The possibility of Washington-Lee High School being renamed has prompted a Republican U.S. Senate candidate to schedule a press conference outside of tonight’s Arlington School Board meeting.

The School Board is set to discuss proposed revisions to its school naming policy Thursday night. In a presentation, school staff will recommend a series of changes that will help guide Arlington Public Schools as it selects names for a number of new facilities, including the new building in Rosslyn that will house the H-B Woodlawn and Stratford programs.

But much of the public attention will be focused on a recommendation to start a process that could remove Confederate Gen. Robert E. Lee’s name from Washington-Lee. APS staff says the inclusion of Lee’s name would not meet the revised naming policy, which calls for APS to consider the namesake’s legacy.

“Robert E. Lee’s ‘principal legacy’ (i.e. the key activity, advocacy or accomplishment for which the individual is most known) was as General of the Confederate Army leading forces against the U.S. forces,” the staff presentation says. “This action does not reflect the APS mission, vision, and core values/beliefs.”

Prince William County Board Chairman Corey Stewart, who’s running for U.S. Senate in Virginia and seeking the GOP nomination, is planning a press conference outside the meeting.

In a media advisory, Stewart’s campaign says the press conference will be held at 5:30 p.m., outside the meeting at the Syphax Education Center (2110 Washington Blvd).

Stewart, who has been outspoken in defense of Confederate monuments and names, says he will be joined at the press conference “by concerned Washington-Lee High School alumni.”

The staff presentation notes that APS “received numerous renaming requests [for Washington-Lee] after August 11-12, 2017 events in Charlottesville, Va.” Following the “alt-right” rally and the death of counter-demonstrator Heather Heyer in Charlottesville, Stewart issued a statement decrying “Democrats and the media” and the “drive to squelch free speech.”

A police officer stepped in to help with an “incident” involving administrators and a substitute teacher at Swanson Middle School earlier today.

An email sent to parents said that a “conversation escalated” between the sub and school officials, prompting a response from the Arlington Public Schools human resources department and a school resource officer.

An APS spokesman declined to provide additional detail about what happened beyond what was written in the email, saying that it was a “personnel issue.”

Today, we had an incident involving our administrators and a substitute teacher.  Because the conversation escalated, we coordinated with school administrators as well as our school resource officer.  We also worked directly with Central Office staff in the APS Human Resources and Administrative Services departments to address the issue, and great efforts were taken to keep the interactions away from students to avoid causing further disruption to the school day. Nonetheless, several students witnessed the individual being escorted off school grounds.

(Updated at 1:45 p.m.) The Arlington School Board is nearing consensus on a plan to build 1,050 new seats for high schoolers at the county’s Career Center by 2024, with some, but not all, of the features community members want to see at the site.

At a May 22 work session, the Board expressed broad agreement on changes to Superintendent Patrick Murphy’s proposed 10-year construction plan, known as the capital improvement plan. School leaders have yet to finalize these decisions, but Board members signaled an increased willingness to embrace a plan that costs roughly $64 million more than the one Murphy proposed.

The Board has spent the last few weeks grappling with how, exactly, they’d execute a plan members agreed to last summer calling for Arlington Public Schools to add more capacity yet avoid building a fourth comprehensive high school, by adding seats to the Career Center (816 S. Walter Reed Drive) and the “Education Center” site adjacent to Washington-Lee High School (1426 N. Quincy Street).

Murphy originally suggested that APS add space for 600 high school students at the Education Center site and 250 at the Career Center by 2021, then tack on 800 more seats at the Career Center in 2026. That construction would also involve the addition of a multi-use gym and “black box” performing arts theater at the Career Center, but would not include the addition of other amenities parents in the area have been demanding.

The Board was previously considering more ambitious plans to outfit the Career Center site with a full complement of athletic fields and performing arts space. But the increased cost of those options, when combined with how the spending would strain APS’ capacity for taking on debt, seems to be scaring off Board members.

“I wanted to know how we could fast track seats and get all the amenities,” said Board member Monique O’Grady. “I think it’s clear that would put us in a situation where it wasn’t affordable.”

The Board is moving closer to embracing a plan that would bump up the construction of 800 additional seats at the Career Center to 2024, but also calls for the addition of a performing arts wing, a synthetic athletic field and a parking garage to the site.

“It’s very important that we add seats, but also that our seats be high quality,” said Board Chair Barbara Kanninen. “This would be what almost all of our high school students want to see in their school day.”

The Career Center would still not include every possible amenity the community might want to see, like a swimming pool or additional athletic fields, a point the Board repeatedly acknowledged. But Kanninen stressed that students at other county high schools have to travel elsewhere to participate in some sports or specialty classes, and she does not feel that building the Career Center school without those amenities would be inequitable for South Arlington residents.

