wide range of activities is also available to adults, including knitting, various sports and gardening.

The catalog of courses is available online, as is a request form to have a copy sent through the mail. Registration can be done online starting at 8:00 a.m.

Although registration forms can also be mailed and faxed starting tomorrow at 8:00 a.m., and phoned or carried in starting on May 30, online registration is recommended to expedite the process.

Registration for those who are not residents of Arlington begins on June 6.


Fifty military veterans who sustained life altering injuries during combat received new Segway vehicles at a ceremony today in front of the Marine Corps Memorial in Rosslyn.

The charity Segs4Vets arranged to give the vehicles to the wounded warriors, many of whom are amputees. Some of the Segways are specially outfitted to accommodate individual disabilities, such as having a built-in seat for when the user becomes too tired to stand.

Jerry Kerr started the organization in September 2005. He had broken his neck in 1998 and was paralyzed from the neck down. Although he has some movement now, he was told he would never be able to walk again. That prompted him to devote time to investigating what technologies were available to allow him to become more mobile.

“When I became permanently disabled, when I realized that my world had changed forever, I started to learn about what we had, how I was going to get around, how I could interact in society again,” said Kerr.

Kerr has particular interest in technology that aids people without drawing attention to their disabilities. When the Segway came out, he found it fit the bill.

Once Kerr discovered how much his life had improved through the use of a Segway, he got the idea to give one to an injured person returning from Iraq or Afghanistan, and the program has blossomed since then.

The Arlington County Police Department helps out Segs4Vets by providing training to the recipients, many of them coming from Walter Reed Medical Center. This allows the users to learn about the vehicles and get on them right away instead of having to wait for the once-a-year training sessions held in Washington D.C., San Antonio and San Diego.

“It originally started because they needed a place to store the Segways, and ACPD was interested in storing some of them,” said ACPD Retired Captain David Herbstreit. “Out of that, we saw an opportunity to go ahead and step into it a little deeper.”

Herbstreit is one of the founding members of the partnership between ACPD and Segs4Vets. Now, there are nearly two dozen participants in the ACPD. Lt. Mark Belanger is one of them. He’s been assisting for about nine months and has trained 18 Segway recipients, along with their spouses and other family members.

“It’s important that there’s a local group they can turn to,” said Belanger. “It’s nice to get someplace close, they don’t have to wait a year.”

Retired Staff Sgt. Robert Canine is one of the many who traveled from across the country to be at the ceremony. He received his Segway in the fall of 2010, and now volunteers with Segs4Vets.

Canine lost both legs below the knee from an injury he sustained in May 2009 in Baghdad, Iraq. He explained that an armor-penetrating explosive device hit the vehicle he was in, and he feels lucky to be alive.

Canine went through physical therapy at Walter Reed Medical Center for a year and half. He couldn’t walk well on his new prosthetics, but received his Segway within months of returning home. Canine says it’s been a huge boost to his mobility and allowed him to get around outside.

“I could keep up with my son on his bike, I could walk the dog,” said Canine. “It just felt good to be able to do something.”

A race through Arlington this Saturday, May 19, not only gives competitors a chance to show off their speed, but also helps injured wildlife.

The 2nd Annual Turtle Trot 5K takes runners along the W&OD trail. Proceeds help with the rehabilitation of injured local turtles and wildlife, and with providing shelter until they can be released back into the wild. Some money also goes toward educational programs at Long Branch Nature Center.

Following the race, the whole family can enjoy educational booths, games and displays, some of which feature live animals. Onlookers can also cheer on the stars of the “real turtle race.”

The 5K starts close to the picnic pavilion in lower Bluemont Park, near Wilson Blvd and N. Manchester Street. Sign up can be done online through Friday, or on location starting at 9:00 a.m. on Saturday. The race begins at 10:00 a.m.

The W&OD trail will not be closed during the race, so runners must share the trail. Others who plan to use the trail at that time are encouraged to be patient and be mindful of runners.

Arlington County is preparing to move forward with utility undergrounding and street improvements along Columbia Pike.

The County Board is expected to approve a contract for work along a section of the Pike at its meeting this Saturday, May 19. The $5.7 million contract would go to Sagres Construction Corporation, and includes work from S. Wakefield Street to Four Mile Run.

Utility underground is the first phase of the project, to be followed by a variety of additions and upgrades. Some of the improvements include new bus shelters, traffic signals, bike racks, ADA compliant ramps, street lights, trees and wider sidewalks. That stretch of Columbia Pike will also be resurfaced with a new layer of asphalt.

County staff has been working to ensure customers have access to all the buildings along the affected stretch of road, as well as to public transportation. Lane closures and traffic disruptions should be expected during construction, but will be during non-rush times. Night work is also possible, which could create some construction noise.

A Department of Environmental Services spokeswoman said assuming the board approves the contract on Saturday, work should begin in July. It will take about 15 months to complete. Project updates will be posted on the county’s website.