With Metro expenses climbing and tax revenue growth slowing, the county’s top executive is calling for a rollback in new construction on some transportation improvements and other neighborhood infrastructure projects.

Arlington County Manager Mark Schwartz unveiled his proposed Capital Improvement Plan in a presentation to the County Board Tuesday (May 22), detailing the $2.7 billion in construction projects he wants to see Arlington take on over the next 10 years, and he did not have much in the way of good news for county officials.

Schwartz’s proposal does not call for the county to stop work on any existing construction efforts, or cancel some of Arlington’s major new facilities projects. For instance, Schwartz noted that his CIP still has full funding for things like the Long Bridge Park Aquatics and Fitness Center, the new Lubber Run Community Center and a replacement for Fire Station 8 on Lee Highway.

However, he believes the roughly $90 million in additional bond funding the county will need to put towards Metro, under the terms of the dedicated funding deal hammered out by state lawmakers earlier this year, will seriously squeeze Arlington’s ability to take on major new projects over the next 10 years. When combined with rising school costs, and the Metro funding deal’s cuts to regional transportation funding available through the Northern Virginia Transportation Authority, Schwartz feels there’s every reason to believe Arlington will be under some serious budget pressure for the next few years.

“This is not one of the better CIPs I’ve ever worked on,” Schwartz told reporters Tuesday. “You’re not going to find anything new in here… but I’ve proposed a CIP that sticks to what we’re committed to doing. Even still, I think there are things we should be doing that will have to be postponed.”

One of the largest changes Schwartz is proposing is to the county’s Neighborhood Conservation program, which funds modest community improvements like sidewalks, signs and landscaping. The county originally planned to spend $60 million on the program over the next 10 years; the new CIP would slash that to $36 million.

“We’ll be able to catch up on our backlog of projects already in the pipeline, and do some planning for future programs, but not much else,” said Michelle Cowan, the deputy county manager.

Schwartz’s plan also does not include any money for buying land for new parks; the county’s last CIP two years ago included $15 million for that purpose. However, his proposal does include $18 million for the first phase of redevelopment at Jennie Dean Park in Nauck, after the County Board just approved a new policy framework for the Four Mile Run valley.

Transportation projects on “arterial roads,” such as S. Walter Reed Drive or S. George Mason Drive, could also get pushed back under Schwartz’s proposal. He noted that the county still will devote $91 million over 10 years to improvements along Columbia Pike, largely aimed at beefing up bus service in the corridor to help compensate for the death of the controversial streetcar, but he also emphasized that Arlington’s “number one priority” with its transportation money is meeting its Metro obligation.

Arlington Doctor Sentenced in Poisoning Case — Arlington doctor Sikander Imran was sentenced Friday to three years in prison, with 17 years suspended, for slipping pills into his pregnant girlfriend’s tea, causing her to lose the unborn baby. If large new developments are going to put a strain on Arlington’s schools or eat up more of the county’s green space, why doesn’t the county require developers to chip in some cash to offset those impacts?

It’s a question on the minds of many Arlingtonians, particularly as the county grapples with budget cuts and increasingly overcrowded classrooms. “Peter’s Take” columnist Peter Rousselot even addressed the issue in his May 3 opinion piece, urging county leaders to require that any developer looking to add density to a property through a zoning change first send Arlington money (or even land) for schools and parks.

But county attorney Steve MacIsaac says Arlington isn’t likely to adopt Rousselot’s recommendations any time soon. He believes there’s a lot of nuance that often gets missed in discussions of the issue, starting with the fact that Arlington generally secures money from developers for things like nearby transportation improvements during any negotiation over new construction.

“Think about widened sidewalks and streetscapes you see, new Metro station entrances, things of that nature,” MacIsaac told ARLnow. “The goal of Arlington has been to try to make great places, and that will cause businesses to want to locate here, and then they generate a large amount of tax revenues to offset the cost of other services it has to provide. So if we flipped things around, the county would have to pay more for creating the great place… Things developers pay for now, wouldn’t be paid for, and the county would have to pick up those costs.”

MacIsaac notes that state law limits local governments from exchanging cash or donated land for schools, roads or parks for zoning changes, a process commonly referred to as the “proffer system.” In fact, many other localities across Northern Virginia have chafed at the current state framework for proffers, after a 2016 change to state law set new strictures on what local governments can ask developers to pay for.

MacIsaac points out that Arlington has largely been immune from those headaches, as the law still allows local officials to extract various concessions from developers — from public art contributions to affordable housing commitments to transportation improvements — if they build through the site plan process. (The 2016 changes exempted projects in certain areas, including those around Metro stations.)

Yet MacIsaac believes the proffer law does illustrate the way state lawmakers in Richmond view this issue, and why the county remains broadly limited in how it dictates terms to developers.

“The General Assembly is very stingy in giving us authority to deal with these kinds of things,” MacIsaac said. “New development imposes costs on localities, and the General Assembly believes localities should pay for those costs with the tax revenues they raise from that development.”

Rousselot writes in his column that no state laws or county ordinances “expressly prohibit Arlington County from requesting a reasonable cash or in-kind contribution from a developer as a condition to address these kinds of schools and parks impacts,” and MacIsaac concedes that this point is largely accurate.

Yet he believes moving to such an approach would not only deprive the county of the contributions it currently wins from developers — MacIsaac points out that builders typically pay for everything from transit improvements to public art — but would also fail to make the sort of impact Rousselot and others envision.

Arlington Public Schools could soon free up some space in one of its parking lots by shifting employees to a garage next to Barcroft Park.

The County Board is set to approve a deal with APS this weekend to let school bus drivers park their personal vehicles on the top floor of the Barcroft garage at 4200 S. Four Mile Run Drive.

The school system is looking to make the change because space at the Arlington County Trades Center lot in Shirlington (2770 S. Taylor Street) is rapidly becoming limited, according to a report prepared by county staff. Rising enrollment in APS has led not only to overcrowded classrooms, but a persistent push by the county to add more buses, which has squeezed its transportation facilities.

So long as the Board signs off on the deal, APS employees would be able to park in the 50 spaces on the top floor of the garage from 5 a.m. to 5 p.m. each weekday starting on July 1, and the arrangement would last for at least the next five years.

APS buses will no be moving from the Trades Center lot, so the school system also plans to run a shuttle out to the Barcroft garage, which sits roughly a mile away from the center.

County staff don’t expect this change will have any impact on demand for spaces in the garage, which also serves the Barcroft Sports and Fitness Center, as they believe the space is currently “underutilized by the public for parking for recreational activities” during the day on weekdays. The full garage will still be open to the public past 5 p.m. each day.

The Board will vote on the deal at its meeting Saturday (May 19). The matter is slated for the Board’s consent agenda, so it’s likely to pass without debate.

(Updated at 12:40 p.m.) Following a national trend, data shows that Arlington Public Schools are disproportionately suspending black and Hispanic students compared to their white classmates.

The recently released stats from the U.S. Department of Education indicate that among the total 25,149 APS students, 10.6 percent were black, 28.4 percent were Hispanic and 46.1 percent were white. Meanwhile, the makeup of students serving in-school suspensions in APS was 29.1 percent black, 40.6 percent Hispanic and 19.4 percent white students. For students serving out-of-school suspensions, 29.5 percent were black, 33.3 percent were Hispanic and 27.6 percent were white.

APS administrators also referred disciplinary incidents to county police on 160 occasions, the stats show. In those cases, 25 percent of the students involved were black, 40.8 percent were Hispanic students and 25.8 percent were white students. There were only two expulsions at APS in 2015, and both students represented two or more racial backgrounds.

The racial disparity reflects a national trend revealed in the DOE’s report that found black students were suspended, expelled and referred to law enforcement more frequently than their white peers.

Nationally, in 2015, black students made up 31 percent of children referred to police or arrested, but only 15 percent of the total U.S. school population. White students comprised 49 percent of all students, but only made up 36 percent of student police referrals.

The disparity within APS also includes students with disabilities. Although students with disabilities only made up 13.3 percent of the school population, they comprised 34.6 percent of in-school suspensions, 42.5 percent of out-of-school suspensions and 46.7 percent of referrals to law enforcement.

In a statement emailed to ARLnow.com, Jeannette Allen, the school system’s director of administrative services, said that the APS is aware of the disproportionally large number of suspensions of both minority students and students with disabilities, and is committed to eliminating those disparities.

Allen highlighted the national problem as well, adding that the school system has seen these disparities persist, even as APS has recorded a decline in its total number of suspensions.

The top three offenses that lead to disciplinary action at APS are categorized as “disruptive behavior,” “altercation” and “fighting,” Allen said. Over the past few years, APS has begun to address the disparity by providing funds to schools to find alternatives to suspension, including training for administrators.

“Since most of our suspensions fall in the category of disruptive behavior, our primary focus is providing professional development,” Allen wrote. “Providing professional development and alternatives to suspension will help address the subjectivity that sometimes influences decisions to suspend a student. We are also providing targeted support for students to address their disruptive behaviors in a way that encourages behavioral improvements and helps students to self-regulate their actions and reactions.”
